You
can access Command Prompt,reg-edit, and task manager on a computer where its disabled with no admin rights. You can do this by copying the files for Cmd,regedit, and task manager, to a writable location. Then you can edit them with a binary editor to run regardless
of the policies set up. . The reason this works is because when Microsoft was coding Windows, , they decided they'd rather have it be more open than closed. When the command line starts, it checks a value in the registry to see if it can run. When you do this
your changing the registry location it looks in. Therefore it doesn't find the restriction in the registry. As a result, it allows execution. Once you've changed this one binary value, it will work on any school, work, or home computer that has it disabled.
Also on 64 bit versions of windows 7 and 8 you also need to copy the En-US folder from System32 and paste it in the folder with the binary edited CMD file. This is so it can load all the commands properly. I am not responsible for what you do. Have fun. The
unicode strings are CMD- disablecmd, Regedit- disableregistrytools. You can also use this method to access a disabled task manager. 
Note: When doing this put the files
into a place you can write to like a flash drive or the desktop, or else you won't be able to make the edits. You can do this all on a standard account. You don't need to be a Administrator.

 When I try to start a program using the ran as an administrator I recieve a cant run do to group policy, I have Vista home premium, from what I read on this group policy snap in is not installed in this version of vista. Also when useing task manager trying to find the program that is giving me trouble when I click on the show all users button it does not do anything, wont prompt me for an admin password it just moves when you click on it and doesnt do anything. Please help me, I have run malware pc cleaner, the tdss on this web sight, And avast, windows defender, whats running program.

Hi,

My Windows 7 Pro PCs were unable to disable task manager in Group Policy.
Our company domain controller is running on Windows Server 2003 SP2.
Even though we have set "Disable Task Manager" in Group Policy Management but it never takes effect by "Greying Out" those PC task manager.

Is there any incompatibility between Win7 and Win Server 2003 SP2.

It is very weird that our test virtual PC was able take effect.

Please advise.

So what you are saying is that even though you have deployed this GPO, the target users can still launch the Task Manager using CTRL+ALT+DEL, or Run...taskmgr, or CTRL+SHFT+ESC?

I am running a windows 7 machine at home and recently cloned the drive to a new hard drive (the old one was failing). Now I can't get Security Essentials to launch, and other programs like hijackthis give me the same error.
 
The error message is as follows:
 
C:\Program Files\Microsoft Security Client\msseces.exe
This program is blocked by group policy. For more information, contact your system administrator.
 
This is a personal computer, and should not have any group policies. My user has administrator privileges, but still I cannot run MSE and cannot uninstall it either.
 
I'm not sure if this is a virus, adware/spyware, or just a registry error.

Looks like this is one of those known quirks that happen from time to time. The suggested fix is to uninstall MSE, and in some cases you need to use a special tool from Microsoft to do it. The fixit tool links are listed, along with some other diagnostics that may prove useful:

Hi there.

I have a problem that I've seen elsewhere on this forum, but I think it needs a personalised fix.

If I click AVG (2014 version), an error message pops up saying "This program is blocked by group policy".

Do you get the error when you click on "Run as administrator"?

Try changing the security policy. Go to gpedit.msc-computer configuration-windows settings-security settings-local policies-security options.Change "User Account Control: Behavior of the elevation prompt for standard users:" to "prompt for credentials". This will result in blocked programs prompting for elevation. When it does, enter your admin password.

If you are part of a domain, then it may ahve to do with network security policy, for which you'll need to contact your network admin (as the error message says).

Hello there,

I was just working on my laptop (it's Windows 7) on Wednesday night (May 28) and my AVG 2014 did its regular scan but then detected a problem. I removed the problem as it suggested and then restarted as it suggested too. After the restart though, the AVG gadget on my desktop had disappeared, the desktop icon was still there though.

I didn't understand what had happened and then clicked on the AVG desktop icon but it came up with AVG Blocked by Group Policy. I'm not very clued up on tech and I don't understand what's gone wrong but obviously I'm concerned about the lack of antivirus protection I now have and would like to get it fixed as soon as possible.

Please download Farbar Recovery Scan Tool and save it to your desktop.Double-click to run it. When the tool opens click Yes to disclaimer.
Make sure the Addition.txt button is ticked.
Press Scan button.
It will make a log (FRST.txt) in the same directory the tool is run. Please copy and paste it to your reply.
The first time the tool is run, it makes also another log (Addition.txt). Please attach it to your reply.

I have a windows Vista system
 
I cannot open Avira Anti Virus or Malware Bytes Anti Malware, I get an error saying "This program is blocked by group policy" in normal mode.
 
I have tried numerous things, such as running Malware bytes in safe mode, which found nothing, and ran Spybot search and destroy again, this also found nothing too. 
 
I honestly don't know what to do next, at the end of my tether.

It should be mentioned that I'm using a PC that is connected to a University network. However, I am the Administrator of the computer.

Group policy is set by the network administrator in charge of the domain, not the machine administrator.
 
For various security reasons executable data can be prevented from running from specific locations. This prevents malware from executing and malicious script from replicating.
 
For example, on my network we have very strict policies which prevents any executable data from running except in Windows or Program Files directories. It is probably a variation of this that you are experiencing.

I have recently started experiencing this issue on my Windows 7 x64 HP notebook. I first experienced this with winrar. Whenever I try extracting from a rar, it gives me this error: This program is blocked by group policy. For more information, contact your system administrator. I then moved to 7zip and it works fine. I then downloaded utorrent, does not open, gives me the same error, no harm done. Now the issue is when I want to uninstall the program, it gives me a similar error and wont let me uninstall it. The error: You do not have sufficient access to uninstall uTorrent. Please contact your system administrator. I am the only user on this computer and it is not connected to a LAN network. I cant even find the program files for utorrent for me to delete. Please help!
 
I deleted the settings from %appdata%\utorrent
The second time I tried opening uTorrent my computer froze on me, no ctrl alt del results, no mouse, nothing had to force shut down frmo the power button.

Silly question but must ask: Are you on an account with administrative rights?
 
Group policy can be caused by a few things but first get back at us with a little more information and we will get the ball rolling. 
 
 
If you are an admin first try looking into the gpedit.msc in admin mode:
 
-Go to run-->type CMD-->type gpedit.msc in the black window that appears.
-Click into "window settings" then "Software restrictions and policies"
-Under your profile change it to basic as default.

I have spend a long time on your site as it appears many other have had a very similar issue as me...but i cant sort it alone.
 
I got an threat alert thrown up by AVG 2015 during browsing and thereafter the AVG logo disappeared in the system tray and I can no longer open it or system restore (that i have discovered so far) and get the error message "blocked by group policy - please contact system admin" when i try.
 
I rely on my computer for everything
 
I have most of the logging and tools downloaded already you refer and recommended to others in similar logs so would be grateful for some specific helpful guidance. I dont want to start and mess it up halfway alone.
 
Of note I have done a recent CCleaner and I can run Malwarebytes which quaranteened 1 file and now says all is well on a 2nd run but the issue persists...

I am a computer tech and am trying to resolve a problem with a customers pc. Everything is working correctly except when I try to open Trend Micro. I get an error that states "This program is blocked by group policy." 
 
I ran Malwarebytes and superantispyware in safe mode. Malwarebytes found 0 and Superantispyware found 5 tracking cookies. I have reinstalled Trend Micro and it didnt make a difference.

Recently my computer has started to show the "this program is blocked by group policy" when i try to run teamviewer.
There is no software restriction policy (SRP) or applocker active on my windows 7 PC.

Hi,

I have a similar problem to SimonT182 in that I cannot open AVG. Every time I attempt to open it I get a message saying that I can't because it is blocked by the system administrator. Attempting to use the registry editor and run the uninstall through command prompt does not work- I am told it's "blocked by group policy".

I installed avast! (uninstalled before I ran GMER) and ran a full system scan to see if it found anything and it detected a Trojan file in the AVG folder, which it quarantined and deleted (I believe). I have a recovery drive I can use if needed.

I see you mentioned uninstalling McAfee, but it is still present.

While this may seem like greater protection, it can cause problems including slowdowns, system hangs or even crashes. This can happen if both AntiVirus applications attempt to access the same file at the same time. This may cause the applications to interfere with each other, or cause the system to lock up. It can also be a drain on system resources, making a machine run slower than it should.

I am hoping you may help me. I have major problems. A few months back my computer was running ridiculously slow. After some investigation, it looked like I was hit by malware. Trying to make this long story short...I built this system and took it to a computer store for a checkout once it was completed. I bought from them their antivirus Symantec Endpoint Protection, which they loaded on my system. I have no disks to reinstall it. Its been on my system since then (about 2 years). I've updated it regularly and pretty much runs a daily scan. I downloaded a Windows patch last week which may have corrupted Symantic since it would not allow me to open it to update the definitions or run a scan.

I have a windows Vista Basic system
 
I cannot open Avira Anti Virus or Malware Bytes Anti Malware, I get an error saying "This program is blocked by group policy" in normal mode.
 
I have tried numerous things, such as running Malware bytes in safe mode, which found nothing, and ran Spybot search and destroy again, this also found nothing too. 
 
When I try and run the programs as administrators, I still get the same problem
 
I honestly don't know what to do next, at the end of my tether.

Hi, I'm hoping someone can help with this... I'm an IT technician and one of my clients has suddenly experienced an issue whereby they can no longer execute two programs without right clicking and selecting "Run As Administrator". This happened
"out of the blue" and without any warning or trigger event. The user has been running this same configuration for months before this issue started happening. The only possible event was the user reported possibly running some sort of malware from
an email attachment they thought was safe but later determined it came from an unknown source. HOWEVER, all current virus and malware scans come up clean.
If they just click the icon and do a normal execute they receive the message "Program blocked by Group Policy". They are on a domain, however, there have been NO changes to any of the group policies AND no other users are experiencing the issue
despite the fact all the users are contained in the same security group on the domain controller.
The two programs this user can no longer execute, without elevation, are: AVG Antivirus Business edition and Symantec PC Anywhere.
I've been all over google and made some recommended changes via gpedit.msc but nothing has helped so far. I also did a gpupdate and tried turning UAC on and off but the behaivor is the same regardless of the state of UAC.
Anyone have any suggestions? Thanks much,

The mailware may have put in a registry entry under policies that is
causing yuor behaviour.

As a last resort you could try this:

Logon as an Administrator

Navigate to HKLM\Software\Policies and nose around to see if anything
there might be the cause.

Next, Navigate to
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies and do the
same.

If nothing jumps out at you, back up both of these registry keys then delete them and then
run GPUPDATE /FORCE and see if problem is still there.

If so, try all the above steps again, but this time use HKCU instead
of HKLM.

Hi all,

I was browsing the net and AVG blocked several threats/virus'

I cannot open AVG as i get a dialogue box stating, 'This program is blocked by group policy. For more information, contact your system adminiistrator.'
Well thats me!

I cannot do a system restore as i get a dialogue box stating, 'System Restore has been turned off by your system adminstrator.'

I have no access to a Windows Install disk or a Boot CD.

Please note that more than one round may be needed to properly eradicate malware. In co-operation with the cleaning process, please: do not uninstall/install any programs unless asked to do so, to make it easier on us as it is more difficult when files/programs are appearing in/disappearing from the logs;
do not run any tools or scans other than those requested;
follow all instructions in the order they are presented;
if you have problems with or do not understand the instructions, ask before continuing;
stay with this thread until given the All Clear, as absence of symptoms does not always mean the machine is clean;
do not attach any logs/reports, etc.. unless specifically requested to do so.
All logs/reports, etc.. must be posted in Notepad making sure the word wrap is unchecked. (In notepad click format, uncheck word wrap if it is checked.)

hi,

this is my first post so bare with me!

everytime i try to open avg i get an error mesage saying that it is blocked by group policy and to speak to system admin.

this made me think i have a virus so i tried to run malwarebytes, same error message appeared.

i started up in safe mode and ran malwarebytes which foud 200 odd infected files and got rid of them, but when i start up in normal windows i still cant open avg.

i woulkd be very grateful of any help! i think i have seen the same problem rectified in the forums. one problem whenever i compress my two files into a folder it always does it in winrar but i cant seem to stop it! i have followed the steps to come up with theese:

Various applications show this message when opened "This program is blocked by group policy, for more information, contact your system administrator."
It's a school laptop which was once part of a domain, not anymore, i am local admim.
The only solution which works is opening the application in Hex editor and changing the size of the file.
I would like a permanent solution so i don't have to do this for every application which receives the message.

Things i have tried.

(In regedit)
Deleting "Paths" in HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\safer\codeidentifiers\0\Paths. I do not have the "safer" folder inside Windows.

Running the application as admin.

(In Local Security Policy Security options)
User account blablabla prompt for standard users Securty setting = prompt for creditals.

some other stuff also which i don't remember.

Hi,IE has taken to crashing randomly, and so I finally downloaded Google Chrome to use instead, only to find it would not open. Since I followed this guide from bleepingcomputer.com to setup software restriction policies at my organization. I'm having a difficult time installing software that auto self extracts before installing. The apps get blocked during the auto self extract process before the install. I believe the applications are attempting to auto self extract to %AppData% or %LocalAppData% path, but I'm not sure. A couple of examples are Firefox and 7-Zip. Some simple applications I can extract the exe with 7-zip and provide users a directory to run the app (problem solved), but extracting apps like firefox only provides a file that downloads firefox and then I assume tries to self extract before installing which gets blocked by group policy restrictions again. 
 
I notice there is a section titled "How to allow specific applications to run when using Software Restriction Policies", but I'm not sure if this applies since these self extract before install files are only temporary files.

Hello,

I don't like Chrome shutting out third party extensions, and the huge dumbing-down that is coming for Firefox, so would like to install Opera and Pale Moon.
I am running 64 bit win7 ultimate on an i7 machine.

Trying to install Opera from any folder on the computer gives this error message

There are no applocker rules.
There are no software restriction policies or software settings.

Attempts to install Pale Moon using the web installer from any folder, as an adminstrator, gives rise to this error message

Note; as mentioned above, I am running 64 bit win7 ultimate on an i7 machine.

Has anyone any idea how to make it possible to install these softwares? Other apps I have installed have not met with this kind of problem. It's almost as if *something* on the machine doesn't want another browser installed.

hi. i need help
i'm using a laptop with windows 7 home premium 64 bit os
 
long story short i lend my laptop to a co-worker few days ago, and when i get it back "Mcafee Security Scan Plus" is installed on it, which i don't really need since i already have another antimalware (malwarebytes), antivirus and firewall (zonealarm). so i uninstalled the Mcafee.
 
Just now when i tried to run malwarebytes, it won't open. instead i got "this program is blocked by group policy..." message.
so i did the following:
 
1. i went to "safe mode" and try to open malwarebytes there. 
result: it opened just fine... i done a quick scan and got nothing. so i guessed something that is not running in safemode is blocking it
 
2. from there, the "Mcafee SSP" thing pop into my head. so i went and download the "McAfee Consumer Product Removal tool" and run it.
result: i still can't run malwarebytes.

First of all, Malwarebytes is not an antivirus, you need an active antivirus.

Hello I need help. I've tried to remove this problem through regedit (removing items I thought were the virus - resetting IE -
 
My first problem was http://click.cpvredirect.com/redirect.php?ID=797510233&KEY=4035 - then some how internet explore 8 downloaded onto my system. After that I was not able to open up some of my program. This error came up " This program is blocked by group policy. For more information, contact your system administrator. I even tried to fix this problem through safemode. I have a WD Mypassport with all of my important information on it. I would love to factory reset, but I don't have the disk. I was going to order a rebook disk from ebay or amazon.

Checked teh s/w policies / firewall policies but didnt find anything that blocked the program

Hi there,
 
I'm currently using Windows 7 Enterprise 64 Bit edition, Today when I came home I was using my computer for about 30 minutes and I encountered a forced restart to which Avira Antivirus alerted me I had a registry modification blocked which it didn't really seem to block at all but hey, I'll be swapping out Avira to something else when I can. Now I cannot run Avira or Malware Bytes, My internet feels slower and affected, Lots of things are restricted on my computer from being run and I also cannot follow alot of download links as they come up as 404'ed when obviously they are not.
 
I have downloaded all the things I could that are regularly used just to save time such as JRT / ADW Cleaner / Roguekiller / Microsoft Safety Scanner which I'm running at the moment and I have a Kaspersky Rootkit tool aswell.
 
This could not of happened at a worse time. I 'll make sure to follow the thread so I can pay attention to replies, I run on UK time so I'll be sleeping sometime soon but will keep my eyes peeled for replies as viruses are not only debilitating to my everyday usage it frustrates the hell out of me =(

I'm currently having a problem with Windows defender, which is reporting that i have malware. However, when i try to run windows defender it gives a warning that the program is blocked by group policy. I was also experiencing a problem with wondows startup where it would open my documents and then pause. My system doesnot run ' itunes' . IT says " His program is blocked by group policy"
I tried GPEDIT.MSC and checked for sofware restrictions/ firewall restrictions but didnto find anything there.
I trid 'regedit' ( with help through some forums on the net) but that also didnot help

Iam at my wits end as to where the restriction is placed.

Think I cleaned malware, but I still can't open AVG.  Please help.  Also don't have access to uninstall it.
 
Just got "clean, tested, working" laptop so the first thing I did was go on CNET to download AVG Free 2015.  Was also going to download Spybot but decided on Windows Defender.  Downloaded 2 more programs from there.  Then got Juno dial-up for my sister (I got the laptop for her).  I did notice some things but I thought it was me because I am not used to working with laptops (thumbs hit  mousescreen).  Computer really started slowing down.  Tried to open AVG and got the "program blocked by group policy.....see administrator" message.  Also, it was not on my Tray.  Ran Malwarebytes and found 6 different Trojans in 17 files and 3 registries, but still can't open AVG.  When shutting down, hundreds of Windows Updates try to install but even after all night still not done so I would have to shut down manually.  When in safe mode some part of AVG can run.  Processes show that it is running, but I can't open it.  Also cannot uninstall because I get the message that I don't have access.  I found out that there was no restore point, but I think I got it on now.  I ran SuperAntiSpyware and found 118 tracking cookies & removed.  Also ran your RKill and it shows no problems.  Nothing I run shows any problems now, but I still have to correct the problem w... think i have a virus or something as laptop isnt working as usual and wont allow me to change or open AVG i get a pop up of blocked by group policy contact administer.
 
i did the DDS but it only gave me one txt file the attach.txt and so as instructed i have attached it.

From what I've read, the fix is to delete the 0\paths located at the end of the following registry entry:
 
HKey Local_Machine\Software\Policies\Microsoft\Windows\safer\coidentifiers\0\paths
 
It doesn't work for me because I don't have 0/paths at the end of this registry entry.  
 
What I have are these 2 entries after coindeitifiers:

I want to get rid of this annoying problem.  Why does this happen if I don't have 0\paths  in said registry entry?

Name it fixlist.txt and save it in the same dir that the FRST.exe is in, in your case that would be: C:\Users\Beanie\Downloads

Hi,
 
We think we had a virus on our computer recently which resulted in us being unable to run MS Essentials. We get the message "This program is blocked by group policy" when we try. My partner got around this by running it in safe mode and we believe we have removed the virus but we are still getting the above message when we try and run MS Essentials.
 
Can anyone help?

First, I wish to thank you guys for this very awesome board, I know I will have fun learning all the stuff I do not know already about computers, tweaks, and what not.

My Question, and forgive me for putting it here, I had no idea where else to put it, I thought about tutorials, but I know this isn't even an option in win7, I assume it will be moved if needed, by the admins, and thank you, for understanding.

How in the dickens do I hack the registry or what ever I need to do, to prevent files from being blocked upon downloading them?
I do a lot of downloading and what not, and its frustrating having to manually them, every single time.

Please understand, I already have a hack "take ownership" installed in my right click menu, to preform muti-files at once.

What I desperately need, it to stop them from being blocked from the beginning, so I don't have to unblock them afterwards.

I assume this must involve a Group Policy hack of some sort?
