Q: Lock Screen - Only "half" Updates

Hello! I'm using Windows 8.1 on my PC, Home Edition I believe. And I've run into a strange issue where I try and update the image for my Lock screen, but the only time I see the new image is when I shut down and start up my computer. Whenever I sign out of my account, the "old" lock screen is what appears. I've tried searching Google for solutions that have included looking in the Registry editor and manually resetting the System Data folder by deleting it and letting Windows make it new. However, the change clearly is saved in the system as it does show up when I start the computer up. Further, whenever I go to PC settings, it is always properly "set" to the new image, it simply doesn't show it when I sign out. Any idea what the problem might be?

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

In Incognito window, whenever I browse something, more than half of my screen always occupied with some black portion with text like "GICKELSCHLAG". What is that? this is bothering me now.

Why do we get the option "Windows Updates. Important updates are available. Go to PC settings to install them" on the logon screen? Need to remove this option but without altering the update functionality. We are using SCCM for windows update.
Can you help how to remove it by GPO or any other option for large scale systems (5000+). At present the user cannot install the updates as it has been restricted. Attached the screen shot also.

Whenever I press Win-L, it locks to my welcome screen and stays locked like that, even if my screensaver comes up. But when my computer automatically locks after 5 min. it goes to the "Unlock this Computer" dialog box.

Is there anyway to change the auto-lock to my welcome screen?

Hey everyone,
        I am trying to get the REST queries to work with the sharepoint end points instead of graph end points. I first created an app with relevant permissions and have given it the admin consent. Then I am hitting the https://login.microsoftonline.com/<tenant>.onmicrosoft.com/oauth2/token?Content-Type=application/x-www-form-urlencoded end
point with https://<tenant>.sharepoint.com as resource. I am then using the access token retrieved to give the rest call to https://<tenant>.sharepoint.com/_api/v2.0/drives/b!3indYSbqZ0-hVSPnCgIZy-2xDMh7jH9AuQnEzJMc6TEfQoSJvJT-R6tT0lFBQiPr/root/delta
but it is failing with "error":{"code":"generalException","message":"General exception while processing"}}. The REST response code is 401 Unauthorized. I have filed a Microsoft support ticket but they
have asked me to post on these forms. Can someone please help me with this? I am not able to move forward because the error is pretty generic and doesn't give any additional details.

If you mean "locked" on the sign-in screen, then it means that your account is not signed out, and currently still signed in. You would just need to sign in to unlock it.

So I have this weird thing happening in my relatively fresh install of Windows 10.
Whenever I search for "Check for Updates" or "Windows Update settings" on the search box of the start menu, I get the results that I want but if I press enter or try to click on those results nothing happens.. As far as I know I can click all others search results but those, and maybe others related to windows update.

I can still get updates by going to Settings>Update & Security though.

In my other computers this works fine, and as far as I can tell all the updates are done.
From what I've searched around other people seemed to have a similar issue where they couldn't acess the settings at all which isn't my case. Still I tried the sfc/ scannow that a lot of users seemed to recommend but no results.

When sfc /scannow is completed, it will give you one of the following 3 reports....................(paraphrasing)

1. No integrity violation.
2. Found corrupted files and repair is successful.
3. Found corrupted files but unable to repair some of them.

Which one of the above is applicable to you ?

Hello - would anyone have any assistance or info on update error code #80070002 ? - keeping most of my auto windows 7 updates blocked or 'failed'. - Would like to see more of my windows 7 updates be 'successful'.
Also (upon my restarts and shutdowns), my 'Widows Configuration' advances to ONLY 30%, instead of 100 percent??

Hello guys,

I don't know what I did, but nothing happens when I click on those two things in the search bar:

I reinstalled Windows a few hours ago, and IIRC pressing those with the mouse lead somewhere. Now when I click on them, it does nothing. I have to type in "Settings", so I can click on the actual Windows App. Then I can navigate to those settings. IIRC those results were "clickable".

Can somebody help?

Hello guys, I'm a new one here.
So.. here's the thing:
Every time I start the computer, it freezes on the screen: "Windows is starting up..." for like 1:30 minutes and then comes the: "Loading your personal settings" screen, which is on for 8 seconds or so. And then it goes to desktop. Programs are opening at normal speeds, but why does it freeze on that screen, I have no idea. Even my another computer, with Celeron processor boots much faster than my Quad processor.
Of course I've checked "msconfig", here are the screens:

Malwarebytes' Anti-Malware - Full Scan: didn't find nothing
SuperAntiSpyware - Complete Scan - found 1 cookie
Spybot S&D - found 2 cookies
ESET NOD32 v4 - found 2 false positives
I also used CCleaner to clean temporary files and registry and Advanced SystemCare v3 to optimize my PC. It all did speeded up my computer, but it didn't solve the boot lag. You can see my computer specs, when you click on the computer icon after my nickname.
I know that my English isn't perfect, but I'm trying my best hehe

I strongly advise you to stay away from registry clean/optimize/boost/tuneup type programs. They do little to nothing to improve speed and performance. What they can do is break programs and damage the operating system.


You shouldn't uncheck service entries in the System Configuration Utility "Services" tab. They should all remain checked.

If you want to change the "startup type" to any of them to Automatic or Manual or Disabled, you should do it in Start - Run - SERVICES.MSC - OK.

NVIDIA Display Driver Service can be set on Manual.


In the System Configuration Utility "Startup" tab, these entries can be unchecked.


Set the above service entry to Manual first before you uncheck these startup entries. After you're done, restart the computer.

Hi, tonight the update for upgrading to Windows 10 was downloaded even though I didn't reserve a copy of Windows 10 and I'm filling happy about Windows 7. I've uninstalled the update KB3035583 from my computer and hided it from being updated in the future. Still the notification "Upgrade to Windows 10-Get started" remained on the windows update screen. Is there any way to get rid of it as well so that I wouldn't click by mistake the get started button? Thank you.

My Windows 7 Home Premium 64-bit computer downloaded updates from windows update yesterday and did the standard configuration process before it switched off when I went to bed.

However, when I came to turn it on this morning, messages about the updates being configures appeared at the "Starting Windows" screen. Initially is did say "Starting Windows" but then this normal message disappeared whilst the glowing Windows logo remained and messages such as (I do not remember the exact wording) "Configuring update 187/1678 (Registry/fjhasifdh...)".

Once this had completed the computer automatically restarted and the normal update configuration screen came on to configure them as normal (The blue screen saying not to turn off the computer and that the updates were e.g. 35% complete).

I have never seen the updates configured at the "Starting Windows" screen before, is this normal?

Note: I can't take any screen shots because my problematic laptop won't even start up fully.

So as a bit of background, my 6-year-old Toshiba A505-S6005 laptop battery has been horrible for ages (as in my laptop MUST be plugged in at all times or else it will immediately spontaneously turn off without a proper shut-down. It also spontaneously turns off it it overheats or starts working too hard or something), so I don't use it very much - but it's where I keep all my music and movies, and I've been gradually transferring these files to other devices, which is why I still use it occasionally...

Anyway, 2 nights ago, I downloaded and installed updates, and after taking a while to install updates, it stayed on the "shutting down..." screen for a long time... And when I woke up the next morning, it was STILL on the "shutting down" screen - and it had been 8 hours by that point (I was actually very surprised that it hadn't spontaneously turned off overnight). So I did a force-turn-off because I thought it would start up ok.

Today, I turned on the computer figuring it would boot up ok. So we get to the start-up screen - it even spends a mere split second on the usual improper-shut-down-how-would-you-like-to-start-up screen (it usually spends 30 seconds on that screen) and it goes through "configuring updates," and this took a while, and then it went back to the "shutting down..." screen. It's been a month since my laptop gone wrong. All programs doesn't run properly, and stop working many times. Media Player, Office, Internet explorer, all stop working frequently, and I have to wait ten second until five minutes to continue my work.

Two days ago I noticed that when I downloaded windows update, the updates wasn't saved in OS folder like it used to be. New folders named like "1ee10074..." appeared in my hard disk. I realized that the problems begin when I found new folder like this in my hard disk, and now the problems is getting worst after updates. I thought my "OS" was full, but the indicator say "11.8 GB free of 58.5 GB".

I can't delete or move the folder without permission, and try to copy them to "OS". Now each time I open a file, two windows are opened, one is my opened file and the other is blank window.

I don't have enough knowledge about computer. Can anyone help me, please?

That temp file that you mentioned, is it in the root of the system drive?
In other words is it located here: C:\1ee10074....

If that is where it is, then it could be from a .NET update. They do not always remove that randomly named folder. Don't delete it just yet, go inside of it (say continue to the permissions security pop ups). If you find several folders with 4 numbers for the name, then it is probably from an update. Those numbered folders are for different languages. You can delete the folder if you want or just leave it. The folder is not the cause of your problems.

In Windows XP, fully updated, I have several folders full of mp3's and want to see the bit rate and duration. I right click on a column heading and select "Bit rate". I then click on "More..." so I can get to "Duration", and I select that one too.

But all the figures in the "Duration" column appear to be in "hours" and "minutes", so I see "00:04" or "00:03", but what I want is "minutes" and "seconds".

Any thoughts as to how to change this?

I have 2 issues that have shown up on my PC.

HJT Log follows the description of both issues.

I am using a Lenovo Thinkpad R61i (7732/A12), Vista Ultimate w/SP2, 2GB RAM. Security is Windows Live Onecare. All O/S patches up-to-date.

Issue 1: Random Sound

Periodically the system will start playing random sounds. The sounds have been song clips, or synthesized cat meows. Not files from my computer (heaven forbid!). If I close my browser (Firefox 3.0.11), the sounds will stop. I have already checked Firefox add-ons, which are: "Down Them All", "Move Media Player" and "Speed Dial". All are up-to-date.

Issue 2: Random "lock computer and go to login screen"

If I leave my computer for a short time (less than 5 minutes) periodically the system will lock the computer and go to the login screen.

I am not talking about a system / browser / application lock-up.
I am talking about the system leaving the user logged in, but going to the login screen. To get a visual of what I am talking about, press <CTRL><ALT><DELETE> and select "Lock This Computer" (or press windows-L).

Screen saver is set to "None".
Current power plan is "Timers off (Presentation)"

If I have not been specific enough, I greatly apologize.

Now this problem is a real head scratcher for me, and I doubt anyone can help, but I was wondering if anyone has come across this.

I am running an IBM Thinkpad R40. ON occasion, the caps lock button will act as if it is on, when it will in reality be off. There is a light up on the monitor that shows when it is on and off, and the light will show "on", but it will be acting as if the caps lock button is "off". This makes it impossible to type in web addresses. because I cannot type up a period, only an ">".

Two other problems I started having. In Eudora, I will press the send button as I hold down the shift key, and an option window will pop up that will allow me to send the e-mail at a later date. But lately, I have just been pressing the "download mail" button, and the option window pops up as if I am already holding down the shift key, but I am not.

Last problem. I will try to highlight and copy, and there are times when I cannot seem to control the touchpad. I will highlight something, then will try to reverse it, take away the highlighting by pressing on the "mouse" button(I am not using a mouse, I don't know what you call it on a Thinkpad), and it will not reverse, it will not disappear like it should. In fact, it will not leave at all. In order to get rid of the highlighting, I will just have to click entirely out of the window.

I am running Windows XP SP3, fully updated, on an Acer lap top PC.

I have several folders full of .mp3's and want to see the bit rate and duration. To do this I right click on a column heading and select "Bit rate". I then click on "More..." so I can get to "Duration", and I select that one too.

The two new columns appear, but the format of the "Duration" column appears to be "hours:minutes", so I see "00:04" or "00:03" for most .mp3's, when what I want to see is 'hours:minutes:seconds", e.g. "00:03:45".

This also happens for video files (.avi files), e.g. all my episodes of "Heroes" (sad, I know) have a duration of "00:42" instead of "00:42:xx".

I copied some .mp3 files to another (old) PC on my home network, and it displayed the duration field correctly:

I'm not the only person to have this problem. I received a private message from a member of another forum where I posted about this problem several weeks ago. That person also has the same problem with the duration field.

Hi there,
Can someone please help to shed some light on this, or possibly fix this issue?
I've been trying for ages to get my parents computer to download and install updates.
It's running 7 Home Premium 64 bit with SP1.
The Windows Update page shows that Windows could not search for updates, which resulted in the error 8007370B
The link on that page to get help for this error has no results.
The system update readiness tool failed to fix the issue
sfc /scannow in an elevated command prompt results in the error message
Windows resource protection could not perform the requested operation.
I also tried to force WSUS offline updates, but ended up having to remove the temp admin account and cancel the updates when that failed.

I'm trying to fix my brother's computer after he opened a trojan attached to an email. The email was the one saying your credit card had been charged for airline tickets.

The computer is a Dell Dimension 3100 running Windows XP SP2.

The first problem is that after normal login there is a blue screen with a yellow window in the window with the message

"Warning! Spyware detected on your computer! Install an antivirus or spyware remover to clean your computer."

There are no icons visible. The only action I can perform is CTL-ALT-DEL to bring up the Windows Task Manager. I told my brother to start in Safe Mode from which he scanned the computer using AVG Free Edition which was installed before the infection. This did not fix the problem.

Starting Safe Mode I now get a black screen with Safe Mode in the corners and the operating system name at top. The blue login screen then comes up with Administrator and my brothers account. I click on Administrator and I get the same black screen as before with Safe Mode in the corners and the writing at top. My brothers account does the same. There are no icons or Start button visible.

Again, the only program I can bring up is the Windows Task Manager. Using that, I managed to install and run SmitfraudFix which was given as a solution to "Spyware detected" screen. After rebooting this did not fix the problem. I also installed SpyHunter 3.5.11 which found Zlob.Trojan, Rogue.AntivirusXP 2008 plus some other ... Read more

Howdy everybody!
When I hit the Windows & Print Screen keys, it is supposed to generate a picture of my Desktop into a Folder, within Pictures, labelled “Screenshots.”
But there is no such "ScreenShots" folder there!
What should I do? If I simply create a new folder, and label it “Screenshots,” will do that do the trick?  Or is there a more complicated fix?

Is it just saving the screenshots somewhere else or is it just not taking screenshots at all? Don't know about your specific system, but on my Win 10 lappy, the screen blinks (dims) when the screenshot is taken.  
Did you look in all the subfolders in Pictures to see if Screenshots folder is buried in one of them?
Win 10 also has a Snipping Tool which will allow you to put a box around the part of the screen you want to capture and then you can save it wherever you want. Maybe that's easier, and you can pin the Snipping Tool to the Start menu so it's easy to find.

When you choose lock the taskbar, it does stop you from resizing sections of it but it doesn't stop you from doing other things, like re-arranging icons in the quicklaunch folder.

Is there any way I can lock the icon layout in quicklaunch? Sometimes I might accidentally drop something in there when I meant to be dragging it to do an "open with", or I might accidentally click as I'm moving my mouse over the icons and it drags an icon to a different position and I have to figure out where to drag it back to, and in the most bizarre Windows feature ever ... if I then shutdown and startup, despite having moved that icon back to it's original position, after startup it'll be back to the wrong position (that it only spent 3 seconds being in by mistake).

Currently I just have a screenshot of my icons and have to use that as reference to keep them in the places I want them. Example ( imgur.com/UjltgAh ):

This seems like it will do what you want if the bottom icon is considered the thumbnail but I think they mean the aero peek thumbnail.

I'm trying under "Windows Update" to click on "check for updates" however when I do that I get message
"windows update cannot currently check for updates, because updates on this computer are controlled by your system administrator"
I am the admin on the PC however this PC points to a In-office "WSUS server" to normally get its update
Is there a work around to this that I could add to my local group policy or registry?
I have been under Group Policy Object Editor -->Computer Configuration --> Administrative Templates -->
Windows Components --> Windows Update
but seen nothing that would allow to override this error
Any suggestion(s) would be most appreciated

So got windows 8 Dev installed so far so good, I thought I would like the left screen bump to go to last app or program used feature till I installed some games and tried to play them suddenly my left side of my screen is no good if needing to scroll to the side say in a game like Starcraft II, Civilization, ect. I accidentally pulled the plug out of my computer when it was in the middle of shutting down. Now that I've tried to reboot it, I get a screen saying:

Safe Mode
Safe Mode With Networking
Safe Mode With Command Prompt
Last Known Good Configuration
Start Windows Normally

Whenever I click on any of the options above, I always ends up back at the same screen, suggest the above options again. I've tried rebooting I again a few times but nothing works?

I need to reduce the size of my Outlook Express file for backup purposes. Biggest file is Sent Items file. I have deleted half of the files but the file size shows the same KBs as before I deleted the files. Why is the KB file size not reduced when I do this? Thanks.

The size will reduce when you compact it. Click on Sent items then File>Folder>Compact.

I dont know how to remove the computer shortcut thingy.... had for a while but cant see all my pinned shortcuts and its pissing me off...

Hi! I am running windows 7 and have an administrator account and user account.. I can always log into my administrator account but my user account doesn't want to load 50% of the time. I will log in and it tells me it is preparing desktop and that I have been logged in with a temporary profile. I do not like using my administrator profile much so this is getting to be a pain. I am in school and all of my schoolwork is under my user profile, so I need it. Most of the time, a simple reboot helps.. Today I rebooted 5 times before I could get in. I'm pretty sure I'm clean of malware or viruses (at least I hope) I've had kaspersky pure 2.0 on here since I bought it. Nothing changed before this started (haven't installed or uninstalled anything new). I use ccleaner and ccleaner enhancer so not sure if it's cleaning something I need. Any help is appreciated.

You are logged with a temporary profile because windows is unable to read your profile folder (C:\Users\Username_Folder), this is due to corrupt data or something (application, malware) is preventing the reading of data. Try running checkdisk set to automatically fix errors and scan for and recover bad sectors.

I usually have no trouble with RAM choking or high CPU usage, even with sometimes over ten programs running in the background. But recently, the task manager lists the "system" process as taking up half, sometimes all of my CPU. Not "system idle process," I know that's supposed to be high. I'm talking about just "system," which I'm told is basically the OS. But what's it doing all of a sudden that's so busy? All my background apps are listed as taking up practically zero CPU energy, and my RAM is almost always more than half a gig free. So what's my system doing?? I run Ad-aware and Norton SystemWorks frequently and keep both up to date, so I wouldn't think it could be a virus or spyware... but what do you all think? Thanks for any help!

The title pretty much says it all. I stopped receiving automated downloads of Windows 7 updates in Dec 2016 (even though my system is checked for receiving automated updates). I went to Windows Catalog and found updates released after Dec 2016, downloaded
them, and when I try to install, the infamous "searching for updates on this computer" pops up and does nothing. I can't even cancel it. I have to right-click on the program line at the bottom of the screen and exit it that way.

Any suggestions as to how to proceed?

Just recently something has happened to change things like "one" to "Half-Two"; "there" to "Thor"; "mathematics" to "spelling"; and "Yours" to "Y'all's" or "you're" to "Y'all're". This happens on IE and Firefox and even happens the URL when I attempt to go to a mathematics website. The only thing I have done that I can think of that might possibly be involved is I downloaded jsMath v3.6 (Tex fonts) but I removed that and the problem is still there. Any help would be appreciated.

and check what fonts are installed. Removing software does not always remove the fonts.

Windows XP Professional 32-bit is limited to 4GB of address space. If you have 4GB of RAM installed, it will not show 4GB within Windows. What you'll probably get is the size of your pagefile subtracted from the 4GB.
Some of this address space is reserved for hardware and the OS... so you'll never have access to the full 4GB anyway. If you want to access 4GB+ of RAM... your best solution is to pick up XP Pro 64-bit... but that will only work if your P4 CPU has EMT64.Click to expand...

MS explicitly states that Windows XP 32bit is limited to 4GB RAM.

MS also says that the /PAE switch is available on XP, but it is only available to allow Data Execution Prevention, not to increase RAM beyond 4GB.

I have an IBM T60p thinkpad running 32bit XP Pro with 4GB of ram but I only see 3.0GB. So I'm missing 1GB. The concensus I get from several other blogs is the Intel p45 Chipset on this laptop limits what the OS is able to see to 3GB.

Some of my colleagues hae the IBM T61p laptop. It has the intel p65 chipset, and my colleagues say it sees all 4.0GB.

These numbers are despite the fact that both laptops have a 512MB Video card.

I've been trying to help you out, but I'm so computer-illiterate that I can't even find what version of Windows that I have. (Sorry!) I've been looking for 10 mins now...yikes! But I can tell you I have a Sony Vaio, got it last year, has Google Chrome on it, and a bunch of other stuff I never use.

My problem is, no matter where I try to go on the net, after I'm there for a while (especially when typing a response, filling out a form, etc...something that takes a long time), the page will either freeze altogether-meaning I can't even move the mouse (this rarely happens), or when I go to hit "enter" to complete whatever I'm doing, it doesn't respond immediately. Then it will sit there, and eventually I'll get a message saying "internet explorer is not reponding", or "facebook is not responding", or "amazon.com is not responding".... It doesn't matter what site I go to. And then it will ask me if I want to "recover" it, which makes me lose everything I've been working on on that page.

Also, half the time my pages will load half way; like I'll get title bars, menus, etc.., but then nothing else. NO words, options...ads will usually load. And it will sit like that forever until I refresh, or bring up the "task manager" by Ctl+Alt+Del, which seems to wake it up and finish loading the page. This only works half the time.

Hey guys.
Can you pleas explain me what does Hardware Acceleration means and why is that when it is turned on, it causes a green screen on the video (with audio working).
It happened to me once in YouTube, where I had to go in to settings and unpick the "Enable Hardware Acceleration", then it worked!
And 2nd time similar thing happened in Cyberlink PowerDirector 10, when I imported .mp4 and flv video files and it showed me green screen with audio. After unpicking "Enable Hardware Decoding " it was fixed.
My Sony VAIO has:
CPU - Intel Core i5 M430 2.27GHz
GPU - AMD Radeon HD 6500M/5600/5700
Does this mean that I have a problem with my hardware, or maybe I need to set up something??? to ba able to use Hardware Acceleration. As I understand I should be able to use it!!??

I don't know what the problem is but the only time I had this issue is when I installed a VM and get black screen on youtube so I had to enable that.

You can set individual web sites or you can do like I did and follow the second part of the guide and set for "all sites". You'll see the settings to ask or block either request to the right.

For further exploration try typing about:about into the address bar, be careful using the resulting page, all the links are mozilla/firefox related; Some of the links are benign, and others can get you into trouble.

Hello everyone. I really hope you can help me. I'm at the end of my rope.

First off, my specs:
Gigabyte 990FXA-UD3 mobo
2 x G skill 4 GB sticks
2 x 1 TB mechanical drives

Only half my RAM is showing as usable. The rest is shoved into hardware reserved. It doesn't matter what channels I use or even what RAM I use, it cuts whatever is in there by HALF. I even tried 4 sticks, cuts 16GB into 8GB.

I've tried CLEAN installs of Windows 10 AND 8.1, still cuts in half.

I've send mobo back to gigabyte, they tested and found no problem.

I tried a different CPU, still cut in half.

I tried different GPU, still RAM halved.

I've tried editing registry, unchecking that box for "maximum memory" in the msconfig boot menu. I've looked all through the BIOS and tweeked different settings. Nothing.

I'm hoping someone can help. I don't know what else to do here.

Try checking some BIOS options (memory hole and the such). You might want to upgrade BIOS if possible (but check the manufacturer's site first for a changelog).

Im using an ASUS motherboard (p8h67) and Logitech Z-10 speakers (those with a little lcd panel), the strangest thing is that under the device manager they are installed OK, when i play an mp3 on wmp i can see the time bar correctly and mp3 name on that speaker bar, but can't hear a thing.

This all came up after a windows update last night. It was working fine, now i see when i click the windows sound icon besides the clock only some realtek drivers but nothing about my speakers, this is so weird :S

My office just upgraded, and I can no longer use Windows XP. On this system, I was able to add a separate taskbar to facilitate quick access to commonly-browsed folder locations on our vast network, and another one expedited the launching of useful programs and lists. Each task on each taskbar was represented with a big custom icon to save eye strain. I had them installed in opposite vertical margins, and they were set on auto-hide to keep them out of the way when not being used. Just move your mouse pointer to the left or right margin, and BAM! Sorry for the cliche, but I really got used to the convenience of what I had set up, and I just don't think I can be as efficient without anything comparable.

Now there appears to be nothing comparable in the Windows 7 GUI, and it's making me sick with rage! I see only the option to put a "toolbar" on an existing "taskbar", and no option to create any additional taskbars! This cramps up your one-and-only taskbar, plus the tiny toolbar access buttons require way too much precision for anything that's supposed to be quick. When you've figured out how to bring up that ridiculous button, the list that it yields is small enough to cause painful eyestrain - nothing efficient, much less cool about this at all! I have seen customization options in other OS GUIs that may have resolved some of these issues, but I see none such in W7.

When our website users click on an html attachment embedded on a web-page in IE9, the download manager will not display the "Open" option. It will only display "Save" and "Cancel" which our users don't like, having to save the
html document in a folder to open it. Whereas, when downloading attachments like pdf, word etc. all three options are displayed. 

Is there any setting to tweak , which will display all the 3 options for HTML attachments as well?

A:IE9 download manager will not display "Open" option (only "Save" and "Cancel" is displayed) for downloading HTML documents.

As you know, the Open-Save-Cancel dialog box helps you prevent your computer from affecting by virus while downloading. 
So I suggest you test to reset all zones to a lower level temporarily and then please attempt to download this html attachment again.

However, since you can normally download the other documents, I suspect there is some restriction in the website which you are trying to view. I recommend you to contact the administrator of that website if possible.
