Hello,

I've just come from malware forum, and although I'm now apparently malware free but I'm still having issues updating and downloading certain programs.

For instance, when I try to update iTunes I get an error message that says "Windows Installer Service could not be accessed..."

The MRU analyst seems to think that some system files have been deleted and for some reason Windows File Protection hasn't replaced them. He suggested i post over here.

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I have had two different instances of Internet Security 2010 over the past month and I have been able to remove that, but now I think I have a nasty rootkit that is affecting my windows installer package and Generic Host Process for Win32 services. Also when browsing the web my search results are redirected usign searchsite.com and other websurvey related sites.I ran the DDS scan and have posted the log, but the RootRepeal crashes and does not finish. Hi there!
As of a few weeks back, I noticed I was no longer able to install some programs. This was due to the 'Windows Installer Service could not be accessed' error, and was usually accompanied by a 1601 or 1708 error code. I tried many methods to try and resolve this issue (Re-registering the installer service, cleaning the registry values etc) but was to no avail. I began to delay this issue, and more problems rose to my attention. These included the 'The ordinal 304 could not be located in the dynamic link library iertutil.dll' error, that is alerted to my computer several times upon opening a program. Besides the Installer Service issue, the other problems seemed to arise after I had began downloading updates for Windows, despite the fact I am now also unable to scan for windows updates. I came to the conclusion that a windows repair from a usb boot drive might be the best option here, unfortunately I was unable to select an operating system in the system recovery section despite activating the correct partition via cmd.

I open my Dell Laptop last night to find MSE not running. I tried to start it and received an error...and so it began.

Error: Couldn't start the Security Essentials service. The dependancy service or group failed to start. Error Code: 0x800704csteps and thing

Tried to reinstall MSE. Already installed. Tried to remove using Control Panel > Add Remove Programs. Uninstall Wizard starts...Error: Cannot complete uninstall wizard. An error has prevented the Security Essentials Uninstall Wizard from continuing. Please restart...Error code: 0x8004FF01
Restart did not solve anything, not in Safe Mode or Reg Mode.

Checked to see if Windows Installer is running by services.msc in Start > Run
Extended tab is mostly blue.

click start arrow at top - error: Could not start the windows installer service on Local Computer.

Tried to re-register the windows installer according to support.microsoft.com - didn't fix
Tried to re-install windows installer - error: Setup could not verify the integrity of the file update.inf. Make sure the cryptographic services is running in this computer. IT IS. see services.msc above

Brief Summary of issue:
MSE would not start. dependancy error.

You can safely uninstall the 'Bonjour' service. As far as I know its only use on a Windows machine is if you happen to use an Apple Air printer. You should be able to uninstall it through the Control Panel.

Windows Installer hell!
So far I have not found a true solution for this one. On Windows 2000 when I try to install a program I get a message that says:

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance".

I read somewhere that renaming the Windows Installer damaged files and then reinstalling Windows Installer would be the solution. I tried that but the files in question could not be renamed because they are part of the Operating System. Can anybody out there help?????

Hello Experts and distinguished friends in The "Wonderful World of Windows",

This is something new for me...of course whenver I start a thread it is almost ALWAYS something new for me as I usually am able to retain the information that I have received here before, and I just keep getting better and better at this....."knock on hard drive"!!!

Okay, enough small talk, here it is, and I feel like it is probably something that is fairly simple to fix, I just can't seem to find the right support info myself, sooo, here I am again.

I was having some trouble with my installation of the Java Runtime Environment so I removed the 3 instances of Java objects in IE\Tools\IE Options\Browsing History Settings\View Objects. I noticed that 2 of the 3 had the MS "YellowShield/Exclamation Point" icon instead of the typical object icon and 1 of those had a size of 436 KB and the other "yellow" as well as the 1 with the "typical" object icon had sizes of only 4 KB....I thought this to be strange so I removed ALL 3 of them and then went to Add/Remove in Control Panel to remove Java itself from my computer. Well, I caould NOT complete the Uninstall because I received an error saying that "Windows Installer Service could NOT be accessed"......possibly because running in SAFE MODE or if Windows Installer was NOT insatalled correctly. WOW....I mean, I have NEVER had this problem B4 and I was NOT running in SAFE MODE so how could Wind... Read more

Hello all,

I just tried to instal Outlook 2002 over Outlook 2000. Somehow, I botched the install (forgot the reg key). I tried to uninstall, but I get a message that says

"the windows installer service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed. Contact your support personell for assistance"

Does anyone know how to fix this?

Hello,
We have imaged computers using SCCM 2012 and have deployed Windows 7 x64 SP1.
The issue we are now experiencing is that random PCs will not allow installation of packages that use the Windows Installer Service.
I have looked at various Microsoft guides including restarting the service, opening cmd prompt and un-registering and re-registering the service, importing registry keys, used a Windows installer cleanup utility and other tools/fixes all without any working
solution.
We cannot narrow down what has broken the Windows installer and the machines are sporadic in location.
Can anybody please suggest an alternative fix?
Any help would be greatly appreciated.

I'm having a problem with Windoze XP Home, SP2. When I tried to upgrade to Office 2003 basic, an error message pops up saying,

"The windows installer service could not be accessed. This can occur if you are running windows in safe mode or if the windows installer is not correctly installed.Contact support personnel for assistance."

I'm not running windows in safe mode and I've never seen this problem before. I've since tried to install msn messenger 7.0 with the same result. I've tried to re-install the windows installer, but i'm not sure how to install only this component; it's not in the "optional windows components" list. I'd really rather not re-install windows if i can avoid it, what should I try next?

When I try to update i-tunes I get this error message:

I tried re-installing the computer software that came with the Dell computer, but I get the same message.

Whenever I try to install software that requires windows installer service the installation fails.
I get error message "windows installer service cannot be accessed". I need help on what to do about it. I can't install anything that uses it. I'm running Vista Home Premium on a new Hp Pavillion 9308nr notebook.

Check to see if the windows installer service is running. Right click the 'My Computer' icon and choose 'manage' from the side menu. Once the console window opens, look on the left side and choose 'services' under services and applications. Scroll down the list in the right screen until you see 'windows installer', click once on it to high light it, then right click to bring up the side menu. Choose start. If the service starts properly then you should be able to install an application properly.

We have an HP Pavillion G60 laptop. For various reasons we have had to reinstall Windows twice.
Now, there are certain programs we can't install as the Windows installer service has no launch path. We get the error message "The WIndows installer service could not be accessed". When we go into services, the launch directory for the service is blank.

The files needed to launch the programs are on the computer.

The system restore fails to work. Any ideas how we fix this without having to reinstall windows yet again ?

Open registry editor

Navigate

HKEY_LOCAL_MACHINE-SYSTEM-CURRENTCONTROLSET-SERVICES-MSIServer

Right click on WOW64 and select 'Modify'

Change Value Data from 1 to 0

Click on start-RUN

Type in: services.msc

Scroll down to Windows Installer and STOP the service and then START it again.

Then Reboot your machine.

I do not have a Windows Installer listed in my Services and keep getting error 1719 when trying to install software. Any help with this would be appreciated.

In the Start Search bar type services. Click Services when it shows. Don't worry with the .msc it takes you to the same location.




Then scroll down and there will be several Windows programs listed. As you can see where it is listed in mine below.

If it isn't there please post a Snip of the "W" section of Services. See if other things may be missing also.

Hi guys, im new to this forum and im hoping that you guys can help me. when i browse my email inbox, or open up word etc, a box flashes up saying "preparing to install" for like half a second then goes away and it will do it several times. Also, it will no longer let me download any programmes onto my computer. Below is the exact message which comes up when i try to install a program.

Hi. It's mike again. With regard to my problem with Windowe Installer. I've managed to fix it. This may work for anyone with the same problem. I have "Advanced SystemCare Pro" on my laptop. One of the menu's is "Toolbox". When opened it has a programme called " Win Fix". Click on it and it will have a tab called "Advanced Fix". Click on it and you will find within it a "Fix" for "The Windows Installer System can not be accessed". Click on Fix to correct the problem. I have been able to install my Windows update and also the programme from AVG. Hope this helps at least one of you. Cheers. Mike.

My laptop has been acting up for the past few weeks, it seems that the temperature suddenly increases to 60 when idle, and each time when i check the task manager i find windows installer service running, even tough im not installing any software whatsoever, i tried to disable it in services but im not allowed to. Hi

I have this frustrating error which prevents me from installing Windows Installer Service. I wanted to install Microsoft .Net framework 4.6 for Corel Graphic Suite X8 but then I had this error saying:
"Setup cannot run, because the Windows Installer Service is not available on this computer."

So I tried Googling for an answer and I tried command prompt (using run as administrator) "net start MCIServer" but It said:

"The service name is invalid".

I then opened the services window and I didn't find Windows Installer so I thought I should download it. I downloaded it from Microsoft website but again I had this error "The requested operation requires elevation".

I'm so tired of these errors and I've had a frustrating day and this is killing me at the moment.

OS=WinXP Pro, 64-bit.

Weeks after my CMOS battery died, followed by a long period of trouble-shooting, we finally got my system working properly, EXCEPT that I cannot install any applications (such as Photoshop CS4), or drivers, including those which had been working on my system before the problems.

I get "Error 1719. WinInstallerService failed" during attempt to install drivers for an HP multi-funtion printer and others.

I've downloaded the latest version of same from MS website; and online instructions, followed them, but no success. I keep getting that error message, even with programs which apparently have their own installers.

I've run chkdsk at startup, found and corrected 3 errors, but no change in basic problem.

Any help? I'm out of business without my app's.

I have to always restart the Windows Installer Service before installing any software. It is set in services.msc to automatically start.

This is the path as displayed in 'services.msc:'

C:\WINDOWS\system32\msiexec.exe /V

Startup Type: Automatic

I will restart the service, install some software and have to restart the service because it stops on it's own.

Anyone know how to keep this service from being disabled? What could be disabiling this service?

Once the install has been completed the Windows Installer Service (msiexec) should stop -- it is normally set not to "automatic" startup -- but to "manual" and should start without action on your part when the setup program calls for it.

HiWhen I tried to remove McAfee I got a message stating that Windows Installer Service couldn't be accessed because I was either in safe mode (which I wasn't) or it wasn't installed properly. I've also received this message when I've tried to instal programmes.I've visited the relevant help page http://support.microsoft.com/kb/319624/ and it states that I shouldn't get this message with XP (ah, little do they know ...). Hi
I have this frustrating error which prevents me from installing Windows Installer Service. I wanted to install Microsoft .Net framework 4.6 for Corel Graphic Suite X8 but then I had this error saying:
"Setup cannot run, because the Windows Installer Service is not available on this computer."
So I tried Googling for an answer and I tried command prompt (using run as administrator) "net start MCIServer" but It said:
"The service name is invalid".
I then opened the services window and I didn't find Windows Installer so I thought I should download it. I downloaded it from Microsoft website but again I had this error "The requested operation requires elevation".
I'm so tired of these errors and I've had a frustrating day and this is killing me at the moment.

It had been working okay, until earlier this afternoon. Not sure what changed, but now when I attempt to install program from my archive, I get a message something like:

Since the only support personnel that I have is in this forum, here I am, asking for a solution. At first, I thought that the problem might be some kind of permissions problem, because I just copy/pasted the archive from my primary to my secondary rig, but I ran takeownship on the archive, so that shouldn't be the issue.

l need help fixing this but don't know how.The errors l keep getting is The windows lnstaller service could not be accessed.This occour if you running windows in safe mode(which l am not) or Windows installer is not correctly lnstalled. l try installing it agian but other error comes up ..Incorrect command line parameters. l am running windows XP.

First, let me start by apologizing if I've posted in the wrong area. This is my first time posting in this forum, or any forum for that matter. I am attempting to find help with a problem that is extremely aggravating, as I'm sure most problems are.

The problem that I am encountering is with Windows Installer. I have found that I have the latest version, from what I have read on the internet anyway. Of course, I could be wrong, it wouldn't be the first time. I have version 3.1. The problem I have is when I shut down, I am receiving an error message when it states that I am uploading updates. The problem is that when it is uploading these updates, I get a message that says "The instruction at 0x008x1113 reference memory at 0x003a3f68. The memory could not be read." This only happens at shutdown. Never while I'm using my computer. It also states "msiexec" I have researched the problem online and found numerous other people who are having a problem with a code the same, different numbers obviously but their codes are all with svchost.exe not "msiexec" as mine is.

The difference I have found with everyone else who has posted their problems is that they have a problem installing programs, I do not. I do not have a problem using my system either, as they do. Newbie here! I've spent the last couple of weeks trying to fix windows installer
Windows 7 Ultimate SP1 3 bit - Windows Installer 5.0.7601.17807 modified 20/11/2010
Most tests run fine; updates are up-to-date. Scan by Microsoft security essentials OK; no action items or maintenance issues.
services.msc produces Windows could not start the windows installer service on local computer.Error 2: The system cannot find the file specified.
Attempt to install HP media smart server software produces "The windows installer service could not be accessed. This can occur if the windows installer is not correctly installed.."
sfc/scannow OK
command prompt MSIExec produces window containing what appears to be an intact windows installer 5.0
I was quite stumped until reading some threads here and accessing services where I noticed 4 old files (now in skydrive) from 18/3/2010 (when my installer was modified ironically)

On opening one of the uninstalls I noticed a number of errors beginning with "unable to startup...sorry the installer was unable to start up
I somehow got a prompt asking if I wanted to uninstall and figured wtf and got:

"The registry key "Blizzard Entertainment\world of warcraft trial\gamepath [\speed test; \install path] could not be removed.
Any help,suggestions,sympathy greatly appreciated

Hi. After I had upgraded to XP I found I had lost my Maxtor external drive back-up and I am having various problems with trying to reinstall it. The main issue involves two error messages which are interrupting the set-up. One is Internal Error 2718 and the other Fatal Error 1603. I've found a lot of mentions on the net and both errors are apparently related to the Windows Installer. However, I've not seen any definitive solution, although there are a number of apps ( such as Reg Cure) which offer "guaranteed" fixes for errors,including the two mentioned above. I would like to ask --- 1) Is it worth paying-up for any of these "cure-alls" in the hope that it will solve the problem and 2) Can anyone suggest a remedy,please.? Regards, Alpha.

Since the spate of automatic updates in last few days from Microsoft I have serious problems

My date was changed and 1 hour slow..easy to correct but why did it happen and what may the knock on effect be?

I get error 0x80004005 windows installer

I get a message saying cannot access windows installer incorrectly installed blah blah

VSS showing probs and it goes on..hundreds of arreos recored ij events log..

Many many update did not install...failed
Can I remove these updates or at least try and repair them..I canot install any new program via windows installer

Any help please..

Hi all,

I would really appreciate some help.

I seem to have a problem with my Windows Installer. Ever since the 18/12/08 the following error appears in my Event Viewer for MsiInstaller:
Failed to connect to the server Error: 0x8007041D.

I have tried to reinstall the Installer but it doesnt appear to work because my computer keeps coming up with the error:

The Windows Install Service could not be accessed. This Can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly instaled. Contact your support personnel for assistance.

I've looked at my system restore and on the day when the error messages started there was a restore point made before the computer automatically updated and installed:

Software Distribution Service 3.0
Windows XP KB954600
Windows XP KB956802
Windows XP KB957097
Windows XP KB955069
Windows XP KB958644

So im wondering is it worth while to restore my system to just before and seeing if it helps- and ignore the request to install the programs again or is there anything else I should try first?

Any help/ advice would be greatly appreciated!

hi, ive got a problem with xp, everytime i open any folder or click internet explorer before anything opens a windows installer dialogue box pops up, it keeps popping everytime, is there a solution without me having to re-format the machine?

Heya guys, I just joined today after I've been watching these forums for a while.

So recently I've been upgrading my .NET framework as suggested from Uniblue.com to help install some of their software.

So I looked around to find some help installing these and found information about installing these frameworks here: http://www.mydigitallife.info/2008/...ndalone-full-redistributable-setup-installer/

I followed intrustions from 'dedndaves' post and successfully installed these frameworks.
Uniblue powersuite successfully installed after this.

Although now I'm experiencing multiple problems with some other important software on my pc.

A few examples:
Installshield wizard is never finishing installations for certain applications. And I also receive errors 'CoCreateInstance Failed' whilst installing programs which unpack shortcuts into the start menu with the file association 'shortcut.Ink'. Therefore not installing start menu shortcuts which is very annoying.

Some other applications are now failing to load too, I'm also having to re-check QuickLaunch after a system reboot and un-check the language bar.

It seems installing uniblue's software which is supposed to improve my system performance has left me with more errors than before I started. Ironic.

Could anyone possibly help me out with an analysis and maybe some tips to get me fixing these issues?

I just finished receiving great tech support from 'Amateur' with a malware removal. unfortunately there may be some windows registry damage.

I am trying to install Sony Vegas Pro 10 on a Win XP pro SP3 PC
the install program says it needs to install:
Microsoft windows installer 4.5 and
Microsoft Windows Media Format 11 Runtime

seems installer goes in OK, then operation fails during the media format 11 install, error code 1621

I updated all the MS updates suggested except Internet Explorer 8 which also fails to install (I don't want it but it seems relevant). I also dont want media player 11 just the codecs required by Sony Vegas. I read Sony Vegas will require this even if PC has media player 11 already installed.

Hi - I am totally frustrated - I am running Vista Home Premium. I tried to install iTunes but the installation froze- to rectify I had to reboot my laptop. Since then I cannot remove/repair or install iTunes - all I get is a message "Windows Installer Service is not accessable......".

I have checked to see if the service is running - it is. I have used the Microsoft utility msicuu -it worked and removed both itunes and quicktime. Still no luck.

I then ran sfc scannow command - it did not find any problems.

I have until today been able to add or remove other programs with no problems - today I am getting the same message "Windows Installer Service......"

Does anyone have any further ideas - or is it a reinstall??

To open documents created in Office 2010, I downloaded and saved compatibility pack (FileFormatConverters.exe - 37 MB). Tried to execute it by double-clicking the filename, and got errror message Windows Installer Service could not be accessed. I Searched Tech Support Guy for help and found a posting that advised checking status of Windows Installer via Ctrl Pnl, Adm Tools, Services.

I did as suggested and found Windows Installer status Stopped, so clicked Start. On Recovery tab I selected Restart the Service for First, Second, & Subsequent failures. Clicked Apply, then OK.

Tried again to install the compatibility pack but got same error message. Went back to check status of Windows Installer and found its status Started.

I'll greatly appreciate any suggestions on what to do next. I'm running Windows 7 Home Premium (64-bit).

I have to always restart the Windows Installer Service before installing any software. It is set in services.msc to automatically start.

This is the path as displayed in 'services.msc:'

C:\WINDOWS\system32\msiexec.exe /V

Startup Type: Automatic

I will restart the service, install some software and have to restart the service again to install any additional software.

Anyone know how to keep this service from being disabled? What could be disabiling this service?

After downloading an update for the latest version of Itunes, I keep getting a message saying 'Windows Installer Service' could not be accessed. I have checked that the Windows Installer is running and that I am not in 'Safe Mode'. Often (but not always) the Installer shuts down some time during the download. I have tried with Installer set to Manual and also to Auto but I still keep getting the same message. Any help would be much appreciated.

Start> In search box type cmd> Right click on cmd.exe in results above and choose Run as administrator> When the command prompt opens, type:

MSIEXEC /UNREGISTER

Enter

MSIEXEC /REGSERVER

Enter

See if that helps. If not, I'd try running the System File Checker

trying to load new soft ware (roxio easy cd/dvd creater) to go with a dvd burner that i purchased and i get the message when i start to try and load the software off the roxio cd.

" The windows installer service can not be accessed. this can occur if you are running windows on the safe mode, or if the windows installer is not correctly installed. contact your support personel for assistance"

This does not happen with other soft ware that i have also try to load.... so i don't know if its windows or the roxio software, or what ...please help !!

system notes: windows xp / pent.III/ 512 meg ram/ and a cd-rw in as the "d" drive.... master
the new dvd burner is in as slave in the "E" drive and windows DOES recognize it

Same problem as STORMIE. Trying to download adaware2008 and I get the Windows installer service could not be accessed screen. Due to windows running in safemode. Have tried to find out how to disable safemode , no luck yet. Any advise?
