Q: [Win7] Windows Installer Error

I've had this problem for as long as I can remember, not sure why it's happening, but I've been unable to install certain programs(mostly games) because of a windows installer error message. I've gone to lengths to try and repair it using the Microsoft Fix-it, and other methods, but all of them don't work.

I saw a previous thread with the same problem, but it was more easily solved. I believe mine is much more complex, as I've tried that solution, and it doesn't work.

Open cmd, SFC /SCANNOW. I've included the logs, and as you can see, lots of corrupted files =[

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

Do you keep your updates regular and antivirus running?

There can be many reasons why your files are corrupted missing including but not limited to; malicious software, Bad install, accidental alteration or deletion and much more..

Has this always been an Issue if so its very possible you installed the OS in a corrupted state. ether way Windows being a very restricted operating system in terms of alterations possible your best bet is to do a fresh install.

I will be happy to help you with any questions you may have in relation to backing up pre-existing files and installing a new Operating system.

I'm attempting to install windows to a 40GB SSD and I continuously receive the error 0x80070570. My first thought when I got the error was that it could have been an issue with the file itself. So I redownloaded it and still got the same error and from there I've tried nearly everything listed in other threads relating to this issue. Here's a synopsis of everything I've done thus far.

Start:
Removed old hardware, replaced with new mobo, cpu and gfx card
Downloaded Windows 7 Home Premium from microsoftstore.com
Using the Microsoft supplied tool I created a bootable USB flash drive with the ISO
Powered the new hardware on for the first time resulting in a clean boot with zero errors
Booted to Win7 install, ended up with Error 0x80070570
Redownloaded the ISO, Remounted it on the flash drive
Attempted install, still errored
Repeatedly attempted the install sometimes resulting in a freeze of the installer but usually the same error message
Tried installing on my other SSD
Cleaned and reseated RAM and Slots
Did a secure wipe of both SSDs and retried install on both
Attempted install with the ISO burned on a DVD using low speed...same error
Tried reburning multiple times with the same error each time
Ran 5 passes of memtest on both ram sticks in all possible configurations. 0 errors

After all of these steps I still cannot complete an installation. The install errors out at different points of the "expanding" step each time.

There should be a MD5 checksum (or similar) on the MS site that you can use to check the download to make sure it's okay.

Do you have an old SATA or ISE drive you try in this computer, see if that works?
Also, check your BIOS Setup, make sure it's not setup for RAID, make it AHCI if possible.

Hi everyone,
I just bought an Electronic download verison of Windows 7 Professional from http://www.itsnotcheating.com.au to upgrade my system from Windows XP Pro SP3. The setup starts and gets past creating a user account, setting a computer name etc and then restarts and looks like Windows 7 is going to startup and then I get a BLUE SCREEN OF DEATH with:

STOP: C000021a [Fatal System Error}

The intial session process or system process terminated unexpectedly with a status of 0x00000000 (0xC0000001 0x00100400)

It then mentions about dumping the memory out to disk and reboots. If i press F8 and attempt to boot SAFE MODE I get a requester saying that setup cannot be completed in Safe Mode. If try the startup recovery the first time it says it fixed a problem and wants to restart again but it has fixed nothing. Next time the startup recovery just runs and doesn't appear to finish. I have run the Windows Memeory Diagnostic within the setup and memory checks out fine. I initially thought the onboad audio chipset was the issue and disabled that but it made no difference. I did get one successful installation but it eventually crashed and burned with the same error after approximately 12 hours.

I have posted another article regarding this on Microsoft Answers and was advised that I have corrupt install files by the MVP Moderator.

Out of curiosity, what do you have your ram voltage (vdimm) set at in your mobo bios?

And do you know the exact brand and model number of your memory?

That error could be in relation to DVD drive. Try creating a USB install key and install from that while the DVD drive is not connected. If it installs, play with it for a day or so to test.

Also if you want highest chance of install success, you might want to also remove 3 of those ram sticks and go with only 1GB. You can replace them after you're satisfied the install went right and stable.

I can't back up my data. I don't have anywhere to store 450g+.
I'm on Win7. (An RTM version)
MS doesn't offer a Windows Installer 5.0 Installer/Repair utility.
Trying to use an older distribution (4.5, anyway) tells me I'm using an incorrect OS.

Deleting the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SQMClient\Windows\DisabledSessions stuff, and turning off the Customer Experience Improvement Program Client thing didn't work either.

I can't install or uninstall anything using Windows Installer, obviously.
I need a solution.
The easiest thing I can think of is if someone can give me an archive of the Windows Installer files and registry keys (And a .txt of everything's location) for Win7, and I can replace all the ones that I have. Though, I don't know if all of the keys and files are known,

Can you either, you can try safe mode if necessary, from an administrator account type cmd in search and then in cmd type sfc /scannow. You may have to try it several times. A report should be generated explaining the problem. It will fix one problem at a time, so several passes may be needed.

Greetings,

For the past year or so I have had various issues with my Windows Installer - it just does not plain out work. I have not been able to download any new software on my computer that uses Windows Installer to operate, so it is quite a pain in the rear.

I am using Windows 7 - 64-bit - Service Pack 1.

I've tried to fix this issue before and have went in to rename files and such with no prevail. I am basically in need of a full Windows Installer package that will overwrite old things and make them work.

I know Microsoft has redistributes for these for older OS versions, but not for Windows 7. I need some help with possible fixes. I have already went into the services and changed it to "automatic" instead of manual, if I try to start it I get the error message of:

"Windows could not start the Window Installer service on Local Computer.
Error 2: The system cannot find the file specified."

Any help would be appreciated. Thank you for your time.

I just rebuilt my box with Win7 x64 Ultimate installed. I installed Office XP Pro with a custom install. Ever since then Windows Installer keeps running for it over and over even though all of the CD files are on the HDD. I've tried removing from add/remove programs and doing a complete install but it still won't go away. Any help would be appreciated!

What do you mean by "all the CD files are on the HDD". It sounds like you copied the CD to the HDD, which might be causing the problem since the CD has an autorun.exe that will make the installer run every time the computer realizes its there. If i'm mistaken, please explain what you mean. I've never seen a problem quit like that but will be glad to help as best I can.

Hi Everyone,
                      I think the 'Topic Title' really sums it up. I can see that the Win.Install Module is set to Manual and 'running' and I seem to have tried all the online advice I can find, including switching it off and back on again, but to no avail.
 
                      The last update which has been awaiting upload for about 2weeks now is for Microsoft Silverlite. but the box says 'Windows Installer can not be accessed'. I have tried to uninstall Silverlite, but it says the 'windows installer service could not be accessed' as previously.Programmes that are already installed will update from their respective sources.
 
                       My main problem, (to me) is that I don't know when it all started, although I have been into the Win.Update log, and can see some installed and some didn't in mid February.  I've downloaded the Microsoft 'MrFixit', for this problem, -- but that can't help me either.
 
                       Generally the PC is running fine, but the lack of updates the longer it goes on, is a concern.

Hello,

I had windows xp professional 32 bit installed on my PC. I then wanted to test out Ubuntu so I installed the newest version of that on my PC. I was able to dual boot into both. Then I decided I wanted to go with Windows 7 so I installed Windows 7. All was well except I wanted to remove Ubuntu. I was following a tutorial and using Easy BCD I removed the boot loader for all of the Operating Systems.

Now when I boot my PC I am greeted with the Windows Boot Manager telling me

File: /Boot/BCD
Status: 0xc0000098
Info: The Windows Boot Configuration Data file does not contain a valid OS entry.

I have tried using my Windows 7 installation disc, a Windows 7 repair disc and also a Windows 7 USB installation and neither will run. I have gone into BIOS to ensure that the boot device order is cdrom when using the discs and usb for the usb.

I have no files on my PC so there is nothing there for me to lose. Any help would be greatly appreciated. I'm guessing there are some bios tweaks that I am unaware of.

I'm unclear what you want to do now:

If its to attempt to fix the Windows bootloader, read this:
MBR - Restore Windows 7 Master Boot Record

If its to wipe your HDD and reinstall Windows 7, read this:
Clean Install Windows 7

Both require you to boot from DVD or USB, so read your manual to find out what steps are required to place these first in the boot order.

After wandering through different forums and suggested solutions, I followed this path - control panel > system and maintenance > administrative tools > services > windows installer (double clicked and saw that the start-up type is 'Automatic'). When I clicked on the 'Start the service' button in the left panel here, I got the following message:

Error 3: The system cannot find the path specified.

Can anybody help me resolve this problem and bring the Windows Installer back on track?

Hello!  I haven't used my desktop in forever (about 4yrs) and finally decided to hook it up to my tv.  After a little bit of funds and assistance, I finally got it working. 
 
Anyhoo...at one time I had itunes downloaded.  Now I can't find it in Programs.  I can find a couple of files titled "itunes music" and  "itunes music library" in one of the users on this comp but when trying to open these files I receive these errors:
"itunes music" - "Application has failed to start because it's side by side configuration is incorrect.  Please see the application event log for more detail"
"itunes music library - Opens up in a new window of html log.
 
I researched and found to uninstall and then reinstall itunes and Quicktime.  I can't find itunes in Programs.  I tried to download itunes and receive this error "Could not access network location %APPDATA%."  I researched this error and found to download update to Windows Vista then download itunes and Quicktime afterwards.  I tried to download and received this error "Installer encountered and error 0x80070424 The specified service does not exist as an installed device."
 
Can I find these drivers somewhere or what should my next steps be?
 
fyi-I don't have the cds that came with computer but I might be able to borrow one if needed.

Hi, I didn't know where else to poste this. I also searched the forums & couldn't find a specific answer or resolution.

We've recently upgraded to Windows 7. I am trying to reinstall a program we have called HomeTech Advantage onto each computer. It's worked on 3 out of 5. The other two give me this error when running the setup file:

Error 1721. There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: DWUS_Unregister. C3A146F5_4B48_11D5_A819_00...

Support from the vendor is not available as we haven't renewed our support subscription. Any help would be GREATLY apprecaited, as I've already researched & tried several things to no avail.

Yesterday I was infected with the 'Windows Fixdisk' malware/virus. I bought the registered versions. Can you install other applications that make use of Windows installer?  If so, then your issue is probably with your Java download.
 
Go here for an interactive installation: http://java.com/en/.
Go here to download the full binaries for an offline installation: http://java.sun.com/javase/downloads/index.jsp.
 
If you do have issues with installing other applications via the Windows installer, open up an elevated command prompt and type SFC /VERIFYNOW.  Wait out the scan.  When finished, do a SFC /? to see the available actions you can take.

I'm using windows xp professional, microsoft office 2003. I used ad/remove programs and removed programs I did not recognize and were rarely used because my computer was running very slow. I tried using ms word and got a message 'windows installer' 'preparing to install'. Then an error message "Problem with Shortcut" This package could not be opened. Verify that the patch package exists and that you can access it, or contact the application vendor to verify that this is a valid windows installer patch package'. I did a system restore; got everything back except ms word. I would sure appreciate some help in restoring microsoft office 2003

I'm having problem with the Windows installer (MSI). The installer works fine usually but it runs into fatal error 1603 when installing a Japanese software. I am running English Windows XP with SP2, with the default language for non-Unicode programs set to Japanese (from the control panel).

I have attached two verbose log files, failed.log and successful.log. The successful.log is the same installation, from the same CD, done on a separate machine with similar language settings. The successful log file is truncated since the full log is too big to upload here. Please refer to these two files.

This may be difficult to understand for those who don't read Japanese, but the problem here seems to be that some of the Japanese strings are corrupted. Basically, the installation runs into a few error 1324s, which means "The folder path '[2]' contains an invalid character", before it hits a 1603 fatal error. The first of these occurances is in the line "PROPERTY CHANGE: Modifying ARPCOMMENTS property. Its current value is '륪뮮궻뽰?쪚V돷몁맊'." The string at the end of this line are Korean. And no, I don't run any Korean programs on this computer. To my limited knowledge, these Korean text aren't even real Korean, but rather meaningless and obsolete Korean characters.

I'm probably posting this in the wrong place but I didn't know where else to turn to.
Recently I tried the microsoft office 2007 trial and now it has run out so I went into my ADD/REMOVE and removed it. I still have the now expired version of Office 2003 that came with my Computer that I have been using.
Ok ... Heres my question
Since I removed the Office 2007 trial ,whenever I try to open the old version (Office 2003) to read something sent to me I get the popup error stating that it is installing Windows Installer,and then it stops and say that it can't because of a patch error. What do I need to do to fix this?

Go to Start/Run and type services.msc scroll down to the Remote Procedure service Right click it and choose Properties. It should be grayed out, but the Startup Type should be Automatic and the service should be Started. if not you have serious problems. Now scroll down to the Windows Installer service Right click it and choose Properties make sure that it's Startup type is set to Manual and you can manually Start the service.

When I try to install mcafee virtual tech I keep getting this error saying "the windwos installer service could not be accessed. this can occur if the windows installer is not correctly installed." I googled it and found a solution that required me to run msiexec /unreg then msiexec /regserver but that didn't work.

When a program i try to install uses Windows installer it says-1607: Unable to install InstallShield Scripting Runtime.Also ive got this as well-Error 1719.Windows Installer service could not be accessed. Does anyone know how to find what this particular error message mean?______

I am trying to install - WEBPlusX2 (a Website Maker) web design program, it's by: Serif. I will contact them next. But I think the error message is a Windows error message.

Error (X) ....An error occured while installing the package. Windows installer returned '1625'.

I successfully installed it on my laptop months ago - Laptop have Vista Home Premium 32 bit, ...so it's not the disc.

Presently trying to install WEBPlus X2 on my new Desktop - with Vista Ultimate 64 bit.

Can someone be so kind as to point me in the right direction.

I get this message when i try and remove or add programs. My windows installer worked fine until I installed sp2. I have gone to microsoft and done all the steps they have for a possible solution. I'm at my wits end. I have been all over the net looking solutions and still haven't found one.

How this happened I do not know.
I am running windows XP home edition SP2 with all available high priority updates downloaded.

My windows installer would not operate when I tried to uninstall Photoshop Elements 4.

It will not Install America's Army Special Forces because of this error.

I do not know what to do guys.
and I have already System restored back enough to where it could have happened. That was unsuccessful.

Please help me.

I am using Office 2003 SP3 on a computer running Windows 2000. When I run detect and repair on any office application I receive the message: The installation source for this product is not available. Verify that the source exists and that you can access it.
I have run through all the methods in KB Articles 324516 and 319624 but nothing helps.

Any ideas?

The message you're getting indicates that it's looking for the Office CD, you didn't
say if you had the CD in the drive.

Hello, my first post here, calling to you all out of desperation and your technological expertise! My deepest apologies if this is in the wrong forum.
I will go through my problems in chronological order as to give my problem some clarity.
Months ago, whenever I logged on as a user, a window popped up saying "Windows installer is updating.. (or installing something, bad memory)". It seemed to be frozen as the egg timer came up whenever I went over it, and it was un closable by the cancel box. It could only be closed by ctrl alt del. It never loaded anything, but popped up every time I logged on. I left it, hoping somehow it would clear itself up but it never did. It wasn't much of a bother, as everything else worked perfectly fine without it.
A few weeks back, I got a "Windows is updating... please do not turn the power off" (one of those regular updates), which was when my problem began. It never updated, I left it on all night but nothing changed, so eventually I had to pull the plug on it. From there onwards, I always have had the automatic updates try and load when I log off, but never actually loads.
Now to the crux of my problem - I tried to fix this by concluding in was something to do with Windows Installer. I read some advice on how to repair it (deleting something) which, computer illiterate as I am, obviously managed to mess up.

Hello all, I have been searching to a solution to this issue for months now but have been totally unable to resolve it.

Basically, on our Dell GX620 machines which are running XP SP2 we are getting the windows installer error:

"The Windows Installer Service could not be accessed. This can occur if you are running Windows in a safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

We have tried just about EVERY solution that appears on the web + microsoft's knowldgebase with NO luck. We've tried re-registering, activating in services.msc, uninstalling/updating the windows installer, upgrading to SP3, we even tried to repair windows with an XP cd, however it froze up during the process and would not load keyboard/mouse drivers and thusly we could not even get back into the machine!
This issue is only happening on the GX620, and we have not seen it on any of our other dell machines. The ONLY thing that has had any effect is to completely uninstall SP2. However if you try to reinstall any windows updates (or SP2/3 from a disk) the computer slows down to a crawl and it takes nearly 15 minutes to boot up.

Any ideas at all would be very very appreciated!!!

When I try to download any applicatio or updatye, I get an error syaing the windows installer could not be accessed. Windows is in safe mode or installer is not correctly installed. Not in safe mode and installer has never been a problem. Please advise

When you say "update" are you talking Windows Update?

If you are talking about applications & application updates, are you downloading the update (selecting [Save]) to your PC then running it? Or are you trying to run it directly (selecting [Run])?

Try [Save] then run from your PC.

When installing a game called Darkfall I consistently receive this error.

The installation tells me files are being copied, upon reaching the end of the bar I recieve a message saying..

'There is a problem with this windows installer package. A program run as part of the set up did not finish as expected. Contact your support personnel or package vendor.'

I have done to following so far:

Updated windows vista fully.
Updated windows installer
Cleaned the registry.
Made sure Windows installer is active in services.

It is not a corrupt download, I downloaded on torrent first and thought that, but then after a redownload via direct download I am getting the same problem.

All searches on google show the problem happening often, but are old or not very clear.

Also I am ok with computers but please be detailed when describing potential solutions.

I have been searching for ways to repair my windows installer. Here is the error...
"The Windows Installer
Service could not be accessed. This can occur if the Windows Installer is not
correctly installed. Contact your support personnel for assistance".

Here are two attempts below:

Here's the easy steps:
1. Go to a Windows Vista (Any Version) computer that has the Windows
Installer service running correctly and run regedit(Start-Run-Regedit)
2. Go to the location
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver
3. Right click on this key and select "Export" and save the key to a Flash
Drive or other.
4. Run sfc /scannow on the damaged Vista computer - you won't need the
install disk as it goes to backup files on your HD. Do not reboot when
complete
5. Double click saved .reg file from working machine and import registry
settings into damaged Vista computer.
6. Now reboot and try to install/uninstall

Have a look in your Registry and see if your dword is set to 2.
The setting of 2 tells the system it starts Automatic and is what it should
be.

it seems the dword adjustment had no effect. I then attempted a clean boot like so...

1. Click Start, type msconfig in the Start Search box, and then press ENTER.

If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.

2. On the General tab, click Selective Startup.

3. Under Selective Startup, click to clear the Load Startup Items check box.

4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.

5. Click OK.

6. When you are prompted, click Restart.

7. After the computer starts, check if the issue is fixed.

If your issue is resolved after performing Clean Boot, then follow the steps mentioned in the following KB article to narrow down the exact source:
How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

Also, see the section on how return your computer to a Normal startup mode by following the steps under ?Reset the computer to start as usual?, after performing the clean boot troubleshooting.

Hello all.
I am currently running a laptop with XP and I am having an issue with itunes and windows installer. I had itunes on the computer but of course with the new upgrades I had to install the newest version however after I downloaded it I could not get the install to finish because it said a windows installer error occurred.

Please help.....itunes is not the only downloading problem but I can download some things like registry clean up tools and AVG.

This is the error I'm getting..."There is a problem with the Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor."

I've been having trouble installing software or applications that use windows installer. I get an error message saying " Error 1324. The folder path 'My Documents' contains an invalid character "

This happenend when I tried to upgrade my Norton internet security and long story short have had to use another internet security/anti virus. I paid for Norton upgrade so I at least wanted to get my $ back but when they ran an diagnostic it said it was the windows installer not their product that was the problem.

I noticed this has happened 4 or 5 different times now, when upgrading software I already have installed such as Roxio Easy CD & DVD creator, Norton Internet Security, Flash Player etc.. and I want to get this fixed once a for all.

I have this Windows Installer error that won't let me install or uninstall anything with Windows Installer, and I've never had it before. Whenever I try to install or uninstall any program that uses Windows Installer I get this message:

I am not running Windows in safe mode. There is a program on Microsoft's website that uninstalls Windows Installer, allowing you to reinstall it. Yet, I can't use it because it uses Windows Installer. Please help.

I tried searching the forums, but I keep getting an error, so sorry if this thread has been posted already.

I can't seem to install anything that requires Windows Installer. I get this error every time.



I've tried Reregistering it, but that didn't seem to work. I think I reinstalled it, not sure if I did it correctly, but that didn't work either.

I was told to reformat completely to fix it, but I'd rather not because I'd spend a ton of time backing things up as well as reinstalling so many things.

If anyone could help, it would be greatly appreciated.

Please guys, help me with this error. Its so annoying that if bill gates was next to me i would have punched him in his face.

This error has been haunting me for quite sometime now. Today i had problems with Windows Live Messenger, so i uninstalled it forgetting that i could not install it back again because of Windows Installer problems.

Now i cant get Windows Live Messenger installed nor any programs that use Windows Installer, please help me out

Try using the Windows Installer CleanUp Utility. As long as you installed the application using the Windows Installer, this utility will remove all the folders, files, registry keys, and entries from your system and allow you to start over with a clean slate.

Download the Windows Installer CleanUp Utility
Locate and run msicuu2.exe to install the Windows Installer CleanUp Utility.
Locate and launch the Windows Installer CleanUp Utility on the Start menu.
From the Windows Installer CleanUp Utility window, locate the application in the list and click the Remove button.
Once the application has been removed, click the Exit button to close the utility.

You may now reinstall the application

hi everyone. recently, the java program on my computer stopped working properly. One day i was able to access sites that require java and the next day, i was not. Without my daily dose of online gaming, i quickly became frustrated. I decided that i should try uninstalling java from my computer and reinstalling the newest version.

So, i uninstall java. Then, i went to java.com to get the plug-in and i keep getting an error message from my "window's installer" program. the error message says... "This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package." So, now i have no java on my computer at all and i can't download the software either.

I read a few threads about windows installer errors and i tried updating to the newer version of windows installer through the Microsoft website...but so far, no good. By the way, i have windows XP. Just wondering if anyone had any advice for me before I give up and restore my pc to the factory settings....thanks all.

Running Windows XP on a 900 Mhz Dell Optiplex G150, 512meg of RAM.

Just installed a TDK 440N Multiformat Internal DVDRW. Unfortunately, it comes with Roxio Easy CD & DVD Creator 6. I had a previous version of Roxio (v5.1) installed on the system before... Long since uninstalled.

When I try to install Roxio 6 from the TDK CD, I get the following error:

"-2147220998: Internal Error in Windows Installer"

I received a program called Roxio zapper from TDK tech support with the hope that it would clean off all remnants of Roxio files and registry entries (although I'd already done that by hand). Still no dice...

Although... Now the Photosuite 5 LITE has successfully loaded... It used to give the same error that Roxio 6 did, but no longer.

XP comes with Windows Installer 2.0, with no new .msi or update available.

Any thoughts?

Hello,
When I am logging onto my desktop after initial startup, a Windows Installer window pops up followed by Norton Antivirus message that reads:
"Norton AntiVirus does not support the Repair feature, please uninstall and reinstall"
How do I prevent this and how can I determine what is causing it? I am running XP Pro sp2 with Norton Internet Sercurity 2005. Any comments are welcome.
