Q: Windows Update fails with error 9C59 on IE11

WIndows Update - again :-(
WIndows 7 Ultimate X64 on HP Envy DV6!!. Ive been installing Win 7 for the last couple of days (!). Nearly at the end with all updates OK except IE11

Windows update dies with error 9C59 so I tried a standalone install of IE11.
The IE11 Log all looks OK except
00:04.384: WARNING: Checking version for C:\Windows\System32\api-ms-win-downlevel-user32-l1-1-0.dll. The file does not exist.
I looked and a file with that name is present in the directory
04:28.821: ERROR: SQM Upload failed while uploading "C:\Windows\system32\config\systemprofile\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM\iesqmdata_setup0.sqm" with error: 2147500036

I ran SFC /scannow and it reported no errors
I've tried the SURT but SUR.log reports no errors

I ran windows update again (same result) for the CBS log (Attachment 331674) It reports a number of KBs missing but when I try to install them windows says they are already installed. COnfused, I give up!!

I would prefer to have a clean install before putting an image in the bank so are there any suggestions as to what I can to to get IE to install.

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

It fails if I try and update IE11 from microsoft.com directly or do it through windows update.

This is a new build, with a fresh install of win7, the current IE is 8.

Any ideas!?

EDIT: I feel I should mention that I don't want to actually use IE11, it's just that windows update keeps automatically trying to install it and fails, every single day, time and time again.

I finished disinfecting an Acer laptop running Windows 7 64-bit but still need some help.
 
I cannot update to IE11.  I keep getting the error code 9C59 in Windows Update.  I reverted even back to IE8 - no luck!

I am having an issue that it looks like many other have run into trying to upgrade from IE8/9 to 10 or 11. Other Windows Updates go through fine but anytime I try to install IE 10 or 11 via Windows Update or from the offline installer it fails with the error 9C59.

A little backstory on this in case it helps.... We have a VDI environment so this is on our gold image. Months back we updated IE8 to IE9 but found that we were having compatibility issues with an internal web app and had to downgrade back to IE8 (via uninstalling the IE9 installed update). It appears that I can still re-install IE9 but anything beyond that fails with the info above.

I've tried many of the suggestions out there such as reinstalling the readiness tool, resetting windows update agent, etc but no luck so far. The interesting thing that I found is if i start fresh with this update again (so i start with IE8) , the "turn windows features on / off" shows IE 8 as an option to toggle on/off. However after I try the IE11 install and it fails, i still have IE 8 installed but the "windows features on/ off" window shows IE11...so its almost like it ALMOST gets there and fails.

Either way, if theres any help someone could have for this I'd greatly appreciate it! i'm happy to try and scans / logs that might help

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Your Zip files appear to be broken - how did you create them?

You cannot simply split files.

You need to copy the entire CBS folder to your desktop, then remove the older CBSPersist files, compress the rest and upload the compressed file without changing it in any way.

Hi folks

I found my way here after being unable to update to IE10 on Windows 7 (32)

the windows update error is:

"Internet Explorer 10 for Windows 7
Installation date: ‎09/‎05/‎2013 10:22 AM
Installation status: Failed
Error details: Code 9C59
Update type: Optional"

I have attached the CBS.zip file. (NB: when I pasted the copy of CBS folder to my desktop I got an error message that access to CBS.log was denied. Maybe this is normal?)

the copy/paste problem is common - which is one reason why I tend to prefer just collecting the CBS.log file on its own.
Copy the C:\Windows\logs\CBS\CBS.log file to your desktop, and compress it, then upload that.

Windows update for IE10 on Windows 7 64bit fails continuously with error code 9c59. I tried the stand alone updater with the same results. All other windows updates complete successfully, it's just IE10 that continually fails.

Don't know if this is related but I do have problems with IE8 (current browser). After a while, an open IE window will become non responsive and can't be closed out. I have to use task manager to close it down. I have sent off the reports to MS, but no solution has appeared.

I've attached the cbs file. Let me know what else I can do. Thanks.

There are no significant file errors in either SFC or CheckSUR logs.

In these cases, it has sometimes been a solution to uninstall IE9, reboot a couple of times, and then reinstall IE9 again, before installing IE10 successfully.

I believe you are on the right track when saying to marvinnash33 that the Error 9c59 problem is a missing WinSXS IE9 assembly.
Cannot update to IE10 (or 11) Code 9C59
I tried to uninstall IE9 and return to the default IE8 included with Windows 7. Cleaning out temp files lost the original IE9 Install folders, so I used a MS-FIXIT utility named MicrosoftFixit.ProgramInstallUninstall.MATSKB.Run.EXE

That MS-FIXIT fails on the IE9 uninstall with the SAME errors reported in the DISM Log and IE##_MAIN Log as found with the IE update/install failure.

I am working on an HP EliteDesk 800 G2 SFF that was ordered with a downgrade from Win10 Pro to Win7 Pro (64-bit) instead.  It's got an i5-6500 processor and 8GB of RAM.
 
It came with good, old IE8.  Every attempt I've made to upgrade to IE11 fails and the latest via Windows Update provided me with the code noted in the subject and says "Windows Update encountered an unknown error."
 
I'm wondering if this particular error code, or situation, rings a bell with anyone and if they may be able to offer guidance.

IE11 install failed with the common 9C59 error.
Microsoft suggests this can be because of IE9 still being installed.
As directed, I viewed IE9 installed updates and tried to uninstall.
There were 11 language pack entries and one for IE9 itself.
Managed to uninstall 10 language packs but final one (spain - es) failed, as did unistall of IE9 entry.
Tried to repair by reinstalling IE9 from download but failed because it claimed a newer version was installed.
Tried the package uninstall directly from the elevated window but this failed 0x80073701 referenced assembly could not be found.
Ran SUR and this gives 30 'CSI Missing Deployment Key' errors seemingly related to the language pack.
(Also ran sfc - there were no integrity violations found)

Have tried to figure out how to fix the missing keys from info online but it's a bit hard from a starting knowledge of 0, and looks a bit tricky.

So please can anyone help?

I have run Bitdefender Antivirus scan with updated virus definitions.
I have run Malwarebytes with updated virus definitions.

I have run the System Update Readiness Tool. It ran to completion with no errors. It didn't create a file called CheckSur.log. I have searched the entire drive and I looked in:
C:\Windows\CheckSur\v1.0

I have run:
sfc /scannow

I have run a Win7 Update in place.
I have updated all MS updates except for IE11.

This is on a friends Lenovo B520 running Windows Home Premium 64 bit.

I've found that this PC has been failing to install updates for some time now. It's still running IE9 - I can see previous failed attempts at installing IE10 and now it's failing to install IE11 in the Windows update control panel.

I've run the SURT and sfc /scannow

The CHECKSUR.log lists 127 corrupt MUM and Cat files but I'm unable to locate good versions of these to start attempting repairs. I've attached just the log files from the CBS folder as including the CABs meant the attachment was too large.

Luckily, they all appear to relate to one update - or I'd have been reluctant to attempt anything short of a repair install.

The SFC results appear to have rolled off into the Persist files - please post the two latest CBSPersist files so I can take a look at them.

I'll post a fix for these file later (maybe tomorrow, though)

Hi,

Seen some very helpful posts on here whilst trying to resolve my issue mentioned above, so thought I'd join up and see if anybody could advise on my issue.

Trying to install IE11 on a Windows 7 64bit machine with SP1 installed.

Machine previously had IE8, went to IE11 direct download from the website, which resulted in an error saying it had failed to install.
Tried performing the update from Windows Update, on system restart the machine had IE10 installed with the error "9C59", having researched this error code it seems it's not very informative.

Microsofts suggestion for this code was to uninstall IE9 and try again.
I uninstalled IE10, tried again, and then uninstalled IE9, tried again, same result each time.

I then ensured all Pre-Requisite updates had been installed by manually checking each one from microsofts website, then repeated the installation attempt, no luck.

Ran the SUR tool, which seems to indicate no issues.
Then SFC, which has highlighted a few errors.

I've attached the CheckSUR.log, CheckSUR.persist.log and the SFC details from the CBS.log.

Hopefully somebody has some pointers into how this issue can be resolved.

I'm no expert so wont try to read logs but Googling this as "ie11 install error 9c59" I would say you need to ensure two things. That you've done an Elevated Disk Cleanup (Tutorial Step 6 HERE) and ensure that your system is otherwise fully up to date. IE11 wont install until SP1 is installed and you haven't mentioned that. Is your system totally up to date otherwise?

SP1 installs easier if you disable any antivirus during the process.

I have upgraded all the other Windows Update for Windows 7.

I uninstalled my IE 9 following the suggestion at https://support.microsoft.com/en-us/kb/2872074 .

I have also updated the Intel HD 4000 graphic card driver.

I have also followed the suggestions in FIX Error Code 9C59: Internet Explorer Installation failed (IE10, IE11) - wintips.org - Windows Tips & How-tos . This includes deleting the folder at C:\Windows\SoftwareDistribution .

I have tried to install the IE11 through both "Windows Update" and through using the IE11 offline installer.

I have also downloaded and ran the System Update Readiness tool (DISM).

However, the same 9C59 Error appears whenever I tried to install

I have 2 updates that refuse to run. I have tried multiple things and read various threads on this forum.

I have 2 updates that are failing:

Internet Explorer 11 (9C59 error)
KB2985461 (80246007)

I have tried:
Windows Update Troubleshooter
Manually removing IE 10
Downloading the offline installer for IE 11
Ran .Net Repair tool

Please can someone help me. Just let me know what info I need to post.

Hi

Recently had a work laptop passed onto me as part of my new job.

I cannot get Windows Update to work - either minor updates or IE11 which is the only important update to install.

IE11 fails on install, the minor updates fail to configure after rebooting after an update.

I have tried every solution I can find on the internet but cannot get it to work at all.

Not sure if this is part of the problem but I changed the main admin user name following this seven forums tutorial:

User Profile Folder - Change User Account Folder Name

It all went to plan except couldn't do step 22 as have Windows 7 Home Premium.

This is driving me up the wall - I have spent hours trying to fix it and am getting nowhere.

Has anyone got any advice I can try?

I am having issues to update from IE10 to IE11. Also cannot install updates KB3003057 or anyones which this one supersedes such as KB2987107, KB2977629, etc for months.

I have run the CheckSur and sfc for a few times already and the latest one does not seem to have lots of errors. Also ran the DISM scanhealth and returned with no errors.

I am working on a computer for a small business owner who needs to have IE11 browser for a particular application. I have been unsuccessful in updating her system from IE9. When trying to update I get error code 9C59.

I ran SFC and CHKDSK, but nothing seems to be wrong. I checked with MS's tech site and the system seems to have all the necessary updates to be able to install IE11. I scanned for viruses using MBAM and HitmanPro and only a few bits of adware and a PUPs. Nothing major.

I tried System Update Readiness Tool but it didn't seem to work.

Any advice on how to successfully install IE11?

Hello,

I have a Win 7 Ultimate x64 SP1 machine. AMD dual core processor 2.4GHz and 4GB ram.
I already had IE11 on my machine for a couple of years (via normal updates). But it always ran kind of slow and clunky. My idea was to uninstall it in order to reinstall it again. That is when I discovered I couldn't install it again. I kept on getting the dreaded error code 9C59.

About a month ago I fixed this same issue on another machine (my wife's). However, her machine never had IE11, it only had IE10. For her machine I had to uninstall all IE updates and revert back to IE8. I ran some sfc scans and the SURT. I was then able to do a manual offline update to IE11. It worked for her machine. Then I noticed her IE11 ran much smoother than my IE11.

So anyways, I uninstalled IE11 and it reverted back to IE10. I tried to reinstall it but it failed. I tried to manually install all of the prerequisite updates for Win 7 x64. It said I either already had the updates or they were not needed. The install still did not work. I then uninstalled IE10 and IE9. So now I am back to the original IE8. I again tried sfc scan and SURT several times, but IE11 still does not install.

I know that every machine is different, and the causes for error code 9C59 are different almost every time. I was able to fix it on my wife's machine, but I have tried everything for my machine and it still does not work. Can you please help me with this. I've read through a ton of forums and blog posts on this error, but still cannot get it to install. Have tried Windows update, which results in the 9C59 error, as well as the offline installer, which fails and puts a useless troubleshooting shortcut on the desktop.

SFC completes fine, CheckSUR also completes without error.

My CBS folder is huge. Compressed it's 95MB. The CBS.log file is 140MB. This seems very large, probably not normal. Regardless, I've uploaded the zip to my Dropbox for now. Please let me know how I can shrink it to attach normally.

The first thing you need to do is make sure you have all of the prerequisite Windows Updates: http://Prerequisite updates for Internet Explorer 11 | support.microsoft.com/kb/2847882

Use this tutorial: Windows Update - View Update History Details to get to and check, but, in step #2 instead of clicking on "View Update History" go to the bottom and click on "Installed Updates", then check the prerequisite"s against what you have installed. If any are missing install them and see if you can then install IE11.

Hi,

We've been trying to upgrade the browser on a Windows 7 - 32bit machine for some time now.

After running through and making sure that all of the updates were in line, we tried to run the IE 11 upgrade first through Windows Update and even through the standalone version from MS.

Both have failed to install. I've reviewed the posting instructions and We've run the sfc /scannow without any errors and also ran the SURT.

AFAIK no malware or other suspicious symptoms, besides a random CHKDSK on boot up a few days / week ago, where it had to repair a tonne of file indexes etc. Could be related, otherwise all seems fine.

Operating System:
Windows 7 Ultimate x64 SP1.

Fully updated besides KB3170106 (This update. Fails) and KBs 2952664, 3021917, 3068708 and 3080149, which I have hidden (Just telemetry crap I believe?).

What I've Tried:
? CHKDSK (Now comes back clean). - Log Attached.

? SFC /Scannow (Detects errors, unable to repair). Also tried this from Safe Mode, and the Repair Mode Command Prompt on my Windows Boot disk, same result. - Log Attached.

? System Update Readiness Tool - (Detects errors, unable to repair) - Log Attached.

? Downloading 2 of the updates that errored in SURT, placed them in Windows\CheckSur\packages directory, which fixed two of the error lines, but still many errors left, as well as errors with the .mum and .cat files of those are updates still present. (This one is strange as one of the updates is KB2952664 which I had hidden and NOT installed..). The log I have attached is from a re-run after this one.

? Downloading the KB3170106 update manually - Still errors. (Said successful once, but obv wasn't).

I haven't looked at your files, however, the 9C59 error is an often reported (and resolved) problem installing I.E.11. Suggest you do a forum search and look over the fixes, as you will probably find the fix for yours.

I've tried all the obvious stuff and nothing works. SFC reports no integrity issues with the OS.

I'm wondering if the original problem was trying to update using Windows Update first. I was able to install IE 10 on my HP laptop running Windows 7 Professional x64 by running the stand alone installer. I did have the updated video driver so I didn't run into the package update install problem even though it has a hybrid video system.

CheckSUR found and fixed a large number of errors - but there are still a couple of errors remaining, which it may be able to fix if you run the tool a second time. Please post (just) the new CheckSUR.log file afterwards.

There are a couple of errors in the CBS.log which may relate to the errors outstanding in the CheckSUR - so we need to get those fixed first, and only then see if it's affected the SFC/CBS results.

I have been trying to install updates on a new setup Lenovo Thinkcentre with Windows 7 Pro 64-bit. All updates were successful except for Internet Explorer 10 for Windows 7 for x64-based Systems. This update gives error 9C59. I have tried a number of fixes, some related to .net, as some of the error information pointed me in that direction. I have tried the Microsoft fix-it for update problems to no avail.

Again, the error code in Windows Update is 9C59.

I am attaching two CBS zipped files, as my original would not upload, and I was thinking it might have been too big, being over the 10Mb limit. The files are CBS-1.zip and CBS-2.zip. The second file (CBS-2.zip) has three of the .cab files in it, all the text files are in the first zip.

Second machine that I am having issues getting to update. I keep running into error code 80070BC9 and 9C59. I know 9C59 is IE11 fail to install but anything I try won't let me get past it even the standalone installer and trying to remove IE9. I ran SURT and sfc there was no change. CBS log attached. Any help on this headache would be greatly appreciated!

There are no problems in either SFC or CheckSUR - but the background CBS data shows that a number of updates are in a pending state, and access to the registry is apparently being blocked.
From the look of the Filters.log you have both Symantec and Bit9 security programs running - it may be that this combination is blocking the updates.
I know nothing about Bit9 beyond what a quick look at their home page tells me, but a combination of Symantec with almost anything else in the form of an AV is pretty much guaranteed to cause problems.

What versions of which security programs are currently installed? what others have been installed ?

Have spent all afternoon trying to sort this and am close to giving up but thought I would post some logs in here in one last attempt. Have completed all important and optional Windows updates but the installation of IE10 fails everytime with error 9C59. Have tried manual download and same issues.
SFC scan has no issues.

installation of IE10 on Win7 pro x64 always fails with error code 9C59. "Help on this error" shows error code: "WindowsUpdate_00009C59" "WindowsUpdate_dt000"

I have IE9 installed.

What I tried by now:
Installation of IE10 using Windows update.
Installation of IE10 using manual isntall.
Clean start (disabled all non-MS services and autoruns in msconfig, as described here: How to perform a clean boot to troubleshoot a problem in Windows 8, Windows 7, or Windows Vista).
Reset Windows Update components as described here: How do I reset Windows Update components?
Uninstalled all java versions.
Uninstalled all .NET versions using MS cleanup tool from .NET Framework Cleanup Tool User's Guide - Aaron Stebner&#39;s WebLog - Site Home - MSDN Blogs.
Countless reboots executing steps above
Uninstalled IE9, tried above staps again.

As nothing seems to help, I now follow instructions from Windows Update Posting Instructions to ask for your help.

Installed System Update Readiness Tool (SURT). Result: installed OK
Ran sfc /scannow as admin. Result: No integrity violations found.

Hi Guys,

I am new to the forum so sorry if this thread is not as it should be.

I have spent a while researching the above issue and there has been a number of these issues brought up and I have seen that you guys are very experienced in this field so would like to pick your brains if I may.

I understand this issue is generally different every time it pops up, unfortunately I have looked through the CBS log and cannot see which of the many errors are the cause for the Internet Explorer 10 update 9C59 issue.

I have attached the logs suggested and would really appreciate any help with this.

Oh! I have tried using the stand alone IE 10 installer but this failed also.

I brought my computer as a windows 7 computer and i upgraded all the way up to windows 8.1 before i got a virus. I had to order some dvds which worked but the updating process stopped at 99%. I let the updating process update for about 10 hours and it was still stuck.

So i took the dvd out and it got me to the startup services screen where it got stuck. So i changed a registry line and it worked! I got all my files back but now i can't upgrade from windows 7 to windows 10. Can i get some help?

When trying through WU i receive the 9C59 error.

Trying the standalone .exe from microsoft doesn't install either.

Hi, folks
for some time my windows 7 x64 professional is trying to update itself with IE 10 and 11 but everytime ends up with an error 9C59. I tried everything with Microsoft fixit, System update readiness tool & system repair with no success because the system tryed many times, persistently to install the updates and ended with disk checking for errors and no results at all. Also, last week I had a problem with the installation of my KAV 2014 (Kaspersky) which is by the way licenced - it said that there was a problem with licence, corrupt one and by advice of a friend I tried to reinstall the program but it ended with a message - you already have another installation on the computer. So, I tried to uninstall it first and to reinstall again but allthough I don't have the application now in program files it says me that I cannot install the program cause I allready have it installed. I don't understand. Please, help !

Hello,
we run IE9 in our company. In fact, if we try to update a client's IE9 to IE11, he can't reach any website anymore. This happens often after hibernation mode but in my case directly after the update. 
It loads infinitely long. If we restart the client, the problem is gone for a while.
I used WireShark to get a look into, with the following results.
10.99.246.4 is our Domain Controller.
10.199.150.146 is my client.

I am running Windows Embedded Standard 7.

It has all applicable updates that are obtainable through Windows Update. It also has all updates that are pre-requisites for IE11 that are listed here: https://support.microsoft.com/en-ca/kb/2847882

Despite all the applicable updates being installed from here, IE11_main.log shows me the following error caused the installation to quit:

I got handed a machine suffering from the dreaded 9C59 error when trying to install IE 10 via windows update. Looks like it may have been that way for a few months now. When I got it, no other updates were available except for IE10, even after a forced check.

Not quite a 7 machine though (2008 R2 SP1, but 7 x64 is basically the same family so I figured it was worth a shot asking here)

Currently IE9
SURT is clean
SFC says I'm okay...
Offline IE 10 installer fails
IE9 uninstall fails

IE install log shows it failing at the IE10-neutral.extracted.cab or IE10-neutral.downloaded.cab point saying it can't find the file specified.

If push comes to shove I think I should be able to remove McAfee, but there are similar machines that also have McAfee and they have IE10.

A:9C59 error for IE 10 update on x64
