I'm trying to remove some programs on an old Compaq V2000 and when I try removing programs I get a popup stating "The windows installer service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed". It's not in safe mode I know that so does anyone know how to remedy this situation? I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.
I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

Check to see if the installer service is disabled. Type services.msc at the Run box and press enter.

THIS is one of those excrutiatingly annoying problems that I've been trying to solve for the past 2 weeks through Google, Windows Help and God knows what else ... but nothing. I seriously hope anyone out there can help me ... it'd be much, much appreciated.
I have a problem with Windows Installer Service. As such I cannot install certain videogames (such as FIFA 08 or FIFA 10), certain programs (such as Microsoft Visual C++ 2010) or other bunch of stuff.
Strangely however, my "Windows ? Installer. V 5.0.7601.17514" is up-and-running through CMD and I also find it in Regedit.
Why doesn't it work, please? Do I have to delete Windows Installer completely and then reinstall it again? And how do I safely delete Windows Installer and where/how do i reinstall Windows Installer, please?
Please help me. I'm quite desperate here!

When I try to update i-tunes I get this error message:

I tried re-installing the computer software that came with the Dell computer, but I get the same message.

So far I have not found a true solution for this one. On Windows 2000 when I try to install a program I get a message that says:
"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe

I read somewhere that renaming the Windows Installer damaged files and then reinstalling Windows Installer would be the solution. I tried that but the files in question could not be renamed because they are part of the Operating System. Can anybody out there help?????

We have imaged computers using SCCM 2012 and have deployed Windows 7 x64 SP1.
The issue we are now experiencing is that random PCs will not allow installation of packages that use the Windows Installer Service.
I have looked at various Microsoft guides including restarting the service, opening cmd prompt and un-registering and re-registering the service, importing registry keys, used a Windows installer cleanup utility and other tools/fixes all without any working
solution.
We cannot narrow down what has broken the Windows installer and the machines are sporadic in location.
Can anybody please suggest an alternative fix?
Any help would be greatly appreciated.

Hi. It's mike again. With regard to my problem with Windowe Installer. I've managed to fix it. This may work for anyone with the same problem. I have "Advanced SystemCare Pro" on my laptop. One of the menu's is "Toolbox". When opened it has a programme called " Win Fix". Click on it and it will have a tab called "Advanced Fix". Click on it and you will find within it a "Fix" for "The Windows Installer System can not be accessed". Click on Fix to correct the problem. I have been able to install my Windows update and also the programme from AVG. Hope this helps at least one of you. Cheers. Mike.

We have an HP Pavillion G60 laptop. For various reasons we have had to reinstall Windows twice.
Now, there are certain programs we can't install as the Windows installer service has no launch path. We get the error message "The WIndows installer service could not be accessed". When we go into services, the launch directory for the service is blank.
The files needed to launch the programs are on the computer.
The system restore fails to work. Any ideas how we fix this without having to reinstall windows yet again ?

Navigate

Right click on WOW64 and select 'Modify'
Change Value Data from 1 to 0
Click on start-RUN
Type in: services.msc
Scroll down to Windows Installer and STOP the service and then START it again.
Then Reboot your machine.

Weeks after my CMOS battery died, followed by a long period of trouble-shooting, we finally got my system working properly, EXCEPT that I cannot install any applications (such as Photoshop CS4), or drivers, including those which had been working on my system before the problems.
I get "Error 1719. WinInstallerService failed" during attempt to install drivers for an HP multi-funtion printer and others.
I've downloaded the latest version of same from MS website; and online instructions, followed them, but no success. I keep getting that error message, even with programs which apparently have their own installers.
I've run chkdsk at startup, found and corrected 3 errors, but no change in basic problem.
Any help? I'm out of business without my app's.

Scroll down to the Windows Installer Service and see if it's set on Manual. If it is on Manual, try starting it (right click on it) to see what happens. Hello all,
I just tried to instal Outlook 2002 over Outlook 2000. Somehow, I botched the install (forgot the reg key). I tried to uninstall, but I get a message that says

My laptop has been acting up for the past few weeks, it seems that the temperature suddenly increases to 60 when idle, and each time when i check the task manager i find windows installer service running, even tough im not installing any software whatsoever, i tried to disable it in services but im not allowed to. Further more this problem occures only when i stop using the laptop. Thanks in advance .

I'm just asking you to double check your steps.
In the Start Search bar type services. Click Services when it shows. Don't worry with the .msc it takes you to the same location.
Then scroll down and there will be several Windows programs listed. As you can see where it is listed in mine below.
If it isn't there please post a Snip of the "W" section of Services. See if other things may be missing also.
Let us know.

Okay, enough small talk, here it is, and I feel like it is probably something that is fairly simple to fix, I just can't seem to find the right support info myself, sooo, here I am again.
I was having some trouble with my installation of the Java Runtime Environment so I removed the 3 instances of Java objects in IE\Tools\IE Options\Browsing History Settings\View Objects. I noticed that 2 of the 3 had the MS "YellowShield/Exclamation Point" icon instead of the typical object icon and 1 of those had a size of 436 KB and the other "yellow" as well as the 1 with the "typical" object icon had sizes of only 4 KB....I thought this to be strange so I removed ALL 3 of them and then went to Add/Remove in Control Panel to remove Java itself from my computer. Well, I caould NOT complete the Uninstall because I received an error saying that "Windows Installer Service could NOT be accessed"......possibly because running in SAFE MODE or if Windows Installer was NOT insatalled correctly. Hi try this To activate Windows Installer in Windows Vista. Go to System Configuration, you can do it by ''start -> in search type(System Configuration) ->Enter'' and in the programm itself go to services, find Windows Installer and activate it. That's it.
I have to always restart the Windows Installer Service before installing any software. It is set in services.msc to automatically start.
This is the path as displayed in 'services.msc:'
C:\WINDOWS\system32\msiexec.exe /V
Startup Type: Automatic
I will restart the service, install some software and have to restart the service because it stops on it's own.
Anyone know how to keep this service from being disabled? What could be disabiling this service?

Once the install has been completed the Windows Installer Service (msiexec) should stop -- it is normally set not to "automatic" startup -- but to "manual" and should start without action on your part when the setup program calls for it.
When I attempt to uninstall a program, in this case itunes, I get the message "windows installer service could not be accessed". I have check the registry & it is runining. I am running vista64. Thanks in advance for your help.

Error "The Windows Installer Service Could Not Be Accessed" when installing or updating programs on Windows 7 or Windows Vista
It appears you may have a larger problem if your currently installed programs do not work. When did this problem begin? Do you have a System Restore Point from before the problem began? That may be easiest.
You might want to run the System File Checker, and see if it detects any problems.

So I'm trying to install the Pokemon TCGO, and every time I get this message:
"The Windows Installer Service cannot be accessed. This can occur if you are running in Safe Mode, or if the Windows Installers is not correctly installed. Contact your support personnel for assistance."
So I was confused for a number of reasons:
I'm clearly not in Safe Mode
I had already installed multiple different programs before this happened.
I can still uninstall programs
I can still install some programs, but not others (was able to install another game, but not League of Legends or Microsoft Office)
I never made any changes to anything regarding the Windows Installer before this started happening.
So I figured it was just a mishap and restarted the computer...but that didn't fix it.
So I tried installing as an administrator...that didn't work either.
So I googled the error message, and I found many different ways to approach the situation, but most of them only applied to Windows XP or 2000.
I will try to list everything I've attempted up until this point:
I typed 'msconfig' in Run and checked under Services to make sure Windows Installer was running and was set to manual...which it already was.
I checked to make sure it was started, and restarted it just to be sure.
I typed in 'regedit' and edited the MSIServer ImagePath value to that of where the actual msiexec.exe was located.

Well I wanted to install Microsoft Office 2007 on my computer last night and I got an error message saying that "The Windows Installer can not be accessed. This may be becuase you are running Windows in Safe Mode." I went to Micorsoft's website, I followed all of the steps. I went into the registry, everything was fine. I did a MSCONFIG on the PC and went to Services and checked on Win Installer and it said it was stopped, so I enabled it again, restarted and the problem is still there. I tried to re-install Windows Installer, but it said that the version is not needed becuase it does exist on my pc. Now I can not install or unistall anything on my pc.

1) Update for Microsoft XML Core Services 4.0 Service Pack 2 for x64-based Systems (KB973688)-- keeps showing up as an update to install; however, after I install it, it shows up again in my system tray (as an update to install.)
2) Trying to install an update/upgrade (SA_2011CCPUP1.exe) for Sage Simply Accounting Pro 2011; I get: Error: -1620 This installation package could not be opened. Contact the applicaction vendor to verify that this is a valid Windows Installer package.
I contacted Sage, they are telling me that this is a Windows Installer issue.

Okay, so i was trying to install .Net Framework 4.5, when all of a sudden, it rolls back the download, and displays a message "Installation did not succeed, .Net Framework has not been installed because: The Windows Installer Service could not have been accessed. I've tried numerous workarounds, this includes restarting the Windows Installer service and SFC repair. I checked out the services.msc and the Windows Installer is running and everything seems fine. but still i cant install .Net Framework 4.5, or any .msi packages for that matter.

Whenever I try to uninstall a program that utilizes the Windows Installer Service, it gives me this error message
An example of a program that causes this problem to appear is Ventrilo. I tried to uninstall it, to install the newer 2.3 version, and got that error.

Any guide how to repair this or diagnose the problem?

I'am having a problem with my computer i cannot install any application/software. It is always failing and a dialog box will appear and it says 'Installation failed...Windows Installer Service Cannot be Accessed'. what should i do? e.g. Driverscanner, Java,Adobe Shockwave Player, Windows Live..... I really need this softwares or application please help.

hi try this 1) Boot OS in Safe Mode.
2) Then in Run Command type msiexec\ regserver
3) restart in Normal Mode

on my desktop, (i7, 8GB, SSD 240GB, Windows 7 Pro NL 64Bit) Windows-Installer-service does not work anymore.
2 weeks ago: When trying to install an msi-file I got the error: Cannot start the service .... Service must be installed first.In an Administrator Command-Prompt, after a
net start msiexec I got te error:
Cannot start the service because it is Shut down or it has no other switched-on devices connected.
I have tried all the advice Ifound on the internet, Unreg en Register again, Stopping and starting the service again, nothing helps. I then did an "INPLACE-Installation" of the whole Windows.
From that moment msiexec still gives me error code, but from then on, it told me Windows Installer was busy whith an other "instance", installing something else...?
I did a full Virus scan with MBAM, Zoek.exe and AdwCleaner, all negative for real virusses.

Same problem as STORMIE. Trying to download adaware2008 and I get the Windows installer service could not be accessed screen. Due to windows running in safemode. Have tried to find out how to disable safemode , no luck yet. Any advise?

This happened the last time I reformated and I don't really understand what's going on. I have 4 harddrives. 1 SSD and the rest are standard 7200RPM drives. This is the error I get when I try to install something.
Weird thing is I can't even play games cause I get this error too.
I did unplug the harddrives from the motherboard when I cleaned it, don't know if that could cause a problem, I don't believe they we're put in the same spots.
That may have caused a problem.
Post a screenshot of Disk Management. Start Menu -> Right click Computer -> Manage -> Disk Management from the list on the left
Alternatively: Start Menu -> Type Computer Management into the Search programs and files box -> Disk Management from the list on the left
I have been having problems trying to update my windows xp home to service pack 2, i keep getting the message access denied so i downloaded subinacl.exe but windows installer gives the message could not be accessed. I've downloaded it again but i just get the same message.
Before christmas windows was running on service pack 2 and windows installer was working fine but the i got a malware program called spyware gaurd 2008 and when i did remove it windows wouldn't load in. I had to boot from the windows disc and run the repair option, everything runs fine but some programs (itunes) needs service pack 2.

I was getting a "windows installer service" error and could not access installer on XP and SP2 would not install either.
I went to microsoft website I followed the instructions on article 319624 (method 3).
I could not find system in the list to give control to so I typed in system and checked the box that gives full control.
Now when I try to access my computer, windows starts up and all of the icons look like a "piece of paper with the corner folded over" and when I try to access them or even my registry through the run key I get a message saying " This file has no program associated to support this action".
I can access only explorer and then most links do not work.
Anyone know what i have done, If you can help I will be grateful.

I have a problem with a windows vista laptop.
Whatever I try to do there are problems, I can't install programs(or most of them atleast), I can't remove programs(AVG currently does not work and needs to be removed to install another version)
When he tried to play a game it said there is a sound problem and it wouldn't start. (I think drivers, but I can't install new ones)
IE doesn't start at all, chrome wont let you download anything and I can't install firefox.
I did a hijackthis scan and it showed alot of missing files, there might be more problems but I can't read it as well as I would like. I'll add it later if it helps with anything.

After downloading an update for the latest version of Itunes, I keep getting a message saying 'Windows Installer Service' could not be accessed. I have checked that the Windows Installer is running and that I am not in 'Safe Mode'. Often (but not always) the Installer shuts down some time during the download. I have tried with Installer set to Manual and also to Auto but I still keep getting the same message. Any help would be much appreciated.
Welcome to Seven Forums Mark Riley. Try this 1st:
Start> In search box type cmd> Right click on cmd.exe in results above and choose Run as administrator> When the command prompt opens, type:
MSIEXEC /UNREGISTER
Enter
MSIEXEC /REGSERVER
Enter
See if that helps. If not, I'd try running the System File Checker
SFC /SCANNOW Command - System File Checker

im trying to reinstall itunes. whenever i try to install it says. "the windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. Contact your support personal for assistance."
I have made sure windows installer service is running. Also i updated to the newest Windows installer and rebooted. still same problem.
i tried installing a different program and it worked. plz help...
