Q: Windows Will Not Turn Off Upon Restart But Will Turn Off Upon Shutdown

If I unset "Allow the computer to turn off this device to save power" on the Power Management tab of my USB Root Hub properties, then when I attempt to restart my computer from the Start Menu, Windows shuts down but the computer itself keeps running,
i.e. the power light stays lit and the fan continues to run. In order to actually shutdown, I have to press the power button for a few seconds. Upon reboot, there is no indication of a failed shutdown from Windows. However, I am able to shutdown from the Start
Menu without problem.
Is this really the intent of not allowing the computer to turn off a device connected to a USB port, i.e. you can shutdown but you can't restart? Seems a bit arbitrary to me.

I recommend downloading and running DAP. It can help sort out any driver and firmware related issues on your system

I just checked through the search forum to see if anyone had a similar issue but could not find.

I recently installed Windows 7 (32-bit) onto my Gen 3 Dell XPS desktop. Installation was okay and everytime the computer restarted (during install) I had to manually shut it off and turn on again to continue the installation. I'm currently using Windows 7 and it seems like everything is working (except my sound, but that's another issue).

The problem is whenever I restart the computer it gets stuck on the Dell startup screen (Dell logo with the 'loading' grey bar). Again, I manually turn it off and then turn on again and it works fine. Does anyone know why that happens? If anyone can help me any bit or link me in the right direction I would greatly appreciate it.

A few items to do that may yield some clues -

1. Reset power options to default settings -
START | type power | select "Power Options"

2. Enable boot logging via msconfig -
START | msconfig | select "Boot" tab | check box "Boot Log" | Apply | OK
--> boot log will be in c:\windows\ntbtlog.txt starting with next boot-up. Please get it and attach to post

3. System Info - Event Logs, msinfo32, registry dumps, PERFMON Health Report, systeminfo.exe, etc... The fastest way to gather all - the BSOD System Information gathering batch script -

I timed it, and boot after restart takes much more time than just turning off and on. Am I only one experiencing this?

No, The new hybrid boot technology that Windows 8 use's does not affect Restarts.
Only full shut downs and powering on, that the speed of starting up is fast.

So if you restart you Windows 8, it'll take longer to start.
But if you shut it down like normal it'll start faster.

I just put together my first computer 6 months ago. It abruply shutdow in the middle of writing a paper for school. I couldn't turn it back on right away. after trying a few times, it turned on. All the fans are working even the fan on the power supply, the motherboards lights are on. My graphic card in on the motherboard. I think it might be my power supply because when I first put it together I didn't plug in the smaller power connection to the motherboard and the same thing is happening, black screen. It's like my computer isn't giving my monitor any feed. I will have more info when I get home. I can't get in to bios or safe mode.

Today ive had a few problems when i restarted & turning computer off. My yahoo messenger froze up so i when i tried to close off the window...it wouldnt disappear so i tried a few more times...nothing.....tried task manager...that wouldnt even close off yahoo..so i just tried to restart my computer..and when windows said logging off..it just stayed like that...it didnt restart...it was like the program was stuck there...so after a bit i had to turn my computer off manually.
And than a bit later when i tried to go on the internet...the page wouldnt load so i tried to close it...and did that a few times...nothing...tried task manager & that program didnt load at all..it showed the icon in taskbar..but thats it...so i decided to click on turn computer off...and when it said...saving your settings...it didnt shut off...it was same as restart..it was like it was stuck there..so i had to turn computer off manually again!

If anyone knows whats causing this to happen...and how to fix it...please!! reply to this thread. Both instances my computer wasnt on that long...and this has never happened to this computer before.

It possible for you to run any programs? If so, try Process Explorer, it may point to what is using up the CPU. I use a program called Process Lasso to catch software that may use 100% of the CPU and lock up. You can check it out here: http://www.bitsum.com/prolasso.php

So I've been having this problem with my computer for a couple of weeks now.
After I choose to shutdown my computer , windows does it as usual and is very quick at it since I have an SSD, however after the shutdown screen disappears and my monitor turns off, the fans are still spinning and the motherboard makes some noises (not beeping) as if it's going to power on or off.
It eventually shuts down after 25 to 30 seconds which is weird in a way since everyone in the internet that had the same issue says that they have to hold the power button in order to turn the pc off since it won't by itself.
From the suggestions that I found in the internet I tried them all, updating my BIOS, leaving my computer unplugged for 2 hours and without the CMOS battery, installed the new Windows Creator Fall update today, updated all the drivers on my computer, ran CCleaner to fix registry errors but nothing fixed it for me.

My computer specs are the following :
CPU - Intel Core i5 7500
GPU - Asus Strix 1060
RAM - 12 GB DDR4
Motherboard - Asus Z170 Pro Gaming
PSU - Aerocool Strike-X 600W
Operating System - Windows 10 Pro 64 Bits

Also since this problem started happening, during the boot after windows has loaded and when it should show the login screen it turns off my monitor for 5 seconds but turns it right back on and it shows me the login screen as usual.

Been having shutdown issues for the last several weeks following some issues i was having with an SSD drive and after a few hours of some hard soul serching in safe mode boots, i figured out that its an Nvidia driver that stops the machine from powering down after i hit the shutdown on Windows 7, i've tried reinstalling old drivers as well as the latest ones but i still get the same issue, it shuts down and powers off just fine NO PROBLEM!!! when i uninstall the nvidia drivers, but the second i load them back into windows i get the same problem again, if anyone has any thoughts or solutions i would really apreciate it, i've been trying to sort this bloody mess out for 2 weeks or more, and finally got it pined to the nvidia drivers.

I've done bios settings and cleared the bios completely, nothing is overclocked, everything is at factory defualts, i've tried updating the bios , and i've also disabled the SLI mode and nothing effected it, and also done several install of windows. One last thing, it shurts down and turns off perfectly fine in safe mode.

PS. The IEE host bus controller in device manager tweak doesn't work, it doesn't matter if the power saving box is checked or not.

Hi. I have been searching forever on forums for an answer, and i'm sorry, I can't find a solution that works for me.

I installed a legit copy of Windows 7 Ultimate x64, and when I shut down the laptop, it goes through the normal processes, says logging off, then shutting down, then the screen goes black, but laptop remains on. My power button is lit up, my fans still run. The only way to get it to physically shut down is to hold that power button down. Same thing when I try to sleep it, or even restart. All my drivers are up to date, no conflicts in device manager. What is going on here?

I have upgraded to Windows 7 x64 from Windows XP. With Windows XP, shutdown/reboot/sleep were working perfectly fine but now with Windows 7 x64 the PC refuses to shutdown completely. The fans/LED/CPU remain on. Same thing if I chose to sleep the computer. I need to press the power button for 4 seconds to completely shutdown the PC. I've tried:

- A clean boot;
- Deactivating all non essential services;
- Looking into devices power management tabs and deactivated accordingly what was needed;
- A Safe Boot;
- Reverting certain drivers to older versions (network card, GPU);
- Resetting bios. The Bios is up-to-date;
- Doing a sfc /scannow.

None of the above changed a thing. The outcome is always the same. The only difference with a Safe Boot is that the shutdown process hangs at the "Shutting Down..." window and therefore I need to hard reset the computer as well. Windows 7 is fully up-to-date.

In order to eliminate possible hardware issues I booted the PC with a backup drive of my old installation of Windows XP. Shutdown works perfectly. So it does not seem to be hardware related.

I have made a Shutdown Trace that can be found here. Could any expert have a look at it and tell me if he notices anything out of the ordinary?

This is driving me crazy. My HP has Windows 7 and everytime it connects to the internet (wireless connection) Windows Live Messenger opens down in the left hand corner taskbar near the start menu. I close it, and fifteen minutes later it will open again.
I opened the options and unchecked the boxes pretaining to 'Run Windows Live Messenger when windows starts' but it still repeatedly opens. I use hotmail, but i really have no use for Messenger. The program is not listed under add/remove programs. Someone please help me turn this thing off.

It should be listed in Programs & Features under Windows Live Messenger or Windows Live Essentials. If you still can't find it listed then go to get.live.com and re-download the installer, reinstall it, then uninstall it.

Wife updated Norton twice and had two Norton Firewalls and Windows Firewalls running together. Paid twice for the 2 updates. Removed Norton Completely and then re-installed Norton 360 Security Version 5, but am still unable to turn off Windows Firewall under Windows XP Pro and also cannot turn on Automatic updates, getting message "we're Sorry, the Security Center could NOT change your Automatic Windows Update setting. To try changing these settings, go to SYSTEM in Control Panel. On the Automatic Updates Tab, select AUTOMATIC (recommended) and then click OK. None of this works, then tried using an app to reset Security Settings and that didn't work either. Any suggestions on what I try next. I would like to reinstall Norton 360 Internet Security Version 5, I know there are those out there that hate Norton and the overhead that comes with it, but over the years I've gotten used to it and I like it very much. I want to discontinue use of McAfee (which came with the initial install) of my Windows 10 computer, and turn on Windows Defender.   I don't know where to start.

This may have been disabled on your computer, particularly if you are in a Domain (e.g.: at work, in a library, etc).

However assuming that you have Administrator rights to your computer you should be able to turn it on and off by going to Start > Control Panel > Windows Firewall > Turn Windows Firewall on or off.

If you cannot turn the Firewall off through the above approach try the following Start > Control Panel > Administrative Tools > Services

Looks for the 'Windows Firewall' Service, double click it, then click on 'Stop'.

From within the Service properties you can also stop the Firewall from starting with Windows, etc.

Hello, i built a new pc after saving up for a while, played with it for a couple days and everything was running smoothly untill i moved it to my room, turned it on and worked with it for a few mitutes untill i decided to restart it and it shut down and not even turning back on anymore. Not a single fan or led works,
So far i have checked most of the cables, switches and got bo result.

Hello,my new p50 (about two months) suddenly shutted down.Before shutting down, I did not get any low battery warning or so (this is an important detail). Before shutting down, I was just watching some stream on twitch. No hard work, I excluded any possible thermal lock. I tried to power it on, power led (and keyboard led as well) goes ON, goes OFF, fan spinning noise, turn off completely.Same procedure, without battery, same results. Unplugged the power cable, removed the battery, tried to deplete any flea charges by pushing the power button for a variable amount of seconds (I tried different times). When I plug the power cable, the power led blinks 3 times (as well as the "i" red led). Trying to powering up led to the same results (with or without the battery). Trying to power up by using ONLY the battery, the laptop turns on and after a second or so, turns off (without the spinning fans noise). When I plug the power cable with battery inserted, the small led next to the power plug goes green. If I power on (with the battery inserted), the small led turns orange. If you need more details please let me know.

This is simply peculiar.
I was asked to look at a friend's computer (Windows 7 64 bit desktop, apparently unbranded) which won't turn off. If you shut it down, it shuts down but hangs at the end with just the little power light on (which should turn off).
After much fiddling, it appears that restarting the machine and then shutting it down works fine, but if the last time it booted was from a cold boot (as opposed to a restart) the problem recurs. This has survived a full OS reset!

While not a serious issue, if anyone has any clue as to what might cause such peculiar behaviour, I'd welcome it.

This has now happened five or six times. I was using Rabb.it, a site similar to Skype when it first happened. I had not had my webcam on but did have my mic on. The other person was using both her mic and webcam. It seems to have only happened whenever I was using this site, but only on this lap top. My desktop at home doesn't have this issue with Rabb.it, and neither did my  prior lap top, so I believe it is possibly caused by videocalling alone. The first thing I notice is that I become dissconnected from her, and then I will be informed that I'm no longer connected to the internet. Whenever I click the Internet Access icon on the bottom right side of the screen it will load for awhile, then say, "no Networks available" when I know for a fact that there are networks available.  The "Wi-Fi" option next to "Airplane Mode" also disappears. When I try to click on "Network settings" there is no Wi-Fi options and it opens up on VPN options, which I do not use VPN. Sometimes I found that it will not allow me to click on anything in the Start menu, or the "Ask me anything" menu. I have to click ctrl, alt and delete to be able to get the options of shutting down, restarting, or sleeping. Whenever I press "Sleep", it will not let me go back to anything and the screen stays black. I have a Dell desktop w/ windows xp home. When I try to restart, It gets to a blue windows screen that says bios revision 1.1.2 and the bar freezes half way across, nothing will get out of it. I have to turn off the Cpu and then start the whole machine again, It will work then. Can't create a new restore point, bacause it automatically "restarts" which of course doesn't work. HELP

System restore points won't help you here because the problem is not at operating system level. There seems to be an issue when the computer is booting up which is at a lower level.

Firstly, try getting into the BIOS, usually by pressing Delete or F2 just before it freezes (it might say on the screen which key to press to enter Setup). Then, see if there is an option to restore factory defaults or similiar and then press F10 and enter to save changes.

Let me know how you get on and if it doesn't work, I might have to guide you through some more advanced solutions.

Hi, I have a Dell Inspiron 1501 Laptop with Vista Home Basic.

When I try to shut down, it will go through the process and appear to shut down succesfully. But after the screen goes black the WiFi light remains lit, and I can hear the laptop still running, eventhough the screen has gone black.

Then the only way I can get it to turn off properly is to hold down the power button.

I tried to do a system restore, but that requires a restart, and because the laptop won't shut down (or restart) I just get unsuccesful restore errors.

Can anybody help me?

Recently purchased a used T530... seems like a decent machine. Did a fresh install of Windows 7 Pro, did the windows updates... went to the support site, had it scan the laptop for updated software... downloaded and installed everything. After several reboots and a few more windows update checks and installs, I started to look at various software and services. Some of them were not needed, and they were removed. Checked around the task scheduler and did some tweaks there as well. Did the thing in the BIOS, disabled all of the wake on lan stuff, etc... flipped the switch on the wireless to turn it off totally because its never used here. For some reason, when the laptop is shut down, the LAN port seems to remain active. For me, off means off.  How can I get the LAN port to turn off when the laptop is shut down? Thanks  Gary

Desktop computer (made to order) running Win XP home (SP3) and suddenly I cannot go 'Start'>'Turn Off Computer'> 'Standby' or 'Restart'. The keyboard 'Sleep' button won't work either although it would beforehand.
'Standby' simply hangs at "saving your settings" (first time it stayed there for 1/2 hour, nothing happened so I turned of the power) , 'Restart' goes right through the process but doesn't start back up. The light on the start button remains on but, after either 'Standby'  or 'Restart', I have to switch power off/on at the wall outlet, then press the computer start button to go again. 
'Turn Off' works as it should .
This all happened after I re-installed a program that hadn't worked properly since it was first installed, about 3 years ago. Its not a prog that can be uninstalled as it hooks itself into another program in order to work and doesn't show up in the installed list.
I'm hoping there is a 'fix' for the problem, rather than requiring reinstall, as the computer came with a preloaded O/S and no backup disc. The guy who made the comp. gave me an XP disc after I complained but I don't know if it's a genuine disc or not and I'm not game to try it.

Hello. I'm new on this site so hi to everyone and I hope you can help. I've seen a few posts along these lines but not exactly the same so -

Got a new PC from Evesham a couple of weeks ago - Core Duo E6400 / 2GB RAM . Worked fine but was supposed to have 2 x 200GB HD but only one fitted.
Evesham sent engineer with new drive on Tuesday.
But he couldn't physically installl the drive as intended as he wasn't given a bracket (the front panel USB cables inhibit installing it horizontally in the cage below fitted HD).
It was agreed that he would set the disk up on the system and arrange for the bracket and fixings to be sent out for me to fit myself.
Meanwhile the drive sits on the worksurface at the side of the case ( side panel is removed - who mentioned EMC ? ).
Engineer left disk to format - which it did . No apparent problem and PC used as normal.

But later I needed to Restart the PC when I was setting up some audio I/O.
The PC shut down but did not restart.
Testing / Observation since shows that it won't run successfully from Restart or if even I Turn Off then power back on within a short time ( I'm talking a minute or more - plenty of time for PSU to discharge etc.)
It always starts up but will shut off completely after a variable period - sometimes it will get through to showing desktop icons and it appears to be fine but then turns off.

It shouldnt make a difference if the second drive is attached or not, so long as you still have one hdd attached with an os. Theoretically speaking it is unlikely that the drive is causing this problem, with hdd faults you usually find that the drive simply will not be detected, or the pc will freeze / display read-write errors. However I am experiencing similar issues myself and havnt been able to completely rule out the drive as of yet.

I have a Dell Inspiron 1420 that runs Vista Home Premium. Whenever I update anything that requires a restart I have to manually shut it down first, then turn the laptop on again. I think this is the reason it will not properly install SP1. I have downloaded it numerous times. It says it the installation was "successfull" but then it shows up again on my windows update and it never shows up on my computer's "System Properties" as running SP1. I have reinstalled Vista numerous times as well and get the same results so the version of Vista that I currently run is not up to date. Can't even install SP1. Please help!!!!

Some time ago, probably couple months ago I update my motherboard and ever since I have not been able to start my computer in one go. I have no knowledge of computers or how to fix them so I haven't been trying anything. the issue is when I turn my computer on it doesn't turn my monitor on or my mouse (the computer itself is running), so I need to hold the power button to turn it on and go into bios settings, select the drive I want to use to turn it on and only then it comes on. From the little knowledge, I have I'm more than positive I have the hard drive with the system used as a default drive to boot the PC up. I was also told that I could try to update my bios settings but I fear of it destroying my motherboard due to this issue, any help would be appreciated.

A:Turn off and restart the system failure

Before you attempt anything either backup or save important documents, etc. to a removable drive/disc.

Could you give some more information, such as how you are trying to restart/shutdown? Have you run Malwarebytes and/or a virus scanner? Have you recently installed updates? How long has this problem been going on (you can try System Restore back to a date before the problem started)? Can you manually shut the system down by holding down the Power button? If you can then I would assume you can restart it. Assuming it will manually shut down then I'd do the following:

Start > Run > chkdsk /F. Command prompt will ask you if you want to check the volume at your next startup. Type Y and then manually shut down your computer > restart. Depending on what you've got on your computer this could take quite a bit of time so only do this when you have the time available.

i dont know whats going on with my comp but for some reason when i turn on joint operations two things happen:
1- a little window pops up sayin sysdump.saved or sumthin like that
2- it restarts when i turn the game on or when im playin it it plays for a few seconds then the comp restarts
someone help me plz!!!!??????i went to this link and i tried some of these things but i was wondering if anyone had any other suggestions ???

Recently, my laptop shut down and I havn't been able to turn it on since, I thought it might have been my Power Cord, so i got that replaced, but it still never worked?
Nothing works, nothing works when i press the power button, I tried taking out the battery and power cord, etc. but still nothing...

I don't think it is the motherboard because I recently had my motherboard replaced with a brand new one, so I don't really know the problem?

Could somebody please help me...?

Why was the orgigional motherboard replaced?

What is the make of the Laptop?

What did you do the day before is didnt turn on again?

CAn we have more PC specs? eg operating sytem RAM etc.

When you tired taking out the battery did you hold down the powerbutton for about 0 second to get rid of any remaining charge.

This gives us a clearer picture.

my sister's laptop was purchased at Best Buy about 3 months ago. She has been using it without any problems. Although, I do have to mention that she did not have an anti-virus program to protect her laptop from viruses and other threats.

Recently, her computer died and it just won't turn on again. She claims that she has been performing downloads from different websites and that maybe a virus might've gotten into her computer, but wouldn't a virus usually keep the computer on so that it can cause more damage?

I just want to do all I can to help her before my father hires someone to pinpoint the problem and fix it. It might be expensive, we might have to buy new parts for her computer. I'm not sure, but can anyone tell me what they think might've happened to her computer and why it just won't turn on at all?!

Her laptop is an ASUS Notebook, model X44h, if that helps any.

Any suggestions or help would be highly appreciated.

Hi and welcome to TSF you should not need to buy parts for a 3 month old laptop if a hardware issue has occurred then the maker Asus would take it back under warranty and fix it,I would try tapping F8 on booting and see if you can start in safe mode with networking or just safe mode and post back with the result

I have Vista business installed on my toshiba tecra A4 laptop. However, the laptop is vista compatible, when I did a fresh install, I had to repair to remove pcmcia.sys driver file to start vista. Now, whenever I shutdown my laptop, the OS does shutdown and the screen goes black, but the laptop remains switched on. It never turns off. I left the laptop on for whole night, but to no avail.

anyone having a solution or any idea why this happens .. and any workaround??

Problem: It doesn't happen every time, but after a prolonged shutdown (9+ hours) my laptop will not turn back on. When I hit the power button it will light up but the keyboard will not, and then the power button will go dark after a couple seconds. This happens whether the laptop is plugged in or not.Observations:1. I can get the laptop to turn on again if I unhook the battery from the motherboard, wait 10 seconds, reconnect the battery, and plug the laptop back in. 2. If the laptop is on and I unplug it from a power soruce it operates on battery normally, and the battery lasts about 1-2 hours 3. Lenovo Advantage App says Battery is in fine condition. 4. Putting the laptop into hibernation mode instead of shutting it down causes no problems

I purchased this computer for my daughter to use for communication. She's 15 and non-verbal so I need to resolve this quickly for her. This laptop is only 7 months old and she's only used it about an hour a week plus it stays on a computer stand and doesn't get moved about so it should not be having ANY problems. I'm so upset about this.Anyway the computer made a glitch in sound and shut down even though the battery was fully charged. Now it won't turn on at all. When I hit the power button the LED just blinks. The adapter seems to be working fine. I did the hard restart, removing the battery and holding the power button. It didn't work.

Try resetting BIOS to defaults after taking note of SATA controller setting. Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

Try booting into a Boot Disk like Peppermint3 - Create Live CD/DVD/USB To Use For Emergency Backup - Windows 7 Forums to see if the PC will shut down from that when Win7 isn't involved.

Then try again with the HD unplugged to cut it out entirely.

If this occurs with the boot disk then you know it isn't OS or HD related, but is in the mobo.

How to turn off overheat auto shutdown?

So I got a new computer and everything is working fine. When I start playing a game the temperature rises and as soon as the CPU or the case gets just over 40C, my computer does an automatic shut down. I think that is a bizzar temperature to have an overheat shutdown. Can anyone help me to turn this feature off? I went into the BIOS, but for some reason I did not fond an option to do that and all I got was the data showing current temperatures. So can anyone help me to turn that feature off or atleast put it up to 70 or 80. Every bit of help is loved!

40C I ain't ever heard that before...

Are you certain that your com is shutting down due to the CPU termperature?
Do you get a warning message telling you it's going to shut down?
And how do you know it's 40C when it does?

If it only happens when playing games it could be something else than your CPU, like your gfx card maybe?

Hi, I just purchased a new P52 and I'm having troulbe configuring the USB Ports.  I have a few peripherals for music recording, connected to the USB ports that continue to stayed powered after shutdown (or hibernate). Ideally these should not continue to draw power after shutdown.  All the articles I've found online give a solution that isn't correcting the issue.  Are the USB ports on the P52 designed to always stay powered?  How do I change that setting? Thanks in advance for your help,Geoff

hay guys
i need yourhelp

this started happening today
i went to turn off my computer, goes through the usual shutdown proccesses, then all the sudden it blue screened then restarted.

I got it to stay so i could copy down my error
it starts with the usual blue screen message
then the technical info is
