Q: CPU only running at 50% maximum frequency

I have had a small performance issue with my computer for awhile and thought I would ask around to see if anybody knew of a true fix for it. Occasionally, my computer will run much slower than usual--dropping from about 30 fps to 10-15 fps in a game I play. When I check the Resource Monitor, I can see that the processor is only running at 50% maximum frequency.

The first thing I did was check my power options. On high performance, my computer is set to have a minimum frequency of 100%, so I can't figure out why this would happen. It seems the only way to get the frequency to jump back to 100% is to change the power options to balanced/power saver, then unplug the machine, then plug it back in and change the power options back to high performance. Once I do this, I have no further problems for the next 2-3 weeks.

While I've grown accustomed to the process, it gets tedious and doesn't always work the first time. Has anybody heard of this happening before? Am I doing something wrong? Is the hardware screwing up? Is the operating system not working right? Are there better forums to post this question in?

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

The maximum frequency can be found by going into the resource maneger from the task maneger. I know it is below 100% for laptops running in a power saving mode but it should never be belwo 100% for a desktop should it? It's not like im running a ton of processes and my core temps are 25c or below most of the time. Any ideas on why this could be happening and how I could fix it?

Hello, I own Lenonovo Helix i7 1 gen  and noticed weird behaviour when installed all software by lenovo updater: CPU Maximum frequency never exceeds 31% when not charging. When It's plugged in and charging CPU normaly rises over 31%. I'm sure this behaviour appeared after installing some Lenovo software, but I can't find any settings where I can change such CPU limiting. I would just throw all that lenovo software stuff away but in such case I'm not able to use Battery Charge Threshold. My PC has lattest drivers, BIOS, tried to find any similar topic and by following them fix this issue but with no success. My Dell laptop has been very slow for the last week with the CPU usage often pegging at 100% for extended periods with only a few programs open. I have gone into the Resource Monitor and have noticed that it says the CPU says it is at 39% Maximum Frequency.

After researching possible causes I have since been into Power Options and changed settings to High Peformance and even created my own power setting with min and max CPU frequency at 100%. I am using the laptop plugged into the power point. Changing these settings have not helped the issue and I have rebooted many times. BIOS also looks normal.

Can anybody suggest if there is a solution to this problem or may Vista have developed a serious problem? I'm not looking forward to having to do a rebuild. Any help appreciated.

Been having some issues with the Acer recently, it runs slooooow as a Lethargic snail. It also had a problem with starting up and whilst doing a memory test it switched itself off with overheating..... so cooled it off and give it some good air flow, but its still running slow as you like!

Went and looked at the performance figures via the reliability & performance centre and the CPU's are running 100% or thereabouts, with nothing running, and the Maximum Frequency is at 25%, I watched it for a good 5-10 mins and it didn't budge once despite the CPU running at 100%. From my understanding on what I have read the maximum frequency is a power saving thing, meaning that the computer will scale down the CPU should it not be required to run at 100% it will send a lower voltage to the CPU so it wont run at full capacity.

If this is correct why on earth is the computer not scaling UP the max frequency? the power settings are set to full performance and its plugged in constantly.

Computer in question is an Acer Aspire 5535 Laptop with AMD Turion X2 Dual core 2.0ghZ processor and 4gb ram (uses about 50% max of ram) with Windows Vista 32-bit

Please help as its getting right up my nose!!

What software (besides high performance mode in windows control panel) can lock the CPU at it's highest frequency?
My CPU is Intel Celeron Quad Core 2.00Ghz
but it has a "burst" frequency up to 2.41Ghz (similar to turbo boost) and I would like it to stay at it's highest frequency since I have no worries about overheating
(never goes above 42* C at full load)
The problem is the speed constantly changes between 2.00Ghz 2.03Ghz 2.07Ghz (and so on ect... in between 2.00Ghz and 2.41Ghz) And my browser speed constantly goes up and down webpages stalling and going fast causing stuttering so I wonder what software can remedy this little problem?

Or if there is some kind of overclocking software that would do something similar to locking the frequency?
Tried all kinds of FSB-related tools but nada so far.

I'm a complete newbie at tech stuff so please be patient with me and tell me any additional information you need to help me.

I'm using Vista SP1 and I've recently noticed that the maximum frequency in the resource monitor flatlines at 54%. As I'm a bit of a gamer and have spent countless hours tweaking Vista in other respects, this is completely unacceptable to me. To make sure that it wasn't just resource monitor freaking out I installed several other applications including Everest and they tell me that my processor is clocked to about 998 MHZ for both cores. It should be 1828 MHZ, according to Everest. Any time I've tried using Notebook Hardware Control to switch my max processor state to more than 5% it simply says 'Error changing the processor state'.

*I'm using Vista SP1 with a Mobile Dualcore Intel Core2 Duo T5550, 1.83 GHZ.
*My chipset according to Everest is an Intel Crestline-GM GM965
*On booting, the BIOS menu gives me two options: A. Low Frequency, and B. dynamic processing. Choosing Low Frequency makes no difference. I have not found any other options in my BIOS relating to the processor.
*Again, according to Everest, my CPU power is 997.6 MHZ at an FSB of 166.3 MHZ and a multiplier of 6.

EIST or Enhanced Intel Speedstep Technology will slow the cpu to conserve power and reduce heat, you have to either disable EIST in the Bios or use a program like NHC(Note Book Hardware Control) to view the CPU speed in the taskbar while using the computer.

I have an ASUS Notebook U31SD running Windows7 Home Premium 64bit. About a week ago, I noticed that my computer was running a bit slowly when I was requiring it to work a bit harder. I did multiple scans for viruses or malware, but nothing came up on avast, ccleaner or malwarebytes.

I believe I've tracked down the odd behavior. Looking at Resource Manager the System Frequency is held at 36%. It will not change regardless of what power settings I choose, or what activities the laptop is doing. I have recently installed some windows updates packages, and I'm wondering if those could be at fault here.

Any suggestions would be welcome, I have not been able to find anything online about this problem.

My computer seems to be running fine but slower than usual plus the fan I have got always seems to be running at Maximum (which is quite loud).

It used to slow down when not much was running which makes me wonder whether something is running that shouldn't which is taking up a lot of my resources. I have Ran CCleaner and Malwarebytes Anti-Malware come out clean so maybe its nothing.

Hello all, i made a little update for my computer changing the motherboard, ram and videocard. The motherboard is Asrock G41M-VS3 R2.0 and the RAM is this Corsair Memory.

It is a ddr3 1333mhz ram memory and my motherboard is supporting 1333mhz ddr3 memory, but when i go in BIOS i see the RAM is running only at 400mhz. WHY it is running on so low frequency? I want at least 1066mhz.

How can i increase the frequency? and sorry for my medium quality english.

When I was using my HP ENVY x360 my fan start to used max speed it not the overheat. Couple days later my fan start to sometime slow down and/or go max speed. Also my pc start to lag because of the max frequency stayed at 15% (according to resource monitor) never change. I was trying to decrease my performance, but never change the max frequency. There's no virus when I used the Windows Defender. I don't know what to do next so if someone help that would be great, thank you.

I have a query about a pc with a athlon II x2 240 processor running Win 7, occasionally a message pops up in the system tray saying one core of the processor is almost at maximum capacity, this can happen at any time.
Whenever I go into task manager to see what is using the processor everything appears to be fine.
Any of you guys any ideas as to what might be causing the problem.

Hi. After upgrading BIOS to 2.12 the CPU frequency is locked to the lowest possible (disregarding BIOS settings). Plugging in the battery makes it work again.For the sake of prolonging my battery life I ususally run without it when safely docked at home.Anyone else experiencing this? I assume it's a bug?

It sounds like a bug might have been fixed.  I would expect it to slow down if you had just a battery (no A/C) or just A/C (no battery).  The charhing circuity won't "cook" the battery.  It will stop charging when it is fully charged.

i'm using an MS windows vista home premium 32-bit sp2, an AMD athlon 64x2 dual core processor TK-57, with 2GB ram, NVIDIA GeFore 7000M / nForce 610M. My antivirus is AVG

whenever i run an application the processor saturates and starts running at 100% ? it makes surfing the net really frustrating especially when watching videos. i've tried whith spybot but it seems that it didn't work.

I've been using Windows Vista for many years, and I've finally done some more depth research into CPUs and upgraded. With the upgrade (as the new core is 64 bit whereas the old one wasn't) I decided to upgrade my OS to Windows 7 Professional.
Mostly it's great, but I've noticed that after the computer is woken from being asleep that one of the fans is running at it's maximum speed until the computer is restarted. This is irritating for two reasons as I don't want to wear my fans out and because it is very noisy.

I do use speedfan, but generally have it set to run off the automatic fan speed. Usually the fan runs at around 1560 RPM depending on what I'm doing, but when this error is happening Speedfan is registering it at over 4000 RPM and this continues until a restart.

For now, I have disabled the sleep function to avoid this, but it would be great to know why this was happening and how I could avoid it.

SFC /SCANNOW Command - System File Checker
Disk Check < if necessary include the /f and /r in the command line as per Option2
Run these in safe mode and the sfc often best run for two to three runs

if no fix then these

SUPERAntiSpyware | Remove Malware | Remove Spyware - AntiMalware, AntiSpyware, AntiAdware!
Malwarebytes | Malwarebytes Anti-Malware Premium
AdwCleaner Download
ADW download from bleeping computer delete any rubbish found with the malware scans
(NB If you are running Kaspersky as the main AV then it might need disabling it when trying ADW because it does not like it at times)

Plus uninstall the Speedfan see what happens and reinstall it might just be a slight corruption in the software.

Hi I recently found my laptop's cpu fan behaving abnormally.
In normal situation, the fan would run at lower rpm speed most of the time (even after opening several programs & web browser tabs) & the noise was negligible.
Lately, the fan consistently runs on full high rpm speed & the noise is very annoying. I have not installed any new programs & my computer activities (see above) remained unchanged but this fan just keep running at full noisy speed.
I have tried to remove the dust using those can air dusters and even tried SpeedFan software to try to control the fan speed but to no avail.
Can anyone teach me how to control the fan speed to run mostly at lower rpm?

Hi I was wondering if anyone else has ever experienced a problem that I have on my computer from time to time. Sometimes my computer will not allow me to open any new windows, folders, or run programs if I already have too many browser windows, folders, and other programs running on my computer at the same time (e.g., outlook). This could be as simple as the following configuration: Outlook running, several internet explorer windows open, a few folders open. Maybe a couple of other items open.

If I try to open another folder or new internet explorer web page (beyond what is already open), it will sometimes allow the new folder or web page to open, but it will be missing the menu bar at the top, or it will do some other type of strange behavior similar to that. The same type of problem sometimes occurs if I am trying to open additional programs as well. The problem goes away if I close out all of the open windows, browser pages, outlook, etc and then reopen them all again. It is almost as if the computer has temporarilly reached a maximum threshold in it's memory or something... I'm not sure. What's strange is that I've noticed this happen on a few different builds... ranging from low to high powerd computers. Same problem on all of them. I find it strange that the problem will go away if I close everthing out and re-open everything. It is almost as if I have somehow cleared and reset the computer by doing this.

I have an E6420, i7-2760 2.4Mhz,8MB, OS-W7- 64bit.......used for business when traveling to examine and mark up ACAD drawings usually viewed in the office on a Precision Work Station with 32GB and a big screen.  My question to anyone who knows is this. Dell technical support has told me on more than one occasion that this machine supports a maximum of 8GB period. That it is a waste of time to upgrade to 16GB because the system won't support it. I really don't want to experiment if its true. More often than not initial technical responses I've received over the years from DELL have been wrong so it pays to be persistant until convinced.
I'd like to put 2-8GB chips in it betting that additional RAM will speed up screen regenerations given the video processor is what it is. Anyway, if anyone knows if what Dell is telling me is fact please chime in? If anybody knows for sure this laptop and OS is incapable of addressing 16GB please let me know? 
If it will accept them I'd like an informed opinion about which speed would be preferred, 1333 or 1666. I understand faster is usually better but if there Is there a latency issue perhaps one is a better fit for this machine. If this is a total waste of time and money, I'd like to know that too.

Crucial is usually a good indicator - they say 8G max.

That doesn't mean 16 won't work - just that they won't guarantee it.
Using RAM over 1333 MHz is pointless.  It won't run any faster.

I was at Goodwill yesterday and I found an ECS K7SEM v1.0 motherboard for $6. Assuming that it works, I wouldn't mind getting an AMD cpu and some RAM to get this going as a multi-purpose additional computer for my apartment.

The original intent of this board was for AMD processor running at either 100Mhz or 133Mhz FSB. The manual for the motherboard says that the RAM speed cannot be less than the processor FSB. For example: according to the manual, if the CPU has a FSB of 133Mhz, then PC133 RAM must be used and PC100 RAM cannot be used. If a CPU has a FSB of 100Mhz, then either PC100 or PC133 RAM can be used, but not PC66.

This manual was printed in 2001. However, in 2002/2003, a new BIOS upgrade was created for this board to allow support for Athalon XP 2100 and 2200 processors.

I was looking at an AMD XP processor at newegg and realized that the FSB is 266Mhz, according to the specs. I always get confused about FSB ratings. Are you supposed to divide this number by 2 with AMD chips? Like if the FSB is 266Mhz, should I use PC133 RAM to be compliant with the statement in the manual about using RAM that matches or exceeds the CPU FSB?

Another question I had is related to the new BIOS update that supports the newer processors. Would I need to use an old processor in order to update the BIOS before I can use the XP processor? Or will I be able to update to the XP supporting BIOS with the XP processor already in the socket?

A:CPU FSB frequency and RAM frequency agreement, and BIOS CPU support.

When an AthlonXP is advertised with a 266mhz FSB, it is actually running at 133mhz but its DDR nature makes it run as fast as a 266mhz FSB. Any 266mhz AthlonXP should work on that board provided it isn't above the 2200+ ( 1800mhz ).

I have a DC7600 CMT 3.2GHZ processor. What is the maximum size SATA drive that can be installed.  Since there are four SATA ports can I max out all or is there a limit on the total capacity of the system? Also, is there anyway to increase the RAM from 4GHZ?

Yeah I am not to familiar with this, and I'm sure any one of you could answer me.
Lets say I buy a q6600 with a FSB of 1066MHZ... Then the ram I buy for best performance should be... ddr2 800 (Pc6200)??? What if I was to overclock the RAM to lets say, 1066, would it work at 1066? I don't even know if this is possible, but can i increase the FSB of the processor?

Maybe it was like this before, but if so, I must not have used the right means of monitoring, because now using CoreTemp or AMD Overdrive, I've noticed that even though my Phenom II x6 1090T is rated at 3.1GHz, it varies between .8 - 3.2GHz, depending on it activity. Shouldn't a CPU's frequency remain constant regardless?

My CPU is running at 100% frequency, the usage goes anythin from 0% to 100%. The CPU keeps crashing whenever i try to play games etc. It seems to be forcing the CPU to overheat? though i could be wrong,

My set up is Core 2 Duo 6600, x1950 Pro, 2gb Ram, Vista Business. Any help would be greatly apprciated

current fan speed is around 3200rpm

My operating system is Windows XP. I think that title gives you all information about my problem if you had it. When I turn on my computer window appears with this title above and than starts accounting and after 20 seconds monitor turns off. Whatever I try to run, it does not work! I can't get in safe mode... No one key on the keyboard does not react...and the whole keyboard does not react.

hi guys.. i am just confuse with my ram... CPUZ tells me that i have a PC3-8500F RAM w/c has a frequency of 1066 mhz but when i check the memory tab in CPUZ it says that my dram frequency is 399 mhz... What does this mean?

I don't use CPUZ so I can't interpret where it got that 399/400 number. That usually applies to DDR2 modules, as you can see...or your RAM is underclocked currently so that it performs like DDR3-800. Memory Clock: 100 MHz. Bus Clock: 400 MHz. Data Transfers/Sec.: 800,000,000. Module Name: PC3-6400.

Appreciate some help.....

When I turned on my monitor a dialogue box comes up that say 'out of frequency' then it started counting down from 20 to 0 and went blank but the power was still on . All I get is a black screen, no desktop.

One of the buttons at the bottom of your monitor will allow you to adjust the frequency of the monitor. I'm afraid it may be a case of playing around a bit until you get it right

my celeron dual core fluctuates between 1.6 ghz and 1.2 ghz, depending on load. is this supposed to happen? sometimes it goes back and forth many times per minute. thanks

Ok...so im going to start off by saying... I am stupid... ok lets move on...

So i changed my frequency on my computer just messing around....then i thought it would go back after 15-30 seconds....it did not...so i rebooted...still nothing... so i WIPED my computer and still nothing...and i figured out i could have booted it in safe mode..but now i cant because it says "setup hasnt completed" because i cant see what the screen says so i cant finish it...

What kind of advantages would I get if I upped the AGP Frequency in the BIOS? I know it should be 66mhz but what would happen if I upped it a little? Would I get better performance?

I am not certain why there's a substantial difference for idling CPU frequency between W8.1 and W7. My PC runs both OS in dual-boot mode, controlled by EUFI "F12" key. Other than both OS having it's own SSD drive, the hardware is identical.

Both OS used HWMonitor, v1.27.0, initially just to see the CPU temperature that lead me to the CPU frequency differences.

The HWMonitor for Windows 7 shows this:

And no, there isn't anything pegging the CPU, W8.1 task manager shows low CPU utilization around at the time the HWMonitor image had been captured:

The CPU speed/frequency is actually confirmed by the task manager. Is speedstep broken in Windows 8.1, or HWMonitor is not accurate?

I have this online game that I play(Asheron's Call) and I've played it for years on the same monitor(Gateway EV700)

My motherboard is Canyon, and my Graphics Driver is Intel (R) Extreme

Recently I had to format the computer and completely wipe everything and start from scratch.When I got the computer working again I reinstalled all the necessities(Internet Connection, Asheron's Call, Anti-Virus etc) but I forgot to install the Drivers.When I clicked on Asheron's Call(the game) to play it a black screen came up but instead of it displaying the game it displayed a small turquise box with a purple box inside it.

It read:

Out of Frequency

HF: 75.2KHz
VF: 75.0Hz

Operating Frequency
HF: 30(-)70 KHz
VF: 50(-)160Hz

Power save after 20 seconds.(this counts down to 0, unless I minimize the game, in which case the box disappears until i maximize the game again, in which case the countdown re-starts.If I let the timer run out, the green light on my monitor turns orange, and the screen goes on standby or whatever.then I have to turn off the monitor and turn it back on)
I talked to a friend of mine who said I should install my Graphics Driver(I hadn't done this yet) so I used the motherboard CD to install the Graphics Driver, and the game worked fine.

Now today when I try and play the game, I'm getting this Out of Frequency message again.Can somebody help me please?

It simply means that the game is trying to drive the monitor at a higher refresh rate than it can display.

The frequency error message comes from the monitor, not from the PC.

Without knowing anything about the type of monitor you have, we cannot advise what the maximum settings are. They are set by your graphics controller.

Hi everyone, Im having a slight problem and im sure im overlooking something simple. I was getting a message on startup that IDE hd could not be found. So i went into bios and looked around, didnt see anything unusual so i set it to default settings. Well you guessed it, I needed a new HD. The problem is that after i put the ne HD in and go to properties on my computer. It is saying that my 2.2 gig amd is a 1.01 gig. Ive changed this in bios with other asus mobo's but i cant seem to find where to change it in this one. The mobo is a asus A7N8X deluxe. Any help would be greatly appreciated. If ive left out any info that is needed please let me know. Thanks in advance for your help..

Hello and welcome to Techspot.

It sounds to me like your bios has been reset to the default settings, which will mean your fsb is probably set to 100mhz.

You need to go into your bios, and select the advanced tab, and then the advanced chipset configuration.

you will need to set the cpu frequency(fsb) to what ever your cpu should run at, I.E it will either be 133mhz/166mhz/200mhz depending on your cpu.

You can check your cpu specs at the AMD website.http://139.95.253.213/SRVS/CGI-BIN/...217292174,K=9272,Sxi=6,RESTART,DTree=OBJ(2132) Click on processor specs, followed by your type of cpu.

i have lg monitor p3 1.0 ghz machine with 810 main board ,256 sd ram dsl broadband connection ata hdd and frontech 0610 external tv box. it was working fine i can switch from tv to computer till tomorrow. but suddenly there was message when i switch to tv that out of frequency. after that i am unable to get any channel through scanning.Please help me..........

after reseting my tv box i get rid from out of frequency message but i unable to scan all the channel as the scanning is going on without result

I have a i7 860 desktop (8 gb ram) which tends to freeze on one of the data applications that I run. Using the 'performance monitor' I discovered that the freeze occurs when the 'frequency' goes above 100%. At no point does the cpu utilization exceed 15%.

Several calls to the vendor have failed to resolve the issue or even educate me.

The question I have is what is this 'frequency' and two, why does it cause the application to freeze while the 8 cores are relaxing ?
Any insight is most appreciated and thanks.

&#8220;% of Maximum Frequency&#8221; represents the current CPU clock speed as a percent of its rated speed. For example, if you have a 2.8 GHZ CPU and performance monitor indicates 28%, then the CPU is running at 784 MHz.

i bought 2x2Gb 1066Mhz memory modules from Kingston that are compatible with my Asus M4A78-E motherboard.

i have an overclocking software (ASUS Turbo V) that says that the DRAM is at 1.9V. is that equivalent to 800 or 1066Mhz?

if its at 800Mhz should i raise it to 2.1V to get it working at 1066Mhz?

Will there be a noticeable difference?

I just received my new mobo. I recently had a Hard Drive problem that led me to believe the mobo was faulty.

After putting the parts together again, I recieve an error in BIOS.

"During the last boot-up your system hung for improper frequency combination."

I did not change any of the CPU settings and left them as default.
They are currently:
CPU frequency multiple - 15.0x
CPU external frequency 133/33
The rest is auto.

My specs are:
Athlon XP 2400
A7V8X-X motherboard
512 DDR PC 2700

I cannot get out of BIOS, every time I save and exit, it will not reboot. I have to restart and it sends me back to BIOS with the problem. I am not sure what to do about this.

today i discovered that my memory modules are working too slow, i tested them and i only got 320 Mhz while it's pc3200 ram, so which timings are the best to get 400 Mhz out of it?

hmm interesting...Try looking in bios for way of upping memory clock rate...also make sure its at the right ratio (2:1 ect)

I just bought 2x1gb dual channel ddr2-6400 ram. 4-4-4-12-1T 800mhz

I checked it in CPUZ latest version 1.41 and it says my memory is running at 400mhz.

Is this just a ddr2 thing where i multiply the frequency by two for some reason and leave it at 400 or did i make a mistake somewhere in the bios. In the bios it says 800freq. Maybe its just cpu z's way of doing things since some of the info it gives me is quite weird.

System specs that are relevant
e6300 not overclocked
evga 680i mobo
2x1gb corsair xms2 6400c4

The memory is sli ready so I enabled sli ready memory and set it to max within the bios.

All the timings are correct and ram is running at 2.1 voltage.

should i disregard what cpuz is telling me, interpret it differently or change something in the bios.

I am running an ASUS P4P800se Mobo with an Intel 3.2gh processor and Windows XPpro sp2. I have 2 512 mb sticks of matched Crucial Ballistics ram and 2 matched 512 mb sticks of Kingston HyperX ram running in dual channel mode at supposedly 400 mhz freq. When I boot up I see that the ram freq. is 320 mhz, dual channel, linear mode. Is this normal? Why isn't it running at 400 mhz? I have been having stop error problems as well but I don't think it's related because the ram has been working fine for weeks, albeit verrry slow to check during boot-up. It's gotten considerably faster lately, (after Bios update) but it still takes a couple of minutes to check "NVram". I will start another thread about the AGP440 stop errors as soon as I am sure that reinstalling the drivers for my Radeon X1600 pro did not fix the problem. So far so good.
