Q: Unable to open settings after upgrade to windows 10

I upgraded from windows 8 to 10.  Now I can't open settings.
 
The scf has said there are files that are corrupt and can't be fixed.
 
I am attaching the log.

Hi,

I am hoping someone can help, I upgraded to 8.1 last night and all was ok until I started my PC this morning.

The PC boots up and I can log in ok but I am unable to open any browsers, use the start bar or actually get in to most programs, use the search function or get in to any settings as it just hangs.

I can get to the start menu through charms and I can access My Pc from there but opening control panel hangs as well. I am also unable to get to the troubleshooting and repair.

I have tried to restart and press and hold the shift key but it just hangs again when restarting, also tried to log out of my profile but that also hangs.

I have tried to boot from a USB with a windows 8 ISO to get in to the repair from there but that doesn't seem to work - Also the windows product key shows as 'not available' ??

Does anyone have any ideas on how to actually do anything with my now expensive paperweight that has a pretty but non-functioning desktop screen ?

In the elevated command prompt run sfc /scannow also Dism /Online /Cleanup-Image /RestoreHealth

Hello,

Some of the setting in windows 8.1 laptop has been changing to default every time i start my system, action center notification which i hided is appearing when i started or restarted the system, view type of the folders is changing back to default tiles view type every time i go back from this folder to another and i am unable to open pc settings, when i tried to open PC settings the window appears to be opened in the taskbar but i am unable to view the window, anyone know the reason for this? Please help....

I have accidentally deleted all the environment variables.

If I try to access the tcp/ip settings on my vista pc, to change the DNS entry for example; I get the following error

"Some of the controls on this property sheet are disabled beacause one or more other Network property sheets are already open"

The Connect Using entry is blank and the only item listed is Client for Microsoft networks.

The Install, Uninstall and Properties button are greyed out.

If I try to access my wireless card, I get the same error.

Any suggestions, gratefully received.

Hey,

My PC is crashing daily, my guess is about every hour it's turned on at least.

So I've tried to install glary utilities, restarting my PC in safe mode, yet... I can't open up PC settings. The reason is that I need to reboot my PC completely, everyting else haven't solved the problem at all, but it's hard to reboot when you can't open PC settings.

So I really hope that someone can help me with a step-by-step guide to open PC settings and access my reboot menu.

From the desktop, press Alt F4 until the system asks you to restart or shutdown. That is how to restart a computer using keystrokes. I know it doesn't answer the original questions of accessing your pc settings but, it will help you with a restart of your system.

Hi

I have had this problem on my PC for ages but its got to the point where its really annoying!
When I attempt to access some settings a window will appear for a second and then close immediately before loading anything. It happens when I try to access Windows Update and as automatic updates are turned off I haven't had any security updates for a while now.
When I go into security centre this does open, I can see Automatic updating is turned off and when I choose to "Change Settings" a pop up appears prompting to choose automatic updating. I select "Install updates automatically (recommended)" and it comes up saying Security Centre can't change your settings. Change settings manually. Clicking this link brings up a window that closes again immediately.
It also happens when I try to change my defaults, such as trying to set iTunes as the default media player.

Does anyone know why this would happen?

I'm unable to remove the Windows Backup settings.
 
I want to delete the current settings and notifications about backing up the computer. I don't plan on backing up anything on this computer. It's currently set to the DVD drive.
 
Nothing is working with anything through the Control Panel. I'm guessing I need to get into the Registry and change/delete some values.
 
Does anyone have any information on this?

Hi,

I just bought a new laptop with Windows 8. I can't open the store. I tried clicking an email link in Internet Explorer and it asked me to find an app for it in the store. When I clicked on it, it brought up an error message that said "This app failed to launch because of an issue with its license. Please try again in a moment." I tried refreshing and it didn't work. I can't reinstall Windows because the PC Settings won't open either. I've uninstalled everything I've installed and it's still not working. Help?

 I have a Lenova Yoga 2 11. I have several apps that won't open, some are windows apps, and others are 3rd party.  I have done some research and followed several troubleshooting suggestions, beginning with a sfc scan, which resulted in corrupt files that could not be repaired.   I recently loaded a different virus protection program than was originally on my computer, and from some of my research, it looks like maybe the registry fix part of the program may have removed some files that I need?  Whatever it is, I can't get into the advanced startup, no matter how fast I hit the buttons after starting.  I would like to reload windows, but my laptop didn't come with a disk.  It's supposed to have a back-up installation on my backup drive, or be available from the support website, but I can't find it at either place.  I just want my computer to work again   I am attaching a screen shot of what happens when I try to open one of my programs...

Everything went well on the Win10 installation, but the only problem is that when I go to access the settings tab in the start menu, it just flashes briefly like it tries to open the settings window, and then disappears, so I can't access anything in the settings. No update checking, just nothing. Everything else seems to work... I can also access the system info window and it shows Windows 10 to be activated.

Edit: I can get to the control panel, and I can see Windows Update, but I get this error message when I try to click on it:

The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool for more detail.

I Googled the message and there are many reasons for that error, and many solutions - but none specific to my issue (that I can find).

The problem here is simple
or at least I THINK it is.
There's no customization tab to change the ico look of the folders I want to change.
I tried using Local Group Policy Editor, (Disable the Display Control Panel) didn't do anything
I tried to also fix the issue by using HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
But still, nothing. Can you guys help me out here? would appreciate it.

Hi

Something must have happened to my windows mail in windows 10 version 1511. When I slick on Manage account in Settings, nothing happens and the settings do not open. A related issue is that the mails do not display in the reading pane. I don't know if these are related but I am stumped as to how to fix this. This happens with all mail accounts in windows mail but only on one of my computers. I don't know that I changed anything though.

Any ideas as to a fix would be welcome.

I've looked up several solutions for this, couldn't work around them, reinstalled windows 2 timesand then made a back up image, which I have to keep reverting to because my PC Settings and Windows apps (which I don't even use) will stop opening and display the "This app can't open please refresh" pop up. No there is no way to change the mandated items that Microsoft deems not user accessible anymore, even with third party utilities. Also you have to keep the Display properties active, because if they are disabled and something happens, you can never get in to fix the problem.

[/CODE]I cannot change the Windows update settings even though I am the administrator. It is grayed out in the snapshot above. I am the only user. I created a local account as well. I need to change the update settings to download updates automatically but I am stuck on "check for updates but let me choose..". 2in1 Acer SW011-05
OS: Windows 8.1 32-bit
CPU: Intel Atom Z3745 @1.333GHz x64
RAM: 2GB

As the title suggests, I can't open any of my windows 8 apps on my computer. Any attempt to launch the MS apps, opens, then closes itself. Third party apps like VLC just shows a dark screen and closes itself when attempting to launch it. I can't even go to the PC settings; it redirects me back to the metro screen.

Since this netbook only has 32GB SSD, system restore points were never enabled (A fact i discovered after proceeding to use it after the problem occurred). I also noted that the wsservce is not running and is not set to automatic (attempts to correct it failed due to the option being grayed out in properties).

I have check for HDD errors, tried resetting windows store, and tried re-installing an app to test if that would work.

After running Windows store app diag gave me this (See attachment)

Any suggestions please?

I just built a secondary new work computer. Unlike my main rig which I just do a fresh install of 8.1.
On this one I put Win 7 then Win 8 pro upgrade, once that's done I upgrade to 8.1 through store. thing is once I upgrade to 8.1 I notice pc settings and store wont open, if I click on them they flash and just return to desktop.

But it only seems to work on admin account.

I noticed same thing is happening with regular user account and the above fix does not work, in fact when I try and set permissions to system in registry step it mentions I get "Unable to set new owner on packages, access is denied"

So im totally stuck here, I was relieved I was able to fix it in admin account, but now its happening with user account and Im all out of ideas.

Hi.
I got a Windows 8 32-bit copy from MSDNAA and tried to do an in-place upgrade from Windows 7 to Windows 8 with it.
Everything was going fine and dandy (albeit slow) until it got stuck at "Moving your settings: 97%".
Left it running for half an hour but it did nothing, so I had to do a hard reboot. Fortunately it went back to Windows 7.
I tried to upgrade it again today and unsurprisingly, nothing changed.
I know I could try a fresh install but I have lots of programs and four user accounts that would make the upgrade more trouble than it's worth it.

I'm currently running Windows 8 that my laptop came with. I decided to wait for the official 8.1 release in October instead of the Preview.
I have a lot of Calendar reminders on my Windows 8 Stock Calendar and I was wondering when I upgrade to 8.1, will those reminders disappear?
I'm asking this because I've been reading a lot of articles that you have to re-install your apps and settings after the update.

Hello, My computer seems to be having issues with pop ups, both Mcafee and AVG are saying it's virus clean, Spybot search and destroy claims it's fine however this happens in Chrome and Edge. So, I want to reset to factory settings, and here is the fun part. I created the USB media (which you can do only once, silly idea) on a 32 gig usb drive, used it twice last year fine, but that drive is now no longer detected by any PC or games console. So, how do I reset this machine back to factory settings ?  Recovery manager fails with the error Can't open file: X:\sources\Recovery\tools\HP\Rita-tool\ I've update Recovery manager to the latest version to no avail.

Given that I want to a full refreshed of the 41 Web Pages within a 2 minutes threshold. I cannot Open and Close the Internet Explorer each time. So, I open my 41 pages in 41 tabs, and flip from one to the other with the script using the Title of the page. Then restart the process

Currently I have No paging in the Virtual Memory (8 Gb only of RAM). Do 16 Gb of RAM or more would help me or other settings that I should set specifically?

As a test, set this to let Windows manage virtual memory and then restart the computer.

Do you close IE after you capture these 41 screenshots (before the next cycle)?

Hello friends,

When my Windows Vista (x64) starts, an error message appears: settings.ini is being used by another process.... and Windows Sidebar doesn't open. Another symptoms are: Mozilla Firefox stop working, Google Chrome browser acting limited (search capabilities). I cannot save a file into documents when downloaded from ie, I cannot open pictures because it says I don't have permission to it. So far this is what I've noticed.

This happened after installing Windows 7 as dual boot and after accessing the C: folder on the Windows Vista from Windows 7, when I restarted to Vista I started getting this message. I'm not sure if it has something to do with the problem or not.

I noticed that when I turn off UAC User Account Control then I get my desktop back without seeing any more of these issues. I don't want to turn off the UAC though.

Please help, your wisdom will be greatly appreciated.

Issue: Cannot open settings app in Windows 10 - corrupt ImmersiveControlPanel repair/rebuild:

What fixed my settings app incase of "TL-DR":

Folder Location: C:\Windows\ImmersiveControlPanel\

Running cmd as admin:
From C:\cd Windows
rename ImmersiveControlPanel ImmersiveControlPanel.old
SFC /scannow
SFC will rebuild ImmersiveControlPanel.

Settings was working immediately after.

My Windows 10 install was suffering from this issue for some time. I finally decided to try and work out a fix since it's a public holiday and I have time. This issue was annoying but since It only really affected the settings app I left it in the "I'll get to it later" basket, A typical self employed tech with no time for their own computers. Other functions like apps, appstore and start menu in Windows were unaffected.

Being a computer tech it frustrated me not being able to find any info on what fixed this in the end for me. I am sure this info is out there somewhere but I could not find it. I've decided to post this here so it can benefit someone just like me when trying to find a solution to this obscure problem.

The only persistent Windows 10 issue I've come across where I couldn't justify a fresh install was on my own computer. No firm idea on what caused it, But I suspect it likely would have cropped up about the time when I had a few random graphics driver crashes and BSOD (nvidia fixed this in the next driver). Hi, I'm supposed to be getting a free upgrade disk to windows 7 64-bit in october and i was wondering if i could do a could do a clean install of windows 7 off the upgrade disk. if i cant i was also wondering if i could restore back to vista, the only problem is vista home premium 64-bit came preinstalled and i dont have any disks with me.

I upgraded from Windows 7 to Windows 10.  Upgrade went fine and it was working.  
After booting up back up for the first time since the install, I've become stuck in an automatic repair loop. 
I get the "Preparing Automatic Repair", then "Diagnosing your PC" before getting the error "Your PC did not start correctly". 
General advice on this issue is by using the advanced troubleshoot options, I can use Startup Settings to access Safe Mode.  However, when selecting Startup Settings and restarting, the loop continues - no Startup Menu. 
I have tried every option within the advanced options:
- Startup Repair: Couldn't repair your PC
- System Image Recovery and Go back to Previous Build: no image/no previous build
With System Restore, I think I might have found the primary issue.  I get two options for a restart - both critical windows updates and spaced a minute apart. When scanning for affected programs on either restore point I get the error:
"There was an unexpected error: The Configuration Registry Database is corrupt. (0x800703F1)"
If I do try to proceed with the restore, I get the option to restore from the OS (D:) System), but then get the error that the "disk OS (D:) has errors.  Windows has detected file system corruption on OS (D:). You must check the disk for errors before it can be restored." Upon checking for errors Windows tells me no errors were found.

I know about the option to change the "Properties" of a program/shortcut, and select "Run->Maximized." However, to change all my programs it would be time-consuming to change it for each individual one. I was wondering if there was a settings/registry that changed all my programs/shortcuts/windows to run Maximized every time, without individually changing each one?

Hi,
This morning I started up my computer (running Windows XP) and tried to log on. I'm a teacher, and my laptop is "named" CLANCY-MATHS. I logged on as cheinemann, and Windows brought up a box saying "loading personal settings..." then another saying that it had failed, so it loaded a generic desktop with a TOSHIBA wallpaper and all my settings and favourites etc. missing. This is so frustrating and it won't go back to normal. It has created a new folder in Users called cheinemann.CLANCY-MATHS which is what it's loading as my documents, when it should just be loading my normal folder of cheinemann.
How do I restore my username to my settings and my documents folder, or just reassign my username to the "cheinemann" folder instead of the automatically created "cheinemann.CLANCY-MATHS"?

I recently started having a problem with opening pop-up windows in IE6 running under XP Home Edition. For example, when trying to update McAfee programs, it is necessary to click on an update button. This usually opens up a window to download the update. Now when I press the update button, the window opens momentarily then closes. I'm having the same problem with other websites. I've tried turning off the popup blocker and holding down the Control key but I still can't get the windows to open.
Any suggestions would be appreciated.

You may have problems with malware, so it would be a good idea to go through 'Having problems with spyware/viruses' in my sig. We have had the same problem before on a different computer, and it was due to malware.

When I tried to load my Windows 7 OS today it would not open. I loaded my Windows 7 repair disk, and tried startup repair a couple of times but that did not work. I then opened the command prompt and tried bootrec.exe /fixboot, and bootrec.exe /fixmbr again neither made any difference.
I then booted into my other hard drive which has XP on it, and went into Computer Management and the hard drive that has Windows 7 on it is reading:-
System Reserved 465.66 GB NTFS Healthy System ? and 232.97 GB Unallocated.
Has anyone any ideas.

I can no longer open SOME pop-ups on my pc. Some I am able to open, others I cannot. Is it possible that I am missing a certain plug-in that will allow me to open the pop-ups I no longer can?

Any other ideas as to what the problem might be. My pop-up bloocker is just a part of my IE or Firefox.

While I am internet browsing, at some point I am unable to open a new window. I either get nothing, or it opens a blank window with no address that just says 'done' in the bottom right hand corner. If I close a couple of windows, it will let me open another one, then won't let me open one after that. I then have to close a couple of more to be able to open a new one.

Eventually, (within the space of about half an hour) I am down to one window and everything else is shut down, unable to open any other windows without shutting the computer off and re-starting.

It happens randomly - sometimes after the PC has been on for a short time, sometimes it has been running for days on end.

I am running Windows XP, Home edition, 2003, service pack 2.

I have a Dell XPS 2, Pentium 4, 3.2 GH with 2 GB RAM.

I'll be happy to provide any other information you ask for (considering I actually know what you are asking for - I am somewhat of a computer illiterate).

I have an older Dell Inspiron 1100, running Windows XP- SP2. During start up two error boxes open up the first stating ,wininet.dll not found the second stating Error loading newdev.dll specified module could not be found. I tried Software restoration cd, but this would not work since it did not contain SP2. Since I can't gain internet access I'm not able to download SP2 from Microsoft.com.

I tried running a test on hardware and all passed. Any ideas on what I could do to get computer back in service?

When do those messages appear? Can you get to your desktop?

If not, can you get into the Recovery Console?

Do you have everything backed up so you can install Windows from scratch?

Sfc /scannow says it found corrupt files but was unable to fix some of them. I have included the CBS.log file below. I have also ran DISM and it failed Error 0x8024200d. I have attached the DISM.log below. I've noticed that it seems the windows becomes corrupted after the breaker trips and power goes out. On next boot the PC starts acting weird and Microsoft apps start having issues.

That is correct. If this computer is not hooked up to a Surge Protector, whenever he computer suddenly shuts off, from a breaker tripping, or manually turning off the power, the HDD may be come corrupted, soon it will get Bad Sectors and the HDD will need to be replaced.

Hi I need to open 41 Internet Explorer (version 11 ) windows and then perform Screen Capture of each of them. The 41 pages are on the same intranet server. The web pages are made with OLD Adobe SVG, they autorefreshed by themselves.

I have a basic script/macro that brings the ?WinActive? by title, one by one, and save the ScreenCapture (image) from the Clipboard to jpeg image.

Currently my PC hardware is Intel I5 vPro, 8 Gb RAM, 250 SSD, Windows 7 Pro 64 bits

My problem is after 4 hours or so, the PC starting slowing down and my script abort, due to the decrease in the PC performance, when he is too slow to bring the next IE window as the Active windows

I have tied to clear my temp folder after each cycle, it help a little bit but It still crashed after X hours

Given that I want to a full refreshed of the 41 Web Pages within a 2 minutes threshold. I cannot Open and Close the Internet Explorer each time. So, I open my 41 pages in 41 tabs, and flip from one to the other with the script using the Title
of the page. Then restart the process

Currently I have No paging in the Virtual Memory (8 Gb only of RAM) but it was doing the same when it was set to "let
Windows manage virtual memory". Do 16 Gb of RAM or more would help me or other settings that I should set specifically? 

My macro is made with "Macro Express", would it be better to use another macro software as AutoIt ?
