Q: Action center reports Windows Defender and antivirus not active

Very frequently (many times per session), I get the following pop-up message : "Check virus protection. Windows Defender and Trend Micro OfficeScan Anitvirus are both turned off. Tap or click to see installed antivirus apps. Security and Maintenance." I go to the Action Center, click on one of the messages, which opens Security and Maintenance. At the top of the screen, it says "No issues have been detected by Security and Maintenance." When I open the Security list, it shows that the firewall and antivirus are both on.

These messages are truly annoying. Can I stop them without disabling legitimate messages about security? Thanks.

However, SEP is actually on. I am sure about that, since I have verified the status of the real-time monitor of SEP by decompressing some malware packs. And the log also shows that SONAR is working (uploading files) in the background. To sum up, SEP is working properly, but Windows alerts that SEP is turned off.

This problem appears each time when I boot/reboot the virtual machine and open the main window of SEP by double clicking its icon. I mean, if I just boot/reboot the virtual machine and forget the existence of SEP, everything is fine. But if I double click the icon of SEP to open its main window, alert will be immediately generated in windows action center.

SEP has not been designed with VM in mind, upon system start it tries to start the self protection and all the routines.
Within the VM this might cause troubles as you noticed.
Does SEP being reported properly on your LIVE system?

Sorry for asking many questions but I noticed when my Windows Defender is required for a auto schedule scan like maybe monday at 14:00pm and it should display a message on the action center asking for it to scan but it doesn't tell me it needs to so I have to manual find windows defender then scan it yet the time(14:30) has past.

See this Avira Support Page. First browse to the registry key listed. If WSC_Registered is zero then proceed no further. If it is set to one then use the registry fix at the bottom of the page depending on your OS, 32 or 64bit.

Hello,

My Windows 7 action center has told me to "remove the Win32/Small.CA virus from your computer". Although it provides very little assistance in removing the virus. The message first appeared on the 26 Dec 2012.

My computer has blue screened several times over the last month although recovers very easily.

I have scanned with, Comodo Internet Security Complete 2012, Malwarebytes, tdsskiller, ComboFix, ESET, windows defender, HitmanPro and SuperAntiSpyware. None of thes found any problems.

I have read in forums that this is one of the worst trogans although I am yet to find a solution. I am wondering if it is a false positive identified by Windows.

Any help would be greatly appreciated.

This Microsoft forum thread discusses the win32/Small.ca trojan in some detail. Apparently the Action Center reports it but traditional scans don't find it. This malware always seems to end with a period followed by a series of one, two, or three letters representing a specific country or area. The .ca would indicate Canada. I'm using Norton IS 2010, and for some reason, it's not reporting itself active to the Win 7 Action Center. Any ideas why this might be?

Action center shows a flag on task bar with the message that Windows defender is not running. When I turn on Defender, it says my computer is running normal and shows scheduled scan did run, but the action center warning will not go away. Also running Avast anti-virus, but action center says windows did not find anti-virus software on this computer.

Windows Defender does a poor job and isn't needed.

Uncheck it in the startup list and disable it in the services list.

If Avast is installed, it should be in the Control Panel - Programs And Features list.

Also make sure it's checked in the startup list and is set on automatic in the services list.

Fellow geeks, should I be worried?

Since this morning Action Center is warning me that both MSE and Defender are turned off. For me it looks that this is only half true; MSE seems to be up and running but Windows Defender really is turned off.

Whatever I click or do keeps red flag in notification area and shows MSE and Defender turned off:

Malwarebytes finds nothing, MSE seems to be working although Action Center says it's not.

Any advice and ideas welcome.

You don't need MSE and Defender. Windows 8 Windows Defender is basically MSE plus. Also, Microsoft issued a patch for Windows 8 that specifically blocks the installation of MSE because it's incompatible. The first thing to do is remove MSE, if that doesn't re-enable Defender you can check the services.

Take a look through MS puts a hard block on MSE because it is incompatible with Win8 CP.

the thread title explains it all i guess. Windows Defender is long gone, yet there is an action center issues telling me that defender found a potential threat. There is a detial button, and a clean system link, but there is no way no how that i can figure out how to just dismiss the message.

If i disable all reporting in action center, that message still sits there and stares at me.
I've also cleared the problem history.

How on earth to you rip this thing out by the roots?

How did you remove Windows Defender?

The reason for asking is that uninstalling WD poses a challenge. Its Registry keys, files and folders are all protected with enhanced permissions and you have to take ownership of them...

It's my understanding that Defender scans according to Microsoft's maintenance schedule. But I get a notice in the Action Center that "Windows Defender needs to scan." My last scan occurred 4-5 days ago when I noticed the alert.

Is it possible that since my computer is powered down at bed time that the scheduled scan is skipped (and not started next morning when I power it up?

How often is Defender scheduled to scan?

Some antivirus aren't on windows database so it can give you a false alarm.
If you are sure your ESET Smart secure 9 is running and protecting your system, turn of the Action Center alert:

So my Action center flag at the bottom popped up with a notification that said, "fine a program online." I have avast up to date and on, it says it doesn't recognize any programs. It just started happening. I have had avast on here for about 2 months. It happened last night. OTHER than just turning off that feature, why isn't it recognizing it?

Its a known bug that when you do not use Microsoft Security Essentials, your AV is not recognized. Why you did not have a problem to now, I cannot answer. But, many have turned off that warning. You are protected.

It is my suggestion, not because of this problem, but because it is one of the best for Windows, use Microsoft Security Essentials.

I've been away from my laptop for about a week. About 10 minutes after turning it on, Action Center proclaimed Avast! was out of date. Presumably, Avast! had only just updated itself (I have Automatic Update turned on for it) because when I went to update it, it confirmed just such an instance and manually doing an update for it told me just as much

However, Action Center still insists that my Anti-virus is out of date and tells me to Update Now, a standard message i'd seen before. When I click update now, it basically asked me to download the same update file from Alwil (the makers of Avast!) that Avast! just installed itself. I ran that and it came up with a Windows Update icon in my taskbar that went away after a while, but this message about my Antivirus being out of date is still in my Action Center.

Problem is, how do I make this now redundant Action Center message go away and make it say that my antivirus is up to date again?

I wound up turning my computer off after running Windows Defender (which Action Center asked me to run) and then I turned it back on after a few seconds.

So far, I haven't seen Action Center popped back up with No Current Issues Detected after a few minutes. So it looks like I solved that myself.

I just recently factory reset my laptop in hopes of fixing my laptop. It was riddled with problems that made the CPU Usage be 100% nearly constantly, as well as the Disk and Memory usage. It runs smoother but it still runs at high CPU/Memory/Disk usage. I downloaded and up to date Norton Security Antivirus, the scans cannot detect any problems, yet my laptop is still experiencing the same problems I've always had. I don't know if it is a virus, malware or what is infecting my PC. Hopefully someone can help. I don't know what i'm doing.

I just started playing around with Windows Defender. There's a setting to make a Restore Point before taking any action such as quarantine. This makes me think there's no prompt or bunch of checkboxes or any way to decide item by item to clean the "infection" or ignore it(other than setting folders and files in the ignore list.) Am I right or is there some hidden option/configuration?

You can choose to delete, clean or allow items on detection, but you have to click details a couple times if I remember correctly. It's really setup for minimal interaction but if you choose, you can pick your options.

Hello:
I got Windows 7 installed on my pc last summer.
Late last year and early this year a white flag with a red x came on the bottom of the screen saying SOLVE PC ISSUES when I open this it says INSERT REMOVABLE MEDIA.
I put in a blank DVD for backup.
After this it stays stuck at 32% and doesn't move.
I have tried this several times and I still have the same problem.
Any suggestions would be very much appreciated.

I just got this computer last week with Windows 7 already installed on it. I am finding that the choice I make for how to receive automatic updates will get changed to Never Update. I am new to Windows 7 as my old computer had XP, so this Action Center is new to me, and it is getting annoying having to constantly change the settings for my windows updates. I've seen 2 ways to add the full scan argument to MpCmdRun.exe.
The first is "-Scan -ScanType 2" (without the quotes).
The second is "-Scan -ScheduleJob -ScanType 2" (without the quotes).
I can't seem to find anything on the -ScheduleJob parameter.
Can someone tell me about the -ScheduleJob parameter?
Also, which of the two arguments is correct?

I have a Toshiba laptop. Windows 7 operating system. It has a windows "Action Center". I do use the Defender and McAfee.

I was infected a couple of days ago by the Win 7 Security virus. I installed (from a clean computer) and ran the Malwarebytes and Superantispyware over and over again until it was clean.

I noticed my "action Center" seems to not be working. Can't even run the Defender, I get an error message of 0x80070424. I used to get the Windows updates automatically, and that appears to have stopped (although I can manually click "windows update" and get them that way. Oh, and the little white flag that would be in the lower right hand corner is missing (telling me of any problems or messages).

I checked my bitlocker in the services.msc and found it is checked to manual. Is that correct?
What can I do to get this back working? Or am I still infected?

1) I don't know what "I installed from a clean computer" means, but you need to format the drive and then install the OS

2) Defender and McAfee - not sure which is worse. Yes I am, McAfee - but they are both worthless. Replace McAfee with ANY other anti virus app. Really. And disable the Windows Defender Service - Defender is nothing more than a waste of resources.

Can someone go into more detail about Windows 7's Action Center? This is the little flag in the System Tray. Yesterday, I had 13 Windows Updates waiting for me in the Windows Update Query. Today I had a notification message about one issue in the Action Center and was given a choice of Open Action Center or something that I think said, "Look For Solutions to Problems." I clicked on "Look for Solutions to problems and a long download bar started to fill in. Than about 10 minutes later, (I have High-Speed Turbo Internet.) the Solutions reporter said:

1.) Windows Needs More information to solve two potential problems.

2.) I clicked OK and it said, "The error reporting service is down." But now it says that "No action is needed."

Here are my questions:

1.) How can I get to the area of my computer to find out what those messages were? (Archived messages are blank.)
2.) Suppose Windows had connected with the Error Reported Service. What would I have been shown?
3.) Computer has worked great. Can the Action Center, much like Windows Security Center become "Out of Synch?"

you could open action center and click view archived messages in the left side of the screen. There may or may not be anything there.
Alternatively you could check event viewer, and look for recent warnings or errors.

I think I've got a problem with the Action Center could someone please help me out to resolve this? I've got Windows 7 Ultimate x64 the action center flag in the system tray (set for show icon and notifications) is taking between 2-4 mins to load after my anti-virus and network status icons and a reboot or restart. Is this normal? Any help would be appreciated. I have recently difragmented and clean up the system but still have the same problem.

Whenever i log into my pc i get a warning from Windows Security Center sayin that AVG anti virus is turned off, when avg is actually running and the tray icon is showing in the system tray. I am running Windows 7 Professional 64 bit. I disabled Windows Backup and installed Acronis backup.
However, Windows 7 Action Center continually indicates "Backup in progress" even though the backup has finished running.

So the two issues are as far as I can tell unrelated to each other.
I run windows 8.1 x64 with all updates available to date.

I will start with the firewall issue.

About 3-4 days ago I noticed as soon as I connected to my ISP's vpn no internet access would be available.
Thought at first my ISP had issues on their side, not uncommon they have issues from time to time.
And reported it to their support, and yesterday I noticed the problem is on my side and particularly with my firewall somehow. Any network set to public will be affected in the following way no network traffic will go through. I open cmd.exe and type ping integrity.st I get the following result:
Pinging integrity.st 94.254.0.236
General failure
4 packets lost

If I set the network to private it works just fine.
I assume it's due to some setting in windows firewall that's messed up.

Issue with action center:
It reports that kasperksy antivirus is disabled for both antivirus and malware.
I get the option to turn on kaspersky or defender. I choose to turn on kaspersky nothing happens.
If I turn on defender it's all happy and quiet.
As far as I can tell, kaspersky runs without complaining and does it's job as it always has.

Never ignore what an AV program is trying to tell you. I would uninstall Kaspersky using their removal tool and just use Windows Defender for not and see if your situation improves. Be sure Windows Defender and Firewall are activated.

This problem started a few days ago. I can't even really tell you guys if I installed any updates or new programs because I don't even remember, which probably means, that I, in fact, DID NOT install anything new on the machine before this error starting popping up. I routinely restarted my Dell XPS M1530 laptop, running windows 7 sp1, and I saw a windows notification in the bottom right of my taskbar.

It states that I have 1 security issue; I need to turn on Windows Firewall. When I click "Turn on Windows Firewall (Important)", a new error comes up saying that "Action Center can't turn on Windows Firewall." When I click "Turn Windows Firewall on manually," and then "Use recommended settings," nothing happens. I get the spinning wheel as if my computer is trying to do something, and nothing seems to happen after that "hourglass" goes away.

I tried going into services.msc and starting Windows Firewall that way, but I get yet another error message: "Windows could not start the Windows Firewall on Local Computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 13.

After checking the event log, I see that there are a BUNCH of errors that relate to this problem, which started on the 19th of this month, which was 3 days ago. The error log has an ID of 7024 and says "The Windows Firewall service terminated ... Read more

I should probably add that I have done [multiple] scans with Malwarebytes Anti-Malware and avast!, including a boot-time scan with avast! Some trojans and whatnot came up from malwarebytes, but even after complete removal, I am having this problem.

Hello,

There is a weird issue with the flag symbol of the Action Center at the notification area:
The flag has a red X on it, and it says : "Solve PC issues: 2 important messages",
when I click on it I see these 2 messages:
-Spyware and unwanted software protection (important)
-Turn on virus protection (important)

When I click on either of these messages, it opens "system32" folder and nothing else happens.

By the way, my antivirus and anti-malware are both showing that they run without problems : I'm using Avira and I'm still during the trial period of MBAM full version.

What is the problem?

Verify that you have not temporarily disabled your anti virus program. You may have to uninstall and reinstall Avira.

I just upgraded to Windows 7 (not a clean install) and I noticed a couple of problems that I'm hoping someone could shed some light on.

First of all, all of the default icons in Libraries are just plain folders, with the exception of the icon that has a blue picture in front of a document (the one you get when you make a new Library folder).

I have tried countless options including removing the IconCache.db various ways and rebooted. I also tried setting the icon to the default in notepad but it is on the correct value. If I make a new Library and set a custom icon, it is also just a plain folder as seen by Downloads or Games.

Secondly, all pictures, including Games thumbnails but excluding icons, have white boxes on the corners as seen here.

And lastly, when I try to access the action center I get "The page failed to load."

Win 10 Home, version 1607 (build 14393.407)(upgraded from 8.1 six or seven months ago). My problem just started about 15 minutes ago! I have "file history" disabled and I have had it disabled for many weeks. I have not connected or disconnected any USB drives in the previous 2 weeks or more. I do not have Windows backup enabled. I have a daily image file saved to another partition by automatic scheduling of Macrium Reflect. In addition, my server automatically backs up this laptop every day in the wee hours of the morning. I can connect and see the server. EVERYTHING that I can see looks normal except for this sudden and repeated Windows error message. It says: "File History" "Reconnect your drive" "Your files will temporarily be copied to your hard drive" "Your file history drive was disconnected for too long." "Reconnect it and then tap or click .... etc. etc.

Any pointers please to stop the Action Center popups?

I cannot activate my windows action center and I am also getting ALOT of redirects from internet explorer!

And IE stops working looks for problem but never finds one....just recovers the tab

Ran Malaware it found something then deleted it and has not found anything since, yet problem still occurs

I'm running Windows 7.  I had a strange action center message popup that said my mobile phone driver was missing and that my mobile phone is an LG CDMA.  I don't have that phone and I've never connected a mobile phone to this computer.  Any ideas?

Hi,

I need to disable the Action Center on Surface Tablets. I've found this link: Action Center - Enable or Disable in Windows 10
It works only on Desktop computers with a normal monitor, but not on Surface Tablets.
The icon disappears also on the tablets, but i still can swipe from the right edge and it appears.

Any one how to disable this also? preferably by GPO.

So today I had a notification from windows action center that I have 2 Video hardware errors. It really didn't give any other info than that other than giving me a couple of very long log files that mostly just seemed to list all my devices and everything on the computer. It gave me a .dmp, a sysdata.xml and a werinternalmetadata.xml logs for both errors.
Anyway, I'm just puzzled by this and am confused on what this means. Any help would be appreciated. It also doesn't list the errors now unless I go into the action center and click on "Check for solutions".Thanks a lot

So, I recently did a refresh on my Windows 8 Pro 64 bit because I was having some big problems with drivers not installing and such. The refresh fixed the issue of my programs not installing or uninstalling but now I have these two new issues that aren't huge, but I just hate it when things don't work, especially on a new laptop such as mine.

First is with the login screen. Before the refresh, I was using a pin code to login and I liked it because it was a fast way to get in. After the refresh, I noticed that every time I tried to enter the pin code and press enter, the input box would disappear and the login screen would freeze, with a restart being the only way to pull it out of it. Inputing my normal password worked find and got me logged in.
So I tried removing the pin in windows settings which it's gone, but now when I try to put a new one in, it says there's an error and to try again later. I read somewhere that creating a new profile would fix this, but I tried that and the problem persisted in the 2nd profile.

The 2nd issue is with my Windows Action Center. After the refresh, I had to reinstall all my programs of course. I did that with no issues and all my programs are running fine. However, Action Center keeps giving me a warning that I don't have spyware protection, even though I do with Spybot, the same one I used prior. I'm guessing you have Windows Error Reporting enabled on your computer? WER will download suggestions from Microsoft to the Action Center if it finds something on your computer it thinks needs to be fixed.

Unless your graphics display is having issues, or your drivers are old, I wouldn't worry too much about it. If anything, go to the nVidia website and download the driver from there.

Hi, I am having a problem with my touchpad and Windows 10.  It started yesterday after my computer was frozen after startup and I couldn't access the login screen, so I reset my PC and kept my files.  After resetting and getting back to the desktop I found that If I either tap on the touchpad or do a quick swipe on the touchpad, Windows Action Center will pull up every time and I have to tap or swipe again for it to go away.  I never had the problem before resetting my PC and after speaking with Microsoft they claim it is a malfunction of the touchpad.  I've been searching online and see suggestions to disable 4 finger gestures to resolve the issue, however my laptop does not have 4 finger gestures.  I have reinstalled the driver for the touchpad and still have the issue.  I'm at a loss.Anyone familiar with this issue?  It has become increasingly frustrating and I'm hoping there's a solution.  Thanks!

I have tried to launch both Action Center and the Windows Firewall applets from help and support and from the windows explorer. Neither will start and neither appear in god mode. The dll's do exist and sfc/scannow found no issues. Any .reg that will get this back working?

I have Windows Update set to download and notify, but not install automatically.

The Action Center is always displaying a message "Change Windows Update Settings."

Is there any way to eliminate that message, besides enabling auto update which I don't want to do?

If I can't eliminate warnings I have determined to be spurious from the Action Center, I think it more a hindrance than a help and might as well turn it off.
