Q: [SOLVED] Windows Installer Service

I have to always restart the Windows Installer Service before installing any software. It is set in services.msc to automatically start.

This is the path as displayed in 'services.msc:'

C:\WINDOWS\system32\msiexec.exe /V

Startup Type: Automatic

I will restart the service, install some software and have to restart the service again to install any additional software.

Anyone know how to keep this service from being disabled? What could be disabiling this service?

I tried to install a game from steam and i get an error saying: windows installer service could not be accessed, contact support personnel to verify that the windows installer service is properly registered. I tried restarting the service and it still didn't work. And i can't even uninstall anything or install anything now.

here is my system info:

Hi I came across this forum whilst looking for an answer on how to fix the above problem. I believe the person in this previous thread had exactly the same circumstances and problem as me. I want to use the fix shown in this thread but am unsure how to do it.

If no luck,

Press the Windows key + R to open a Run box:

Type regedit.

Press Enter.

Browse to:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer

Can you see MSIServer?

If not,

Try this Windows Installer Registry Fix.

Unzip the fix and extract the .reg file to the desktop. Double-click it to merge it to the registry. Note that you need to be an Administrator to apply this fix.

Restart the computer.

If the fix only opens as a text file, right-click it and select Open With > Choose Program... Then, select the Registry Editor.

If the Registry Editor is not in the list, browse to C:\WINDOWS and select regedit.

Greetings all,
A friend has just given me his laptop Dell inspiron 1525 which for some days now cannot connect to the internet. I tried reinstalling the drivers but each time the message "windows installer service could not be accessed" comes up. could anyone please help?

I wanted to install VirtualBox to try out Win8 a couple of weeks ago, and got the above message. After Googling for, and trying several solutions, I gave up.
I tried again, and found this Fix It page, and the problem is solved.

Hi.
I recently did an upgrade of a new motherboard, cpu, and ram. Everything else stayed the same. I was able to use the existing HD and it booted up and I installed all the new drivers etc.

The computer works great and it's way faster than the old system. Both are AMD.

When I went to do an install of an old logitech webcam. I started getting a message like this:

Windows Installer Service Could not be started

I then went to uninstall some unwanted programs, and I get the same message.
Everything that usues the Microsoft installer fails.
I did some research, and tried stopping, re-starting, unreg and re-regserver, even automatic startup on the Installer service.

Nothing has worked so far, except i can go into services and manually start it , and then install my program, and that works.

Another thing I noticed is that all of the Dependancies boxes on ALL the services are greyed out and blank. (see attachment)
Then something else I noticed is, all of my system and network diagnostic tools no longer work.
Logitech diagnostic gives this:

i've been able to make updates except for this one (MICROSOFT .NET FRAMEWORK VER 1.1 SERVICE PACK 1). last time i tried it gave me this message, top of window-THE FOLLOWING UPDATES COULD NOT BE INSTALLED -this is the original message "SECURITY UPDATE FOR MS .NET FRAMEWORK, VER 1.1 SERVICE PACK 1 (KB928366)". i really did my homework in searching but nothing. after a while did notice that my windows installer was not working 'or corrupted' (i was installing a program and it gave me this error message "the windows installer service could not be accessed. this can occur if you are running windows in safe mode, or if the windows installer is not correctly installed") for this purpose i went to the MS website a tried installing the latest version of windows installer and got this message "set up has detected that the service pack version of this system is newer then the update you are applying". ok so after this i was worried because i tried troubleshooting windows installer and nothing worked and i notice too that when i tried Starting the Service in SERVICES it was not listed there, also tried going to 'MICROSOFT .NET FRAMEWORK 1.1 WIZARD SHORTCUT under administrative tools and got this message "

Hi OM3GA,

Please try this workaround to see if it will give you access to the downloads at the Windows Update Site, and the Windows Installer V3.
Here's the workaround...

How to Repair the Windows Update Files.

1. Go Start > Run.
2. In the box type REGSVR32 WUAPI.DLL > Enter.
3. A message saying, "DllRegisterServer in WUAPI.DLL succeeded" will appear > OK.
4. Now it is necessary to repeat these steps for each of the following files commands:

REGSVR32 WUAUENG.DLL
REGSVR32 WUAUENG1.DLL
REGSVR32 ATL.DLL
REGSVR32 WUCLTUI.DLL
REGSVR32 WUPS.DLL
REGSVR32 WUPS2.DLL
REGSVR32 WUWEB.DLL

Once finished; since the temporary folder of Windows Update may be corrupted, please carry out the following steps to rename the folder:

1. Go Start > Run > in the box type cmd > Enter.

Type the following command in the open panel.

net stop WuAuServ

( Please Note:[/b] the computer may need to be rebooted before the net stop command will work.)

2. Go Start > Run > type in the box %windir% > Enter.
3. In the opened folder, rename the folder ( by Right clicking) SoftwareDistribution to Sdold.
4. Go Start > Run > type in cmd > Enter. In the open command pane, please type:

net start WuAuServ

Once that?s done, Go Start > All Programs > Windows Updates and see if it will allow their downloading/installation of Windows Updates.

Give it a try and post back with the results.

My HP Pavilion DV6516TX Notebook has 32 bit Windows Vista Home Premium with Service Pack 2 installed. I accidentally and somewhat stupidly uninstalled the 'windows installer service' yesterday (i have post that event rechecked in services.msc and that specific service is just not available) and since then i cannot install anything including installing windows updates. Even system restore cannot restore the 'windows installer service' and fails to restore the system completely. Is there any simpler solution to reinstall the 'windows installer service' short of completely reinstalling windows vista home premium back from scratch.

I have the 'windows vista recovery disc' specific for my system from HP when i purchased the notebook in October 2007 but that will restore the system only to factory settings without service pack 1 and 2. There is also a recovery partition on my system's hard disk.

I do agree it was completely stupid of me to uninstall the service but if there is a simpler solution from you as techguy experts please do provide the stepwise details to reinstall this specific service. I would be highly thankful. If however, the only solution is to completely reinstall vista from scratch please state so.

ok, so i can't really install anything on my computer right now because apparently the "windows installer services" isn't started. When i try to install stuff it won't let me. when i go to run and type in services.msc and then go down the list to 'windows installer', it says it isn't started. and when i try to start it, it says "error 997: overlapped I/O operation is in progress"

can anyone help me out??

Hello and thanks for your help!
We have been using the Windows Installer Service and we uninstalled a number of programs and rebooted the computer, now the WIS is no longer working.

We went to the Microsoft site and tried to download the newest WIS but it says that because this computer has SP 2 it is NOT needed...

We need to uninstall and re-install Office 2000 because we have a problem using Publisher 2000 - the colour schemes have stopped working on it...
Please help?

I recently purchased a new computer with Windows 7 Home Premium (64-bit). I have been unable to install the printer software for my HP Photosmart Plus B209 printer. The installation grinds to a halt and returns the following error message: "The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed."

I was able to install the basic drivers for the printer but not the full printer software package. I have installed a variety of other programs (BitDefender, Mozilla Firefox and Thunderbird, Nero, TurboCad, Foxit, etc) and all installed without issues. Is this a Windows 7 problem or an HP problem. I don't think Windows Installer is incorrectly installed because it works for all other software. Supposedly this software is Windows 7 compatible. Any ideas what is causing this problem and how to fix it?

I open my Dell Laptop last night to find MSE not running. I tried to start it and received an error...and so it began.

Tried to re-register the windows installer according to support.microsoft.com - didn't fix
Tried to re-install windows installer - error: Setup could not verify the integrity of the file update.inf. Make sure the cryptographic services is running in this computer. IT IS. see services.msc above

OS=WinXP Pro, 64-bit.

Weeks after my CMOS battery died, followed by a long period of trouble-shooting, we finally got my system working properly, EXCEPT that I cannot install any applications (such as Photoshop CS4), or drivers, including those which had been working on my system before the problems.

I get "Error 1719. WinInstallerService failed" during attempt to install drivers for an HP multi-funtion printer and others.

I've downloaded the latest version of same from MS website; and online instructions, followed them, but no success. I keep getting that error message, even with programs which apparently have their own installers.

I've run chkdsk at startup, found and corrected 3 errors, but no change in basic problem.

Any help? I'm out of business without my app's.

I would just reinstall windows xp, it will make your computer almost as fast as when it was new. I just need to finish what I'm doing than I can help you in more detail, or someone else will help you in the mean time.

Windows Installer hell!
So far I have not found a true solution for this one. On Windows 2000 when I try to install a program I get a message that says:

"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance".

I read somewhere that renaming the Windows Installer damaged files and then reinstalling Windows Installer would be the solution. I tried that but the files in question could not be renamed because they are part of the Operating System. Can anybody out there help?????

Hi guys, im new to this forum and im hoping that you guys can help me. when i browse my email inbox, or open up word etc, a box flashes up saying "preparing to install" for like half a second then goes away and it will do it several times. Also, it will no longer let me download any programmes onto my computer. Below is the exact message which comes up when i try to install a programme.

Error.The windows installer service could not be accessed . This can occur if you are running windows in safe mode (which i am not) or windows installer is not correctly installed. Contact your support personnel for assiastance.

Any help would be much apppreciated

Hello all,

I just tried to instal Outlook 2002 over Outlook 2000. Somehow, I botched the install (forgot the reg key). I tried to uninstall, but I get a message that says

"the windows installer service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed. Contact your support personell for assistance"

Does anyone know how to fix this?

I'm having a problem with Windoze XP Home, SP2. When I tried to upgrade to Office 2003 basic, an error message pops up saying,

"The windows installer service could not be accessed. This can occur if you are running windows in safe mode or if the windows installer is not correctly installed.Contact support personnel for assistance."

I'm not running windows in safe mode and I've never seen this problem before. I've since tried to install msn messenger 7.0 with the same result. I've tried to re-install the windows installer, but i'm not sure how to install only this component; it's not in the "optional windows components" list. I'd really rather not re-install windows if i can avoid it, what should I try next?

Once the install has been completed the Windows Installer Service (msiexec) should stop -- it is normally set not to "automatic" startup -- but to "manual" and should start without action on your part when the setup program calls for it.

I do not have a Windows Installer listed in my Services and keep getting error 1719 when trying to install software. Any help with this would be appreciated.

I'm just asking you to double check your steps.

In the Start Search bar type services. Click Services when it shows. Don't worry with the .msc it takes you to the same location.




Then scroll down and there will be several Windows programs listed. As you can see where it is listed in mine below.

If it isn't there please post a Snip of the "W" section of Services. See if other things may be missing also.



Let us know.

If it truly isn't showing then I will need to get you better assistance than myself.

When I try to update i-tunes I get this error message:
"The Windows Installer Service could not be accessed, this can occur if the windows installer is not correctly installed.  Contact your support personnel for assistance."
 
I tried re-installing the computer software that came with the Dell computer, but I get the same message.
 
I am using Vista 6.0.

My laptop has been acting up for the past few weeks, it seems that the temperature suddenly increases to 60 when idle, and each time when i check the task manager i find windows installer service running, even tough im not installing any software whatsoever, i tried to disable it in services but im not allowed to. HiWhen I tried to remove McAfee I got a message stating that Windows Installer Service couldn't be accessed because I was either in safe mode (which I wasn't) or it wasn't installed properly. I've also received this message when I've tried to instal programmes.I've visited the relevant help page http://support.microsoft.com/kb/319624/ and it states that I shouldn't get this message with XP (ah, little do they know ...). There are several options displayed on this page but I don't know which to chose. I've tried unregistering and reregistering but to no avail.Any help would be much appreciated.Many thanks.D.

Hi, It's me again. I'm trying to install a programme from AVG. and it says "the windows installer service can't be accessed". (could this also be why I can't install the NET. framework 4.5.1 update). How do I repair or re-install the Windows installer. Hope there's an answer out there. Mike

Hi. It's mike again. With regard to my problem with Windowe Installer. I've managed to fix it. This may work for anyone with the same problem. I have "Advanced SystemCare Pro" on my laptop. One of the menu's is "Toolbox". When opened it has a programme called " Win Fix". Click on it and it will have a tab called "Advanced Fix". Click on it and you will find within it a "Fix" for "The Windows Installer System can not be accessed". Click on Fix to correct the problem. I have been able to install my Windows update and also the programme from AVG. Hope this helps at least one of you. Cheers. Mike.

Hello,
We have imaged computers using SCCM 2012 and have deployed Windows 7 x64 SP1.
The issue we are now experiencing is that random PCs will not allow installation of packages that use the Windows Installer Service.
I have looked at various Microsoft guides including restarting the service, opening cmd prompt and un-registering and re-registering the service, importing registry keys, used a Windows installer cleanup utility and other tools/fixes all without any working
solution.
We cannot narrow down what has broken the Windows installer and the machines are sporadic in location.
Can anybody please suggest an alternative fix?
Any help would be greatly appreciated.

We have an HP Pavillion G60 laptop. For various reasons we have had to reinstall Windows twice.
Now, there are certain programs we can't install as the Windows installer service has no launch path. We get the error message "The WIndows installer service could not be accessed". When we go into services, the launch directory for the service is blank.

The files needed to launch the programs are on the computer.

The system restore fails to work. Any ideas how we fix this without having to reinstall windows yet again ?

Browsed through the web i found a wonderful solution

Open registry editor

Navigate

HKEY_LOCAL_MACHINE-SYSTEM-CURRENTCONTROLSET-SERVICES-MSIServer

Right click on WOW64 and select 'Modify'

Change Value Data from 1 to 0

Click on start-RUN

Type in: services.msc

Scroll down to Windows Installer and STOP the service and then START it again.

Then Reboot your machine.

Whenever I try to install software that requires windows installer service the installation fails.
I get error message "windows installer service cannot be accessed". I need help on what to do about it. I can't install anything that uses it. I'm running Vista Home Premium on a new Hp Pavillion 9308nr notebook.

Check to see if the windows installer service is running. Right click the 'My Computer' icon and choose 'manage' from the side menu. Once the console window opens, look on the left side and choose 'services' under services and applications. Scroll down the list in the right screen until you see 'windows installer', click once on it to high light it, then right click to bring up the side menu. Choose start. If the service starts properly then you should be able to install an application properly.

I'm having problems with my windows installer service.  I've tried several different things, however, I can't get it to work.  Can anyone help me?  I've been having a lot of problems with my computer lately, so I think I may have some malware that I cannot find.

Hello Experts and distinguished friends in The "Wonderful World of Windows",

This is something new for me...of course whenver I start a thread it is almost ALWAYS something new for me as I usually am able to retain the information that I have received here before, and I just keep getting better and better at this....."knock on hard drive"!!!

Okay, enough small talk, here it is, and I feel like it is probably something that is fairly simple to fix, I just can't seem to find the right support info myself, sooo, here I am again.

I was having some trouble with my installation of the Java Runtime Environment so I removed the 3 instances of Java objects in IE\Tools\IE Options\Browsing History Settings\View Objects. I noticed that 2 of the 3 had the MS "YellowShield/Exclamation Point" icon instead of the typical object icon and 1 of those had a size of 436 KB and the other "yellow" as well as the 1 with the "typical" object icon had sizes of only 4 KB....I thought this to be strange so I removed ALL 3 of them and then went to Add/Remove in Control Panel to remove Java itself from my computer. Well, I caould NOT complete the Uninstall because I received an error saying that "Windows Installer Service could NOT be accessed"......possibly because running in SAFE MODE or if Windows Installer was NOT insatalled correctly. Any time I try to download anything I get this message "The Windows Installer service can not be accessed. This can occur if you are running Windows in Safe Mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance." I am not running in safe mode and I have done a system restore all the way back to the beginning of January with no luck. Any suggestions?

So for a while now, I kept getting the message "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance." Today, I got frustrated by it, and decided to fix it, however I'm having problems.

I backed up all the old dlls and exes associated with the msi service per Microsoft's website's instructions and reinstalled the windows installer. This did not fix my problem.

I proceeded to verify that I had the right path in the registry under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\MSIServer in the ImagePath variable. I did. It was the default msiexec location, with the ValueData in ImagePath reading C:\WINDOWS\system32\msiexec.exe /V. This solved the original problem, however now my Microsoft installer is stuck in the preparing to install mode. I waited 10 minutes for it to prepare. When I felt that it was obvious that the installation was a failed venture, I canceled. The windows installer then got stuck canceling the installation process. I'm not sure how to proceed from here. Any help would be appreciated.

I had windows 2000 and did an xp upgrade and now every time i try to do a installation i get an error the windows installer service could not be accessed. this can occur if you are running windows in safe mode.

How can i fix this please help.

Same problem as STORMIE. Trying to download adaware2008 and I get the Windows installer service could not be accessed screen. Due to windows running in safemode. Have tried to find out how to disable safemode , no luck yet. Any advise?

Windows 7/64 HP Sp1 - I was brought 2 systems today with the above error, ie unable to install or uninstall software. Both system use different AV (McAfee in one case and AVG in the other). I have not seen this error on Win 7 before, then 2 come in a row!

In the first case the client had tried to restore the system without success. I tried to restore further back but was rewarded with a bsod 6B - system repair fixed that. I tried all 4 suggestions from MS - as per

This is actually missing on one of my Windows 2003 Servers. I tried to reinstall it from the 2003 CD, but the file is showing up as unknown. I tried d/l it from MS site, the 2000 version, and of course that would not install either. The file cannot be found anywhere on the system as if it were never installed. How can I reinstall/re-register the Windows Installer Service for a 2003 server w/o reinstalling the OS?
