Q: System Properties, Personalize window on desktop and control panel disabled!!

Hello!! I'm not really new to this vista experience and all..i have no serious problems encountered before aside from a few lags in the system when it starts or opens an application.. but just recently, well yesterday, I tried opening my system properties to run my OS in very minimal visual effects since it was running a little slow again....I was not able to open the thing after right clicking the properties window in Computer...also i have tried going to control panel... but the only thing i can see after i click on the control panel button, is a window with an empty space named windows explorer and it suddenly closed after like a second or so....also i tried also opening my "personalize" on the desktop, and it has the same response as with my control panel....

what probably is the problem with my computer?? i read that it could be a malware, but my anti-virus could not detect anything at all...

in my pc i can't view control panel,desktop properties,time and i cant use add or remove programs if i try to open it shows the same message dialog as "This operation has been cancelled due to restrictions in effect on this computer.please contact your system administrator."

I've updated windows and tried conventional methods of re-enabling Windows firewall through control panel and/or services. Two of the error messages I get while trying to activate the firewall are as follows.

Running Vista Home Basic SP1

When trying to open Control panel from the Start, Programs Menu, or right click on Computer to go to System Properties, I get the following message in a small window:

Control.exe

shdocvw.dll not found - reinstalling may fix the problem

Any ideas on whether to try replacing the dll file or should I try using Start Up Repair from the Advanced Boot Options Menu?

The system is clean otherwise. I have run a complete Avast Antivirus scan, Malwarebytes scan, Hijackthis, and Windows Defender scan.

I am running both the 32-bit W7 OS on one machine and the 64-bit OS on another machine. Love it!, BUT on the 32-bit machine a lot of commands don't seem to work. For example, when I click on Control Panel nothing happens. Same is true with Personalize. Anybody got any ideas what the problem is and how to fix it. I may be posting in the wrong place, but this seemed like as good a place as any.

Have you tried running the System File Checker? Type CMD.EXE in the search dialog box at the bottom of the Start Menu, hit Ctrl-Shift-Enter to Run as Administrator, then type SFC /SCANNOW at the DOS prompt.

Dear All,
I have recently suffered a multiple trojan attack. This was cleared by AVG and superantispyware, although I am not 100% sure all infections have been removed.
On restart, I have lost all desktop settings e.g. screen saver and background etc and some shortcuts. Screen background pemanently deep blue. I have also lost (when clicking the start button) "All programs" "run" "search" "help and support" "control panel" "my computer".....indeed everything apart from strangely, "printers and faxes" from where I can up-folder to control panel.
I have checked the priviliges setting in normal mode and they are OK.
In Safe mode all of the above are available. I have checked the priviliges setting there and all is OK. I have made desktop setting changes in safe mode but no change when rebooting to normal.

I have been told to look for HKEY_CURRENT_USER - Software, Microsoft, Windows, CurrentVersion, Policies, System. and amend the NoDispCPL and edit the DWORD value to 0 (zero) but I do not have the System folder.

I have considered repairing Windows XP Home using my original disk, but when I try this microsoft tells me that my windows version is now newer and I will lose all files and settings etc , which I do not want to do and I know of no other way.

Ohhhkay, so
one thing i noticed a while ago was that when i right clicked on my desktop and went to personalize, i wasnt able to change wallpaper and/or screensavers from there
i didnt think much of it b/c i found a way around to get new wallpapers
but now i want to set a screensaver
i couldnt find it anywhere so i went to Start/ Help and Support
it gave me a link to turn the screensaver on and off
i was all cool lets click it
but wait i cant

If you added/performed any Tweaking software then maybe that did it. If you know which program that would be, track it down and try to set it back to normal.
Otherwise you might want to do a system restore to an older restore point from before you had this problem. Or of course, if you use Acronis, go back using an

Running XP, background was changed to a Spyware Guard dialogue box that says system threats found. Tried to change it and got the box saying "Your system administrator disabled the control panel." Used to get constant pop-ups from windows security and spyware guard and after running avast boot scans several times the problem still remains. A:Changed background, lost system admin and disabled control panel

Download ComboFix from Here to your Desktop.

**Note: It is important that it is saved directly to your desktop and run from the desktop and not any other folder on your computer**

1. Close/disable all anti virus and anti malware programs so they do not interfere with the running of ComboFix.
Very Important! Temporarily disable your anti-virus, script blocking and any anti-malware real-time protection before performing a scan. They can interfere with ComboFix or remove some of its embedded files which may cause "unpredictable results"
Click on this link to see a list of programs that should be disabled. The list is not all inclusive. If yours is not listed and you don't know how to disable it, please ask.
Remember to re enable the protection again after combofix has finished

2. Close any open browsers and any other programs you might have running

Had a constant popup "warning - potential spyware operation" and tried to fix it with Spybot. Now I am no longer able to access any programs in WIN XP or run IE. I can run the computer in safe mode to access files, etc. Using another computer to start this thread so I can begin to try and at least look into the solution. I see other threads with similar problems but not one where the computer is lock out in WIN XP mode. Any suggestions on where to start would be much appreciated.

Right-click the Start button then click System, see if you get the same result or if it works as it should.

And you can try to change the virtual memory of C drive:
 
1 Right click “Computer” and select “Properties”
2 Select “Advanced system settings” on left side.
3 Click “Settings” of “Performance”
4 Click “Advanced”
5 Click “Change” of Virtual memory
6 unselect “Automatically manage paging file size for all drivers”
7 Set the size for driver what you want.
8 Click “Ok”

I was having a problem with the message "Windows Security Alert Warning! Potential Spyware Operation!" popping up. I found this forum in an online search and followed the instructions to download "Super anti spyware". I followed the instructions and did the scan and that particular problem seemed to be fixed.

But now I have no control panel. If I press "contrl-alt-delete" it tells me that the "tast manager has been disabled by the administrator" and if I try to go to "add/remove programs" it tells me that "this problem has been cancelled due to restrictions in effect on this comptuer".

So evidently I didn't get rid of all of the problem. What else can I do to fix this? Thank you in advance for your help.

When I either right click the desktop and choose Personalization or access through the Control Panel it's blank. Then when I try to access it again it says it's trying to find a solution to the problem and restarts explorer (not MSIE). But that doesn't allow me access to Personalization. Anything I should try?

I have been searching for the causes of this problem. when I right-click on my desktop it says "administrator disabled the display control panel." Also, by the clock on this computer it used to read "Virus Alert!" so I'm positive there is/was some type of infection. I ran Mcafee On Demand Virus scan and it found 17 problems and either cleaned/deleted them but the computer is still acting weird. Here is the Hijackthis log:

My mother-in-laws computer is fubar right now. I cannot access the control panel or any properties and the popup message says:

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

She is the administrator so this is definately a virus/spyware problem. Running AVG, Trend Micro, and Windows Live One Care did not take care of the problem.

Download ComboFix from Here or Here to your Desktop.

**Note: In the event you already have Combofix, this is a new version that I need you to download. It is important that it is saved directly to your desktop**

2. Close/disable all anti virus and anti malware programs so they do not interfere with the running of ComboFix.

Hi
There is a Toshiba Satellite L40-14F running Windows Xp Pro it refused opening control penel, and can't display my computer properties, it also can't accept commands like msconfig using the run command.
when I tried to above option it displays the massage "Windows can not find C:\windows\system32\rundll32.exe; make sure you type the name correctly and try again"
this has slowed down the system completely.
any Ideas is highly well come!

Hi Guys is like nobody was able to give a suggestion to my problem, tell you what? browsing through the bleeping computers forums helps a lot, well I suspected the computer is affected with, either Virus or malware or trojans. I followed some few links posted about Malwarebytes Anti-Malware and superantispywarehttp://www.download.com/SUPERAntiSpyware-F...4-10523889.html then this other specific file that they computer said "Windows can not find C:\windows\system32\rundll32.exe; make sure you type the name correctly and try again" I decided to navigate the C:\ drive until I got the rundll32.exe. Knowing that all windows Xp sp2 have the same files, I went to a working computer and copied C:\windows\system32\rundll32.exe; and saved in a flash,I opened the fault Pc and pasted that file there, then windows displayed do you want to replace the existing C:\windows\system32\rundll32.exe; 33kb? I selected yes.I run the downloads of SUPERAntiSpyware and Malwarebyte Anti Malware. it captured alot of things that the log file saved them in a note pad. I was prompted to reboot in order for the removal to take effect0after rebooting, the PC accepted, Run msconfig, Add or Remove Program in the Control Panel, and can display the Computer Properties with ease.am very happy of the success.Thanks to Bleeping Computer members.

Hey I have a irritating problem. I have a laptop that I just recently got rid of a nasty trojan. After removal, it will no longer let me open up the control panel or go to My computer properties. The error reads:

As the title says, I have no access to the control panel (non-existent in my start menu) and when I try to access properties it says I don't have privileges to access it. I also don't have privileges to access the control panel it says.

The computer only had one user, which was mine and I was admin. I'm was getting some annoying pop up messages that announced an anti-virus but then I ran SUPERAntiSpyware and it was solved.

After I ran the Smitfraudfix, I had the control panel in my start menu and I could open it but I couldn't access a lot of the icons in the control panel. After it rebooted, and I started running SUPERAntiSpyware I noticed control panel once again disappeared from the start menu.

I tried to run Smitfraudfix again but it said something along the lines that the "administrator locked the ability to edit the registries" (rough translation from Spanish).
Here is my Rapport.txt after the second (and third time) I tried to run it in safe mode:

I've been searching the internet for several hours but I haven't been able to find an answer for this, so I would really appreciate your help.

I can't open Mouse Properties in Control Panel. I click and nothing happens. I ran sfc /scannow but it didn't fix the problem. It found some corrupted files which it couldn't fix, but they weren't related to the mouse or control panel in any way I could see.

See if there is a driver for your mouse. I have a Microsoft mouse for instance. I would check the manufacturer's site , un-install and re-install the driver. That may work. If it's a generic mouse, you could always go into "device manager" and un-install the driver and let Windows find it again. That may work too. Let us know.

Control Panel, General properties window shows memory available as 3.25 gb. I have 4gb installed. The recommended virtual memory is supposed to be 4096 mb. Why is there a difference? If the General properties is showing only 3.25 gb available can I or should I still set the virtual memory use to 4096mb? I have XP2 Pro installed.

You have the 32-bit version of Windows XP, so it's not going to recognize and use more than 3.0 - 3.25 GB of RAM. More than 2.0 GB of RAM is overkill anyway with Windows XP.

Set virtual memory to "System managed size". There's no need to manually set it.

Been messing with this for days. When I open the Control Panel I do not have the option to switch the view on the left side pane. All that is there is the See Also window. I went to view, Toolbar, Customize and added the views icon to the toolbar. As long as I keep the customize toolbar box open and move it up or down I can see it on the toolbar. Once I close the Customize Toolbar window the view icon grays out on the tool bar. My back button is the same way. I checked in another users window and the control panel is fine. I have Windows XP SP3. I am the Admin on the PC. Any help would be great.

In the Control Panel window click on the Tools tab > Folder Options, click on the "Show common tasks in folders" button and click OK or Apply. That should restore the Category and Classic View options.

I have recently been getting a fake Windows pop up alert stating : "Warning possible Spyware Operation! " on my computer and have no access to my control panel..... It is literally gone...

I cant change the time, reg edit, or anything that requires access - i get a message saying i am restricted - but i am the administrator. Oh and my desktop pic is not working as well.

I also am getting a restricted message saying to contact my system administrator. I've run Mcafee Antivirus, Spybot, and Adaware with no luck to remove the pesky thing. Any help is appreciated.

My control panel is disabled and I see new administrator listed when I explore my computer. I set up another administrator account with a password. It appears on the welcome screen, but when I type in the password it does nothing. I scanned with MBAM, but after the initial detection (which I deleted) it comes up clean. Thanks for any help

I am not able to record or hear sounds from my office based Packard Bell laptop running MS Windows XP Professional SP2.

The mixer device is Realtek AC97 Audio which appears to be installed and running OK. The driver is also current.
The attached speakers and Logitech headphones work OK on my personal laptop and are plugged properly.
The control panel volume options are grayed out for both "Device Volume" and "Speaker Settings" in Sounds And Audio Devices Properties.
I am using Windows Default Sounds.
There are no error flags on the "sound, video or game controllers" under Device Manager.
Sound playback default device is Realtek AC97 Audio and sound recoring default device is Logitech USB Headset. MIDI music playback default device is Microsoft GS Wavetable SW Synth.
Voice playback default device is Realtek AC97 Audio (using laptop speakers selected) and sound recoring default device is Logitech USB Headset.
Troubleshooting has not pointed to any problems.
The problem surely rests with the grayed out volume options with the volume slide set to 0. From my many attempts to Google a solution I am of the opinion that this is not an uncommon problem.
Can someone please help.

Hiyas Techs !

Had a virus that got in my PC. Tried doing a few of the things mentioned. Got my Task Mgr working again but can't seem to figure out how to get the Control Panel back up.

Keeps saying the same as others have ran into "disabled by the Administrator" and so on.

I did the Hijack download and below is what it logged. I can get into the REGEDIT so I think I may be okay if I can find out where this damn thing is hiding.

Any help is greatly appreciated !!

I've recently noticed my Control Panel is not to be used or found in with Start Menu or directory/command Browser.

From an earlier note, I followed the advice to capture Startup log with Hijaak. Here is that log, listed below.

Ok so you get the idea, I was trying to put restrictions to the guests session on my computer so I decided to block some functions going in ''gpedit.msc'' with RUN... so I just blocked a lot of things including Control Panel, Run, access to programs, accessories, etc...

But then I went back on my admin session and I realized it was all blocked there too!
I dont know what to do, Im desperate...
I searched the web for answers (some about accessing RUN using Internet Explorer) but still I couldnt find anything that would work cause it was blocked there too...

i downloaded offline explorer off utorrent and installed it. when i copied the patch, my resident av detected that it was a trojan, so it removed it. after a while, several other variants have begun migrating to other directories which bitdefender also traced and removed.

i decided to uninstall offline explorer through control panel but to my surprise, it was removed there. i am inclined to believe that the trojan had something to do with this so i tried to scan the machine using bitdefender deep scan option. the interface of bitdefender showed but when i hit on any of the scan options, it seemed that something is preventing it to work.

i restarted the system hoping that i just had a little crash. but when the screen opened, all there is was a blank desktop screen and a minimized tab of documents folder. no start button no shortcut icons, no nothing. i tried to press the windows button, but nothing comes out.

although the screen was blank, the applications such as ms-word and all others seem to work. luckily, in the directory, there is a direct iexplorer file which i used to access the internet.

in one of the similar topics in this forum, quietman7 suggested the use of MBAM, which i also used and luckily, brought back the icons on the screen, windows button and the shortcut buttons. unfortunately, when i checked the control panel, it is still not there.

with all that has happened above, can somebody please help me recover my control panel back?

Try the fix at Kelly's Korner. Restore the Control Panel - #256 on the left.Right click on it and save the .reg file to your desktop. Then, double click on the file icon (on your desktop) to merge it into your registry. You may need to reboot your computer for the changes to take affect.

A made a few tweaks about two days ago and was surprised that I cannot access the Display control panel, anymore.

I?ve tried two things:
1. I right-click on the desktop; select properties. But no access.
2. I go to the Start Menu; select Display. But no access.

You are my last hope...I've bought Norton 360, xoftspySE, and RegCure all to no avail. I cannot access task manager/control panel (can't even see them on my computer any more) nor do I have access to regedit. Every time I try to "run" a fix it says it has been disabled by my administrator. This is my home computer.

If so try this Go to Control Panel | User Accounts | Click on the effected account | Then select change account type and toggle Limited and click Change Account Type. After which repeat this process but now select Computer administrator. This has work in the past for me on customers systems displaying the message "This has been disabled by the administrator". This basically reset the permission for that account.
