Q: Certificate/Cryptography service problem causing multiple issues.

Windows 7 sp1 64, Dell Studio 1747 laptop.
Initial report was that an iPhone driver would not install because its publisher could not be verified.

I noted in passing that Windows Update had also stopped working, by the looks of things a few weeks ago. On attempting to check for updates, the control panel applet reports that the Windows Update Service is not running, yet it and BITS clearly are running.
I downloaded MBSA and attempted to get updates manually. This also failed with the report that wuredist.cab is corrupted.

I then noticed that on opening an elevated command prompt, UAE reports that the publisher of cmd.exe could not be verified.

Running sfc /scannow results in a log containing numerous (incomprehensible) errors and no checks performed. I think it was trying to say that it couldn't get the publisher info for the original files, so took no action.

There seems to be a common element here, in that certificates are not being recognised. That would of course explain all of the above symptoms. The cryptography service appears to be running OK, though, and restarting it doesn't help. I was able to replicate
the symptoms listed on a VM by disabling the cryptography service, which suggests we're on the right track. But, not sure what the actual issue with certs/crypto is.

I recommend downloading and running DAP. It can help sort out any driver and firmware related issues on your system

Hit fix checked and close Hijackthis.

Install SpyBot search & destroy, once installed update then do a full scan
fix all items marked in red, if prompted to let it scan at reboot let it do so and reboot.

After that scan with hijackthis, press save log and post a new log

Post a Panda ActiveScan-Free online scanner report,
Pess "scan your PC now" allow the active x to install (if prompted)
Do a full scan > Click the my computer button
After the scan click see report then Save the report and post it back here please.

Hello. This is my first post. Please be kind if I have not phrased my question(s) in the proper format.

I work in a University and we use DHCP w/ MAC filtering for resident hall students.

With Vista laptops, I've noticed that when we connect in the room, we connect to "Multiple Networks (Private)", though they are all using the same IP and the lease expiration is only a few seconds or minutes apart.

Lately when students unplug/replug their ethernet connection, a few strange things are happening.

1) An additional network is added to the list of "Multiple Networks" that I am now connected to, all with the same IP, etc... I can merge them all and eventually no more pop up.

2) They get dropped from our DHCP pool, losing their 129 IP and reverting back to a 10 IP as if they never applied for the resident hall internet service (once they apply, Symantec firewall is installed to make sure windows updates are on, and that SAV is updated, and of course to monitor any suspicious bandwidth activity) Then, we have to reapply them to get them back to a 129 IP.

3) They get an "IP Conflict" message, that another computer has the IP, even though we see NONE on our list.
The leases are for 5 days. I am curious as to whether these "Multiple Networks" are causing problems with the lease, for example, when Network 1 expires, Network 2, 3, etc. still have the IP address so Network 1 cannot renew. Maybe I'm wrong though.

I have the ASUS M2N-E SLI mobo. I'm using the built-in ethernet plug wired into my router. Lately what's been happening is when I turn on the computer the internet won't work. I have to right click the network icon in the system tray, click network and sharing center, click manage network connections, right click the one device listed (NVIDIA nForce 10/100/1000 Mbps Ethernet) and click properties. Then I click configure, drivers, update drivers, and I have to manually install one of the 2 drivers listed. One is from Mirosoft, and the other from nvidia. They are both named NVIDIA nForce Networking Controller. Either one works, I could install the microsoft one or the nvidia one and they'll both make the internet work, but as soon as I restart my computer it does the same thing again.

What I'd like to know is why it's doing this, and if there's a way to remove one or the other of the drivers from my computer. My idea is that it doesn't know which driver to use when the computer turns on so it doesn't use either one. If I can remove the microsoft one, I think it'd use the nvidia one.

Can someone PLEASE help me out, it's really becoming annoying. Thank you.

We have a select group of approximately 20+ domain computers having the same issue when they boot their computer in the mornings. The time changes back to the exact time when they shutdown the evening before. It appears that it begins to complete an incomplete shutdown, but users stating they are completing properly. My guess is that something is happening during the shutdown which never completes and Windows startup repair switches back to complete shutdown. Has anyone seen this before. It is also causing repeat Domain Trust Relationship issue beleived to be due to out of synch time. Logs below. Any help is greatly appreciated

What are your NTP servers and do the machines have access to them upon boot? For example if an internet source, do they have access upon boot?

I recently disabled some services so they don't run on startup (quite a few of them actually and was wondering if anyone could help me fix it quickly instead of going through them 1 by 1 to find the problem. Anyways after disabling a few I thought I wouldn't need cause I primarily use my pc for gaming.

A:Disabled Service causing a problem

First did you disable the Services via MSCONFIG or through Administrative Tools. Basically, as I understand it you are asking if someone can figure out which one (or more than one) of the disabled services would cause the error.

Might help if you could post a screen shot of your Adminstrative Tools Services, with the "Disabled" ones listed at the top of the list so they will be seen (on the chance the entire list is longer than the hiegth of the screen.

If you did it via MSCONFIG, just click "Normal Startup" in MSCONFIG and everything should be...

I started having issues with my computer a few days ago, with it running extremely slowly.  Eventual I would get the following error, antimalware service executable has encountered a problem.
I tried to use system restore to several different dates, but the restore would not succeed.  
I did just enough investigating to be dangerous and uninstalled Microsoft Security Essentials before realizing that it wouldn't be available to reinstall (Note: Currently running Windows XP as I can't afford to upgrade).  
Also saw an issue with my quick launch section of the toolbar not being visible.  I did get that back.
Wondering what is up with my computer.  Any help would be appreciated.

Right,  So when last home in the US I bought a brand new Lenovo C930 (the 2018 version with an i7, 1TB ssd and the standard 1080p screen). I purchased the lenovo specifically because of reliability and durabilitiy issues I had been having with a similar Acer. However upon moving to Southeast Asia, where I will be working for the foreseable future, I noticed several severe problems.  The sakers rattle. Badly. On mid to high volume the built in speakers are not usable unless I press down on the front of the laptop. Um. Not acceptible.The thing crashes when touched. It is so sensative. I got a crazy stuck pixili screen when I tried to flip the display around the first time. If I bump the table its on (even setting down a mouse to hard) the thing crashes. If I pick it up, it crashes. If I set it down it crashes. Basically useless as a laptop or mobile device. It just crashs and crashes and crashes and has to be hard reset over and over and over.I contacted Lenovo and of course their once standard international warranty is now no longer standard. Half the reason I purchased the **bleep** thing is because of Lenovo's reptuation for global tech support and warranty support. Apparntly that died in 2018. So now I have a nearly $2,000 laptop that cannot be used as intended, and the tech support guy was less than helpful. I'm facing some problem with my audio on my PC that causes unique errors. Hope you can point me or help me with this matter.
Anyway, it all started about a month ago, I was facing poor PC performance and lag. So, I've installed fresh Windows 7 and everything went to normal, but now I'm getting an awkward problem with my audio device, service or driver corrupted files.
The problem I found had the same symptoms like I mentioned earlier, so I was exploring what's the cause. I realized that my svchost.exe (DComLaunch Plug&Play) was eating 55% of my CPU, deep analysis showed my that in svchost some events cannot be handled and status of their life was "delayed/queued".
Then I discovered that error was related with my Audio device, so I went to see what's wrong. I clicked on my sound settings, then I saw in tab "Recording devices", my devices are automatically disconnecting, plugging and unplugging, every second. That causes my PC lag and audio stutter. Again I tried to re-install my Windows, had no luck, still the same problem occurs.
It's fine when I turn my PC, at random time it starts, like I was playing a game, notices FPS drop and video stutter, all were the same symptoms of that.
I was seeking for an answer on the Google, had no luck. Even the problem goes away at random time, sometimes I kill process "dllhost.exe" (sometime helps when it's available, mostly it doesn't).

I am trying to resolve an issue where multiple client computers in the organisation are using an internally deployed Root CA certificate (before my time and no longer required) to sign the end entity certificate for external websites, google.co.uk
for example. All SSL sites appeared to be affected by this.

However this is not the case as sub domains of sites with issues show the correct cert chain, the below is for mail.google.com

Removing or untrusting this root ca cert breaks access to these sites.

I have reset root certs in various ways, removed machines from the domain, applied no GPOs, manually updated CRL and pulled down updated certs with rootsupd.exe.
It always attempts to use this rouge CA cert to sign the websites cert.

Any assistance would be much appreciated.

I am trying to install CA root certificate on Windows 7, IE 9.
Encounter error: "Untrusted Certificate".  "This certificate cannot be verified up to a trusted certificate authority."
I have tried to install the certificate to Trusted Root Certificate Authorities->local computer and import was successful. BUT on IE->Internet Options->Certificate->Trusted Root Certificate Authorities, I am unable to find this root CA on
the list.
On mmc->Certificates->Trusted Root Certificate Authorities->certificates, I am able to view this root CA.
I then restarted the IE and view the ssl site again but failed too, "Untrusted Certificate".
Anyone, any idea ?

Modify the Windows settings to allow the Update Root Certificate feature to update the root certificates automatically. For details, see the following Microsoft TechNet article:

Workaround 2?
If the Update Root Certificate feature cannot automatically update the root certificates, you may contact the website vender to see if there is a hotfix can fix the issue.

I have some sort of virus, it has removed access to Task Manager, I have continual bogus virus threat alerts (about every 15 sceonds) asking me to buy Antivir Solution Pro to solve the problem.
My Internet is not working or it startups a window with a webpage which sells viagra etc. I tried running antivirus scans but it does not pick it up, have the problem about two weeks.

I have a wildcard cert from Go Daddy that is expiring in our lab, so I decided to use our new CA in LAB to create a certificate for MS ATA. when I go to setup the Gateway package on a domain controller I can not get the installer to accept the certificate.
I have put the cert in the personal store just like the existing cert, but no luck on getting to accept any cert I create.

I have it on good authority that if you type Google into Google you will bring down the internet...

    Certificate must have a private key
    Certificate must be CSP
    The certificate's public key length is 2048 bit
In my cert template on my CA I had to enable the option for the private key to be exportable

I have loaded Certificate Server off of the NT Option Pack onto my IIS 4.0 Web Server. I get a message on startup that the Certificate Authority Service cannot find a database. It gives me a 7000 and 7004 error. I looked up the problem on Technet and all I can find are a reference in the SP 4 Release Notes which says that there are no workarounds for the problem. Surely to Bill I am not going to have to remove Service Pack 5 and put Service Pack 3 on my Web Server in order to get Certificate Server to work! Has anyone else experienced this problem trying to run Certificate Server on later SP's? Does anyone know a workaround for this problem?

Hello guys,
I have a computer running Windows 7 Ultimate SP1.  2 Quad CPU, 3GB RAM.  Computer is on a domain, however user complains that every so often when she tries to login, she gets the Welcome Screen and it freezes with the circle rotating.  She hard powers the computer to get it working "normal" again.
I checked the Event Viewer and found that on the times where she mentioned she had the issues, there were several Event Messages on the System Category.  Each error was reported around every minute.  For this machine the error is the same one:  "A timeout (300000 milliseconds) was reached while waiting for a transaction response from the Winmgmt service."
I did some research on that error message, Event ID: 7011, however found many links that did not seem to correspond with my issue.
I ran a Minitoolbox and the following is what it found:

This is a fresh install, where fresh means it was reinstalled over an existing install and nothing was kept from the previous install, of Windows 8.1. Windows update appears to be checking forever but nothing is ever updated. 
I've seen a good number of errors in WindowsUpdate.log and tried to address those through the various fixes seen throughout these forums. Many thanks to those that have contributed over the years!

The same image has been used without issue to reimage other machines but I downloaded another one from our volume license subscription as a just in case but it made no difference. At the very bottom is what I suspect the culprit is but I'm not deeply familiar
with the backend of the Windows Update process. 

Any assistance is appreciated!!!!

Here is what I've tried so far and what the end result was.

Windows Update Troubleshooter: Found and fixed errors. I ran this multiple times through out the various attempts to get WU working.sfc /scannow: Found no corrupted filesDISM /Online /Cleanup-image /Restorehealth: Said it found issues and repaired them.
I'm currently running through the steps below and currently at the "Reset or reinstall Windows" section which boggles my mind since this is a fresh install.

I like to refer to these types of scenarios as "academic RSA" -- there are various weaknesses that one can introduce if they are foolish with mathematics (this is the primary reason people are advised to use trusted crypto implementations and not roll their own.)  In practice, standardized semantics (e.g. PKCS-x) are used to eliminate these potential weaknesses (entropy padding, etc.)  Note that in this example A and B are both using the same modulus, n, (never a good idea) -- which means they both have the ability to easily calculate the other's private key.  Regardless, when proper padding semantics are used (as is the case for Microsoft's Crypto API, OpenSSL, and any other serious crypto library), Oscar's approach for decrypting the message would fail.  Users A and B would still have an attack vector on each other because they are using the same modulus.  Each user needs his/her own unique modulus (n) to maintain security.

I'm running MS ATA 1.9.7312.32791 and haven't had any issues for close to two years.
I noticed yesterday that I didn't receive my daily emails from MS ATA so this morning I checked the ATA server and my event log is full of this message:
The Microsoft Advanced Threat Analytics Center service terminated unexpectedly.  It has done this 14 time(s).  The following corrective action will be taken in 5000 milliseconds: Restart the service.
I went and checked the log files and in the Errors log file I see this message logged over and over:
Error [CertificateExtension] Microsoft.Tri.Infrastructure.Utils.ExtendedException: There are no matching certificates [StoreLocation=LocalMachine StoreName=My thumbprint=660CXXXXXX]
So I checked the certificates on the server and I can't find a certificate with the thumbprint of 660CXXXXXX.
If I look in MMC I do see the certificate for the server and it has shows that it was recently renewed (probably automatically thru Active directory)
I can't access the ATA website on the server to specify the new certificate.
How can I fix this?  Do I need to re-install ATA.  If I re-install will I lose all the information that has already been collected?

i'm trying to understand a few things how certificates work on Windows.

Dows Windows cache CRL's to verify the certificates and does it verifies the whole chain?
Ex: CA1 -> CA2 -> EUC (end user certificate), does windows check CA1 CRL list, CA2 and EUC?

CRL - Certificate Revocation List.

Dows Windoes refeshes the CRL automatically ou do i need to download the CRL, sure Windoes can download the CRL, but i don't know where to look to activate this options.

How does Windows keep and where the information contained in the CRL, i made a test downloading a CRL (using Firefox and IE).

Firefox offered the chance to make windows update the list automatically, IE didn't ...but with IE i was able to save the file, soon the installation got over, i tryed to look the file in the filesystem and i couldn't find anything, so where does Windows keeps the information contained in the list.

can some one point me to some papers, docs whatever or tell how does this works.

I am running XP, SP2 with all of the updates and whenever I connect to our MS Outlook Web Access, I get There is a problem with this website's security certificate.

I have tried installing the certificate, but the status is This certificate has expired or is not yet valid. after installing. A popup says the import is successful.

Help, please?

A:Certificate Issues

You will have to manually import the certificate from the exchange server or whatever server that has the certificate. I have done it before but it was 4 years ago. You can copy it to a floppy then install it on the XP machine.

I assume I picked up some kind of virus, all of a sudden I am having a lot of problems with my laptop. It started with getting the blue screen, which now happens regularly, sometimes even as soon as the computer starts. I am constantly getting redirects and fake virus scan popups. When I try to open my browser, it usually takes a few minutes before it opens, but then it works fine. I've been trying to install new programs, one of which is ComboFix. Some install properly but some just give me an error that says "the dependency service or group failed to start". I read that ComboFix was good for getting rid of the FakeAV issue but I always get that error when installing. I've run a full virus scan which turned up nothing except two warnings about files it was unable to scan. I've run trojan scanners and MalwareBytes, which turned up nothing. Nothing seems off in my HT log. I did a system restore to a point before I had any problems, but it didn't help. I saved my logs in case they will help anybody. Thanks in advance.

I just tried to do another HijackThis scan, and it gives me a message saying that my system denied access to the hosts file, and then the scan won't complete. Could this be a major issue?

recently, i have encountered issue, that everything that uses SSL/TLS is not working. (secured HTTPS sites, FTPES and so on). It was working fine, but from some point it stopped working. I usually fix this with system restore, but restore point where this was working is no more available to me.

I tryied everething, restarting cryptography service, deleting windows\system32\catroot2 folder, reseting winsock catalog... but with no succes.

Please, help me to resolve this annoying issue i dont really want to reinstall whole system.

EDIT: Ok, nevermind. It looks like there is problem in my Wifi router. From another network everything works.

Let me start by saying that our users are mostly using XP Pro with IE7 and they successfully use our secured web application, so certificates are working properly.
They are starting to roll out Vista and are having issues. The first issue was that they were unable to use the certificate from the CAC card for logon. I resolved this by turning on SSL2.0 in the advanced settings, though XP - IE7 did not require this.

The second issue that is still unresolved is that when we attempt to edit an Office document within our Web application, as we normally do with XP, an Office Word,(or Excel, PowerPoint) window appears, then a window pops up requesting that I select a certificate. When I click on my certificate, the certificate challenge window disappears and the Office Word window remains, but the document never appears.

There is no problem with editing a document when they use an XP machine and IE7. Any clues???

here is the link to the first thread. I still believe i am infected. but evidently my logs are clean. Most of my signatures are messed up, out of date etc. This computer is less than a year new. I believe my old room mate to has something to do with this.

Issues. all kind of weird things are going on, including weird NTUSER files in my c drive. hidden partitions i believe may have hacks on them etc. i may be wrong. and just need to learn how to use my computer. I am baffled.

Would anyone have the time to look at the attached photo which shows a list of issues that are showing up in Event Viewer. What do they mean, how do I deal with them? Why are they happening?

I had a catastrophic failure a few weeks ago and had to do a complete re-install on Windows 8, upgraded to Windows 8.1. I am using an Asus desktop PC which is only 18 months old.

I have also been experiencing unexplained 'freezes' and over the last few days I have carried out the following to try and see if it would sort it out.

C Cleaner
Check Disc
Memory Scan

I left the PC running 24/7 from Friday lunchtime and it froze at 4.52 on Saturday morning. Today I have been able to use it without any trouble.

I am a sole-trader and need this PC for my business (no IT department to support me )

Any advice greatly welcomed.

As for the Friday lunchtime to early Saturday morning, the event viewer can filter the log for that particular time -- and save it as a .txt file for upload to this forum.

Good morning to all of you.
Due to a job requirement, I encrypted more or less 2 GB of data on my old PC (windows XP installed) using a standard EFS cryptography available in windows XP. Some days ago I had a severe hardware failure of my old XP version so the OS was definitively lost.
before the system crash, I copied all encrypted data on an external hard disk. So they are is still available but  no more accessible, obviousely.
I'm wondering if it is possible to unlock these data in a certain way.

Hi, I have a computer shop and have had about 30 computers in here with the MABLAST worm. The fix and patch worked well on all but three units. on those three the fix finds nothing and the patch says it cant run, enable cryptography. I go into services and cryptography is enabled. All three machines get the same 60 sec's shut down but blast is not found, even maually. files or registery... ANY HELP OUT THERE????

I switched to Firefox after a Kalvsys (miracle search) problem in IE. For the most part I was sastified with FF.

The other day while at Frinedster.com I notced that I was getting pop ups that FireFox and my pop blockers were not stopping. Then I was asked if I wanted to accept the following certificate: (update|addons|aus|pfs|iguana).mozilla.org
website certified by an Uknown Authority.

Then today with out having any browesers open it the certificate request popped up again. Has anyone head of this?

And yes, I have Norton AV, Adaware SE Plus, Spyware S&D the (newer ver) and spyware blaster. I have run all but nothing is coming up.

Can someone please lend and assist or help ID this?

I hope somebody help me clarify some questions i have.
while reading about the public key-private key cryptography. it says that Messages are encrypted with the recipient's public key and can only be decrypted with the corresponding private key.
lets take an example if iam using my browser to connect to my bank website the browser will show https lets say verified by verisign.

1 - do i have a private key at my system (or anyone who access the bank website)?

2 - does the data coming out from their server, and out of my computer encrypted i.e both ways encrypted?

3 - at my computer i assume the data is decrypted using the website public key, what if somebody else captured the data and decrypted using this public key?

4 - how will my computer will encrypt the data using the public key?

sorry if this a mess but much appreciated if somebody could clarify

A:Question regarding public key-private key cryptography.

When you give someone your public key, they can encrypt messages that only you can read with your private key. The public key is published to anyone you wish to receive encrypted messages from, your private key is ONLY in your possession.

The public key and the private key are a set, they're generated mathematically by the encryption program.

May this thread fits on this section. A friend of mine gave me this enigma to do, written in excel. I attach the file below, name 444.xls.

There are four tables (Table1, Table 2, Table 3, Table 4), with ten rows (row 0,1,2,......9) in each.
Inside each table is infinite numbers, with the position lie on its certain rows.
Here I gave the example tables that have been filled in for numbers 1 to 444. By finding the patterns/ formulas, my friend asked me to extend the tables to fill in the next larger numbers 445,446,447,etc.

If these tables are using permutation method, then how do you find the formula for its permutation?

I had some issues with my sound card and have been downloading new drivers from the toshiba website.
Somehow today, I have started encountering a problem with certificate verification for websites
that i have NEVER had a problem with.
The ones I have noticed are paypal.com, wellsfargo.com, and hotmail.com, all websites that I typically use
on a weekly basis. Is there something that could be wrong with some sort of certificate verification application
or do you think I have a virus? (I don't think I have a virus, but you never know.)
I am encountering the errors on Chrome AND IE, the only two browsers I have installed on this computer.

Hey all,

It's my first post here, so I'll try to be as helpful in my explanations as possible.

Basically I'm running Windows 10 64-bit (free download version) and am trying to use my HTC ONE (m7) with Trinus VR. For the least latency I'm trying to use it through USB tethering. The problem is that my computer keeps dropping and reconnecting to the phone. Plus, even though the phone's USB tethering is on, I'm not getting a 'tethering' connection (only able to explore the file structure).

Now, as far I can tell, according to a google search, most of the problem comes down to the Microsoft USB drivers(? need confirmation on this). I've changed my power options and disabled the "USB selective suspend setting", I've also uninstalled and reinstalled the HTC Sync and HTC SyncManager software AND uninstalled all of the USB devices in the Device Manager.

It will still, on occasion, go through a cycling disconnect and reconnect pattern.

Do you ladies and gentleman have any more ideas that I can try?

! I purchased a Dell 5759 just a few months ago from Amazon. Since its purchase, the battery randomly cuts out at intervals of every few to several days with no triggering events.  I attempted to seek help a few times but apparently my service tag and express service code cannot be recognized by the system.  I've tried calling the Inpsiron help number, but for better or worse, the call is disconnected when my numbers cannot be recognized.
Now I get a Dell Power Management error that the system can no longer communicate with my battery.  It has ceased functioning en toto.  Without being able to register, I cannot get help for this issue, but when I go to email any kind of technical support, the Service Tag or Service Code are the gateway to having access to submitting a ticket.
I'm not sure what else to do at this point. This is a perfectly fine otherwise smooth running computer but I need the battery to work and not cut out at random intervals.  Any ideas would be appreciated.

I recently purchased and installed a new modem, an Arris SB6183-RB. I went through the install with my provider and got everything enabled and set to go while I was on a direct ethernet connection. The ethernet connection still works fine.

My issue is once I send traffic over my wireless router, an ASUS RT-AC68U that I have had for two years and always worked great. Something is causing major security conflicts. Perhaps the firewall somehow? Basically, any device over the wireless network receives certificate security errors and websites cannot load. I have attached outlook.com screenshots as an example. I have two computers, and a smart phone, and any websites over the network now have problems. There are a few sites where certificates seem to work, and some apps on my phone seem to work fine. But the majority of websites:

1.) I get an alert from ESET antivirus about the faulty certificate.
2.) If I ignore that, Firefox is usually next on my tail.
3.) If I add an exception on Firefox and ignore, then it goes through OpenDNS and I am blocked on that end.

Basically, any traffic over my router is now hit with tons of warnings. I have tried the following:

1.) Updated the Firmware on the router, took a few flashes to get up to the most current Merlin version 380.62, did not help.

2.) I tried modifying a few settings in the router firmware that were recommended after updating to the latest Merlin, but these are more speed adjustments. Did not help.

I have the same problem with the system process taking up between 40 and 70 percent of my processor. However, this only happens when I am in a pc game. It is not specifiic to the game, as it has happened with at least 4 different ones from different companies. I have the current direct X drivers and when the system process is not maxing out the CPU, the games work fine.

I have run Process Explorer from sysinternals and determined that it's the SERVICES.exe process that jumps the system process up. I have also attached a hi-jack this log file taken during one of these spikes.

Firstly apologies for the length of this one, I've been on it for a while and wanted to share what I could in the hope it might trigger some ideas.

I'm currently receiving an influx support tickets for Windows 7 (x64) devices that are getting the "Windows could not connect to the System Event Notification Service" error when logging on for the first time.

It's predominantly laptops and mainly older Lenovo X230's but there are far more X230 machines without the problem than with it at this time so I'm struggling to tie it down to a specific build, update, application etc. Instances of the issue starting range
from 6 months ago to last week and I have around 200 devices affected (but this is rising).

The issue happens like this for some of the users:

    # User boots machine up from being switched off
    # Machine boots and gets to logon screen
    # User is unable to logon using their fingerprint reader, the green light isn't lit
    # They try to logon using username / password, this fails
    # "Windows could not connect to the System Event Notification Service" error appears (blue, full screen like the "please wait..." when booting)
    # They are then able to try again and the logon is successful
    # Error doesn't occur again until they reboot

Brief Summary of issue:
MSE would not start. dependancy error.
