Hello to all,

bought a new Sattelite Pro C850-1MX (PSCBZE 00M009GR) in december 2013. System is running almost unchanged to delivery state. Yet installed OpenOffice, Firefox and AdobeReader in most actual versions. And updated driver for AMD-GPU to latest version. No other changes done.

Now tried to upgrade to Windows 8.1 via Windows-App-Store. Download was done, upgrade run, reboot, installing changes, preparing devices --> reboot, rollback to 8.0 with error code 0xC1900101-0x30018.

Searched internet for solutions: Toshiba sais
- update all Toshiba-components via TOSHIBA Service Station --> done
- (Link: [http://www.toshiba.de/innovation/generic/windows8_1-upgrade-stepbystep/]): deinstall some components: esp. LAN/WLAN-driver.

Hmmm...if I do so I cannot access Windows App-Store to rerun the upgrade because i have no network-connection. Stupid...

- Why can?t I upgrade an almost unchanged system because of some driver-uncompatibilities where i didnt change anything from delivery state???

I recommend downloading and running DAP. It can help sort out any driver and firmware related issues on your system

It's worked out well for many of us in the past.

This error message appears because of some not compatible drivers and tools which are already preinstalled on Windows 8 system.

+Only use to download 8.1 then disconnect (also Lan cable)+
+After starting Win 8.1 for the first time do not connect to the internet.+

+On another pc download first the drivers for 8.1 audio,realtek wlan and bluetooth and display driver.+
+Install and restart after this when de system is stable you can connect to internet and download the windows updates.+

Hello out there,

since seven days i try to update my system to WIN8.1. from the first try i get the errorcod 0xc1900101 - 0x30018.
I have already made a reinstallation of WIN8 and deinstalled everything exept the networkdriver. Allways get the same message. The installation seems to work fine till deviceconfiguration 64%. Then it restarts and sets back to WIN8.
My system is Satellite Pro C870 -1EJ
Need some help, or better an solution.

It has been the Catalyst suite. Just deinstalled it and voila

I have a a XPS 13, 9333 originally delivered with Ubuntu but I need to run Windows 10on it.
So far, and after many attempts, I've been totally unable to install Windows 10. I am subscribed to MSDN so i downloaded the Win 10 installer with a new registration key.
Trying to install Win 10 booting from USB stops midway (black screen for hours).

I was able to install windows 7. Then I tried to upgrade to Win 10 running setup from it.
1st phase (file copying) OK.
2nd phase (driver installation) halts at 25% (40% total) and reboots recovering windows 7 and showing Error 0xC1900101 0x30018 t failed in operation "FIRST_BOOT", ... SYSPREP at startup.
Windows 7 installation from which I start is a clean one, no AV, no apps, nohing.
Any idea anybody?

I have a brand new XPS 13, 9343 model with i7 processor and 512GB SSD. I am still within the 14 day cooling off period, and I'm now seriously considering returning it. I have never experienced such a load of nonsense trying to install any other piece of software.
So far, and after many attempts, I've been totally unable to upgrade to Windows 10. The very first thing I did was install all available Windows updates for 8.1 (there were 79 of them), and immediately after that I began the Win10 install saga. Nothing else has been done to the laptop - no dodgy software or USB devices (other than the boot USB where necessary). It is in a clean state.
- After downloading through Windows Update, the installation procedure is INCREDIBLY slow (eg it takes 36 HOURS to reach 42% completion - and at this point it hits the error message). What on earth can it be doing??
- I also tried creating a bootable USB through the media creation tool. If I boot from this USB drive and perform a "clean" install, this works perfectly - it takes about 8 minutes in total (which emphasises how ridiculous the 36 hours is). However, because it is a clean install and not an "upgrade", I end up with a non-activated version of Windows 10 and I get prompted to pay £99.99, which I have no intention of doing. I paid for the laptop on the understanding it would get a FREE upgrade to Win10!

Hi All.

I am a Mac user, but bought a PC on craigslist, that had windows Windows 7 on it. I am trying to upgrade it to Windows 10 and it is failing every time. I have downloaded the update package and installed that way and it fails at 32% of total install, approx 12% of installing drivers and features. I have done quite a bit of reading on the subject so i have tried the following:

-removed all unnecessary hardware
-rolled back drivers
-update to newest drivers
-removed antivirus
-removed all aftermarket software
-attempted upgrade by installing via flash drive and by disc

there are probably others that i cannot recall in my frustration.

i have read about a video card causing issues. The mobo does not have onboard video and this machine has a GeForce 8600 GTS SLI, without the 2nd card installed.

not sure if it is worth buying a cheap card to install to see if that is the issue...
i am sure i will recall other specifics once we start some conversation here, but i would greatly appreciate your help. My intent is to donate this machine so i want to ensure it is working properly so i do not have to offer free tech advice in the future that i am not qualified to give.

System File Checker indicates that there are some corrupt system files, but this is way above my head so i wouldn't know how to correct them.

Hey guys,

I've been having a problem with upgrading to Windows 10. I've tried using the tool both by running it on my PC and putting it on a USB. It gets through the first part of copying files and does the first reboot, then it starts back to the screen and the Installing Features and Drivers sits at 0% for a few seconds then resets and restores my old version with this error:

0xC1900101 - 0x30018 - The installation failed in the FIRST_BOOT phase with the error during SYSPREP operation.

When I originally looked this error up I read that it might be an encryption error so I decrypted both of my drives, ran the install again.. Same error. So now I am at a complete loss as to what to do so I can get myself upgraded.


Windows 8.1 Pro x64
Mobo: ASUS ROG Maximus VII Hero
PCU: Intel i7 4790k 4.00 GHz
GPU: ASUS ROG MARS760x2 (2 GTX 760 chips on one card)

Please let me know if you have any info or advice as to how I can fix or workaround this issue.

Hi, how are you?  I am posting here because my error is 0xC1900101 0x30018 (see pic).  I get "stuck" on 40% overall and 23% of installing features and drivers.  I say "stuck" because the inner percentage circle breathes but nothing happens past those percentages.
I have an Asus laptop running Windows 7 Home 64-bit on a Samsung SSD.  I read other forums to turn off antivirus - so I permanently turned all of Norton off but no luck

Upgrading a Windows 8.1 installation and it stuck at getting devices ready at 2%. No BSOD. Has to be specific to 8.1 as I have already installed 10 on a clean partition with no issues on this machine. All drivers up to date. Did try removing Avast. No wireless devices attached. Not really bothered but an upgrade would save a few hours. Tried it twice and it sticks in the same place "Getting devices ready 2%" A reboot restores previous OS.
There is a lot written about this error applying to Windows 8 and wireless devices in laptops....this is a huge desktop machine.

There was a time when Bluetooth devices caused problems. If you have any, you might try disabling them in the Bios.

I have not done an install over 8.1. The one time I tried, it said it could not with Media Center installed, so I stopped.

I've tried to install the Win 8.1 Update via the Windows Store and got the 0xc1900101 - 0x30018 several times after the PC restarted at the ending of the update.

I know that several users solved this with disabling drivers, so I did some suggestions I've found.

1. Disabling AV (Kaspersky)

2. Disabling LAN Controllers

3. Uninstalling DAEMON Tools, TuneUp


--> DISM.exe /Online /Cleanup-image /Restorehealth

--> sfc /scannow  

--> wsreset.exe

5. Trying to repair Windows Update itself via "WindowsUpdateDiagnostic.diagcab"

For your information, I don't want to install Windows 8.1 from scratch, as I have too many programs and I never had problems with installing an OS for this system (Win7, Win8).

So here is whats going on. Windows 8.1 failed to install. It would download, install, restart, install some more, restart, and then when it got to the updating devices or whatever it was exactly, it would error with 0xC1900101 - 0x30018. I found threads that pointed the issue to being wireless card issues. I tried updating the drivers before install, no go. The only thing that worked was disabling the card in the BIOS (I actually just ripped the damn thing out, but it works the same). So finally got windows 8.1 installed. Went to put my wireless card back in, booted up, almost instant frowny face blue screen. So 8.1 broke my wireless capability all together. If anyone has any ideas or knows how to fix this I would appreciate it. Otherwise it looks like I will just have to wait for microsoft to fix their default drivers or whatever they did. FYI, i have a ASUS Dual-band PCE-N35 wireless card.

When I try to upgrade Win 8 to 8.1 I get a message that says update Win 8 first.
When I try to update Win 8 I get 132 updates.

I have spent many hours trying to perform this task but the updates are not installed.

I tried using the troubleshooting tool which did some fixes and allowed me to install some updates but now nothing will install. There are still 85 updates which won't install.

The computer seems to hang a lot and run slowly. I have also performed a complete fresh install and recovery several times. I purchased the computer second hand.

I am tearing my hair out.
Can anyone please help?

sorry for my bad english. i'll try my best ;-)

I'm trying to Upgrade Windows 8.0 to 8.1 on a Satellite Pro C850-1MX.

Before I removed:
- Realtek Audio Driver
- Realtek WLAN Driver
- Bluetooth Filter Driverpackage
- Toshiba Health Monitor

I also checked the Notebook with the Windows 8 Update Advisor/Assistent.

Every time i try the update is installed, the notebook reboots and then says that the earlier version is restored because the update failed (0xC1900101 & 0x30018).

I tried to restore the notebook to factory settings (using the recovery partition), removed the drivers, tried again. Same failure.

Where is the problem?
Anyone an idea?
I don?t know what to do next.

To upgrade the Win 8 to Win 8.1 you have to follow some step by step instruction:

Note: after the Windows 8.1 installation the Toshiba drivers and tools needs to be updated in the right order.

I have a Satellite C850-13c with the b820 celeron cpu.I bought a core i5 2450m to upgrade but after installing the new cpu the laptop turns off every time after exactly 30 minutes.

The problem happens in bios mode also.In the first 30 mins the laptop works perfectly but it just shut's down without warning.

Aparently other people had the exact same problem with this laptop model , even with a core i3 cpu upgrade.

Things i tried so far:

- Cooling system check - all ok , temp doesn't go above 40c
- Bios updated to the latest version
- Disabled all the core capabilities of the cpu from bios
- Bios battery reset
- Tried it with AC adapter only, battery only , same result.

Does this model just can't handle a bigger cpu ?
Please help :(

A:Satellite C850-13C turns off after CPU upgrade

Generally speaking CPU upgrade is not supported so with such issue you are on your own and every hardware exchange is on your risk only.

Problem is that Toshiba doesn?t any precise info about CPU upgrade and functionality with different CPUs. Due to specific design there is risk of overheating.
In your case it is interesting that notebook switched off after exact after 30 min.

Unfortunately I cannot help you with this but this case is very interesting ad I will continue to follow discussion. Let?s see what other people will write about that.

Windows 10 1511 will not update to 1607 by any method. Updates always complete to 100% then revert. Computer is a Dell Vostro 1720.

Background: The computer never appeared to update automatically, but there was never any error code. I tried to use the Windows 10 upgrade assistant. The upgrade would go through download and install to 100% but then restart back to version 1511 with no error message. Finally, I downloaded the 1607 iso, extracted it to my hard disk, and installed from there. Again the update went to 100% and then reverted back to 1511, but this time it gave the error message 0xC1900101 - 0x20017 "The installation failed in the SAFE_OS phase with an error during BOOT operation."

I have found several threads about this error, and it seems most likely that there is a driver conflict of some kind. I have looked at the setuperr.log from $WINDOWS.~BT/Sources/Panther/ directory but I do not see what is causing the error. Can anyone help with guidance on this?

About a year ago, I bought a Satellite C850-17G (PSKCCE) with Win 7 pre-installed. For a small fee, I upgraded to Win 8. Worked fine.

In November 2013 I wanted to do the free upgrade to Win8.1. It costed me 2,5 months and lots of reading on forums to finally finish the upgrade to Win 8.1. All worked fine for about 3 weeks.

Then I get some Windows updates pushed in, laptop reboots and there ended the succes story.
Blue screen and only option I had was to force it back to factory settings.
So there I am again with Windows 7.

On the Toshiba website, I now see that my model of laptop, Satellite C850 with Part n? PSKCCE is not a supported model for the Win 8.1 upgrade. Can someone tell me why?

Will it be supported in the future?

Hmm? I guess you are wrong because on Toshiba EU driver page I could find the Windows 8.1 drivers for the Satellite C850 PSKCCE

BSOD issues are really annoying because this can happen because of hardware malfunction or also due to system or driver problems.
Even 3rd party software could affect the system?

Therefore it?s very difficult to say what could cause such issue without checking the single parts, driver and system reports.

Hello everybody!

I face a problem after upgrading my TOSHIBA SATELLITE PRO C850-1EQ preinstalled windows version 8 to 8.1.

After installation windows demands the product key in order to activate windows 8.1, but I haven't this activation key.

I called Microsoft (Greece) but couldn't help me and told me to call Toshiba (Greece).
The man from Toshiba's technical support told me to call back to Microsoft!

Also, he told me to check here (https://www.toshiba.eu/innovation/generic/windows8_1-upgrade-stepbystep/) before I start the process. Step No. 7 says "Remember your Windows password. You may need to enter it after updating."

Now I returned back to Win 8.

Is there a way to learn my activation key before the installation of w8.1?
I tried to find that using various tools but no one finded the key.
Plus, after the installation of 8.1, a message says:

+Error code: 0xC004C003+
+The activation server determined the specified product key has been blocked+

I trust Toshiba and I want to use the latest version of w8.1.
I would be greatful if someone technician from Toshiba could help me with this issue.

No, the preinstalled Windows 8 by Toshiba is already activated and during the upgrade to Win 8.1 you will not be asked to input any serial keys....

Is Windows 8 activated?

Try this: create the Toshiba Recovery DVDs (or USB flash memory stick). Use the Recovery medium in order to recover the notebook back to factory settings. Update the Windows 8 to latest state and then perform the upgrade to Win 8.1

Hi there people,

I'm wandering if there's a possibility of upgrading the i5 3230m that's currently in my Satellite Pro C850-1H8.

Looking at the options available on the socket FCPGA988 and the Intel HM70 chipset there seems to be a variety of the i7's available for use.

Does the laptop support CPUs with a greater max TDP than 35w?
Also does the bios support any of the CPU upgrade options?

In this forum you can find different threads about the CPU upgrade theme.
I found this one:

Paolo and Macius posted some information about the CPU upgrade situation.
As you can read in other thread, the CPU upgrade isn?t supported. Upgrades can be done at your own risk and nobody could say if CPU supported by chipset would be supported by BIOS.
Test it if you want but this is your own risk.

as i mentioned i have this old laptop that i already upgraded few things on, like RAM and SSD , now im interested in upgrading Cpu, my current stock Cpu is Core i3 3120M @ 2.50 GHz Ivy bridge with socket 988B rPBGA, MOBO manufacture :Type2 - board vendor name1 , MOBO model : Type2 - board product name1 , using the recommanded BIOS from this link http://support1.toshiba-tro.de/tedd-...0122110652.zip

I receive a similar error again on our HP Pavilion Notebooks with AMD CPU when updating to Windows 10 Creator update as last time when updating to Windows 10. Our office has a few of the 17-G133cl notebook computers and all of them display the same error message: We couldn't install Windows 10 - 0xC1900101 - 0x20017 - The installation failed in the SAFE_OS phase with an error during BOOT operation. Which is similar to the error displayed during the initial Windows 10 update except that the error shown was 0x1900101 - 0x20000. Back then a BIOS update that became available that fixed the issue. We check for a new BIOS, but all notebooks have the latest BIOS already installed v. F.41 from 9/19/2016. All other systems including other none HP AMD computers upgraded just fine. Any ideas what could cause this issue with that type of system?

Hi there, I have updated to windows 10 nearly a year ago, its my kids laptop and they got a game for it but it will not play. It comes up in the notification centre where it says 'tap to see what you want to do next', i do this but nothing happens. Can anyone help, it says in the the device manager that the dvd drive is working but obviously there is a problem somewhere, am hoping someone can help??

Everytime I try to make the upgrade it work first very good. Everything is downloaded and the install beginn. At the end before it got success, I become this secreen. It restart ant try again, but I got the same screen, it restart and work on recovery of win 7, afterthat I got win 7 recovered and can use my pc again. But, I wont the win 10. Why this happens?

How can I fix it?

I have made several attempts to upgrade my desktop from 8.1 to 10. Each time the install freezes at the "copying files = 3%" point. When I reboot the system returns to my 8.1 setup and shows the above code with this explanation. "Installation failed in SAFE_OS phase with an error during APPLY_IMAGE operation"

Can anyone tell me what this means and how to resolve the issue?

You are doing this from files that were downloaded to this PC and told you it was ready to install the upgrade ?

I can't seem to update to windows 8.1 it gives me this error after logging in again:

The funny thing is that a few weeks ago I already updated to windows 8.1 but because of a faulty driver and not being able to boot into safe mode I had to renew my windows and downgrade to windows 8.0. But now I can't seem to update to windows 8.1 anymore. I installed all the windows updates even the optional ones. So I did a factory reset and uninstalled everything that didn't seemed necessary for windows so the update would go smoother. I found a toshiba page with a tutorial to how to update to 8.1 and it told me to uninstall the following:

Genesys Logic
Intel PROSet
Intel Wireless Display
Realtek-audio driver
TOSHIBA PC Health Monitor
Realtek WLAN driver
Realtek Bluetooth Filter driver

and on another page it told me to uninstall anything related with toshiba so I did all that and these are programs I currently have:


I also tried with a clean boot but still no change. My graphics driver atm is version 8.9 while the most recent released version is 13.12 but toshiba only release update 12.1 for windows 8.1 and I did try installing that but it just got me into a endless boot loop.

I have a samsung RV511, i5 processor, 4gb Ram it has windows 7 home premium.

I have been trying for days to upgrade to windows 10. It starts by copying the files and then on the first restart it gets stuck at the windows logo everytime. When i restart the laptop i get the message that the installation failed in the safe_os phase with an error during BOOT operation.

Windows 8.1 will not boot
Laptop is *Toshiba Satellite C850 1NU*, as from Saturday it will not boot up!

*Error states "The boot configuration Data File doesn't contain valid information for an operating system.*
*File:\ BCD*
*Error Code 0xc0000098*

I have transferred recovery tools from another laptop to a USB stick and then enter bios of the Toshiba Laptop to make the USB drive to boot first.
It then comes up with the recovery tools.

I clicked on "Refresh your pc" it then reports "The drive where Windows is installed is locked. Unlock the drive and try again".

I clicked on "Reset your pc" it then reports "Unable to reset your pc. A required drive partition is missing".

I have also tried "Automatic Repair" and it reports "Repair couldn't repair your PC".

I am at a loss as to get my sons laptop up and running again. Advice would be much appreciated. Thank you.

I am after a little help please. I have a Toshiba c850 satellite laptop. It started displaying an error code.
I have purchased a re boot disc off the internet as I did not have a one.
When turn on my laptop and Toshiba start screen appears, it is saying automatic repair, then I get a message saying can not complete automatic repair as a partition is missing. Can anybody help me with this issue please?

This update failure has occurred 5 times in the past three days on 32 bit system. My Win 8 update was purchased from MS in Nov. 2013 and installed then. During this recent update process I have updated Nividia card w/latest 32bit drivers and updated motherboard Intel chipset. This morning I ran SFC and found no integrity violations. DISM /restorehealth and /componentcleanup repaired and all OK. Still failed. Have read Barnacle's post and find 5 updates he mentions are missing. i was originally on windows 8 and i upgraded it to windows 8.1

now that windows 10 is out i am trying to upgrade to windows 10.

the laptop downloads windows 10 and goes through the process of installing it but when it reboots it is still on windows 8.1

One of the drivers need updating or removing in Win8.1

In Control Panel, uninstall the Windows 8 drivers then run Windows Update to install the Microsoft-supplied driver. Uninstall the Antivirus as well.
It's probably the Touchpad, display, sound, or wireless driver causing Win10 Setup to crash and revert back.

My laptop won't switch on. I had the Sweet Packs toolbar come up and I never got round to removing it. Then last week it wasn't plugged in and ran out of battery. When I plugged it in it wouldn't boot up. I am completely at a loss.

I have pressed f8 and tried to turn it on in safe mode, restore back to last good configuration, repair it, etc and none of them work. It always just goes back to trying to boot and failing. It asks for the Windows 7 start-up disc, but we don't have one.

I am not particularly computer literate and am now panicking a bit. Has anyone any advice please.

Having reserved a copy of Windows 10 some weeks ago to upgrade this, my 85 year old mother's,laptop I am now seeing on Toshiba's 'support' site that this model (relatively new) does not/will not support Windows 10!
I am hoping that this is some sort of error and that an experienced Toshiba user will be able to clarify the situation or, even better, a member of Toshiba support staff should they ever look at the forums.
If this is really the case then Toshiba should be thoroughly ashamed of themselves and I would never again buy or even think of buying another Toshiba product.

Ok, so I've tried my best. I realise there are a few nice things about Win8 but like a ginger stepchild I just can't accept it as part of my life. I've had the laptop for 6 months now and regardless of changes I make I just keep on coming back to the fact I am trying to force Win 8 into the way Win 7 works which is daft when Win 7 is available. The only real reason I have held back is that Win 8 was the pre-installed OS (Toshiba should really review that decision, it's a horrible OS for anything other than casual tablet use and effectively cripples their hardware). However the time has come, I simply can't continue. Win7 must return to the throne.

Going Forward:

Anyway, preamble aside, I have a couple of questions regarding the "downgrade". First off I have used the Toshiba 'Recovery Media Creator' to create the backup disks (which I presume return the laptop to the "out of the box" state) and backed up any important data. I have Windows 7 on a bootable USB stick (A legal copy too - oh, how decadent!).

I believe I need to set the _Secure Boot_ to *Disabled* and the _Boot Mode_ to *CSM Boot* in order for my bootable USB stick to be detected. I have read several pages about this and some suggest I will need some sort of SATA drivers on the stick too. Can someone confirm is this is true or not? If it is true, where do I get them from (URL if poss?) and where do I put them on the stick (root? Will it ask for a location?).

I have a Satelite C850 - 1G5 laptop.
The laptop is staring up. The harddisk it's self is still working. Checkt this bij placing it in a PC.
Probably it stops working because the BIOS battery was empty. I have replaced it for a newe one.
I have no Bootdisk to restart the system.
Can anyone help me to solve this problem.
