Q: Windows Installer service cannot be accessed

Running Windows 7 Home Premium 64 bit.

1) Update for Microsoft XML Core Services 4.0 Service Pack 2 for x64-based Systems (KB973688)-- keeps showing up as an update to install; however, after I install it, it shows up again in my system tray (as an update to install.)

2) Trying to install an update/upgrade (SA_2011CCPUP1.exe) for Sage Simply Accounting Pro 2011; I get: Error: -1620 This installation package could not be opened. Contact the applicaction vendor to verify that this is a valid Windows Installer package.

I contacted Sage, they are telling me that this is a Windows Installer issue.

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

Get "The Windows Installer Service could not be accessed" error message whenever run any msi file.

have tried running msiexec /regserver
also checcked service registry settings which appear to be ok (service is actually running)
other thing to note is that msi files don't appear with an icon, is this related?

Other posts about similar issues with xp talk about re-install of windows installer but as win 7 uses installer 5 i guess this is a none starter?!

it was working fine but i've done something to break it, not sure what!

any help appreciated... otherwise i'm going to have to re-install (after only 2 weeks!!!)

By default, windows makes a system restore. Go to system restore, pick a shown date that you think is before the problem began, this should fix your problem. Your personal information will not be touched. You may have to reinstall programs that you installed after the restore point date that you picked.

Well I wanted to install Microsoft Office 2007 on my computer last night and I got an error message saying that "The Windows Installer can not be accessed. This may be becuase you are running Windows in Safe Mode." I went to Micorsoft's website, I followed all of the steps. I went into the registry, everything was fine. I did a MSCONFIG on the PC and went to Services and checked on Win Installer and it said it was stopped, so I enabled it again, restarted and the problem is still there. I tried to re-install Windows Installer, but it said that the version is not needed becuase it does exist on my pc. Now I can not install or unistall anything on my pc.

Please help!!!

I suffered from a Power_driver_state_failure problem, which Windows7 forums helped fix. However at some point the problem appears to have damaged my windows Installer. I am having problems installing new updates on my Norton and itunes no longer works and will not reinstall. The message I keep getting is - 'The windows installer service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed. Contact your support personnel for assistance.

I have tried to reinstall my Windows 7 disk, but this has had no effect.

I have tried to install a new program (Adobe Acrobat) but after a long
system checking, I am receiving the following error:

Log on to your computer as an administrator.
Click Start, and then click Run.
In the Open box, type cmd, and then click OK.
At the command prompt, type msiexec.exe /unregister, and then press ENTER.
Type msiexec /regserver, and then press ENTER. Click to expand...

Post back if that doesn't work.

trying to load new soft ware (roxio easy cd/dvd creater) to go with a dvd burner that i purchased and i get the message when i start to try and load the software off the roxio cd.

" The windows installer service can not be accessed. this can occur if you are running windows on the safe mode, or if the windows installer is not correctly installed. contact your support personel for assistance"

This does not happen with other soft ware that i have also try to load.... so i don't know if its windows or the roxio software, or what ...please help !!

system notes: windows xp / pent.III/ 512 meg ram/ and a cd-rw in as the "d" drive.... master
the new dvd burner is in as slave in the "E" drive and windows DOES recognize it

I am running Windows XP sp2 (Dell Dimension 5150)...

I am getting an error message:

I keep getting the message, "Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode or if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

This problem occurs when I am trying to download programs or trying to delete them from my control panel. Does anyone know how I can fix this problem? I tried downloading Windows installer with no avail. I am kind of computer illiterate so any assistance would be appreciated.

This happened the last time I reformated and I don't really understand what's going on. I have 4 harddrives. 1 SSD and the rest are standard 7200RPM drives. This is the error I get when I try to install something.



Weird thing is I can't even play games cause I get this error too.



I did unplug the harddrives from the motherboard when I cleaned it, don't know if that could cause a problem, I don't believe they we're put in the same spots.

So my Windows Installer is in a pretty much helpless position of never being able to work. Whenever I try to install something I get the message,
"The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance."

I've tried every solution Microsoft.com gives out, all to no avail.
Here's my stats:
Windows XP Pro, Service Pack 3
My Windows Installer version is 4.5.6001.22159
In the Services.msc, Windows installer is set to Manual, but the status is blank. If I try to start it I get another nasty error message,
"Could not start the Windows Installer service on Local Computer.

Error 1053: The service did not respond to the start or control request in a timely fashion."

Whew. Short of a format, which I really don't want to do, I'm seemingly running out of options. If anyone has any idea, please impart your wisdom upon this poor sap. Thank you.

So I'm trying to install the Pokemon TCGO, and every time I get this message:
 
"The Windows Installer Service cannot be accessed. This can occur if you are running in Safe Mode, or if the Windows Installers is not correctly installed. Contact your support personnel for assistance."
 
So I was confused for a number of reasons:
 
I'm clearly not in Safe Mode
I had already installed multiple different programs before this happened.
I can still uninstall programs
I can still install some programs, but not others (was able to install another game, but not League of Legends or Microsoft Office)
I never made any changes to anything regarding the Windows Installer before this started happening.
So I figured it was just a mishap and restarted the computer...but that didn't fix it.
 
So I tried installing as an administrator...that didn't work either.
 
So I googled the error message, and I found many different ways to approach the situation, but most of them only applied to Windows XP or 2000.
 
I will try to list everything I've attempted up until this point:
 
I typed 'msconfig' in Run and checked under Services to make sure Windows Installer was running and was set to manual...which it already was.
I checked to make sure it was started, and restarted it just to be sure.
I typed in 'regedit' and edited the MSIServer ImagePath value to that of where the actual msiexec.exe was located.
I made sure there wasn't an extra msiexec.exe anywhere, of which... Read more

Try running the Windows Installer Cleanup utility:

If the problem persist:

Click Start
Type: CMD, from the results, right click CMD
Click 'Run as Administrator'
At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Restart your system

If the problem continues to persist:

1. Insert the Windows 7 DVD
2. Restart your computer
3. When asked if you want to boot from your DVD drive, do so.
4. Choose your language, click Next.
5. Click 'Repair your computer'
6. Select operating system you want to repair

I am not in safe mode.

I have Windows XP Home Edition, ver. 2002 sp 3 on EMachines. I do not have a Windows XP disc. The computer came with, what I thought, was the windows disc on partition D. However, now when I looked at the D partition, there was a LOCK (in place of the folder icon) and when I clicked explore in the right click menu, this is what I got:

Recovery Partition warning! This area of your hard disk (or partition) contains files used for your system recovery. Do not delete or alter these files. Any change to this partition could prevent any recovery later.

However, I am unable to view any files on that partition.

I was going to reformat / recover / reinstall windows, what have you, but am uncertain as to what to do until I know that I have what is necessary on the partition.

I need help.

Error "The Windows Installer Service Could Not Be Accessed" when installing or updating programs on Windows 7 or Windows Vista

It appears you may have a larger problem if your currently installed programs do not work. When did this problem begin? Do you have a System Restore Point from before the problem began? That may be easiest.

You might want to run the System File Checker, and see if it detects any problems.

Any time I try to download anything I get this message "The Windows Installer service can not be accessed. Okay, so i was trying to install .Net Framework 4.5, when all of a sudden, it rolls back the download, and displays a message "Installation did not succeed, .Net Framework has not been installed because: The Windows Installer Service could not have been accessed. This can occur if the Windows Installer is not correctly installed."

I've tried numerous workarounds, this includes restarting the Windows Installer service and SFC repair. I checked out the services.msc and the Windows Installer is running and everything seems fine. but still i cant install .Net Framework 4.5, or any .msi packages for that matter.

To open documents created in Office 2010, I downloaded and saved compatibility pack (FileFormatConverters.exe - 37 MB). Tried to execute it by double-clicking the filename, and got errror message Windows Installer Service could not be accessed. I Searched Tech Support Guy for help and found a posting that advised checking status of Windows Installer via Ctrl Pnl, Adm Tools, Services.

I did as suggested and found Windows Installer status Stopped, so clicked Start. On Recovery tab I selected Restart the Service for First, Second, & Subsequent failures. Clicked Apply, then OK.

Tried again to install the compatibility pack but got same error message. Went back to check status of Windows Installer and found its status Started.

I'll greatly appreciate any suggestions on what to do next. I'm running Windows 7 Home Premium (64-bit).

Press the Windows key + R to open a Run box:

Type regedit.

Press Enter.

Browse to:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer

Can you see MSIServer?

If not,

Try this Windows Installer Registry Fix.

Unzip the fix and extract the .reg file to the desktop. Double-click it to merge it to the registry. Note that you need to be an Administrator to apply this fix.

Restart the computer.

If the fix only opens as a text file, right-click it and select Open With > Choose Program... Then, select the Registry Editor.

If the Registry Editor is not in the list, browse to C:\WINDOWS and select regedit.

I wanted to install VirtualBox to try out Win8 a couple of weeks ago, and got the above message. After Googling for, and trying several solutions, I gave up.
I tried again, and found this Fix It page, and the problem is solved.

Hello everyone, I just joined this forum in desperate need for a solution. I recently started receiving this error message whenever I try to install a *.msi program. I have tried every single fix I've found on the net with no luck, these include:

- Unregistering/registering msiexec (in normal and safe mode)
- Exporting [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver] registry value from a working OS and import it in mine.
- Copying MSI files (such as msiexec.exe, msi.dll, msisip.dll and others) from other W7 OS and replacing them with mine.
- System restore to a previous point.

And many others I don't remember right now.

Unfortunately there's no Windows Installer 5.0 available to download and try reinstallation.

Reinstalling the OS isn't really an alternative right now.

I attached my [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver] key in case someone wishes to analyze it.

I would greatly appreciate any other suggestion.

I went further on my research and found a way to enable debug logging for Windows Installer. So I did that and here I brought the results. I don't have the enough knowledge to interpret and get something out of this, but I'm sure it must be useful.

I tried to install Win7codecs (just picked a random MSI installer) and got the usual error, here's the log:

i've been able to make updates except for this one (MICROSOFT .NET FRAMEWORK VER 1.1 SERVICE PACK 1). last time i tried it gave me this message, top of window-THE FOLLOWING UPDATES COULD NOT BE INSTALLED -this is the original message "SECURITY UPDATE FOR MS .NET FRAMEWORK, VER 1.1 SERVICE PACK 1 (KB928366)". i really did my homework in searching but nothing. after a while did notice that my windows installer was not working 'or corrupted' (i was installing a program and it gave me this error message "the windows installer service could not be accessed. this can occur if you are running windows in safe mode, or if the windows installer is not correctly installed") for this purpose i went to the MS website a tried installing the latest version of windows installer and got this message "set up has detected that the service pack version of this system is newer then the update you are applying". ok so after this i was worried because i tried troubleshooting windows installer and nothing worked and i notice too that when i tried Starting the Service in SERVICES it was not listed there, also tried going to 'MICROSOFT .NET FRAMEWORK 1.1 WIZARD SHORTCUT under administrative tools and got this message "

Hi OM3GA,

Please try this workaround to see if it will give you access to the downloads at the Windows Update Site, and the Windows Installer V3.
Here's the workaround...

How to Repair the Windows Update Files.

1. Go Start > Run.
2. In the box type REGSVR32 WUAPI.DLL > Enter.
3. A message saying, "DllRegisterServer in WUAPI.DLL succeeded" will appear > OK.
4. Now it is necessary to repeat these steps for each of the following files commands:

REGSVR32 WUAUENG.DLL
REGSVR32 WUAUENG1.DLL
REGSVR32 ATL.DLL
REGSVR32 WUCLTUI.DLL
REGSVR32 WUPS.DLL
REGSVR32 WUPS2.DLL
REGSVR32 WUWEB.DLL

Once finished; since the temporary folder of Windows Update may be corrupted, please carry out the following steps to rename the folder:

1. Go Start > Run > in the box type cmd > Enter.

Type the following command in the open panel.

net stop WuAuServ

( Please Note:[/b] the computer may need to be rebooted before the net stop command will work.)

2. Go Start > Run > type in the box %windir% > Enter.
3. In the opened folder, rename the folder ( by Right clicking) SoftwareDistribution to Sdold.
4. Go Start > Run > type in cmd > Enter. In the open command pane, please type:

net start WuAuServ

Once that?s done, Go Start > All Programs > Windows Updates and see if it will allow their downloading/installation of Windows Updates.

Give it a try and post back with the results.

i was trying to install my version of office 2003 a few hours ago and was faced by the following message :
"The windows installer service could not be accessed. This can occur if you are running in safe mode or the windows installer is not correctly installed"
BTW i wasn't running in safe mode or anything like that.

so i went to control panel/administrative tools/services and for my surprise found that the installer service is turned off , so i turned it back on and tried that install again and the same message appeared , restarted the whole pc and tried once more and nothing changed .. funny thing is that every time i restart my pc i return to the services and find that the installer got turned off again ..

Note : i recently installed a trial version of Kaspersky internet security , i dont know if this is related to my problem or not even though the same message appears when i even turn kaspersky off but i though it would be wise to mention it.

so i would be grateful if somebody would help me..
plz don't advice me to use my system restore because i already turned if off a while ago so it won't work and reinstalling my windows xp again is not an option also because i have appache web server installed for some work of mine and i won't be able to install it again ..

I bought a new hard drive to free up space from my C: drive all went well until copied all files to the new HD including all windows files (mistake) now the new drive (E is shown as an OS drive like C: so when I try and install a new program like Ventrilo (or any program that needs the installer service) it's tiring to use E: drive installer service. I tried to reformat E: but OS says it can't do that because windows is using that drive. Any help would be appreciated.

I have Vista 32-bit and have been trying to install a software but error 1719 pops up. I tried all the solutions available across the web but none worked. So, I started experimenting and finally the following worked for me.

Solution:
Copy software setup file & Windows Installer file (msiexec.exe from system32) in same folder & then install the software. The installation worked smoothly for me. Hope it helps.

I recently purchased a new computer with Windows 7 Home Premium (64-bit). I have been unable to install the printer software for my HP Photosmart Plus B209 printer. The installation grinds to a halt and returns the following error message: "The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed."

I was able to install the basic drivers for the printer but not the full printer software package. I have installed a variety of other programs (BitDefender, Mozilla Firefox and Thunderbird, Nero, TurboCad, Foxit, etc) and all installed without issues. Is this a Windows 7 problem or an HP problem. I don't think Windows Installer is incorrectly installed because it works for all other software. Supposedly this software is Windows 7 compatible. Any ideas what is causing this problem and how to fix it?

I get this message when trying to install printer driver and software . The windows installer service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed. I tried installing the updated version windows installer 3.1 and no luck. I have an hp 5610 all in one printer scanner and 3/4 through with the installation disk i get access denied and it deletes all the files. My hp multi- media desk top had hp preloaded softwar, I can't delete and reinstall because the windows installer won't work any suggestions would be appreciated

hi all.

today after turning off the computer from the Power button, it didn't instantly off, it turn it off normally.
after rebooting the windows crashed, forced me to reset using the reset button,
windows offers me to do a Repair or continue normally, i chose Repair, and it restore it to a earlier point.

all i just did before these, is Uninstalling Nokia PC suite and OVI Suite. because they couldn't enter the main memory of my phone.
but before they worked normally.
however this error message appeared every time i try to install a program

I am running Windows Vista at the moment and every time I try to install anything that needs to use the Windows Installer service will not work. It just comes up with a popup saying 'The Windows Installer Service Cannot Be Accessed'. I have tried re-registering the program with regedit.exe and all the safe mode business and it still does not work. Can you help me?

P.S. I cannot re-install as I dont have an internet connection on the specific computer, so the installer from the MS website does not work.

Hello everyone,

I am getting the "Windows Installer Service Could not be accessed" error. Every time I try to install a new program I get this message. I am running Windows 7 64 bit. I purchased my computer about a year ago from best buy and they didn't give me a Windows 7 installation disc, so I can't do a clean install if I wanted to (though I prefer not to, of course).

I have tried:

1) re-registering Windows Installer with the msiexec /regserver
2) running sfc /scannow
3) running a system restore (though I can only restore to about 5 days ago to before(?) I did a system update) and it says it could not complete the restore (I think because of a corrupted file?)
4) chkdsk
5) scan with AVG & Trendmicro housecall
I have been working on this for about 10 hours now..very frustrating! I feel like I am out of luck. Most of the fixes I find online seem not to work for Windows 7

I am also experiencing other problems now as well: Windows Media Player is saying "the file wmploc.dll has a version number 12.0.7601.17514 where 12.0.7600.16667 was expected"

It seems like a new thing is breaking every second! When I go to services.msc it says it can't run the activex controls to show me the properties.

After the update I had to do startup repair to get it to start.

Any help would be appreciated!

You should be able to go to All Programs to make the Disc for a Factory Install of
Windows 7. That's were it located on my HP computer.

I just installed XP SP3 on a relatives laptop, and now whenever I try to install anything I get this error

When I was installing SP3 I had some problems with registry keys. Whenever it would try to update them the installer would abort and an error would pop up saying "Access Denied". So I finally found a fix that let me finish the installation. I downloaded SubInACL, and ran this batch file

So recently iTunes had an update and of course I chose to update but this time it was different instead of just downloading it it took me to the website and I had to download the exe file. So when I double clicked on it I expect the installer to pop-up but instead this pop-up'd
So I googled for a solution and I found

And when I go to services.msc and go to the properties of the Windows Installer and try to go to the Dependencies tab I get the following pop-up:

I used Revo Uninstaller to uninstall Adobe CS5 extended that had apparently became corrupt. During the final scan of 'registery', apparently Revo Uninstaller removed not only CS5, but all other Adobe programs such as Adobe Reader, etc. Now when I try to install the downloaded (new) adobe reader (for instance) I get the error window "The Window Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact support..."

Problem now is that I can't install any programs. MS help site is a nightmare, especially for someone of my limited knowledge.

I know this was from an old thread (nearly two years, actually), but I wanted to make sure it was still more readily accessible. I searched for nine hours today and kept running against the same set of "fixes" which didn't fix anything.

I have Vista Home (64bit) and somehow (I truly have *no* idea), Windows Installer disappeared. I don't mean turned off or otherwise inaccessible. It wasn't there. I went back and forth to services, etc. searched (online and on the computer) and got NOWHERE - until I found this thread:

Repair Windows Installer Service in Vista (All Versions)

It was simple but I never even thought about it. I followed the steps with one exception: because my msiserver service file was completely absent from the damaged registry running "sfc/scannow" didn't do anything and I had to open the services file and import the changes from there rather than double clicking the msiserver.reg file. I am very, very grateful to have had this information and I hope by posting my experience from today here, it will help someone else who's ready to drop kick their computer...

1. Download the SubInACL tool from the Microsoft Web site. To do this,

follow these steps:

Hello everybody!

I am not sure if this is the right subforum, but I didn't see where else to post it, so... Since I upgraded to Windows 8 Pro, I keep getting the error "The Windows Installer Service could not be accessed" when trying to install programs from an msi package. Unfortunately, Google is very unhelpful there - all known instances of this problem seem to have to do with windows 7 or XP, and most seem to be fixed by downloading and reinstalling the Windows Installer 4.5 redistributable, which doesn't apply to Windows 8 - the compatibility list on the microsoft download page ends at Windows Vista, and a search for "installer service" at the microsoft download center doesn't turn up anything when I limit the results to those applying to Windows 8. So I am kind of lost...

Hi, I'm trying to install an installshield script (the file is called ISScript.exe) in XP. When I try to install it, I get an error message that says "The windows installer service could not be accessed. You may be running in safe mode or Windows Installer may not be correctly installed."

I'm not running in safe mode. I went to Microsoft's site and followed all of the instructions on their page for this particular error message (the url is support.microsoft.com/kb/315346). This included re-registering the windows installer and reinstalling the windows installer. The version I installed was Windows Installer 3.1 v2, which is what XP users are told to install on this page. After following all of those instructions, I still got the same error.

When I called microsoft technical support they told me call the original equipment manufacturer, and when I told them they told me to call microsoft.

Can anyone here help me?

I have tried 322756 "How to back up and restore the registry in Windows XP and Windows Vista" There are 2 methods - neither worked for me.
