Windows 7 95C9 error, trying to install IE11

Q: Windows 7 95C9 error, trying to install IE11

I am new to this forum and am trying to solve this problem. I have performed multiple searches but have not had any luck trying any of the solutions offered. Any help is highly appreciated!

Preferred Solution: Windows 7 95C9 error, trying to install IE11

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

You can download it direct from this link http://downloadreimage.com/download.php. (This link will automatically start a download of Reimage that you can save to your computer.)

Seen some very helpful posts on here whilst trying to resolve my issue mentioned above, so thought I'd join up and see if anybody could advise on my issue.

Trying to install IE11 on a Windows 7 64bit machine with SP1 installed.

Machine previously had IE8, went to IE11 direct download from the website, which resulted in an error saying it had failed to install.
Tried performing the update from Windows Update, on system restart the machine had IE10 installed with the error "9C59", having researched this error code it seems it's not very informative.

Microsofts suggestion for this code was to uninstall IE9 and try again.
I uninstalled IE10, tried again, and then uninstalled IE9, tried again, same result each time.

I then ensured all Pre-Requisite updates had been installed by manually checking each one from microsofts website, then repeated the installation attempt, no luck.

Ran the SUR tool, which seems to indicate no issues.
Then SFC, which has highlighted a few errors.

I've attached the CheckSUR.log, CheckSUR.persist.log and the SFC details from the CBS.log.

Hopefully somebody has some pointers into how this issue can be resolved.

Thanks in advance, your time and expertises are greatly appreciated.

A:IE11 won't install on Windows 7 64bit Machine, Error 9C59

I'm no expert so wont try to read logs but Googling this as "ie11 install error 9c59" I would say you need to ensure two things. That you've done an Elevated Disk Cleanup (Tutorial Step 6 HERE) and ensure that your system is otherwise fully up to date. IE11 wont install until SP1 is installed and you haven't mentioned that. Is your system totally up to date otherwise?

SP1 installs easier if you disable any antivirus during the process.

This is on a friends Lenovo B520 running Windows Home Premium 64 bit.

I've found that this PC has been failing to install updates for some time now. It's still running IE9 - I can see previous failed attempts at installing IE10 and now it's failing to install IE11 in the Windows update control panel.

I've run the SURT and sfc /scannow

The CHECKSUR.log lists 127 corrupt MUM and Cat files but I'm unable to locate good versions of these to start attempting repairs. I've attached just the log files from the CBS folder as including the CABs meant the attachment was too large.

Thanks for any help you can give.

A:Windows update fails to install IE11, error 9C57

Here's the summary from the CheckSUR log...

Seconds executed: 4517
Found 254 errors
CBS MUM Corrupt Total count: 127
CBS Catalog Corrupt Total count: 127
Luckily, they all appear to relate to one update - or I'd have been reluctant to attempt anything short of a repair install.

The SFC results appear to have rolled off into the Persist files - please post the two latest CBSPersist files so I can take a look at them.

I'll post a fix for these file later (maybe tomorrow, though)

I am having an issue that it looks like many other have run into trying to upgrade from IE8/9 to 10 or 11. Other Windows Updates go through fine but anytime I try to install IE 10 or 11 via Windows Update or from the offline installer it fails with the error 9C59.

A little backstory on this in case it helps.... We have a VDI environment so this is on our gold image. Months back we updated IE8 to IE9 but found that we were having compatibility issues with an internal web app and had to downgrade back to IE8 (via uninstalling the IE9 installed update). It appears that I can still re-install IE9 but anything beyond that fails with the info above.

I've tried many of the suggestions out there such as reinstalling the readiness tool, resetting windows update agent, etc but no luck so far. The interesting thing that I found is if i start fresh with this update again (so i start with IE8) , the "turn windows features on / off" shows IE 8 as an option to toggle on/off. However after I try the IE11 install and it fails, i still have IE 8 installed but the "windows features on/ off" window shows IE11...so its almost like it ALMOST gets there and fails.

Either way, if theres any help someone could have for this I'd greatly appreciate it! i'm happy to try and scans / logs that might help

thank you

Hi all,

My first post here, so hopefully I'll get this right!

I have for some time now been trying to install ie11, but to no avail. The install fails and I get no error coes or anything. It puts a link on my desktop which tells me about pre-requisite updates, some I have installed, others, I am told, are not applicable to my machine.

I have tried to uninstall ie10, but can't, and also tried to update ie10 with the latest patches, but again they fail to install with error code 8000FFFF which appears to be the least helpful error code in the history of time.

I have also notice that I seem to have two instances of ie11 in the windows features section in control panel. One cannot be turned off, the other cannot be turned on. My browser tells me it is ie10 too, so 11 is not installed. I do not know what is going on, and I have tried everything I can think of, and as of now I'm using Chrome, as clealrly ie for me is not very well at all.

Can anyone help me?!

Thank you in advance

I am working on a computer for a small business owner who needs to have IE11 browser for a particular application. I have been unsuccessful in updating her system from IE9. When trying to update I get error code 9C59.

I ran SFC and CHKDSK, but nothing seems to be wrong. I checked with MS's tech site and the system seems to have all the necessary updates to be able to install IE11. I scanned for viruses using MBAM and HitmanPro and only a few bits of adware and a PUPs. Nothing major.

I tried System Update Readiness Tool but it didn't seem to work.

Any advice on how to successfully install IE11?

I've read through a ton of forums and blog posts on this error, but still cannot get it to install. Have tried Windows update, which results in the 9C59 error, as well as the offline installer, which fails and puts a useless troubleshooting shortcut on the desktop.

SFC completes fine, CheckSUR also completes without error.

My CBS folder is huge. Compressed it's 95MB. The CBS.log file is 140MB. This seems very large, probably not normal. Regardless, I've uploaded the zip to my Dropbox for now. Please let me know how I can shrink it to attach normally.

Thanks in advance!

First post here but have been using this forum as a resource to troubleshoot many problems in the past, thank you!

I have done a search but could not find anything for IE11 install problems helpful. There were similar posts for IE10 install errors but none of the solutions seem to apply here.

I am unable to install IE11 either with Windows Update or manually.

Windows Update returns IE11 failed Code 9C59 message.
Manual install returns failed to finish install message.
Event log: error 0x80070643 IE11 for Windows 7 for x64-based system.
sfc/scannow: Windows Resource Protection did not find any integrity validations.
chkdsk OK
Disk clean up and tried resetting IE10 with no effect.

System: Win 7 Pro SP1, x64
IE10 runs normally. No other browsers installed.
I believe all the pre-requisite updates for IE11 have been installed.
AVG 2014 was disabled during attempted install.
No other adware/malware programs installed.

I am fresh out of ideas hope one of the experts here will be able to help.

Thanks again for this great forum resource and any assistance!

Good Afternoon,

I am running into issues trying to upgrade to IE11. It looks like there are several issues in my CheckSUR Log, but I am not sure how to fix them. I have ran SFC /scannow a couple times and no errors have been identified. I have been having this problem for a couple months now and have just been using Chrome. I have also had several issues with the Aero Effects and Themes as I have to troubleshoot that multiple times a day.
I am receiving error code '3FD' from Windows Update regarding IE11.

Attached is my log.

hello and welcome skohon now personally I would download IE11 Download Internet Explorer 11 for Windows 7 from Official Microsoft Download Center - it says on my machine I already have it if yours does the there is something quite wrong.

If it is not on your machine then you save the above to downloads and then do what is in this Install or uninstall Internet Explorer - Windows Help

I have done this myself on odd occasions and it saves you having to muck around with updates.

First you might like to run this though in safe mode if necessary
Disk Check and run the /f and /r switches if necessary.

I have been having a problem installing Internet Explorer 11 on Win 7 64bit, the problem started a few days ago when it tried to automatically install as part of the Windows Update, the machine rebooted then got to stage 3 of 3 in the windows update then failed with a message that said reverting changes, it then took me to the login screen I popped in my password to login to the desktop and the desktop would not load instead I was faced with a Black screen, I left the computer for about an hour and nothing had changed, I managed to get back into the computer by going into the System repair and using system restore.
My Security is Norton IS 2014 and Trusteer Rapport, the computer is a HP G5200uk running Windows 7 64bit
Since then I have tried the following
Ran Chkdsk
Ran SFC / Scannow - Found and fixed errors
Ran System Update Readiness
Reset Windows Update Components (using Tweaking.com all in one repair)
Downloaded IE11 manually and installed  - Same Problem
Clean Boot - Same Problem
Since then I have managed to install other updates fine a hotfix was installed yesterday and also installed Office 2010 Service pack 2 today which again was fine there just seems to be a problem with IE11
I have uploaded the IE11_Main.log and also the CBS.log which was too large to attach to the post so have uploaded it to dropbox (link below)

I have been unable to get Windows update to install Security Update for Windows 7 (KB2872339) and Internet Explorer 11 for many months. I currently have IE9. The Update window use to include IE10, but that no longer is listed even though the computer is running IE9.

I've tried all the fixes I can find on the interent. Nothing has worked.

I tried downloading KB2872339 from the Microsoft website. When it tries to install it, I get the message that it is not applicalbe for my machine.

Just to confuse the issue, when Windows update runs, it states that KB2872339 was successful, only to have it listed again that it needs to be installed.

Any help woukd be appreciated.

A:Security Update for Windows 7 (KB2872339) & IE11 will not install

well; if i were you; do not install ie11; as ie11 is really designed for windows 8; and will get rid of any gadgets you have in 7 and cause other problems. I had that problem with 11. I installed it only to find out that my gadgets were gone. To resolve the issue i uninstalled 11 and went back to 10. You should still be able to find 10 on microsoft's site somewhere. As for the security update; make sure it says whether or not its designed for 32 or 64 bit windows 7; as ive had updates come up via the update; that i thought were designed for my version of 7; but ended up being for the other one for some reason. Also; as for it not installing; i would read what the error says and click on more info and see what the page for it shows.

Hey guys so I tried installing internet explorer 11 via windows update. It said the download had been successful so I restarted my computer opened the browser and saw nothing had changed. It was still internet explorer 10 so I checked the installed updates list and it wasn't listed. So then I went back to windows updates but now I cant even find it there. No error code or anything came up so im wondering if anyone else has had this issue and was able to solve it?

A:Windows IE11 update downloads successfully but doesnt install.

Your forum system specs do not specify which bit level of Windows 7 you are using. 32bit or 64bit?

Try downloading this stand alone installer for IE11 from Microsoft:
Use the 64bit link if you are using a 64bit version of Windows 7.
Use the 32bit link if you are using a 32bit version of Windows 7.

Hello all,

I have followed steps 1 and 2 in your posting instructions (Windows Update Posting Instructions) and I would like to upload the CBS.zip file from step 4, but it is 11.7 MB and the forum limit for a zip attachment is 8 MB. I still have it so let me know if there is another way to deliver it.

My problem is getting the error Code9C59 during a windows update. I have been getting this for a couple of weeks now. The important update regards ie11, the optional one is ie10.

(Superfluous information: Normally I wouldn't care as I don't use ie to browse, but I have been trying to update my Battle.net Agent so I can continue playing Diablo3 and it gets an error BLZBNTBTS00000028. This started a few weeks ago coinciding with the update, and through my investigations after checking the standard stuff like internet being on and Blizzard not being down, that this battle.net error may happen because windows is not fully updated, and ie11 is the only important update not completed. Thus my struggle with ie11. Just FYI because maybe the info migth help you or you have come across the battle.net error and can give extra insight into that.)

Please help me overcome error Code9C59.
Thank you for the attention!

I have an application running .NET Framework 4.7.2 which we have recently started migrating onto Windows Server 2019 servers. We have started receiving reports of issues in Internet Explorer 11 having issues with controls (which we can replicate). Some of
the errors we see in the console include.

'WebForm_FireDefaultButton' is undefined
'WebForm_SaveScrollPositionSubmit' is undefined
'WebForm_DoPostBackWithOptions' is undefined

When an app pool recycle is performed on the application, the issue seems to go away for a period of time, but does return.

I recently came across the following article in which the symptoms appear to be very similar, but for a previous version of Windows Server.

Has anyone else experienced similar issues with software running on Windows Server 2019 accessed with IE11?

Hello everyone. It's been a while... I finally changed my laptop 'cause its GPU got burnt and they gave me a brand new Lenovo Z710 i3-4000m with a GT 745M (not bad). Anyhow, while updating after a new installation of Windows, every single one update got installed successfully except one (partially, you'll see what I mean): the notorious IE11 which always comes up with error 9C48. And I say partially because I HAVE IE 11 installed successfully the first time I installed it, through Windows Update (exhibit A & B below)!

I know that I am making much fuzz for nothing now 'cause I could just hide that update and go on with my life. But I know that's something is not right and it's a shame to begin a brand new installation of my precious Windows 7 with errors.

SURT installation completed successfully (KB947821), sfc /scannow didn't find any integrity violations, I have included only the CBS.log and CheckSUR.logs on my .rar file because I exceed the 8.00 mb limit with the CBS_Persist .zip folders. Thanks in advance for everyone's time to read my post. Peace out \/

A couple of months ago this system had problems with KB2918614, which, when installed, would cause all MSI files to fail to install. In the process of fixing that, I used System Restore several times to roll back to different points.

After I discovered it was KB2918614 and uninstalled it, things were fine. (Until it reinstalled itself again later and I had to remove it again.) This month, Windows Update would never finish checking for updates. I went into Add / Remove Programs to see if KB2918614 had installed itself again, but that listed no installed updates.

I tried SFC /scannow and it wouldn't run.
I tried System Restore and it didn't help.

I manually created HKLM\Software\Microsoft\Windows\CurrentVersion\Component Based Servicing\Version according to this: Windows Modules Installer Error:126 - Microsoft Community and then things started to work (Windows Update, SFC, and updates being listed in Add / Remove Programs - though only a few were listed).

Now an optional update (IE11) refuses to install - it gives error code 9C48. (IE 11 is already installed.)
Additionally, KB2871997 succeeds, but keeps showing up.
It also doesn't seem like I got the latest batch of patches - only a few items were listed when I checked for updates, though I'm not sure about this.

CBS.zip attached.

I uninstalled my IE 9 following the suggestion at https://support.microsoft.com/en-us/kb/2872074 .

I have also updated the Intel HD 4000 graphic card driver.

I have also followed the suggestions in FIX Error Code 9C59: Internet Explorer Installation failed (IE10, IE11) - wintips.org - Windows Tips & How-tos . This includes deleting the folder at C:\Windows\SoftwareDistribution .

I have tried to install the IE11 through both "Windows Update" and through using the IE11 offline installer.

I have also downloaded and ran the System Update Readiness tool (DISM).

However, the same 9C59 Error appears whenever I tried to install

I have been trying to use windows update for ie10. I always get a Code 9c57 error. Now that ie11 is out, I have been trying that update with the same error. I have tried all the suggestions that I could find around the internet.

Hardware: Dell XPS M1330 laptop
OS: Windows 7 64bit

As per the suggestions for this thread, I have attached my CBS.zip file.

Any suggestion would be greatly appreciated.

A few months ago I wrote about problems with my IE11 and was told to revert to IE10 because IE11 was not 100% stable yet. So I have been using IE10 since then. There is one particular site (CBC News - Latest Canada, World, Entertainment and Business News) that insists on wanting to install Adobe Flashruntime every time I visit it with IE10 and I was wondering whether the need for IE11 had anything to do with it. I get no such message when I visit the same site with Chrome or Firefox.

I was wondering whether it is relatively safe to reinstall IE11 now; has it been fixed?

Sorry - not exactly a novice, but I get a server error when I try to attach my CBS.zip file. My guess is the file is too large at 11mb.

FYI- when I ran /scannow, I got no errors.

The reason I'm trying to attach the cbs.zip file is because I can't get IE10 or IE11 to install on my Win7 Premium Home 64 bit OS. Error code 9C59 for both failures.

Further, when I look at the sfcdetails.txt, it looks incomplete, as the last line says "Beginning verify and repeat transactions". Up until the point, I didn't see anything amiss, other than the length of the details.

Attached are system specs and the sfcdetails file. Again, I'd attach the cbs.zip, but I get server error 500.

If there are some steps I'm supposed to take to trim that down some(if size is the issue) please advise.

Hello again, I just recently updated from IE9 to IE10 and then to IE11 and I went back to IE from Google Chome because it seems to save battery power, my problem is I want to install the yahoo toolbar and I get it as a .xpi file and if I try to go do google toolbar it tells me that my browser is not supported, how can I fix this so I can have toolbars and by the way the bing bar works just fine

A:can't install toolbars from IE11

That is one of the issues with new version of practically any browser but especially Internet explorer,
Third party toolbar compatibility,
Yahoo is probably the worst in any version of ie,
Google well it was okay in ie10 but not as good as ie9 so it's not surprising Googles response is to "Upgrade" to Chrome

Nice to see your upgrading issue has been solved,

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Mod Edit:  Split from  http://www.bleepingcomputer.com/forums/t/602839/ie-11-issues/ - Hamluis.
We deploy IE 10 via SCCM 2007 and had the same issue so hopefully its the same for IE 11. The problem is caused by IE setup only allowing 10 seconds for the WMI query to finish, but WMI could take up 20 seconds to complete so it fails on a random number of machines. The next step taken by IE is to get the patch from the Internet and if your like most businesses the computer system account won't have proxy access to get out so the installation fails.
The fix or I should say workaround is to run the following script before the installation, which will then cache the result and will typically allow the IE install to complete as the query will for us anyway respond in about 5 seconds. We depoly this script about 5 minutes before the maintenance window for patch installation which opens at 11:00PM which gives us much better success.
So if your a deploy unattended another way or manually just run the script before installation.
Hope that helps

I have a laptop from a friend that was heavily virussed.
I have managed to clean most/all up now (malwarebytes etc no longer reporting) but cannot get it to install ie11.
I followed the tips elsewhere on removing ie10 manually - the forfiles command line, and it has removed some, but 7 components do not remove, and 4 error with 80070005. The others don't error if I remove the /quiet, but equally they don't work!
I then looked at the error on the msdn blogs, installed and ran subinacl commands, but they haven't fixed it either!
I checked eventlogs, and saw errors relating to system restore points, which are now fixed. I have managed to create a restore point.
I have run the SURT tool, and sfc /scannow (which said everything was fine)
However I still cannot install ie11. Current install is from a downloaded version, but have tried from Windows update too.
I would attach my cbs log files as requested - but the zip of the folder is 38Mb - so above limits I have attached the last half of one of the CBS logs and the smaller logs!
Just ran the tool on kb971058, as that related in to failed installs. The initial fixit didnt show anything - but the one in the main document ran and showed 2 errors - in capture.png

My friend has installed IE11 on Win 7 64. I'm not sure what she actually did but while IE11 works fine, there are no options for uninstalling it.

We have looked in Programs and features as well as Programs and features -> View Installed Updates and it appears in neither.

Running the IE11 installer again results in a message saying that it did not finish installing.

I'm stumped, can anyone suggest how to remove IE11?
