Q: Loss of control panel, cannot access any properties denied access tocontrol functions

Hi, looking for any help with no control panel and many other issues. Previously had some malware and also some virus apparently was removed a long time ago but still I have no access to many functions although I can use the internet. Below is a current log thanks!

I recommend downloading and running DAP. It can help sort out any driver and firmware related issues on your system

It's worked out well for many of us in the past.

For the last couple weeks, I haven't been able to access the Windows Update page, or many other control panel functions. If I click on Windows Update, Backup and Restore Center, or Security Center (among others), nothing at all happens. I've tried to go to the Windows Update webpage, and it looks like it will open, then immediately closes. If I go to the Microsoft Update page, it's completely blank. No error codes or anything, just blank. Also, on Facebook, I can't "like" anything, or comment on someone's status. Several of the games aren't working either.

Probably not coincidentally, at about the same time, I started getting a message at startup saying something (I don't remember the exact phrasing) about reverting back to the original theme due to a conflict with another program, and also one that says "Runtime Error - Program: C:\Program Files\Dell|Media Direct\PCMService.exe" stating that the application has requested the runtime to terminate it in an unusual way.

When this started, I was running AVG Free, not sure which version. When an AVG scan didn't pick anything up, I switched to Norton 360, which didn't find anything either, so I re-installed AVG Free 9.0. In addition to AVG and Norton, I've run Spybot Search and Destroy, Malwarebytes, Windows Defender (although I get an error when I try to update it). None of them have found anything. Hi, I am new to this forum but I have a real problem. others advice has not helped. I am operating a Windows XP compaq PC with Broadband access. In the last 3-4 days have seen a degradation in the speed of the PC and a annoying pop-up every 3 minutes . It's a real mess. My mother-in-laws computer is fubar right now. I cannot access the control panel or any properties and the popup message says:

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

She is the administrator so this is definately a virus/spyware problem. Running AVG, Trend Micro, and Windows Live One Care did not take care of the problem.

As the title says, I have no access to the control panel (non-existent in my start menu) and when I try to access properties it says I don't have privileges to access it. I also don't have privileges to access the control panel it says.

The computer only had one user, which was mine and I was admin. I'm was getting some annoying pop up messages that announced an anti-virus but then I ran SUPERAntiSpyware and it was solved.

After I ran the Smitfraudfix, I had the control panel in my start menu and I could open it but I couldn't access a lot of the icons in the control panel. After it rebooted, and I started running SUPERAntiSpyware I noticed control panel once again disappeared from the start menu.

I tried to run Smitfraudfix again but it said something along the lines that the "administrator locked the ability to edit the registries" (rough translation from Spanish).
Here is my Rapport.txt after the second (and third time) I tried to run it in safe mode:

Dell P4 Winxp home wifes PC and has a thousand things loaded on it haven't had a current Antivirus software in years though i would be the good guy and get Norton 2008 two weeks later all _ _ _ _ breaks loose. I first get a popup that reads Windows Security Alert " Warning! potential Spyware Operation! so i google the problem ran across your form and read the one from MFD NC about how to fix it followed his instruction and it got rid of the popup. This may need to go under the WindowsXP subforum, but it seems to have started out with adware problems. I had been infected with one of the Cool Web Search variants recently, which kept changing my about:blank homepage. I managed to get rid of that with CWShredder.
Now, however, I can't access any of my Control Panel features. I've run HT and Spybot, but don't see anything suspicious left. I've gone through the Registry manually, but again, nothing that looks out of the ordinary.

Searching the Web for this problem, I only came across similar problems from people running Win98; they were told to reinstall rundll32.exe from their cab-files. However, I'm using XP and that solution doesn't work.

Does anyone have an idea how to solve this?

Download Deckard's System Scanner (DSS) to your Desktop. Note: You must be logged onto an account with administrator privileges.

Note:

DSS automatically runs HijackThis for you, but it will also install and place a shortcut to HijackThis on your desktop if you do not already have HijackThis installed.

Close all applications and windows.
Double-click on dss.exe to run it, and follow the prompts

Hi All,

My control panel is available but when I try to access the items in control panel, I get the "restricted access...contact your security administrator" message.

Also every 5 minutes I receive a false windows security pop up saying "Warning! Potential Spyware Operation! Your computer is making unauthorized copies of your system and Internet files. Run full scan now to pervent any unathorised access to your files! Click YES to download spyware remove ..."

I've ran SpyBot and I have Norton 360 but to no avail. Also my Symantec LiveUpdates is never able to connect to the server.

You should print out these instructions, or copy them to a NotePad file for reading while in Safe Mode, because you will not be able to connect to the Internet to read from this site.

Please download SmitfraudFix (by S!Ri)
Extract the content (a folder named SmitfraudFix) to your Desktop.

Next, please reboot your computer in Safe Mode by doing the following :
Restart your computer
After hearing your computer beep once during startup, but before the Windows icon appears, tap the F8 key continually;
Instead of Windows loading as normal, a menu with options should appear;
Select the first option, to run Windows in Safe Mode, then press "Enter".
Choose your usual account.
Once in Safe Mode, open the SmitfraudFix folder again and double-click smitfraudfix.cmd
Select option #2 - Clean by typing 2 and press "Enter" to delete infected files.

You will be prompted: "Registry cleaning - Do you want to clean the registry?"; answer "Yes" by typing Y and press "Enter" in order to remove the Desktop background and clean registry keys associated with the infection.

I have recently been getting a fake Windows pop up alert stating : "Warning possible Spyware Operation! " on my computer and have no access to my control panel..... It is literally gone...

I cant change the time, reg edit, or anything that requires access - i get a message saying i am restricted - but i am the administrator. Oh and my desktop pic is not working as well.

I also am getting a restricted message saying to contact my system administrator. I've run Mcafee Antivirus, Spybot, and Adaware with no luck to remove the pesky thing. Any help is appreciated.

I'm considering re-formatting my hard drive because my computer doesn't contain a lot of personal information and I have a virus that ravaged the computer (although this isn't a virus removal question). My question is if I do re-format my pc would it be likely that I'd get access to my cd drive back so I can re-install windows?

Some more info:

When I put a CD in nothing happens. However I can still boot from CDs.

Although "control panel" is removed from the "my computer" folder I can find it in the pull down menu in "network connections" but when I click it a message says "this operation has been cancelled due to restrictions in effect on this computer. Please contact your administrator."

When I press ctrl + alt + delete a message says "task manager has been disabled by your administrator."

I got some type of virus a few days ago that has changed my administrative priviledges. Initially I was not able to access task manager or the registry. Now I cannot get into my control panel. The viruses that Norton has caught are: backdoor.trojan (ksacre.exe), hacktool.rootkit (ksacre.exe), trojan.srizbi, trojan.spamthru, trojan.perfcoo, trojan.killav. Even though Norton says it cleaned them, they still pop up.

Please print these instructions for reference, as you will have to restart your computer during the fix.

Please download FixWareout from Here or Here.

Note: You will need to run this tool while having an Internet Connection. The tool will download other files while running.

Save it to your desktop and run it. Click Next, then Install, make sure "Run fixit" is checked and click Finish.
The fix will begin; follow the prompts.

Hi guys. I think I have a serious problem with some malware here.

The symptoms are;

1) an error msg when I boot windows, something to the effect of;

"C/Windows/System32/print.exe - cannot be found / is not accesible"

2) I also cannot access the control panel as I get the following msg;

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system Adiministrtor"

There are also a few suspect processes running- in particular one called "logo media translatedotnet server.exe" ...which had bad news written all over it

I have read about this problem elsewhere - and have ran AVG anti-virus - which found infected files and deleted them but did not remedy the symptoms.

I also updated Java as I read that this may have been the route of the problem

This is my Ma & Pas computer - so I dont know exactly when this happened or the likley source...

I would keep poking about but I feel that this one is over my head!

I seem to have gotten some trojans, so far 2 of the trojans that have shown up on online virus scan are Agent.G and Dyfuca.m ...the trojans show they are uncleanable, I am unable to run programs, keep getting a popup message that is saying:
C:\Windows\System32\Autoexec.nt. The system file is not suitable for running ms-dos and microsoft windows applications.

I did some searcing around the boards, found a similar problem, tried the fix, but it didn't work.
I am unable to access much of my control panel, keeps telling me I don't have permission.
I am unable to delete some files, popup keeps telling me the file is in use and can't be deleted....I am running windows xp pro. Can someone please help me out with this?
Another thing also, I tried to download and run AVG but I keep getting the MS-DOS pop up that I mentioned earlier in the post.

Until earlier today I could 'rewind' 15 seconds on the MS Music Control Panel. Having 'updated' the App this functionality has been lost. You can either rewind to the start or the end. You have to use the slider if you want to rewind less. For transcribing a multi-hour interview that is in .wma format this is now highly inconvenient.

Any idea how I can retrieve a 15 second shift button again?

I used to do transcribing. Did you ever try GOM Player? It's pretty good for that. It has great control over moving around within an audio file. you can go back or forward in 10 second, 60 second, and 300 second increments with the arrow keys. you can also slow down or speed up playback simply with the Z, X, and C keys. for example, if I want to slow down the speaker to 0.8X, I would double-tap the X key. If I want to slow down the speaker to 0.6X, I would tap the X key 4 times. If I want to resume normal 1X speed, I hit the Z.

On Windows7 Pro,  trying to run IIS.  The way I am used to execute is  on the browser "localhost".  I used to have the code in the directory  C:\inetpub\wwwroot.   Even before I copy,  I am hoping to see
the image IIS welcome page.  Once it is successful, want to copy the code as that was the way I used to do in Window XP.    However I am getting the following message.  I have administrator access to the machine and gave full permissions
to the folder  'C:\inetpub\wwwroot'.  Still the same message. 
Error message 401.3: You do not have permission to view this directory or page using the credentials you supplied (access denied due to Access Control Lists). Ask the Web server's administrator to give you access to 'C:\inetpub\wwwroot'.

I think, in trying to 'hide' files on my E-drive, I seem to have lost access to some files. System Restore will not go back beyond 4 May 2002 when I created the problem.
The symtoms include:

a) I have lost and cannot replace the Quick Launch Tool Bar although it is checked on the menue from the taskbar,

b) a number of shortcuts have disappeared from the start menue and All Programs list,

c) my favourites list has disappeared from I.E. but still exists because, when I try to re-create it I am told it is already there and do I want to over-write it and,

d) when I try to use online up-dates for Norton Security and Download Wonder the response is that the necessary file cannot be accessed

I was upset that I couldn't save to my C drive so I started messing around trying to find a way. I deleted everythig in group or users names thinking I could just assign the Administrator. Now I can't access anything, I cannot run a system restore, I cannot do a cmd to Run as administrator, so on and so on. I have googled my eyes off trying to find solutions. When I click to run some programs I get "The parameter is incorrect".

Hello,
I'm new here, and bear with me, I'm trying to be as helpful as possible, but I'm not the best at following some of this language.

Here's the deal, I've recently encountered a virus that mostly crippled my computer by bogging it down with pop-ups. I've downloaded the following software to help eliminate that:

A-squared free
Ad-Aware
AVG-Anti-Spyware

I'm not sure what the difference is in them, but I've ran them all, in normal mode and in safe mode and since then the pop ups are gone. We get one pop up now, that looks like it's a windows message saying that there is unauthorized activity in effect on the computer and to download this spyware software. I ignore it every time.

The main problem I'm encountering now, is that I have restrictions on accessing my control panel. Even when trying to access it through right-clicking on the desktop, a message pops up saying "Operations have been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Also when rebooting the computer, another message is popping up (as of today) stating that Windows cannot find C:windows\system32\printer.exe.

Please let me know what you need to start out this process of getting my computer back to normal!! Thanks for your help in advance.

Hello,

I had to rebuild my PC a week or so ago and now cannot access a website that I have always been able to access before.

I keep getting a message saying "Forbidden. Access denied by access control list" but there is absolutely nothing within my access control list restricting this site.

I then went in and added the URL as an allowable site within the access control list thinking that might help and I'm still forbidden from accessing the site.

I've cleaned out my cache and ran Ad-aware to see if that would help and still nothing.

Any suggestions?

I have installed the BT home hub (British Telecom) There are two user accounts on my pc. I am the administrator, and have no problems using the connection to the hub (either wirelessly or by cable) at all!

I do however, have a problem with any other user been able to connect to the internet. I have tried making them and "Administrator" too, and I get the same error message:

My reasoning told me that it might be a software problem, as a dial up connection, and a standard broadband cable connection all worked peviously with the two "Adimistrator", and "restricted" user accounts.

I spoke to BT who decided that it was a microsoft issue...microsoft UK want to charge me ?49 to help as my XP Home Edition wasn't bought from them, it was pre-installed. I contacted Time Computers for help from them, though I am utterly dissapointed in them...I am a novice computer user, but I recognised that my ?1 per minute technical help call was ludicrous...DON'T USE IT! They spend 5 mins getting and checking your details!

1, Since when has creating a shortcut to a connection ever "lifted" an access denied?

2, I was also told to delete the accounts that were not allowed the access. They told me to click on save files, after I had started to delete the account...they got mixed up with the order of how things are done! Luckily I got it halted!

hey everyone

I was just wondering if anybody could spare some time to help me out with a problem
we have set up a network in our house with the use of a hub and router...we have broadband connected to NTL....with six computers connected

However one of our flatmates computers gives this error message when she tries to use IE: 'Forbidden, You were denied access by access control list'

She uses win XP..

She can still use messenger which shows the connection to her comp is fine... I have had a search around the net with no luck...something to do with her ISP connection although our ISP is well NTL i think..... i just plug and played this computer, no CD or anything...

I have recently installed WDS on a Windows Server 2k3 machine (through SP2) but am having some trouble configuring the server properties. I get an "Access is denied" error message when I change something in the server properties. I used an account that is a member of Local Administrators on the server and Domain Users to install WDS and that worked just fine. Do you have to be a member of the Domain Admins to change server properties in WDS?

When trying to access the WMI Control under computer management and checked the properties. The following error message came back when I looked in the general tab:

"Failed to initialize all required WMI classes.

Win32_Processor: Win32: Access is denied.

I am using an ASUS G1 laptop with a clean install of Vista Home Premium (now SP1 v.668). I get this error as well. I believe this may be related to a whole slew of other problems I am having, such as the attempt at an installation of SQL Server 2005 Express and configuring IIS7.

I have run around in cirles looking for any sort of resolution for this and have seen no success online for these issues. Other than manually configuring every application I create in InterDev 2003 and 2008, there seems to be no fix for this other than upgrading to Vista Ultimate. Even then, I have not seen 100% resolution in these issues.

Do I have to go back to XP Pro to develop or what? I have UAC turned off, I run everything as administrator and in various compatability modes.

If you're on a dialup connection, the problem is usually fixed by creating a new dialup connection and deleting the old.

My Computer>Dialup Networking>Make new connection, step through the wizard to make a connection identical to the old except for what you call it. Example: If the old connection is named "Internet," name the new one "Internet2."

If that works, just delete the old connection.

If it doesn't work, start looking here.

This is a problem on my friends PC, no Internet access possible, so I saved a HijackThis log on floppy, and am now posting this thread from my own PC.

The PC had no effective AV software (a very old copy of AVG free edition not updated in 6 months), and even older version of Ad-aware, and that's it. No longer possible or able to update them, but I ran them for what it's worth (AVG found 2 Trojans and sent them to virus vault).

I took with me Coolwebshredder on floppy as well and ran that several times. A bit inconclusive, in that it said all clear once, then later said it had found and removed Googlems. Whatever, it seems clear now.

Homepage was initially set to about:blank all the time no matter how many times it was changed to Google. I sorted that by removing what I thought was some obvious BHO (sorry if that was the wrong thing to do), homepage now stays as Google but doesn't allow it to load.

When I open Internet Explorer I get this message instead of the homepage;

Forbidden
You were denied access because:
Access denied by access control list.

This comes up whatever web address is typed into the browser.

Hello and thank you for help in advance You have no idea how much I appreciate it.

So here goes...I met another member with the same problem as me, I read the posting and I now know "You have at least one Backdoor Trojan on your pc." Ane he ended up reformatting his computer. I have absolutely no idea how on earth to do this. I see also that everyone is adding hijackthis log along with their problem, but I don't know how to do this either I'm frustrated with my limited knowledge and really hope someone will be so kind as to walk me through it step by step.

The problem - I have a system tray icon that says "Your computer is infected. Windows has detected spyware infection!......" It just directs me to a bogus website.
I also have no acces to my control panel. I receive a message saying "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator." After a few minutes I receive a Windows Security Alert "Your computer is making unaothorized copies of your Internet files. Run full scan now....."

I have IE6 and it seems to be working fine. I ran AVG, norton and adware. I removed everything ithey found but still no luck.

I don't recall the website I was on I think I went to play something off YouTube music video.  Pop up stated I needed to install FlashPlayer which I knew I had but stupidly clicked anyway. I then was taken to what appeared to be an Adobe FlashPlayer Update box. On clicking yes I was asked about a VAF toolbar which I declined and about a dozen other thing it wanted to add that i said no to . I then had no way to exit other than continue. I now have no access to my control panel (spinning circle then nothing) Ialso donot have IE 9 nothing has shown on scans by Immunet 3.0 or Nortonalthough Norton has blocked quite a few recently.
IE I can reinstall that's not a big deal but no control panel= no system restore or add/remove programs which is a major problem any help will be appreciated

I got an error while browsing the net on my laptop, error message:

A new icon appeared on my desktop and a new program was also installed. I immediately ran ad-aware se and it pulled up over 300 critical errors. I deleted all the errors but it couldn't remove 2 of them. It instructed that it would be removed if I reboot and ran it again. I did so 4 times.

Upon reboot I get the same error mesg:
Windows Explorer has encountered a problem and needs to be closed. We are sorry for the inconvenience.

I rebooted in safe mode and tried to restore but upon reboot it stated that the computer could not restore at the previous point. I tried that again twice with 2 other restore points with the same results.

I don't have access to any of my documents.

Can anyone help me?

When I click on the control panel icon on my desktop nothing happens. When I click on start>control panel I get the same result. I have a power options icon on my desktop and that does not work either. If I right click the power options icon and choose open file location the control panel opens normally. Everything works fine in safe mode though. What could be causing this problem?

go to here and download 'Hijack This!' self installer. Save it to the desktop or other suitable place. DO NOT just press run from the website Double click on the file and it will install to C:\program files\hijackthis and create an entry in the start menu.
Click on the entry in start menu to run HijackThis
Click the "Scan" button, when the scan is finished the scan button will become "Save Log" click that and save the log.
Go to where you saved the log and click on "Edit > Select All" then click on "Edit > Copy" then Paste the log back here in a reply.
It will possibly show issues deserving our attention, but most of what it lists will be harmless or even required,
so do NOT fix anything yet.

I cannot access any programs in the control panel. Whenever I try I get the following message: 'Windows cannot find 'C:\windows\system 32\rundll32.exe'

If you don't have the program, although you say you do, here are the instructions:----------------------------------------------Download and Run HijackThis Download HJTInstall.exe to your Desktop. Doubleclick HJTInstall.exe to install it. By default it will install to C:\Program Files\Trend Micro\HijackThis . Click on Install. It will create a HijackThis icon on the desktop.
