I am getting an error and cannot access my control panel. System admistrator permissions.

I recommend downloading and running DAP. It can help sort out any driver and firmware related issues on your system

Hi,

I've having a few problems that apparently may be related.

1) Vista Backup stops with Catastrophic error 0x8000FFFF.

2) A search on error 0x8000FFFF says that it may have something to do with Java.

3) Java's site says that I don't have Java installed.

4) Downloading Java ends with a Java error 25099, the zip file wont unzip properly?

5) Explorer closes down frequently and has to re-start.

6) Java is in the "Program files" but not registered in Control Panel un-install programs?

So, what does all this mean and what can I do about it?

How do I find out if I have Java working on my PC? Why wont the Java download unzip?

The only option I can see is to un-install Java from Program Files manually, do a Registry Repair and then start over with trying to install Java again.

I'll do this but I thought that someone may know something else about this that would be important to know.

So, does anyone know anything else about this and what to do?

I am running a Windows NT 4.0 Network. On one of the computers I went on to Control Panel and tried to access Add/Remove Program. It gave me an error message that said Access to Network, drive, or path is denied. How can you be denied access to the computers control panel. I can't even begin to think of where to look to find out how this happened. This happens when I try to get onto any of the icons on the control panel or if I try to access a network printer. Any help would be greatly appreciated

Every time I try to open my control panel through start or any other method I get an error that says Internet Explorer has encountered an error and it doesn't let me open it. Now, today I deleted 8 trojans off of my computer and took all of the spyware off. I also deleted that bridge.dll problem people seem to be having. Can someone help with this problem?

Hey, things you can try:

- Can you check Services to see if Remote Procedure Call (RPC) is set to Automatic and started?
Run services.msc to get there fast.
- Also check it's dependencies in Services: DCOM Server Process Launcher, RPC Endpoint Mapper should be Automatic/Started as well.
- Open command prompt in elevated and run: sfc /scannow
- Try to scan with Malwarebytes/ESET Online

If these won't work perhaps you can try a System Restore. But I am not very familiar with what System Restore fix or what it can't so wait for experienced member to comment before this please.

I have Windows XP and when I try and go into 'control panel' an error msg appears saying:

'An error has occurred while windows working with the control panel file C:\WINDOWS\System32\SETNOTE.CPL'

I have seen this problem mentioned before and I know it is from some Voice thing, but I can't locate the SETNOTE file to delete it? Can any of you help?

Close all applications, including the Control Panel.

Click on the Start button, select "Search" and select "Files or Folders".

Select "all files and folders" and type "setnote.cpl".

Click on the "search" button.

When the "setnote.cpl" file appears, click on it to highlight it. Right click on it to select "Delete".

Reboot your computer.

An error occurred while Windows was working wwith the Control Panel file C:\Windows\system32\igfxcpl.cpl

I'm getting this error message when I open the control panel. I think I might have some spyware/viruses on my family computer. I just hired someone to clean some nasty trojans off which were completely messing up everything. Things seem to be running somewhat decently, although the control panel always crashes. If I try to open something from the Control panel it always messes up.

You could try doing a system restore using a restore point (if available) dated before you installed the skin pack to hopefully undo the damage it did.

I can't shut down my computer. If I click "shutdown", the monitor dims a little and doesn't do anything more then that. Any ideas please?
Lastly when I do a AVG virus scan, it tells me that c\winnt\system32\ntoskrnl.exe has "changed" but it doesn't detect a virus. Anyone know what this means? My other Windows 2000 computer has the same file but it is a little older and I tried swapping it today for the old one but no change. AVG still gives the same message.

I use Windows MCE 2005 on my MacBook Pro using Bootcamp.

As I startup the machine into windows I encounter a Video Card Problem.

I never had this before using Windows.

The First Hardware wizard comes up want to find USB driver.

My Problem is this I can't get the Video card driver working properly.

On startup..

I get a Popup message saying this:

''The Ati Control Panel failed to intialize becuase no ATi driver is installed, or
ATI driver is not working properly. The Ati Control Panel will now exit''.

Then there is a check mark on the bottom saying, ''Don't display this message
again. OK.

What do I do. I tried to repair with the Installer in Add/Remove Programs.

The video card driver was installed from the Macintosh Drivers for XP.

How can I solve this.

Not sure what that means but I will try to help anyway. Have you checked the device manager to update the drivers for the card? Also go to the manufacture website and get the drivers for that video card. They will be a exe, or something that you need to DL and save, then point windows to look there for the drivers.

Hi All,
I am having a problem with the Control Panel....I cannot get to it. Each time I try to open it i get a Visual C++ Runtime Error (see attached). It was working a few days ago but have installed a few things since then.

Check to see if the 'Software Licensing Service' in 'services' is not disabled, if so, enable it.

ATI drivers are known to cause this problem also.

System Restore would be another option to try, if you have it enabled.

Good day guys...

Earlier this day, some virus corrupted some file inside and make the desktop icon missing all that i can see is the desktop wall paper.

after reading some articles on the net i found out the virus attacked the "explorer.exe" inside the windows folder. I was instructed to copy a healthy "explorer.exe" on a healthy PC and paste it on the infected pc. That seems work fine and my desktop icons was restored.

I thought that was all until Clicked the "My Computer" icon. Instead a explorer window pops out, a command window show with a command line address of

C:\Documents and Setiings\All users\Desktop

all the same when i click network neighborhood and my documents.

Thinking that i must uninstall some programs, and error message shows up when i open Control Panel too. saying...

"this file does not have a program associated with it for performing this action..."

lastly when i rightclick>properties on any program in the desktop the "open with" window comes out... Thanks In Advance

umm, how about you should've been concurrent with updates (judging from that PC and SP you have there)....SP3 is where you should've been, simply copying "1" potentially infected folder creates a new problem in where, files/folders that are still corrupt will not function properly...especially if you have a explorer.exe problem, this is one of the main executables to see the Desktop!. Without this, you have no roaming capabilities, to view, search, and access any type of file, folder, archive, etc. You should be visiting the "Malware" section of TSF.

I have been working on this problem for days now and can't work out what to do. I keep getting an error message "Your computer is infected". It kept referring me to some bogus spyware remover website. I downloaded and ran SUPERAntiSpyware and that did remove them from the system tray. I also have AVG antivirus installed but neither has gotten rid of the problem.I also have no access to the control panel and am unable to open add or remove programs. In addition, System Restore runs but then says I can't restore to an earlier date. I also get messages saying "Access denied contact system administrator" or "This operation has been cancelled do to restrictions in effect on this computer". WHENEVER I OPEN MY CONTROL PANEL I RECEIVE THIS ERROR MESSAGE: An error occurred while windows was working with Contral Panel File C:\windows\system32\netsetup.cpl can anyone please tell me why I am receiving the message.

By unchecking the IPmon32 in the Startup, it eliminates the netsetup.cpl error message.

This can be done by going to Start| Run type in MSCONFIG

Click the Startup tab

uncheck IPMON32

click Apply

Restart your computer

put a check mark in the Remember my selection and click Apply Changes

I am trying to uninstall Logitech quick came and when I go to the control panel or try to uninstall a diff way I receive an error Windows\system\LQCUl2.dll was not found. One of the library files needed to open this application can not be found. In fact. I get the error just by clicking on the folder Control Panel. My computer freezes, and locks up. Hello, i have Win 2k with latest updates from M$ and i dont know what happened but when i want to go to Control Panel , through Start , Configuration / Control panel it gives me the explorer.exe error, and its not shutting down, its almost like a "refresh" of the system , hope you know what i mean. Is there a way to fix that error without installing again the operative system ? Can i extract explorer.exe from the cd, or something?

Have a problem when selecting "Printers and other Hardware" in control panel. A "Windows Explorer has encountered a problem and needs to shut down" error occurs.

Windows explorer shuts down, restarts but loses half the tray icons.

Hey guys.. Im running the most up to date patched beta version of 64-bit Win7. Recently when I tried to access my control panel, it gives me a Runtime error

"C:\Windows\SysWOW64\DllHost.exe"

And then the Control Panel displays as totally blank. How would I go about addressing this?

I had a problem with xp freezing so down loaded again everything is working but the control panel error message windows explorer has encountered a problem and needs to close. I exit out and nothing happens also can't print anything on pc.
I also at startup get message spooler subsystem app encounted a problem and needed to close. plus mcafee secity center some components might not have been installed or launched properly. I updated xp after had 37 items that needed to load. plus downloaded new firewall mcafee through aol plus virus protection.

Greetings and thank you in advance for your help!

I am working on my boss' computer which came to me with 50 pop ups per minute and other issues. I managed to get McAfee Total Protection, Ad-Aware 2007 free edition and Trend Micro HijackThis 2.0.2 installed on the computer. I have used McAfee and Ad-Aware to remove the viruses and spyware but am down to the last 3 issues.
1. I still have no access to the control panel, and the error message comes up about no administrative rights when the only log in is the administrator.
2. The error message regarding rundll comes up at start-up; "Windows cant find c:\winnt\shell.exe
3. the error message comes up saying; "C:\winnt\system32\yctruqde.dll is missing.
4. a side note is that Ad-Aware does not seem to be able to stop the pop ups as they have returned today. Please recmmend a better program to stop the popup spy/malware please.

If he has employee data on the machine it's possible that has been stolen aside from any of his own personal data.

Hello, I am running a NT 4.0 Network. On one of the workstations connected to this network whenever I try to access any of the icons on the control panel it brings up an error saying invald device, network, or path. So I tried to access the control panel through the CPL Files themselves and it said that it was an invalid Win32 Application. Any ideas what to do about this?

Foolishly, I changed a path in my registry to D:\Program Files. I forget the name.

Now I'm clicking on Control Panel--Scanners & Cameras.

I get : "Windows cannot find 'D:\Program'. Make sure you typed the name correctly, and then try again."

I regret changing a path in my registry. I see the harm it has done. I promise to backup before I make any changes to my registry in the future.

Can anyone help me restore the default Control Panel program paths?

I am having a problem with "Windows Explorer having a problem and needing to close" everytime I try to access the control panel. I reformatted my HDD and Reinstalled Windows XP w/sp 1. I only put one user (me) on the system upon installation, but after downloading and installing all available updates and also installing a few programs, I needed to add 3 more users. So before creating the other 3 accounts I created a system restore point. I then used the control panel without a glitch to get to the user accounts panel, then created the 3 users. Ever since creating them, I can no longer use the control panel. When I try, A window comes up saying "Windows Explorer.Exe has encountered a problem and needs to close. Sorry for any inconvenience." Sometimes after trying again, after that error comes a "drwatson debugger has encountered a problem" window. Everything worked fine until creating the 3 other users(all 3 are limited accounts). I am the admin. on the pc. Please explain what this glitch is and how to resolve it. Any help would be much appreciated. Thank You.

When I go into my control panels and click on "Network & Internet Connections" I get an error window that says" An error occured while Windows was working with the Control Panel file C:\Windows\system32\netsetup.cpl " I have much trouble trying to close that box but once I do then I can continue along.

Hi, I was recently attacked by a Trojan virus known as the XP Home Security 2011. It's a virus that uses my computer's registry to operate and shuts down any application. I went to this webpage and followed instructions to remove the virus: http://www.bleepingcomputer.com/virus-removal/remove-win-7-internet-security-2011

One of the steps required that I install "FixNCR.reg" in order to fix my computer's registry. After that I was able to use Malwarebytes to successfully remove the virus files and stop their processes.

I did all of this in Safe Mode and logged in as an Administrator before carrying out these instructions. When I rebooted my PC after removing the files, here's what happened:

- Could not access Control Panel, System Information, even Volume Control

- When I attempted to change the time or other desktop settings, a Control Panel window appeared with the following: C:\WINDOWS\system32\rundll32.exe "Application not found"

- Executable files led me to a small window that told me to choose the program I wanted to use to open the file, and it listed other programs

- ATT Uverse functions were gone, but I was still able to go online through my Local Area Connection.

- I can still print and open up files and that allows me to indirectly open up my applications. (whew)

What are my options? I have managed to scan my pc with Malwarebytes and Norton but they detect no problems. Everything looks normal on the desktop... Read more

Restart Windows in Safe Mode.
To do this, restart your computer, and then press F8 after the power-on self test (POST).
On a computer that is configured to start to multiple operating systems, you can press F8 when you see the Startup menu.

When the Windows Advanced Options menu appears, select an option, and then press ENTER.

When the Startup menu appears again (with the words "Safe Mode" displayed in blue at the bottom), select the installation that you want to start, and then press ENTER.

Click Start, point to Search, and then click For Files or Folders.
In the Search Companion pane, click All files and folders.
In the All or part of the file name box, type avsmcpa.cpl.
Click More Advanced Options, and then click to select the following check boxes:
Search system folders
Search hidden files and folders
Search Subfolders
Click Search.
When you have located the Avsmcpa.cpl file, right-click the file, and then click Rename.
Type avsmcpa.old to rename the file, and then press ENTER.
Close the Search Results dialog box.
Restart Windows in Normal Mode.

Hi

i get the error;

"windows must now restart because the power service terminated unexpectedly"

when i double click on "sound" under control panel, sometimes it's a different message, but it always ends up restarting the computer, not in a violent manner, it just closes everything down and then restarts, almost like if i pressed restart.

Hello

I've read several posts in reference to spyware and control panels disappearing. Printed out directions for downloads of SmitfraudFix,Superantispyware, and andymanchesta. I started with the SmitfraudFix and when I answered yes to "registry cleaning" I received an error message saying the registry has been blocked by system administrator.

Not sure where to go from here or if I missed a procedure that should have been done prior to trying the SmitfraudFix. Help!!!!

Attempting to delete Netgear application/program. Go to Add/Delete, highlight program, click on Add/Remove in Windows, menu presents itself with Remove already selected (cannot deselect nor select either of the 2 other options). I choose to remove the program following the wizard. Wizard seems to complete. When I click Finish, I get the following message: instruction at "0x4fe10a2" referenced memory at "0x001a6c00" the memory could not be read.

-I have deselected Read Only for program but it resets itself.
-I have attempted to uninstall the programs individually- get same message
-I have attempted to re-load the program hoping to over-write it but it will not work.

Hello, I am not very efficient in computer technology. I have invest a few days in trying to haggle through this mess that I was left with due to a heft combination of viruses/trojans. I have looked at your site and perused many help topics and I have been able to fix several things thus far....I did get my browser back in good standing as it was hijacked. I did get the REGedit command to work, finally. I did get my documents (files) back into view through the start-my documents. Hello

Ive already tried to do a search but no luck so i needed to post any help would be much appreciated.

I have had a TROJAN VIRUS in the past all tho fixed it seems to have left something behind.

My CONTROL PANEL is missing from START MENU in two of the three user profiles, the one that is fine didnt have ADMINISTRATOR rights but the other two did but dont now??

I cant use properties when I right click on desktop and it then double displays a message saying OPERATION CANCELLED DUE TO RESTRICTIONS PLEASE CONTACT ADMIN.

Can this be fixed easily?? and how?

Hi all,

i had a pop up today which looked like a windows message but i'm guessing it was a virus of some sort as now i have no admin rights or i can't access the control panel from my account which is the admin account. However i can access them on my partners account but obviously still don't have admin rights.

i have tried booting it in safe mode but when i get into the boot menu at start up the up and down keys don't appear to work so i can only select 'start windows normally'. I have tried to do a system restore through my partners account but won't let me do it because of no admin rights.

i'll appreciate anyones help to help me overcome this problem.

I downloaded this program off the internet and I didn't have any anti-virus. Yeah, really bad idea I know : /.
Anyways, it installed a bunch of stuff and i got new shortcuts on my desktop. They were like free casino, add remover and stuff like that. Obviously it was some sort of trojan or virus. I also kept getting a popup on the bottom left of the screen that kept saying my computer was infected. I installed spy sweeper, vundofix, hijackthis, ccleaner, and dss and symantec anti-virus. I cleaned my computer off but I still keep getting a trojan agent winlogin hook on my spy sweeper. I also have no control panel or admin rights, I can't load any recovery points and I can't log into safemode. Here is my dss/hijackthis log.

I cannot acess the control panel (except for safemode)

Also, I cannot acess "administrator privledges" - even though i am the admin. Have never had this problem before.
