Q: Windows 7 Error--STOP: c0000135--Struggling for 3 days, help please!

Hello everyone,

I have a Toshiba Satellie P750 (less than a year old) running Windows 7 Home Premium.

I've been struggling to fix my computer for 3 days and have no idea what caused the problem.

Here is the most recent issue:

My computer (finally) gave me the Repair Computer option after pressing F8 (presumably from my DVD-RW).

1. Startup Repair found no problems.
2. Computer still says it contains no restore points.
3. Ran the memory check--no issues found. However, after it was done and I logged in, it came up with a blue screen and a new error code:

STOP: c0000135 The program can't start because %hs is missing from your computer. Try reinstalling the program to fix this problem.

I was just trying to restore my computer from my WD Passport, but it doesn't show up as an option when I plug it into the USB port to find a system image from an external drive.

(My Passport did back up a ton of data--I don't have enough know-how to understand if I can use it to restore in this way.)

Please advise me how to proceed! I really appreciate the help.

Day 2:

Previous Issues, Attempted Solutions, and Important Info:

Windows 7 would not start/run normally. I'm not sure how to repair / restore it or which one I should do.

1. Windows 7 will permit me to login normally. However, after login, I can only see a blank, black screen with a normal-size cursor. No task bar, no desktop. Responds to Ctrl-Alt-Del.
2. My computer doesn't seem to respond to the Recovery Files either on a DVD-RW or a USB flash drive.
3. I can enter Safe Mode and it seems fully functional. Upon examining system restore, my computer tells me it has no restore points (and I don't know why).

I believe I have the correct disk for a Recovery. It was given to me via download from a computer science friend: http://msft.digitalriverconten.....-58997.iso

I have a WD Passport with a backup of my system files and personal data from about a week ago.

I think I have made a little bit of progress since yesterday, but I don't know what to do from here.

Day 1:

In the morning, my computer was fine. I left the room, came back, and had a blue crash dump screen. I manually shut it down and powered on again.
When I turned it on, I saw the Toshiba logo, then the gray "Windows is loading files," and then the beginning of the Windows Logo animation, but it turned to a blank, black screen with an oversized cursor.

I tried to
1) Restart repeatedly
2) Use F8 to load Safe Mode and Last Good Configuration (neither of which worked, and both resulted in the same black screen)

I had no Windows 7 recovery disk with me. I made a set of disks with Toshiba's utility last year when I purchased my computer, but they are 2,000 miles away (and I don't even know if they're for this kind of problem or something else).

A friend suggested this download and told me it was the Windows 7 Start Disk: http://msft.digitalriverconten.....-58997.iso
I downloaded the 3 GB files and burned them to a DVD-RW. I also tried to copy-paste them onto a USB.

In the mean time, I had left my computer on the black screen and it spontaneously ran Startup Repair. So I let it run and went to bed.

I attempted to use the downloaded files on a DVD-RW and on a USB flashdrive to initiate the Recovery when restarting. I used the F2 Setup function to re-arrange the boot order so that either the DVD or the USB was at the top of the list. Nothing happened with the DVD. With the USB, it asked me to re-insert it and hit any key, but upon doing so, it simply skipped to trying to start normally and failing.

If anyone can help me, I would be very grateful! I am thousands of miles from home and pretty much on my own with this one. Please let me know if I can supply any other helpful information.

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

Hello,

I'm helping a friend with her new Dell Inspiron One computer. She initially complained that she could not get into IE, and Firefox was redirecting. There were also some "updates waiting to be installed". She ran Malwarebytes (removed a few items). She also attempted to run the Windows Update for both Windows 7 SP1 (x64) and IE9. They appeared to work, but on shutdown a message came up that a program was not closing properly. Since then, the PC will not boot. I have tried System Restore, and tried using the last known configuration, both to no avail. I selected the option not to reboot on error and have the following BSOD:

STOP: C0000135 The program can't start because %hs is missing from your computer. Try reinstalling the program to fix the problem.
Can someone please help me ? I'm not sure if this is a virus or something else with the OS.

I have tried:
Safe mode, with and without networking. Same error occurs.
Memory diagnostic, nothing found and I know my RAM is fine.
Last known good config doesn't work
Startup repair does not fix anything.
SFC /scan now needs me to be on my computer.
System restore (fails as it cannot load the registry.)
I DO have access to the F8 CMD.
I DON'T have a system image to restore with.
I DO have a USB stick I can use for portable software.

I really need someone to walk me through the steps of repairing this. It is unlikely I have a virus, I haven't had one for a long, long time. I have installed multiple windows updates recently. I do not use AVG. My hard drive is not faulty (at least not obviously.) regardless I'd like to check both.
I have access to another computer that is extremely slow but it can download files. I am typing this on an ipad, I really need to fix this.
I am using windows 7 64-bit. My computer is about 3-4 years old. I have performed lots of maintenance and optimisations to keep it running smoothly to this date; so it's not like it isn't well looked after. Hello,

I am having problems booting my Windows 7 64 bit PC and am receiving a blue screen with an error message "STOP: C0000135 The program can't start because %hs is missing". Before I received this message I had contracted a virus and was attempting to clean the PC by using Malwarbytes, then SuperAntivirus, TDSSKiller and Rkill. It was also necessary to run Unhide as all of my programs and Icons were not viewable. Unfortunately, I was still infected and decided to use ESET's online scan. After the scan and fix, I rebooted to the blue screen and error message above. I did search around the forum and found another instance of this problem happening. If it helps, here is the link: http://www.bleepingcomputer.com/forums/topic444580.html. I did try to fix the problem in Windows Recovery Console, but had no luck.

Any help would be greatly appreciated as my only alternative at this point is to reinstall.

I attempted to start my computer this morning and I could not get past the windows logo. The monitor would go black and then I would be on a windows error screen asking me to do startup repair. When attempting this, I would be prompted to do a system restore which would give me the error "The instruction at 0xfba9584d referenced memory at 0x00000008. The memory could not be read." After being stuck in this loop of windows crashing for a while, I disabled windows restarting on crash and received the BSOD with the error message mentioned in the title. This is a similar problem to this post: "http://www.bleepingcomputer.com/forums/t/444580/stop-c0000135-the-program-cant-start-because-hs-is-missing-try-resintalling-the-program/." I scanned my disk with FRST from a flash drive and received this log. No addition.txt was created though. I have seen the missing file errors but want to know exactly what scripts to enter into the FRST tool to fix this issue. Thanks!

I got into the set-up menu to determine the specs:

AMD Athlon 64 X2 Dual Core Processor 3800+, 2MB RAM, as stated before, Windows XP Media Center Edition.

Never mind, I fixed the problem on my own, had to put the hdd into my gaming pc and replace several of the .dll files in the system32 folder. Everything is working fine now.

Hi everyone,
So on my PC I am getting the error "Stop: c0000135 {unable to locate component} This application has failed to start because winsrv was not found. Re-installing the application may fix this problem."

I've tried to restart my computer with the Windows XP disk but it doesn't boot from the disk. Is there a specific command I need to type in or key I need to hit to get it to boot from the disk? How else can I fix this error, the directions I've found when doing a Google search are confusing and the article on the Microsoft support section is for computer that have some TV thingy, which mine doesn't (I don't think).

The computer that's having this issue is a Dell desktop.

Hello,

I'm helping my brother-in-law with his year-and-a-half old Dell Inspiron 1750. He says that it began behaving irregularly - browser redirects and opening random windows. Since then, it will not boot. No diagnostic boot options work. I selected the option not to reboot on error and have the following BSOD:

STOP: C0000135 The program can't start because %hs is missing from your computer.
Please help. It sounds like a virus with the behavior leading up to the problem but I'm not sure how to proceed without even being able to boot into safe mode. Thanks for the help.

I am encountering a STOP: C0000135 error on a Windows 7 x64 machine.  I came across another post on this forum regarding this same error and using Farbar Recovery Scan Tool to resolve this.  I have run a scan with Farbar and was looking for some assistance in determining what to use in my fixlist.txt file.  I've attached the log from my first scan.  Thanks in advance for assistance with this.

the pc gets to win 7 logo, bsod, then loops back to attemp to restart. safe modes do not work. the code is c0000135 'the program cant start because %hs is missing from your computer. try re installing the program.' there is no indication of what program it may be. many reference i have read relate to avg, which this pc does not have. i can boot it with a win7 repair disk, but the options so far are no help. i can boot with knoppix live, and viewing files from there shows no avg. other read suggestions, bios setting-all seem okay, corrupt dll. i prefer not to reinstall if possible.i can get to a command prompt with the repair cd.have tried kaspersky rescue 10-nothng found. lend me your thoughts/suggestionsmay be a little difficult to access the mini dumps if i cant boot the pc.

Hello. I was glancing through the forums, and came across a post that talked about an error that one of our computers is experiencing now. Initially the system was stuck in a Startup Repair loop, but after replacing missing .sys files, I now get the above STOP error. Any assistance on this would be greatly appreciated.

Hello BleepingComputer forums,First time posting, and I happened to find my way to this forum when researching a fix for a BSOD error that occured. To preface, I just received this computer from a friend and I am attempting to remove viruses, etc., from it.Info: OS is Vista 64-bit. It's my first post here, and I'm already begging for help. I have a client's system that was recently infected by a barrage of viruses. After removal, it will not boot due to the following BSOD error:

"STOP: C0000135 The program can't start because %hs is missing. Try reinstalling the program."

While I have a Windows 7 CD, it won't recognize the operating system is there, but I can get command-line level access, and was able to run FRST. The results are as follows:

Hello, my windows XP laptop has suddenly started bringing up the error message;

STOP: c0000135 {Unable To Locate Component}
This application has failed to start because winsrv was not found. Re-installing the application may fix this problem.

However- when I searched this up I found people who shared this problem got the error message while the computer was running (that I've seen)- the problem is, when I start my laptop up, I get boot up screen as always- then the windows XP loading screen- it takes longer than usual before, up comes a blue screen with this message. I've no idea how to even begin fixing it, since I can't even get to the desktop.
Any help at all, is very much appreciated, thanks.

Hello,I need help getting my Windows7 back to work.Yesterday I noticed that there were some malware on my computer so I ran adaware but it didn't seem to help.After this I downloaded another AV software (can't remember name) which dropped a log file, that i didn't look up more closely,because it was already late evening. The next day after turning on my computer I got a Bluescreen telling me:STOP: C0000135 The program can't start because %hs is missing. Try reinstalling the program.I googled about that and found out that it means that at least one file is missing and windows cannot boot.So how to find out what's wrong? Neither the computer can boot up normal nor in safe mode. Only the command prompt from the repair consoleis the only thing I can reach so far. It didn't dump a logfile or anything.I tried to start a live debugging to find out what's going on there but I have no possibility to connect my computer to my notebook (from which I'm writing this post). There is no firewire and no RS232 connector. Only USB but that wouldn't work, I don't have a USB debug cable (or are they just two male USB plugs?)I downloaded and run FRST64.exe, I got a log file, if that would help?I hope that something except reinstalling windows can be done before.Thanks in advance

I have an Asus laptop with Windows 7 Home Premium. Last night it started having a problem where it cannot boot and gives the following error on a blue screen: "STOP: c0000135 The program can't start because %hs is missing from your computer. Try reinstalling the program to fix this problem."

I've found some threads linking this error to AVG, so I've already followed these directions: http://forums.avg.com/us-en/avg-forums?sec=thread&act=show&id=132999

However, I'm still unable to start the computer without receiving this error.

The computer has also attempted to run "Startup Repair" but it just says it "cannot repair this computer automatically."

Any ideas on where to start?

Ok, so when I boot my computer normally it gets to the Windows logo but then suddenly restarts. If I try safe mode it gets as far as ClassPNP.sys but then restarts. Safe mode with networking is a no go either.Tried running the automatic repair from a windows repair disk and it says something about "no root cause".'If I hit F8 during bootup and select the option that prevents windows from restarting on an error, it does the normal bootup, gets to the windows logo screen, then blue screens saying:STOP: c0000135 The program can't start because $hs is missing from your computer. Try reinstalling the program to fix this problem.From what i've gathered from this forum I need to run FRST64 and post the log.Here you go.PS- The problem started after I installed 3 optional windows updates. Windows update got to the point of restarting the computer, I noticed my apps start closing because the restart process had been initiated, but before windows could fully shutdown my computer basically crashed (funky looking lines on the screen) and spontaneously restarted.Ever since then I've had this problem.So I'm pretty sure the cause is that these latest updates didn't completely install.

I just made an update of McAfee, and then, no way to boot anymore : allways the BSOD and STOP:c0000135 file %hs Error.
 
F8 : all possibilities lead to the same BSOD and STOP:c0000135 file %hs Error
Means : NO safe mode available etc...
 
PS : since almost 1 year, I couldn't have access to McAfee updates anymore. I thought this was happening because I created, and used, many new users(windows session's profiles) after the 1st McAfee instalation , and I (still) think that I couldnt update because I was logged within another user than the installer's user. (maybe I'm totally wrong...)
And I think I made the update while triing to enter back an old user, in order to bypass this (fantasy in my brain...maybe) limitation. In the end : I dont have my CPU anymore...

I have a dell computer with windows xp. When I turn on the computer, it tries to open the windows xp software (shows the logo) but instead ends with the above Stop error (Stop: c0000135 (unable to locate component)). There isn't anything I can do from here except turn the computer off (none of the keys work). I have tried most of the functions in the boot menu like safe mode, last known good config, etc.. I have even tried to put in the windows xp operating disc to re-instal the software, but it always goes to the blue screen with the above error.

What are my options?

Hello, I am getting a BSOD error on my laptop running Windows 7, stating "STOP: C0000135 Program cannot start %hs missing" -- I do not have the exact text of the error but it is the C0000135 and the %HS missing.

I downloaded frst64 and ran a scan, I have a frst.txt file.

I am hoping, can you *please* take a look at this and assist me? I have a performance this evening that I use this laptop for, and all my data is there! I am in a panic.

Hey there,
a friend's ultrabook is showing a blank grey screen instead of the registration screen (Win7 64bit). Sometimes, it will try to reboot after some time, but I also managed to get a blue screen with an "STOP: C0000135 The program can't start because %hs is missing. Try resintalling the program" error. Googling around, I understand that AVG Antivirus may be part of the problem, however, the last reported issues I found are from 2011 or earlier. Nevertheless, I tried renaming the AVG installation folder using a bootable stick with AVG rescue CD. It had no effect. Also, recovery points are not working for some reason.
I scanned with FRST64 and got the following output. Unfortunately, I have no knowledge of what could be causing the error, if anything. Any help would be highly appreciated.

I've tried to cope with it alone, reading the pieces of advise given to other victims, but with no effects. So, please...

Main points I could notice:

The antivirus programs (TrendMicro included) don't state any virus neither malware. The Lavasoft Ad-Aware also can't see anything wrong.
I tried to delete the malware in save mode (maybe this is called differently - I'm running polish version of Win2000) and clean the register. But then the computer during normal start reloads a few times and finally everything is back again.

A:After five days of struggling with bayzm, please help

This one is tricky. We are after a .sys file useally located in the drivers folder that holds this hijack in place. Once located...we can delete it...then the hijackthis entrys..and it should stick. Until you deal with that file..the hijacker will put it's entrys back. We are going to try 2 tools.

Please download Atribune's Find batch from here:

Please empty any Quarantine folder in your antivirus, empty your recycle bin and purge/delete all recovery items in the spybot program if you use it?before running this tool.

Download this virus checker and tool from eScan Mwav.exe (Use Link 3)

1. Save it to a folder.
2. Reboot into safe mode
3. Double click the Mwav.exe file.(This is a stand alone tool and NOT just a virus checker......so it won't install anything)

My computer with windows XP denies me access by a blue screen with the message ?STOP C0000135 unknown Hard Error?. I had been running an anti-virus; some essential files got deleted in the process. Having read on the internet that this error often result from the loss of advapi32.dll, Gdi32.dll, Kernel32.dll, or/and User32.dll, I restored them all by ?extracting a copy? from an XP CD using the Recovery Console (in ?cd system32?, the four commands ?ren kernel32.dll kernel32.old?, mutatis mutandis, all get the answer that ?(kernel.32/advapi32/gdi32/user32).old? already exist). But nothing changed. (The CD I used is SP2, but I don?t know whether the OS is SP1 or 2, perhaps the copies I extracted are incompatible?) Nor can I ?access safe mode or last known good configuration. A:[SOLVED] A “STOP C0000135 unknown Hard Error” that mocks my tweaks

Hi Sophia. Welcome to TSF.

If you run "fixboot" from the recovery console, it isn't really dangerous. The "fixmbr" is the one that can damage your partition tables if a virus is present or if a hardware problem exists. To date, I've never had a single issue when running fixmbr. What were you doing right before this started happening? Did you install any new software or hardware?

I do not have the installation disk any more. I will try now to download Win 7 Entreprise 64 bit and give it a try...
I can access the files using Hiren's Boot method (mini windows 7 bootable version). But in this situation I can run FRST only for this Operation System, not for the dead one... Mini windows 7 is 32 bit, even if computer OS is 64 bit. Is it a possibility to differently configure FRST to run for dead OS files?
What do you suggest to try in this situation?

Mini windows 7 is 32 bit, even if computer OS is 64 bit. Is it a possibility to differently configure FRST to run for dead OS files?
What do you suggest to try in this situation?

I also tried to use Installation disk and it freezes on the same first screen to set language. 
Is there a way to run FRST.exe on mini Windows 7 (or XP) from Hirene's Boot CD, but for the damaged Operating System?

My computer was built for me by my late husband. It's an IBM compatible and he installed an AMD Duron processor in it with 1.30 Ghz, 256 MB of RAM. Running OS is Windows XP Home Edition. Logitech Elite keyboard installed along with a
Logitech Marble Mouse trackball. Installed scanners that I run or ran and keep or kept updated: Adware, Spybot Search & Destroy, Norton (was recently uninstalled using "Change/Remove" on the control panel then with Norton Removal Tool), recently installed AVG Free Edition 7.5, and Spyware Blaster. I am not sure where to rate my computer ability. Maybe it could be said that I know barely enough to be extremely dangerous?

Several problems, pretty much in order of occurrence: very erratic trackball, clunky feeling keyboard like I have to use more pressure to hit the keys to make them work and right-hand shift key does not work when I use it while online, Thursday night came home to a nasty red desktop screen and three program icons I did not put on my desktop, a window that pops up and one that stays on the desktop with a flashing red shield but it easily goes behind other windows.

when scanning is done, go to EDIT - Select All
Go to FILE - SAVE Selected Items, and save the report as BSOD.txt

Hi,

Windows Update was at 26% after a restart then the power was lost on the this Alienware M18 laptop.

It went through a diskscanning procedure fixing errors on the hard disk

Now when starting up I get Blue Screen of Death and message:

STOP: C0000135 The program can't start because %hs is missing

When I try starting up in Safemode it gets to aswrvt.sys then after 15 seconds goes to the above BSOD

Last known good doesn't help.

Chckdsk says everything is okay

Windows Startup repair didn't manage to do anything.

I have used the Farbar tool and this is the attached output. I don't appear to have any restore points (I recall making one though) Is there anything I might try before making my data safe and resinstalling Windows and everything else please? Thanks for any advice

If you have a Windows disc, you can boot from that and do a repair.
FRST indicates there is a few necessary files missing it cannot automatically repair.
aswrvt.sys is an Avast component, and I have seen it prevent systems from booting before, unfortunately there is no way to disable or remove it without first booting in to Safe Mode.

Hello,

So I got the S.M.A.R.T. HDD trojan program. I tried recovering to restore point before. After that, windows wouldn't boot.

The blue screen I got said the STOP: C0000135 the program can't start because %h is missing message. So searching the forums. It took me a while to be able to run FRST64.exe since literally nothing would boot. If I tried to Start Windows normally, it would just restart (or give me that message). If I tried to use the Recovery Options, it would freeze at "Windows is loading files." So I was finally able to track down a Windows 7 x64 CD.

I have a Windows 7 x64 Home Premium. I have attached the FRST.txt file... any help would be amazingly and gratefully appreciated.

Once I am (hopefully) able to boot Windows, I'll go through the steps in the tutorial on the site to get rid of the S.M.A.R.T. HDD for good... Also - any tips to best avoid these? I have had Malware Bytes on my computer previously...

Hi, I have a Dell Inspiron 1720 with Vista SP2 32-bit, and after finding some information on the internet with similar problems, the most relevant solution came from this forum so I hope you guys can help me. Despite the problem with my hard drive, I have a replacement and just need to transfer files from it but the problem I have is preventing me from doing that too. When I start my computer, BIOS loads slower than usual and then the screen goes black with the white line blinking in the upper left-hand corner (even before anything related to Windows shows up). After approx 10 minutes or more, it comes up with the message: "STOP: c0000135 {unable to Locate Component} This application has failed to start because basesrv was not found. Re-installing the application may fix this problem." I don't remember what I did with the computer like install new updates because I left my computer on overnight and the screen was black the next morning.

I have tried to boot in safe mode, but pressing F8 does nothing. I have also tried to boot using the Windows installation disk, but the screen goes black after the loading screen. When I ran diagnostic scan from the boot menu, it came up with several errors (I did not finish the scan because I wasn't patient enough), including:

I'd like to post here my problem. I've seen the same issue here but as i seen to that the solution could be diferent each other. My notebook is in loop and i tryed all recommendable way from windows repair, restore since a point and so on (I think this happend since last windows update ran). Safe mode its impossible to. I have not installation CD. So bad situation indeed. As i've seen here i ran FRST64.EXE and i got FRST.TXT and search LPK.DLL i got SEARCH.TXT both of them copy past below, I hope that you could help me if you don't mind:

Looking for some help to see if I can repair a Win7 Ult. installation that is giving me the following BSOD;  "STOP:  C0000135.  The program can't start because %hs is missing from your computer."  Additionally, when I run the MIcrosoft Recovery, it states that "...a Patch is preventing Windows from starting."
 
This has been a stable installation for years.  But I did a recent batch of Windows patches that I believe is the cause.
 
I have already:
Attempted to boot to Safe Mode, Command Prompt, and LKGC unsuccessfully.
I do not have a system restore point to revert to.
Verified it's not AVG related.
I replaced the HD with a known good one and cloned the drive with Acronis.  I just omitted the 100MB reserved system partition and I ran Bootrec /fixmbr /fixboot /rebuildbcd to get it attempting to boot correctly.
Attempted to restore old registry hives from c:\windows\config\regback folder.
Ran FRST64.exe (attached).
Ran Kaspersky Rescue CD to scan for infections and came up clean.
If anyone has any ideas, I'd appreciate them greatly.

So yesterday I used my laptop as normal, but today when I turned it on, this came up:
 
stop:c0000135 this application has failed to start because GDI32.dll was not found.
 
I can't get past this screen in any way. Every option I select from advanced options for example, safe mode or start repair, it just leads me to the same blue screen again.
 
Any help would be appreciated.

Have you tried just pressing "Enter" when asked for the password?
If you still can't get in, I'd have to suggest obtaining a set of Recovery disks from Compaq. They're usually cheap (less than $20 US) and you can get them in 4 or 5 days.

Helping a friend with a ASUS K501 laptop running Windows 7 home with serious malware issues and infections. Cleaned multiple system multiple times using free version of MalwareBytes and appeared clean and running good. Installed all critical Microsoft updates then uninstalled expired version of TrendMicro Security. System was still running great at this time but wanted to put some additional protection back on for her. Installed Microsoft Security Essentials, updated and ran a full scan. After finding two infections required a reboot for final removal. After the reboot the laptop would only come back to a black screen. Any attempt to repair or roll back to a previous date fails. Booting into any Safe mode presents the message STOP: c0000135 The program can?t start because %hs is missing from your computer. Try reinstalling the program to fix this problem.

I have the text dump ready to post after executing Fabar Recovery Scan Tool. Thank you in advance for any help!!!

All of a sudden started to boot to receive this error: STOP: c0000135. The error refers to a missing or corrupted file winsrv, but the file is physically there. After this error, the computer restarted. I wanted to repair the installation of Service Pack 3, but after unpacking the installation I get this error:

The system cannot find the path.

When I run chkdsk, so after check the free memory I see this message:

Windows found problems with the file system that could not be corrected.

Could you advise me how to get rid of the error when booting? I do not want to reinstall the system because I have important data on your computer.

Or you can reinstall the winsrv.dll from the XP CD.
boot from the XP CD, When asked hit the "R" key to enter into Recovery Console, you will need to use the Expand command to get the winsrv.dll file to your computer, and will look something like this, replace "X" with your CD drive letter.
expand "X":\i386\winsrv.dl_ c:\windows\system32\winsrv.dll

hi everyone , 
so I think that I have a serious trouble with my computer 
the thing is the computer stopped while updating the mcafee ( my fault )
and after that ,I got the pretty  blue screen saying : stop : c0000135 the program can't start because %hs is missing from your computer . try reinstalling the program to fix this problem 
I never had this problem before or anything similar , in fact this is the first time my computer had a problem while it has been 3 years of use now
it can't start , even when I use the f8 thing and try to log in  whith safe mode 
my computer is a hp 650 
please help me , I don't know any professional to get his help , and I am not one !

First of all - welcome to BC !
 
The simplest step for you to take is first of all see if your laptop will boot into 'Safe mode'.
 
You get here normally by tapping the F8 key a few times while the BIOS screen (that's the one with the maker's name all over it that appears as soon as you press the power button) is showing. If this works for you you will come to a black screen with white print. At the top you will see 'Safe mode' options, and towards the bottom you will see 'Windows repair'. Use the 'Up' and 'Down' arrow keys to select 'Windows repair' and press 'Enter'. This will start the repair system running.
 
Normally this takes a few minutes and at the end, if it has been successful, it will tell you to re-start Windows. Do so, and you should start normally.
 
However, 'Repair' is  not always successful. If it doesn't work, you will be presented with a screen saying so and asking if you want to try 'Advanced options' - accept.
 
You then get a screen of options, you will see 'Restore Windows to an earlier date', select this one and press 'Enter' or 'Next'. At the next screen you get to choose a 'Restore point' (a date). Very often the screen only offers the latest one or two restore points. Pick one that dates from before your problem started. If none of the points offered on the screen pre-date your problem, then on the left, below the choice box is a button 'Other restore points'. Click on this and choose an appropriate point.
