Q: Windows Activation Failed Code: 0xC0000022

My windows activation has all of a sudden stopped working.
It states on my desktop, This copy of Windows is not genuine, when i know it's a working key.

I had been getting errors on my pc before, and had to fix them because my pc programs would freeze up and even, ctrl>alt>delete wouldn't work.
Got that all fixed.... but now

I can't activate windows 7 by my pc anywhere, or from phone.

As you can see, i have no where, now... to actually input the code to activate it.

Any help in resolving this issue, would be greatly appreciated.

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

I have recently updated my preloaded window 8 to 8.1. However, after the update it does not accept my old window 8 key and requires me to activate again using a product key. Here is the error code: 0xC004C003
My DELL XPS came with a preloaded copy of window 8 and yes it has a window 8 sticker at the back
and was fully activated before I updated to windows  8.1.  And as far as I know, system which comes with preloaded window 8 has its product key injected to the motherboard and 8.1 is a free update for window 8 users.
So why the update does not accept my window 8 key and ask me for a new key ? I know my window 8 key cannot be used for any other system because the key is injected in the motherboard and I don't even know the key myself.
So what can I do now for my Window to be activated again ?
More frustration is that I can't get back to windows 8.
I tried to reset to the factory image by using DELL backup & Recovery software built in the system.
However, after resetting to the factory image it does not accept embedded product key.

Hi Guys

i got an error while activation of windows 7 error codes 0x8007007b and also key management service (kms) binding is missing or corrupted.

3. checked for virus

Ignore errors produced when clicking on the Copy button - they simply mean that the tool could not create the backup files for some reason. The data is still copied to the clipboard for pasting to your response.

Please also state the Version and Edition of Windows quoted on your COA sticker (if you have one) on the case of your machine (or inside the battery compartment), but do NOT quote the Key on the sticker!

There is a problem with your Software Protection Service - something is preventing it from starting on demand the way it should.
Please use the following in an attempt to isolate the cause.

Click on Start
in the Search box, type
SERVICES.MSC
and hit the Enter key - accept the UAC prompt if you get one.
Look in the console for the Software Protection service, right-click on it and select Properties.
make sure that the Startup Type is set to Automatic (Delayed Start), and click Apply.

Try starting the service now - do you get an error message? Does it start? does it almost immediately stop again?
Post back with your results, and a new MGADiag report.

If it doesn't start, then please do the following...
Please open an Elevated (Administrator) Command Prompt window and use the following commands....

net start sppsvc
sc qc sppsvc
sc queryex sppsvc
sc qprivs sppsvc
sc qsidtype sppsvc
sc sdshow sppsvc

I tried this after 24 hours of troubleshooting a clients' computer. (This was an all nighter of troubleshooting and watching BUILD 2016)).

All the customer wanted to do was view a Powerpoint Presentation, but Office would not activate which lead me down this dark path.

The Software Protection service not starting and not having the access to change the permissions of the service nor to change the permission on following files: sppsvc, sppuinotify, ssdpsrv, PlugPlay, upnphost .dll and .exe files
I performed the System Restore, only to not have the O/S activated.
I've tried everything every expert on the internet has said to do regarding this.

My solution.

DO NOT PERFORM RESTORE IT'S A WASTE OF TIME.

Get a vanilla copy of your Windows O/S version (Client PC Win8 64bit). and perform a clean installation.

DO NOT DELETE, ERASE, or TAMPER with the Recovery partition.
(It's good to have around just incase you need file from there later. Think Windows 95/98 Cab Files. "even though new windows doesn't use cab files" look at the qoutation marks. This is NT technology cabs are every they just have a different names).

When you get to the point of choosing your partition, MAKE SURE you choose the patition where the O/S is installed.
You will receive a warning dialog box. Telling you it's not recommended to install Windows on said partition. What to do?
Go ahead with the installation.

When installation is complete. Your Windows will be Activated.

After some issues with security after a recovery last week I did a clean install of my Windows 8 Pro X64 system.
I now get the Windows Activation Windows popping up periodically but when I try to activate I receive an error code 0XC0000022. (Pic attached).
I tried the activate over the phone but I did not have the Installation ID.
Ran "SLUI 3", entered product code, got the "your key works message" but then got 0XC0000022. (Second pic)
Tried SLUI 4, enter "New Zealand" and again got 0XC0000022 (pic 3) and then a window with no id (pic 4).

As usual MS support's response is the usual bull poo "refresh", or "reset", or "clean install", despite the fact that I had just performed a clean install, or "re-install Win7 and upgrade again".

Would appreciate any help or info.

EDIT: I did run SLUI 3 and 4 from an elevated command prompt.

Don't know about Win 8 - but in 7, this error is often caused by problems with the SPLDR device/service.

(Have you EVER used Norton software on this machine?)

I cannot open IE and only get the "ieuser.exe application error" message - "The application failed to initialize properly (0xc0000022). Click OK to terminate the application". This seems has happened after I have updated F-Prot antivirus which had a wrong version.

Our AVG software was trying to do some updates/scanning files, but locked up the computer. Our Internet Explorer would not open, but when we opened up Outlook, it was sending messages to random emails. We manually shut the computer off and when we started it back up again, it gave us the explore.exe application error. The desktop came up, but all the icons are missing and so is the start menu - completely blank. How can I get my computer back?!

Ok when I boot in normal mode (it might be a good idea here to let you all know when I boot in safe mode everything works 100%) I get this error "The application failed to initialize properly (0x0000022). Click OK to terminate." on almost every application, at first only a couple of my apps worked at all (being Guild Wars, Pidgin IM, and PowerMenu) so I booted in safe mode so I could access the internet and searched around. Here's what I've tried so far to *little success:
CACLS C:WINDOWS\System32\*.dll /E /G BUILTIN\Users:R
CACLS C:WINDOWS\System32\*.ocx /E /G BUILTIN\Users:R
takeown /f C:WINDOWS\System32\*.dll.
icacls C:WINDOWS\System32\*.dll /grant administrators:F.
And generally a lot of commands like the above.
*Ive noticed slight improvement I got like 2 or 3 more things to run (VLC, ThreatFire)
I've done net user Administrator /active:yes to unlock the real admin account but I still get the error on that. I've done system restore to an earlier date, no help. Its a store bought PC so it didn't come with a Vista disk. I tried booting up with Windows Vista Recovery Disc Download ? The NeoSmart Files but it didn't fix anything. Also I can't do geek squad that stuff costs more than my computer did
The problem really is I have no idea what the problem is. I don't know if its even really a permissions problem.

0xc0000022 can be caused by A/V software blocking updates sometimes the clean boot will allow the update to finish installing.

Hello,

When starting up my laptop, i receive a series of following error message:
"The application failed to initialize properly(0xc0000022)." for several programs.

All the programs end in .exe. e.g. skype.exe, iexplore.exe,apoint.exe,etc.

I also get this message:
HPAdvisor.exe. The application has generated an exception that could not be handled. Process ID=0x858(2136), Thread ID=0xfe4(4068)

I am logged in as an administrator.
Since I am unable to access the internet using normal mode, I am currently using safe mode with networking.

Initially, after doing research on the web , I thought the problem was a broken EXE association so i followed the instruction for how to fix this from this page:

The problem still occured after I restarted my computer and used normal mode.

I then created a new account with admin rights to this user. I restarted and logged in as this new user and recieved this error message:
"userinit.exe-application error application failed to initialize properly(0xc0000022)".

The desktop remains blue and fails to load.

Does anyone know what the problem is and how to fix it? Any help would be greatly appreciated.

Lets start with your idea, I tend to agree. It appears to be a problem with the exe extension. Try this tutorial and then report back

Try to reset the exe and lnk (LNK) associations.

If that does not work, my second thought would be malware. Run an upadated and full anti virus scan
Download and run a full scan with malwarebytes. Get the free edition. If you cannot get online, with another computer, download to a finger drive and then transfer to your computer.
Finally, you may want to try a system restore, go back a week before the problem.
Before the restore make sure this is not a malware or virus problem

Whenever I try to log in, just after typing in my password, rather than loading windows and everything, I just get a black screen with an error message. The error message says:
An error has occurred
You can also contact Acer by phone to help resolve this problem

Details:
Code 0xC0000022
Description: {Access Denied}
A process has requested access to an object, but has not been granted those access rights.

The only option the error message gives me is to "close" or to x out of the error message.
Both of those options immediately log me out of windows and back to the user screen asking for a password.

The only time I can proceed any further is if I go into safe mode (without networking, and the error message doesn't pop up in safe mode).
I can also click on the acer link on the error message and connect to the internet. However, I don't have access to anything but the browser. The desktop is just a blank screen with the error message.

In the past I've had issues with my control panel (whenever I'd click it, a blank window would pop up and immediately close. So I could not access my control panel).
Based on suggestions online, I've toyed with the "Software Licensing Service" and "UI Notification Network" under "services.msc" which is typed into the search bar in the start/windows menu.

For some reason I am getting this error code (Explorer.exe The Application Failed to Initialize properly (0xc0000022). Click Ok to Terminate the Application) whenever I try to log into my computer. I put in my password and then this message comes up and nothing happens it wont go to my desktop or anything. I then restarted and logged into my machine through safe mode and everything works. I tried to run a windows update to see if I was missing an update or something but in Safe Mode it will not let me run Windows updates. I also went to add and remove programs and tried to uninstall the most recent application I installed to see if that was the problem but once again I can not uninstall anything in safe. anybody have any ideas?
have tried sfc /scannow
also the steps in this Windows Update Error 80246008 in Windows 7 - Fix
but to no avail, i still receive the error message

i have also used take ownership on the downloader file in programdata/microsoft/network
and was able to start bits service once i then re enabled windows update. it hung for awhile so i restarted and got the same error for bits, tried take ownership again, but still get the same error

Open Event Viewer
click on the Windows logs entry in the left pane to expand it.
Now click on the Application entry - wait while it loads.

Hello,

I have been working patiently for the better part of three days, but cannot resolve the issue. I can no longer use Windows Update. Something seems to have happened on or after 19 July -- the final date that updates were installed. Thereafter, only failure messages in the log (now wiped clean, as a result of following one of the suggestions I found). When I click "check for updates", I receive a message that a problem occurred. The error code is 80072EE2
When I then click in that same window on "Check online for updates from Microsoft Update" I always get the message "Install new Windows Update software. To check for Windows Updates, you must first install an update for Windows Update. Install now." Naturally I click on this, only to receive error code 800F081F.

I have tried out several suggestions that did seemed relevant, including the 12 methods I found at

While trying to execute Method 5, I found that HKLM\COMPONENTS was missing from view. I found instructions on how to use Load Hive to make this visible again. No difference to Win Update.

I skipped Method 7, because my antivirus software is a MS product and has been in use for years, without any problems.

Method 10 proved impossible to execute: it seems to contain outdated information: you can no longer manually download these elements; instead you are redirected to a page that helpfully (irony)... Read more

This is a laptop running Win 7 Ultimate x64 w/ SP1.

The HDD had bad sectors and CHKDSK didn't complete, so I cloned the bad HDD onto a new good one.

When I try to login I Explorer appears to crash and I get an the error code: 0xc0000022. I am able to login to safe mode though.

Here is what I have tried:

1. Ran CHKDSK
2. Ran SFC /scannow
3. Tried to run Win 7 Ultimate x64 SP1 setup.exe but I get "unknown error has occured" following the repair guide (Repair Install)

The last thing I want to do is a new format, though it is looking like that will be my option. Any other ideas or things I can try?

I have an Inspiron 3542 laptop that I just upgraded to Windows 10. The update completed but now the device is saying Windows 10 needs to be activated. The error message reads: "Activation failed because this device doesn't have a valid digital entitlement or product key. Error code: 0x803f7001". This is a Windows 7 Pro device purchased from Dell in 2014.  I tried calling the help line but they bumped me over to a fee for service help line because I am out of warranty.  If they sold me a device with an invalid key shouldn't that be on them to correct regardless? 
Is there a simple fix to this.  It was activated and running fine before this upgrade attempt.  Should I just revert it to 7 Pro and leave it alone?

How to troubleshoot Product Activation in Windows 10:
This Activation Error Code 0x803F7001 in windows 10 is caused if you Clean install Windows 10 using flash drive. This Error may also occur if you update your BIOS. 
Possibly there can also be issue with Microsoft activation Server and thus you are shown that your windows is not activated, In this case you can only wait and verify if it is the issue from Microsoft's side or the recent changes that you made to your PC.
You can try the steps below to activate by phone.

Step 1: Keep holding Windows key and Press R key to open up Run Command.

Step 2: Type Slui 4 in the Run Windows that pops up and hit Enter.

Step 3: Next you will require to Select your Country/Region, So do it and Click Next.

Step 4: You will be Presented with Toll Free number, Use your Phone now and dial the Number to get the Confirmation ID.

Step 5: Once you get the Confirmation ID numbers, Enter them in A to H Field Exactly the way they are Provided.

I had an activated Windows 10 Home Single Language before this. Now, it's just Home. I updated through the Media Tool. I didn't find any option for the Single Language. So, I downloaded and installed the Home version. Could this be the problem?

I purchase an older computer from work that had a clean hard drive and came with the operating system disk. The disk was misplaced, so I used the disk from a different Dell computer that I own. The problem is that the computer originally came with Vista and what I installed was Windows 7 Home Edition Premium 64-Bit. The computer runs great, but obviously I don't have an activation code for the new installation. The computer is descent, Intel Duo 2.66, 4gb RAM, and a NVIDIA Quaddro FX570 video card. Plenty good to for my son to play around on, so would like to keep it running.

Can I purchase an Activation Code to make the current installation legit?

It seems like it should be straight forward to do this at a reasonable cost, but I am not finding it this to be the case. I do have the Vista activation code on the machine that I am currently working on and I still have the machine with the activation code for the Windows 7, but this machine still running.

Would it be possible to upgrade my better computer to Windows 8 and then use it's old activation code on the machine that I am working on?.....probably a dumb idea, but thought I would ask anyway.

Hey!

I have a windows xp lap top. I came across this lap top from a mate who basically just gave me the machine as he did not want it any more. So I don't have my windows cd for it.

I can't start the lap top now without the the windows activation code - I can not use the system at all.... how can I get the activation code? Living in the UK.

What do you mean by "activation code"? If it's the 25-character Windows key it's looking for, that may be on a sticker on the laptop somewhere. If not, you may be able to contact the laptop's manufacturer and give them the laptop's serial number, and get either the key they packaged with it, or even a replacement Windows/recovery CD for it.

If it's asking to be activated, and doing that online doesn't work, you may need to contact Microsoft and have them "reset" the key for that computer.

Hi, I purchased an HP All in One 21 around a year ago. It came with Windows 8.1, which ran decent. I upgraded it to Windows 10 awhile ago and it seems unstable (as my wifi driver fails after an update). Irritated by instability, I wiped the entire disk and installed Ubuntu. Now, I want to trade this computer to my dad and I need to reinstall Windows again, but I don't have any installation disc or activation code.Is there anyway I can get a genuine Windows running on my machine again? i just upgrade my system to xp a few weeks ago everything has been for the most part smooth operating a few minor adjusment in the settings and what not but all in all im very pleased with the performance so far, so i decided i was going to put it on my other puter wich wife and kids mostly use and whats this i can only use it as a trial for 30 days?i tried to register it with the same info as my first but it says its already used. i understand they want to avoid piracy but what do i have to do buy a seperate operating system for each and every comp in my house thats stupid as my second computer is very rarley used is there anyway around this or has that snake microsoft bit me again? once again i dont want to make a whole bunch of copies of xp and sell them and profit off it i just want to use it on my other puter and it only has 7 days left on the trial what happens then will it lock me out i didnt install over win98 i did a clean install so there is no other operating sysem on the puter what should i do?

Guys I need help.
My desktop pc (HP Touchsmart 300) broke down and the technician told me to change the disk. He changed the hard drive and installed again Win7 Home Premium. A fiew days ago, I did a clean Windows install, by downloading the .iso file file from the web (Microsoft's webpage I think). I burned it to a disk and I started the installation. When i asked for a Serial Number, I wrote the key, who was behind the pc. The setup continued, but when I entered the Windows desktop for first time, a message poped up saying "This version of windows is not genique"-something like that. I re-entered the serial but again nothing! What is wrong? Did the hard drive change affected my windows activation?

After finish windows setup, an error messaje came up ¨Activation of windows 10 home failed because "the product key used in this pc did not work with this edition of windows'". I contact dell support and they suggested me to re-install win10 which i did but the problem is still there. Any clue Please.

Activation key is embedded in the computer and you do not have access to it. Did you mistakenly enter a key? That is not necessary. The Activation will automatically scan the computer and read your embedded key. When reinstalling win 10 you skip the first question about a product key by choosing I don't have a key. Then activate after the reinstallation is finished.

I have T450 came with Windows 7 pro downgraded from Window 10 pro about 4 years before, and I cannot use either Win 10 or Win 7 with this machine anymore after formatting HDD. It was being used with factory installed Win 7pro for a while, then due to the virus related issue, I low level formatted the HDD this year. Since then I was trying to use the facory recovery USB key that came from Lenovo, but the recovery key from Lenovo was actually Win 10 pro instead of Win 7 pro; which was fine if I could activate the Win 10 licese properly.  After Win10 factory recovery was done with the USB key, the activation window says that "The product key used on this PC didn't work with this edition of Windows. You might need to get in touch with the store or company you bought Windows from, enter a different product key, or go to the Store to buy genuine Windows. Error code: 0xC004C060". I contacted Microsoft, and they traced the license key in the BIOS of the laptop, then told me that "The product key in your machine exceeded the maximum quantity of PC for activation. Please contact Lenovo to get proper license key." I contacted Lenovo support, but I could not get any help from the support except telling me that my laptop is now out of warranty. What should I do here? Should I purchase a new Win 10 licese again? Please help.

When I log on, windows asks if I want to activate windows. I say yes, it goes to the background screen with a window that says "windows is already activated, click OK to exit". I do that and it logs me off immediately. It doesn't matter if I log on as administrator or user, it does the same thing. If I answer no to the first question, then it assumes I am shutting down and I get the standard shutdown/restart window. What is wrong??

3. Locate these two files: wpa.dbl and wpa.bak
