I'm working with Bitdefender Total Security 2019. I've noticed that their firewall is enabled when my Dell Latitude E6410 connects to my wireless network approximately 1.5 minutes after Windows 7 Professional starts. In an e-mail, the
company told me that their firewall is enabled after the specified interval because of Windows Base Filtering Engine (BFE). They also described the issue this way, BFE controls
the operation of the Windows Filtering Platform. This is a network traffic processing platform that allows software to ?hook? into Windows networking stack and perform such functions as firewall, traffic shaping, filtering, etc. When this service loads
with a delay, it also triggers a delay of the Bitdefender firewall driver, which translates into the notification "Firewall status changed". The driver is coded to wait until BFE is completely loaded, otherwise it can't work.
I've worked w/Checkpoint's ZoneAlarm Firewall (free edition) and it is enabled right when Windows starts, there is no delay. Can
I modify BFE to enable Bitdefender Firewall to initiate at Windows startup?

I recommend downloading and running DAP. It can help sort out any driver and firmware related issues on your system

It's worked out well for many of us in the past.

I am ready to do a fresh reinstall of Windows 7 (which I really don't want to do)... I've spent most of the past week trying to eliminate 1) Win 7 Security 2012 malware, 2) Google pages were being redirected, 3) all desktop icons were missing, and 4) Windows Firewall won't run. I used Malwarebytes, SuperAntiSpyware, TDSSKiller, and a registry repair.

I first got the Win 7 Security 2012 issue. I thought I fixed it with Malwarebytes and TDSSKiller... but then my Google pages would redirect. I "fixed" that but then my desktop icons were gone. I manually changed some registry entries and they reappeared. Now... I noticed Windows Firewall isn't working (and Base Filtering Engine isn't loaded). I tried using several System Restore points but it couldn't find a file (not sure which one) and didn't run.

I cannot start the Base Filtering Engine due to Error 5 and have scoured the internet for ways to fix this.
 
Windows Firewall and Windows Defender also do not start at all, due to them needing the Base Filtering Engine to work.

Hello,
Amongst other problems, I am having issues trying to get Windows Firewall to work.
 
I am running Windows 7 64-bit Service Pack 1 with the latest version of Avast Free Antivirus and I am logged in as an Admin.
 
Action Center reports that Windows Firewall is turned off or set-up incorrectly. When I try to turn it on it says
"Action Center can't turn on Windows Firewall.
Turn on Windows Firewall manually"
When I click on the link (the underscored text), it brings me to the Windows Firewall page where it is red and says
"Update your Firewall settings
Windows Firewall is not using the recommended settings to protect your computer."
When I click on "Use recommended settings" or try to change any of the Firewall settings, it gives me this error
"Windows Firewall can't change some of your settings.
Error code 0x8007042c"
 
In Event Viewer, there is this error:
"The Windows Firewall service depends on the Base Filtering Engine service which failed to start because of the following error:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it."
According to Services, BFE is disabled and when trying to change it's Startup type, it gives me this error:
"Access is denied."
 
In msconfig, I have checked Base Filtering Engine and restarted the computer multiple times but it always remains unchecked.
 
I'm not really sure what else to do. It could have something to do with me messing around in msc... Read more

Hey everybody,

I am having serious problems with my laptop. Here are the specs: Dell N5010, Windows 7 Home Premium SP1, Intel(R) Core(TM) i5 CPU, M [email protected] 2.66GHZ, 6.00Gb of RAM, 64-bit operating system. I have run everything as an administrator, to no avail.

After a week without being able to charge my laptop (I was without a cable), I charged it to find that I could not connect to the internet, or that I was only given "Limited Access," i.e., none. I opened the 'Network and Sharing Center' to find that, under "View your basic network information and set up connections" heading, the text reads, "Unknown - The dependency service or group failed to start."

Going to the status of the Wireless Network Connection and trying to diagnose the problem gives me this error: "The Diagnostics Policy Service is not running."

In Services, under Diagnostics Policy Service, as well as the Base Filtering Engine, I receive the following error(s): "Windows could not start the x service on Local Computer. Error 5: Access is denied. (The variable is either Diagnostics Policy Service, Base Filtering Engine, etc.)

Also in Services, under Windows Firewall, I receive this error: "Windows could not start the x service on Local Computer. Error 1068: The dependency service or group failed to start.

Two days ago, AVG popup showed infection in C:\windows\system32\consrv.dll as trojan horse generic_r.JU. I moved it to the virus vault.

I recently connected my xbox360 to the network and have been streaming videos from this computer.

I compared a previous exported services list to the current list and found these services missing:

Base Filtering Engine (BFE)
IP Helper
Security Center
Windows Defender
Windows Firewall

The HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\ keys for MpsSvc and BFE are missing, however the SharedAccess key is still present.

I try to go to Windows Firewall through the Control Panel, but this is what happens:

My operating system is Windows 7 Home Premium 32 bit, it was upgraded from vista. my computer model is the HP Pavilion Slimline s3300f
this first happened about a week after I upgraded to 7 from vista. the high cpu usage usually happens at startup and for some reason also makes it so that it takes a long time for my browser to start up also, I've also noticed that this also seems to happen randomly though that is uncommon. Another instance of this happening is when the internet gets disconnected. Usually I wait until the high cpu usage goes away away on its own, usually 20 minutes to an hour but that had become frustrating, so I'm wondering if anyone else has had this problem and what I can do.

With those problems, it sounds like you may have actually upgraded than do a clean intall. You can and should do a clean install with an upgrade version CD.

The base filtering engine, and firewall won't start. I get error code:5 Access is denied from the base filtering engine, and Windows Firewall can't change some of your settings Error Code: 0x80070424. Any help with this problem would be greatly appreciated.

Hi, most likely need to add MpsSvc to object names in the permissions field, lets be sure what's going on. Go to start , search and type:- cmd right click on the returned cmd .exe and select "run as administrator" at the prompt copy paste:-

I've researched this topic for like 4 hours. I've tried re-adding the appropriate reg files. I've tried fixing permissions in the registry. I've tried all the cmd line commands. I have no idea how to get this service to run. Because of this the firewall doesn't work. And also i can't open any ports on my router I'm thinking.

I've used ccleaner to fix the errors in my registry, as well as sfc /scannow. I was getting some error when trying to use the win7 installation disc to repair windows so I couldn't do that.

I'm also not infected with zero acess rootkit becaue these aren't found on my computer.

I've got a problem with a machine which won't connect to the internet.  I thought that it was something to do with a faulty network card at first but have changed the card and the problem persists.
Whilst I was monkeying around with the card, a popup appeared telling me the firewall wasn't running.  I went in to the Control Panel and tried to switch the firewall on and got an error 0x8007042c "Windows Firewall can't change some of your settings."
I decided to look this up, and eventually made my way in to services.msc .  This showed me that a number of services weren't starting.
I traced through the dependencies and discovered that they were all dependent on the Base Filtering Engine.
I tried to start the Base Filtering Engine Service and got "Error 2 - The system cannot find the file specified''.
I have run sfc/scannow several times, both from my Windows 7 CD and within Windows itself.  It hasn't found any problems.  I have tried deleting BFE.DLL and running sfc/scannow.  It restored the file and the problem still hasn't gone away. 
The amount of information I've managed to get from the internet has been sparse and I don't know what to do next.
 
I really am at my wits end with this one.  If anyone could help I'd be most grateful.

I am running Windows 7 Home Premium. I am getting an error message from Norton security that tells me I need the Base Filtering Engine. I can't find it so I'm told to run Microsoft Fix it tool to replace this component. I run Microsoft Fix it and I get the message "Windows Firewall Cannot be set as the default firewall." It then says its "because of an existing Group Policy or because you are using the McAfee Firewall firewall program." I use to use McAfee but now I'm using Norton. I searched by I don't have any MacAfee  programs on my PC as they were all uninstalled. I don't know what Group Policy to change or how to change it.

So there are about 1000 computers on our Domain, Vista 700, Windows 7 300. After restart, as required by updates the computers can access resources on the network, the computer name can be resolved by DNS, but they are not pingable, cannot RDP, DameWare, or remote manage. We have found that the update has for some reason started the Base Filtering Engine Service. If we put hands on the computer we can disable Base Filtering Engine and all is well.

The number of computers effected is growing at an alarming rate, probably 100+ a day.Tomorrow is day 3.

The problem is that some of the computers are 400 miles away, we need to fix this remotely if possible.

Hey guys,

Just wondering if any of you have any idea how to resolve this. I've just installed vista but I can't turn on the firewall, I traced this back to the Base Filtering Engine service not running. I tried to start it but only to receive this error, "Error 2: The system cannot find the file specified." Now i know this can't be true as it runs off svchost.exe, which does exist and a lot of other services that use this file are running.

Any ideas?

So I got a virus about two months ago that was showing fake virus alert popups and stopping all my programs from running and such. It also disabled and closed MSE and prevented it from running. I booted into safe mode with networking so that I could download and run ComboFix to remove it. I see all the alerts on here saying not to use ComboFix without being told to, but I was not aware there was anything wrong with it at the time. I'm sorry if that makes this more difficult or anything. Anyway, it seemingly removed the virus, but there are a lot of leftover issues still that I have no idea how to fix. I posted on tech support guy forums for help, but I have received no response in the two months since I posted, after numerous bumps, so I thought I would try here.Oh, and as for how I got it in the first place...I'm not sure. I believe it may have been from installing Cryptload or Mipony, which I did right before the virus appeared, but Virus Total says both the installers are clean. I can't imagine what else it would have came from though. Hey I need to turn on the "Base Filtering Engine" on my laptop, as well as "IPsec Policy Agent" and "IKE and AuthIP IPsec Keyring Modules"

I opened cmd and ran services.msc to turn them on but BFE is missing completely. The other 2 are both there but when I click start they give a message saying...

Error 1075: The dependency service does not exist or has been marked for deletion.

Any ideas on how to fix this? Thanks in advance for any replies.

Have you recently had any episodes with any Viruses?

Have you looked in Services to see if Base Filtering Engine (BFE) populates the Services List?

Use this tutorial to go to Services - Start or Disable
You should find the Base Filtering Engine near the top of the list. follow the instructions to start the Service.

Black Viper's advice is to have the setting at Automatic (Started) Home Premium.

If you look under the dependencies tab for "IPsec Policy Agent" and "IKE and AuthIP IPsec Keyring Modules" you will find BFE listed as dependent, and that is why you received the error message. It is either Stopped or missing entirely.

If BFE is not listed in Services try a Restore point, SFC /scannow, or you may need to do a Repair Install.
If you have had a virus a restore point may not work, and your best bet would be a Clean Install Windows 7.

Encountered a Windows 8 issue here. BFE is not running on my friend's laptop. Tried re-enabling it in regedit and restarting the service, even took ownership of bfe.dll in the system32 folder, and still getting an "error code 5: access is denied" message when I try to start the service. I've concluded his computer has a virus and from what I've read, a rootkit could be causing the BFE issue.

I followed the first answer I found here and the issue has not resolved:

A few days ago my computer was infected with the trojan HEUR:Backdoor.Win64.Generic (consrv.dll). Kaspersky caught it and removed it but not before it disabled my windows security service, "base filtering engine". I restored the service in the register but it won't start even though it is set to automatic. I think it won't start because the file bfe.dll was corrupted by the virus. I have another copy of the file obtained from a working computer with the same operating system but I cannot replace it because "I don't have permission".

Does anyone know how to replace this protected file or how to get BFE to start?

I thought all my Windows 10 problems were resolved when I finally figured out that Avanquest Powerdesk was preventing explorer from loading the desktop but it seems that was just the beginning of my Win 10 problems.

Once I finally got the desktop to load I then discovered that the start button isn't working, the search bar isn't working, most of the programs that should be in the task bar are not loading, Avast antivirus wasn't running and that the uninstall option in the control panel doesn't work.

Having seen that avast is one possible cause for the start button not working and having tried every other way of fixing the start button that I could find I decided to delete Avast. Because of the uninstall button not working I had to do it the same way I had removed powerdesk - delete the files first and then run cccleaner to clean up the registry entries.

It was when trying to reinstall Avast that I noticed that the install wouldn't run because the Base Filtering Engine Service is failing to start. As so many other services are dependent on that one I suspect that as being a possible cause of all of the other issues (for example none of the security apart from Comodo firewall is running because it is all dependent on this service).

The message in the event viewer appears to indicate that the service does not have sufficient access to be able to run.

Does anyone have any ideas on how to fix this?

I had the same issue, BFE Service was disable and Windows Firewall could not start because of that. My solution was to download BFE registry fix from this link Base Filtering Engine - Windows 10 Service - batcmd.com and run it. After reboot i was able to turn BFE Service on and could finally start Firewall.

Okay, so I got to this problem when I was trying to install Adobe CC on my computer and nothing happens when double click the installer (yes, I've tried unblocking it). So, snooping around on the net for answers, I found that I might be having issues with
my Firewall. There's just an "Update your Firewall Settings" and when I click "Use Recommended Settings", an error prompt pops out "Error code 0x8007042c"
And Norton was saying that my Base Filtering Engine is failing (can't show you a screenshot because I've uninstalled Norton already)

Ok, so I have an Acer computer that came pre-installed with Windows 7 Home Premium 64 bit. And it's now Service Pack 1. I have Mcafee Anti-Virus and when I try to click on Real Time Scanning or Firewall, they turn themselves back off. Now this may have something to do with the services like Base Filtering Engine because when I go to it in Services and try to turn it on, it says "Access is denied". Ok, well, then I tried going to Windows Firewall and clicked on "Use recommended settings" and I get an error "Windows Firewall can't change some of your settings. Error code 0x8007042c." Ok, well, maybe it has something to do with viruses, I don't know.I tried contacting Mcafee and they wanted me to pay for 1 yr techincal support in order to get rid of the viruses that are probably causing Mcafee (and possibly the Base Filtering Engine) to not work. Of course, I didn't agree to it.
Now, I am thinking about trying the Mcafee 1 yr technical support again, but of course I'd have to get permission from my father since it's his computer. But I don't know if it'll even be worth it. I don't know if Mcafee will be able to remove all the viruses, trojans, malwares, ect. from the computer and have everything working again. I've recently had issues with Avast Firewall failing to turn on/turning itself off so upon a recommended fix I ran the unstall and attempted to reinstall.

However the installation is being blocked with the following message:

"The Base Filtering Engine (BFE) service is not running.
Please ensure the service is enabled before installing Avast".

So I did a little research and found instructions for starting it via the services.msc Run prompt.
I was unable to start BFE via this method with the message "Windows could not start the Base Filtering Engine service on Local Computer. Error 5: Access is denied".
It then recommended I open a Administrator/elevated command prompt and enter takeown /U %username% /F %USERPROFILE% /R /SKIPSL.
However I then get the message "ERROR. Invalid syntax. /U can be specified only when /S is specified". inputting "/S system" at the start simply results in a ERROR: The network path is not found." message..

So I then, upon recommendation of the same site with the above instructions ran a System File Check. However when this was complete I got the all clear message "Windows did not find any integrity violations".

My very limited understanding of this says that there is an issue with my BFE, however if I run a scan, it says nothing is wrong with it and I'm honestly fast approaching the pull my hair out/throw the laptop at the wall stage..Help, please? :(

A couple days ago, I received a notification from Facebook that my account had been accessed by an unauthorized computer in France. Suspecting that a keylogger/spyware was to blame, I decided to uninstall Microsoft Security Essentials and install Norton Internet Security to see if it could find anything on my computer. Norton is unable to run because of a certain error involving a missing Base Filtering Engine. Sure enough, when I checked the services.msc list for the Base Filtering Engine service, it was missing. I'm thinking this is a sign there is some infections on my computer, and would greatly appreciate any help in removing them. Other than that, my computer has no other symptoms of an infection. I recently got a virus a few days ago somehow. I had just installed two programs known as Mipony and Cryptload. Both of them seemed pretty verified, with dozens of sources confirming they were good and after scanning the installers with MSE and http://www.virustotal.com/ zero results were found in any of the scans. So...they seemed pretty safe to run... It seems too much of a coincidence for the virus to just happen to appear half an hour or so after that though. I hadn't ran any other dubious exes in that time.

Basically it was the typical fake virus alert popups and everything, but this seemed a bit more aggressive than usual, as it not only immediately closed MSE...but seemingly removed it from the registry so it couldn't even be ran again. Then it closed my open browsers and stopped allowing me to run any programs, saying they were all infected when I attempted to.

Grudgingly I did what I usually do in such a situation, booted into safe mode and ran combofix. It seemed to remove all traces of it, as expected. MSE still complained about registry problems and refused to run though so I uninstalled it. I decided to switch to F-Secure after MSE had failed me so horribly, going by the fact that it won antivirus of the year on AV-Comparatives.com for 2010. When I try and install F-Secure though, it tells me it can't install everything because my 'Base Filtering Engine' service is not running. When I open my services window, such a service isn't ... This is my last try for help with this issue.  I'm going to start at the very beginning and I really hope this site can help me out. 
 
First off, I have a Dell desktop running Windows 7 Home Premium connected to a Brother all in one printer.  I recently purchased a Dell Laptop running Windows 8.1 and am trying to share the home group so I can use the printer on my laptop.  Now, I'm not a beginner at this part so it should only take a few minutes to do this, right?  Well, obviously I have a problem which is preventing the desktop PC from sharing.  Open up printer settings and I try to change share options, I click apply and get an error code stating it's unable to apply changes to the printer.
 
 
I'm pretty certain I know why it's preventing sharing but I can't seem to fix it.  The only antivirus software I have on the desktop is McAfee security center with paid subscription.  Easy way around that is to uninstall.  Did that, reboot still can't start BFE or Windows Firewall.  Given error 1068 when trying to start BFE in Services and of course the firewall won't start without BFE. 
 
I've ran the scan in command prompt, I've scanned for viruses with MULTIPLE programs that were talked about in other forums.  I've ran registry repairs, I've created "everyone" and gave all access to BFE in regedit .  I've done everything I can think of and BFE WILL NOT START.

Hi,

Been trying to get windows firewall working but when i run it it says it says the dependencies group failed to start. I checked dependencies and BFE isn't running. The Dependencies for BFE are running however.

Have tried many things to change it including changing permissions, downloading new keys, adding "Everyone" to permissions and giving it full control,I have checked for toolkit(?) virus and it is not there, I have tried sfc scannow, tried Microsoft fixit, I have tried everything in this thread as well:

These three services (Windows Firewall, Diagnostic Policy Service, and Base Filtering Engine) running in a single svchost, frequently hog nearly 50% of my CPU (Intel i5 third-gen). How can I improve this? My fan is nearly constantly running. Is there any way I can make these services a little bit less aggressive or something to improve performance of my computer? Thanks!

Hi, this is my first post to this forum.
Today I installed a 3rd party firewall (COMODO Internet Security) on my laptop and HTPC, that coexists with the VISTA firewall on both.
Both machines have Vista SP2. Both are behaving perfectly.
After the first reboot on the HTPC, I noticed 203 intrusion detections. Further inspection showed a remote IP address 72.27.8.199:1051 hammering my port 56420 every 2 seconds. Seven other remote machines tried the same thing within the same 203 attempts but with ports above 51000 and only once each (e.g. 83.227.24.134:59791).
I was alarmed and searched for my 56420 port, which led me to SVCHOST and a PID. Using PROCESS EXPLORER (I guess you could use task manager) I found out that several services could be using this port, so I started disabling each one, until the port was no longer available in PORT EXPLORER (i guess you could use netstat -ano). This led me to discover that port 56420 was used by BFE or "Base Filtering Engine" (and not to its dependents).

1. Was 72.27.8.199:1051 probing/attacking me?
2. Was 83.227.24.134:59791 probing/attacking me or is there something else going on with this one?

Anyway the intrusion counter soon stopped and I then installed the same firewall on my laptop.
To my amazement intrusion alerts started poping up and their source was my HTPC with port 56420!
The logger showed: HTPC:56420 -> LAPTOP:57312 and also MYPUBLICIP:56420 -> LAPTOP:57312

I have been having a problem concerning an error message on my built Windows 10 PC. This error keeps me from doing several tasks on my computer, including downloading firmware updates and downloading/updating applications from the Windows Store. I also cannot install any fonts on my system from a different error, but from research, all 3 of these problems are caused by one thing: Windows Firewall is disabled.

Naturally I went to the Task Manager, went to the Services tab, and tried to re-enable Windows Firewall. However, that failed, giving me the error of "The dependency service or group failed to start." I then checked the dependencies of Windows Firewall in the Services application to find that the Base Filtering Engine is disabled. I believe this may have happened a while back when I disabled several startup applications to troubleshoot an application, and Windows Firewall may have been one of those applications, causing the BFE to be disabled, though I don't know that for sure.

I attempted to enable the BFE by right clicking on its Services entry and hitting "Start", but the option was greyed out. I then tried to change its startup type from "Disabled" to "Automatic", but when I hit "Apply" afterwards, I got the message "Access is Denied". How can I block all outgoing traffic to the internet except one program? I have tried making an outgoing rule to BLOCK all programs, and then an outgoing rule to ALLOW out traffic from the program I need. However, the block rule is took priority and the allow rule was ignored.

I don't want a single outbound connection except one program; no ICMP, DNS, TCP, UDP, MALWARE, nothing. Surely I don't have to individually block every program and port do I?

Okay, here's what I did next: Only port I want open for outgoing is 20050

Create outbound rule,
--Custom
--All programs
--Protocol=TCP
--Source Port=Any
--Destination Port=1-20049, 20051-65535 (leaving the 20050 hole)
--Block
--Applies to Domain, Public, and Private profiles

If I am correct, this will allow no TCP traffic outbound except port 20050. I guess I should now create a separate outgoing rule to completely block every other protocol. Does this sound right?

As the title says, I can't seem to start the base filtering service. every time I try, it ends up with the same 'access is denied' error. I have poked around on the Internet for this error, found multiple solutions on different sites, but none seems to have worked for me, so here I am starting my own thread.

Any help would be greatly appreciated.

Go to Start/Search and type services.msc. Right click Base Filtering Engine Service and choose Properties. Go to the Logon tab. Logon as This Account and choose Local Service. click OK, go to the Dependencies tab make sure RPC is showing.
Go back to General tab and choose Automatic for Startup type. and Start the service.
