Q: Unable to access Internet Explorer; unable to download .net versons 2.0 through 3.5

OS is Windows XP. The computer is 6 years old & have never had problems. Recently I'm unable to access internet Explorer. The white page appears and the "connecting" message...and there it stays. Also, I'm unable to download .net versions 2.0 through 3.5, which appears to prevent me from downloading other programs. One tech tried to assist me remotely & ultimately suggested seeking help from a Windows specialist--thus my finding tech Suppor Guy--great!! --Dutch--

I have had a problem with Internet explorer 5.5 for the last month (I'm running it on Windows 95B). Every time I attempt to download a file from a website the download box shows up and then an alert message appears saying:
"Internet Explorer cannot download (file) from (site).
Internet Explorer was not able to open this internet site. The requested site is either unavailable or cannot be found. Please try again later."
I tried downloading the same files through Netscape Navigator and it works fine. So it's not my connection.
I have tried reinstalling IE, i have also downloaded the latest IE5.5 service pack but to no avail.

I did pick up a trojan named "JS.Seeker" with my virus scanner two weeks ago but I followed instructions on proper removal to restore the registry. Although problems where occuring before that.

Hello,

Recently my computer has been progressively getting worse, or so it seems. At first all that I was limited on was going to a handful of sites that I tried (Facebook, Hotmail, Yahoo, etc...). Currently, I am having difficulties getting on more and more sites, sites that I had been recently able to get on. In my attempts to take care of the problem on my own I downloaded Malwarebytes, IObit Malwarefighter, and ran recovery manager to set my computer back to factory condition. I knew because I did the recovery that it was going to most likely not work so I saved files and documents I wanted to save on a thumb-drive. Malwarebytes and IObit claim to have found nothing but I can't seem to upgrade Malwarebytes as the program crashes when it scans for an update. Since I recovered my computer I cannot watch anything on Netflix (on any browser), and I still can't access any of the websites I was unable to. I went onto Wikihow and tried to reset my "hosts" file but it seems whatever I did could have just been more damaging than helpful, I am not quite sure. I am running Windows 7 as an operating system on an HP computer. I have looked at threads you have done or solved in the past and some of the solutions that worked for other posters did nothing to cure my problem. Thank you for reviewing my issue and if I need to post any more information to get things rolling just let me know.

Hi,
 
i think i may have a virus or some malware. internet explorer will not allow me to download any files. When downloading the files they complete downloading. A message then appears stating the download "contained a virus and was deleted". oddly enough i also cannot access windows defender or windows firewall settings. When accessing defender windows cannot find specified file. Although i can get into the inital windows firewall screen when i click the update settings dialogue i receive a "windows firewall was unable to make the requested updates" error message. I suspect a virus but despite several attempts i have been unable to remove this and therefore download any files. i am running Windows Vista Home Premium. Any ideas please as this issue is driving me round the bend?

Hi,

I have been facing problems downloading using other browsers such as google chrome and Firefox 3.6. I am able to browse using these but I can't download. I can only download using Internet Explorer. I have tried doing a clean reinstall for Firefox and Chrome but it didn't work. Is there any setting that I can do? Firefox seems to hang each time I go to Tools->options. Unable to download EMET. When download is attempted, it appears to download but at the end it said unable to download AND then Internet Explorer shuts down and then restarts so I then have to have it restore any open site I might have. I was just able

Yesterday I bought a Netgear D6300 and setup my network from scratch again. My network: NTU -> Netgear Router -> 16 port TP-link Switch -> Computer 1 and 2.

After I set up the network, my computer stopped being able to connect to Origin, the Blizzard Launcher, and could not retrieve email through Windows Live Mail. In addition, I attempted to download Adobe Flash, and it hung at "Retrieving Download" and closed after timing out.

The odd thing is that my other PC (through the 16 switch too) works with all of these things completely fine. Every other device connected to the network works completely fine but this one.

It is a brand new PC, (only built last week), running an onboard Killer e2200 Ethernet adapter from a MSI-H97-Gaming-3 mobo. I have attempted several things to resolve the issue, including setting the PC as the DMZ, but nothing has worked so far.
Unsuccessful Attempts:
- Set as DMZ
- Disable Windows Firewall
- ipconfig /release -> /renew -> /flushdns
- winsock reset
- no proxies in IE. (Also reset IE to factory default)
- Resetting NTU and Router
- Uninstalling and reinstalling the Network adapter driver

Since the other PC is working fine, we can exclude the switch and router.

Do you have any other firewall software installed?

What antivirus program do you have installed on the problem PC?

It sounds like something is blocking particular ports.

As for Windows Mail, do you use a POP3 or IMAP configuration?

Whenever I attempt to launch the internet expolorer, I get a notice that says "Please chech content advisor setting for missing information". I check tools option and receive the content advisor, but I am unable to access it because it won't accept my supervisor password. I am sure I have not forgotten it.

Every program says I don't have the rights to access it or the computer has the resources to start.I can't access the internet and any scans I can run stop in the middle and give me the 'system resources' error.I'm not using that computer at the moment, since I'm completely unable to use it.Firstly I must ask, is is necessary to save the dds.scr and rootrepeal scanners directly to the desktop, or can they be moved there after being downloaded to another location? I can't access the internet on the infected computer so I will be unable to download them if they MUST be saved to the desktop. Having a big problem with my home page not completely loading on IE 11. The top of the page loads, but the subordinate panes below continue to endlessly cycle. Also, I am unable to access my att.com email account from the page. I have just completed an exhaustive series of malware cleanups with admin Jeff, and he doesn't think it's a malware issue anymore, so he sent me here. I have made Google Chrome my default browser for now, and everything is running fine from it, but I would like to get the IE issue resolved. Tonight I uninstalled and reinstalled IE, but to no avail. The problem persists. Any help will be appreciated. Thank you

Haven't had a chance to read through all the responses to your old thread yet, but one quick question.  Have you gone to Tools/Internet Options, click on the advanced tab and click the restore default settings / reset buttons?  That seems to generally fix most of my issues with IE
 
Also, is there any reason your using IE?  I switched to Firefox years ago and haven't looked back.  Everybody I work with prefers chrome, but to each his own.
 
Update:
I did have a chance to read through all the posts, but didn't see the first actions I suggested.  Some of the programs they had you use may have automatically reset IE to defaults, but I can't say for sure.
 
I have seen addons cause hundreds of different problems, and even if they aren't recognized as a virus / malware they are a nuisance, and can completely screw up IE beyond use.
 
Also, I saw you had installed a few different malware / spyware applications while going through this ordeal.  Just for the record, what protection is currently installed / running on your computer (Malwarebyte's, Super Anti Spyware, Avira, AVG, Norton, Mcafee)?

There are similar threads about this problem but since the solution is always system specific, I figured I'd start a new thread.

I'm having issues with a few Windows updates, sometimes they work sometimes they don't but the Internet Explorer update never works. I had IE9, uninstalled it, now I have IE8. Any attempt to update via Windows Update fails (it downloads, installs, but then fails and reverts back during restart)

I have run SFC which finds corrupt files but is unable to fix them. I have attached the CBS log. Hoping somebody can help me with this, it's driving me in-sane!

My users are unable to access the internet via Internet Explorer 7. With Firefox and changes in the proxy it works good, however, unable to access with Internet Explorer.
I'm thinking maybe the user's profile has problem. However, after deleting the user's profile and have her logged in to create a new profile, it still would not work.

How come it works with Firefox but not with Internet Explorer?

Hi there,

My Lenovo Thinkpad laptop got infected by several pop-ups and unwanted programs over the course of the weekend. I launched Avast anti virus, which got rid of the pop ups, and I've manually deleted some of the programs (fake cleaners, etc.) I did not personally download during the time of attack.

I am currently running windows 10 (dumb enough to click the trial, duh)

The laptop is extremely slow now. I have problems accessing the internet from all major browsers (citing DNS errors on Microsoft Edge, Chrome and Opera). However I am able to access the internet using Avast's Safebrowse internet browser.

I have copied the FRST logs as per the rules.

I apologize in advance for being long winded.

I had a problem on the weekend using Firefox, it wouldn't open anything. ISP tech support did not help, we reset my router and did some ping tests, all was good as far as they could tell. I played WoW while on hold so clearly it was not the connection. I did some googling on my phone and the most common suggestion was the firewall. I could not shut if off in MacAfee for some reason so I uninstalled it and voila, I could do everything I usually do.

Yesterday, I could use any browser but whichever one I used would only allow me access to facebook, most google-based sites, and Java. It would also bring up speedtest.net but in a weird text only way. Another suggestion was that Java and/or Flash Player could be the issue. I could look around Java's site but when it came to downloading an updated version, it wouldn't do anything. And although I can access Facebook, I can't play games on it which is why I thought there might be merit to this suggestion.

I ended up rolling back to a restore point BEFORE all this trouble started but it did not work. I uninstalled MacAfee again but it did not help.

I cannot post the ipconfig/all because I am only accessing this site from work :/

I am really lost, all the related posts I can find on this topic are 1-6 years old and none of the suggestions I could understand have worked for me.

Hi there im new here my mate told me to come here if i had any problems. well the thing is whenever i go in to download folder in my documents the, the folder blinks for a moment and error thing comes up saying would you like to send an error report you know stuff like that. so i turned of my pc thinking it wouldnt happen again but it keeps on accuring. does any one know what might be causing this do i need to show a bit of info that will help me sort it? In download folder all my torrent files are downloaded.

I am a member of an online group of aviation simulation enthusiasts. There are many sites out there that offer acess to thousands of user contributed files to enhance the hobby on simulated flying. I have been an avid member at one such site for several years, and have only now began to experience issues with downloading their files from their web based FTP server.
 
I am able to access the websites file library, and make a selection. It takes me to a pre fetch page and advises me my download will begin in a few moments. At the moment the connection tries to access the FTP server, I quickly get this error in my default Firefox (32.0.1) browser:
 
The connection was reset
The connection to the server was reset while the page was loading.
 
It asks me to try again, and I do so several times within minutes, over hours, over days and over months. I am not successful! I try it on another browser, Torch ... and get similar results but with a less elaborate error message.
 
No data received.
 
In an effort to diagnose, I tried Internet Explorer, and get this error:
 
The webpage cannot be found
 
No one else at this site seems to have these problems, and they have exhausted any ideas they feel might be contributing to the problem. (See the thread here.)

I am having two problems with itunes. I am unable to download the most recent download 10.6.3 and have been unable to do so since 10.6.1. It says errors occurred while installing the updates. If the problems persist choose Tools>Download Only and try installing manually. When I do, I end up with "error writing to file:C:\Config.Msi\2456585e.rbf" and have no idea what that means.
I am also unable to burn any cds. When I try to, it say disc burner or software not found. I have burned cds in the past.

1. I'd uninstall the cd burner you are using, uninstall all itunes software, then use ccleaner to run cleaner.

2. Restart your vaio, and install fresh versions of itunes, cdburner xp.

Hello, So I was recently infected by some Trojans, not sure which ones. But when I rebooted my computer my taskbar was unable to load and only showed a sliver of it at the bottom of the screen. Also i'm unable to drag any desktop icons and my sound drivers are unable to load. I've tried running multiple anti-virus programs such as Malwarebytes and Kaspersky and unable to do so since I receive an error trying to run it. When I try to open Windows Firewall, I get a popup saying "Windows Firewall settings cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Sharing (ICS) Serice?" But when I press yes I get an error saying ICS cannot be started. Can anyone help?

Hi folks,I am at the end of my tether now with a problem I have had for two days. After having just done the big Format C the other week I have acquired what I think is a trojan or possibly a virus but am unable to fix it.I am unable to download anything from the internet and when i try i get the warning message. "your current security settings do not allow this file to be Downloaded. Also when going to say E-Bay it tells me that my cookies are disabled and need re-enabling.Going to IE and then tools-security- there is no custom tab available to change any settings.I have had NTL netgaurd(ntls own anti-virus) on this comp since I re formatted it and also zonealarm. Guys I have already posted and nobody has replied, I can only assume that this is because nobody has come across this problem before. I must apologies from the start for bringing my problem back to the top but you guys are my last step before the big format c and I am desperate.If i try to DL a file from the net, say winzip for instance, a box appears saying " your current security settings do not allow this file to be Downloaded."I have tried DL'ing them without zone alarm running but no difference.Also when i go to IE and then security tab there is no custom level option. Can you find the file in the folder where it downloads too?

If so, make absolutely sure you trust the file/ source of the file. Then disable Windows Firewall and try again, if that doesn;'t do it, try Windows Defender, still no go? Disable other software programs you have running, keep doing this until you find something that works, or you have ruled out all software running on the PC.

Then post back here with your results and we can see what needs to be done next.

hello, 3 computers on win-xp home. installed service pack-2.
2 computers seemed fine. 1 some connectivity problems.
all connected to verizon dsl through a linksys 4 port router.
i uninstalled service pack-2 on all machines. now i cannot download
anything from internet. i even reformatted & reinstalled operating system
on one computer. same results. i can't even download from microsoft updates.
my musicmatch won't even install updates. the funny thing is 1 small utility
program (magicjelly bean downloaded & tekram scsi drivers only.
some downloads start then stop. internet surfing is fine & fast.
same on all computers. i even took the router off and tried direct modem
connection with one computer, no luck.

Did you reset the modem by unpluging ( or switching it off ) ? . . Did you run the "Set up a small office network" wizard? either or both of those will usually reinstate your network connections.

I go to http://messenger.msn.com/ and I select Download Now.
I'm directed to "this page cannot be displayed".

It is not just messenger that my computer has ltrouble opening lately on the internet. Has anyone experienced this problem?

Since yesterday it seems I have some mallware.
I have managed to run the Kaspersky TDSS Killer (advice from forums), found something, rebooted.
I have quickly installed AVG Internet Security (trial period) , Mallwarebytes AntiMalware Pro (trial period) .
Now I have scanned with all of these and again with TDSS Killer , and all of them report nothing.
 
But I am not able to download anything, all my downloads are deleted for virus reasons directly in the browser (IE9). I think that Microsoft Security Essentials and Microsoft Defender are corrupted, because I cannot start any of them, but I think one of them is blocking my downloads. Also my Windows Action Center reports that "Potentially harmfull software detected, but the "Clean" button does nothing.
All of this is happening with AVG and Malwarebytes active.... and no reaction ... so.... need some help

After a lot of reading, I have managed to solve this with Hitman Pro and then RogueKiller.
The only thing that is not working is Windows Defender. I can click it in the Control Panel, the service is stopped, but when I hit "Start Now" to reactivate it I get "the specified service does not exist as an insltaled service (code 0x80070424).

I've got a DIY PC build I built a couple years back:
Intel i5 750
P55-G65 MB
2x2GB Gskill DDR3
EVGA GTS 250
Patriot 32GB SSD (this is my boot drive)
WD Black 500GB (just about everything else)

So my problem is lately I've been having some trouble accessing my files through Windows Explorer. It mostly boots fine, just a little slow from when I first installed the SSD. BIOS is able to recognize all my drives. I get into Windows and try clicking on anything on my desktop and the computer pauses for a few seconds almost as if it's thinking, then the desktop flashes, as if Windows Explorer just restarted and then it does nothing. It seems I can access Google Chrome, and Command Prompt from the start menu, as well as most of my other programs. No matter how I go about it however I cannot get to Windows Explorer, or look at my drives in anyway, except by typing drive letter into Chrome, but I would like better access than that. Also the desktop is constantly flashing as when I click on something, happens about once every couple minutes. I am currently running Trend Micro HouseCall and Malwarebytes, to see if that is that issue, but I'm guessing both will turn up negative. I did run sfc /scannow from DOS it said it found corrupt files but was unable to fix them. I tried repairing with Windows install disc before Windows booted and it said nothing to repair.

What a mess I downloaded Comodo Pro 6 and my laptop is messed up bad . antivirus not detected during Performance resource scan, I can not download anything I get DOS mode and a lot of crazy symbols , I used GeekBuddys that were useless, and noted a startup "controlservice RSP-slave Geekbuddy" that sounds strange but no one would could help there, I also got us.yahoo.com rather than google and never asked for yahoo to be my start page, I am just sick about this mess I thought buying a antivirus would protect me and I need all protection I can get, as I am too sick to be trying to fix this laptop. as I have Cancer and in too much pain and really not too smart with laptops. I use it for shopping but and chatting with my deaf son in another state. I have Verizon Wireless 890L-E0D1 and ASUS K55a Windows 7 64 bit home premium. Yes and I just got this back from ASUS repaired as the hard drive was bad. I am willing to pay someone to help me remotely as I can not do all this mess or recommend someone in Ocala,FL area where they can fix this. I have a sony laptop. I can open and save pictures sent to me in my yahoo e mail but I am not able to "save to" anything else. I can't do pictures off websites or clipart. Where normally I can take the cursor onto a picture and hit "save picture as" and send it to my hard drive or a removable drive it just doesn't save it. I get no error messages and everything seems to be working but the photo never shows up where I chose to save it to. I'm fairly sure I have a setting someplace that is not set properly but I have no idea where to look. Any suggestions on what might be going on?

I was looking at the Pravda website, for an interesting perspective on how the Russian News looks at us...They don't think, literally, much of us here in the USA.

On my third click onto a photo gallery suddenly the computer desktop background picture changed to what looked like a window stating I may have a virus and I should click to continue. Well, I'm computer savy enough to see it was not a true window, nor could I proceed. Though, it threw up a small window that had a countdown timer that stated the DCOM would not operate and would restart the computer in XX seconds. Yep it did restart.

All of my programs work fine, email, quickbooks, photoshop etc. Though upon bringing up Internet Explorer the Google homepage usually takes to or three refreshes to get the Google searchbar in the center. Then when I type in what I'm looking for, for instance CNET.com. The search results will come up. Then clicking on the CNET.com link, a new window pops up and redirects me to something like www.go.google.net(com)*.* or a paid search site etc. Any number of things.

I've tried to download further updates to Symantec AV but it will not allow me. I've tried to get Registry Cleaners, once saved to the desktop, I click to install it and the computer tells me C:/program files/WIN32 blah blah blah. Not a win32 application.

From a few days ago, I'm not able to download anything off internet even though my internet connection is fine. I'm able to receive e-mail and browse the internet but can't download torrents via BitLord nor download off internet using other means. The only thing I changed is the language selection. I went to control panel, regional and language opt., advanced, then Japanese as someone told me it makes this one website contents download super fast. Hello,I received a popup McAfee security center message to reinstall McAfee, which is inlcuded with my Comcast subscription. I am unable to access the McAfee website through Google using IE. I have a NAS (WD MyBookLive) which cannot be accessed in Windows Explorer on my brand new Surface by IP address (or name- though that doesn't work on any of my devices for some reason). I can access the config page in my browser by IP, and two other Win10 devices on my network can access the NAS by IP in Explorer fine, and I can access other devices on my network by IP fine on the Surface but for whatever reason only this computer can't access that NAS in Win Explorer.

I just got the Surface yesterday and was able to access the NAS fine, the only thing that's changed is I renamed the device and restarted and since then haven't been able to connect. I've restarted both the PC again and the NAS but no change.

I am all of a sudden unable to access explorer or control panel, am getting "Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access the item. My internet connection icon in task bar shows no connections but I am able to access the internet. My Sound icon says the Audio service is not running. Machine will not boot into safe mode, can't access explorer from command line, anti-virus (Panda) will not run, Lavasoft Ad-Aware will not run and have been able run a virus scan from Trend Micro (Housecall) and it found nothing.
I have searched around and tried registration (can't get to it either) SFC/SCANNOW (does not run). have run out of ideas for cause, thanks in advance for any help you may provide.

We have 2 computers, 3 smartphones an Xbox and a Wii.  1 computer, 3 smartphones, the Xbox and the Wii all connect to the internet just fine.  Other computer cannot connect to the internet.  I can download Windows updates and I can access my work computer remotely using Remote Desktop Connection.  When I try to connect to the internet, I get the message, "This page can't be displayed." I then click the "Fix Connection Problem" button and it says, "Troubleshooting couldn't identify the problem."  The computer was infected recently with Malware which TdsKiller removed but the internet access on this computer has not been the same.  Initially it was very slow and then it would not connect and then when I tried again, it would.  Then I had to reset the router to get it to work.  Now resetting router does not work.I tried to install a new browser on the computer (i downloaded it on other computer and then saved it to a flashdrive) but when I tried to install it on the problem computer, it said I needed to connect to the internet to install.  Not sure how to fix.

From about a week ago I haven't been able to download anything using download programs such as Bit Lord. I am able to download within Internet Explorer but can't download anything outside of IE.

I'm using Zone Alarm Security Suite and firewall is one medium. I've tried downloading with firewall off(!) but it still didn't work. The only thing I could think of is maybe the TCP/IP address issue. I have cable modem & router and when I restart the computer sometimes Zone Alarm asks if certain IP address is allowed. Sometimes it doesn't ask but downloading still works.

It's driving me crazy trying to figure out what went wrong!!!

Please help.

I just installed eset 4 smart security when something went wrong and I had to reinstall windows Xp SP3. After the installation was completed I went to download chrome to install and use it instead of IE6 which I am presently using (Yuck) Funny enough chrome.exe downloaded and installed as expected but then repeatedly crashed. I tried installing files and/or downloading from the internet including the F-Secure online scanner using IE6 but to no avail. Either I get a message (as when downloading ComboFix)

which tells me that i do not have an internet connection when I am online and making this post (Odd to say the least). I cannot even run windows update it has been hanging for hours at !%.

I have unusual names in my background apps like 5mtrzw initiated apparently by me. Since I have not installed any software where did these come from. Did something happen when I tried to install ESET SS 4.2 or did I pick up a malware another way.

PLEASE

help me because at this stage I am at my wits' end as to what is going on. Yes the PC is slow but why is it that I cannot install, download or browse to security related sites in particular where help might be available. I am glad I found you.

I just reinstlled windows. I cannot get to any site to run an online scanner my chat program works i have ie6 i tried to download firefox but it tells me my present settings do not allow this file to be downloaded. what can i do? windows xp sp3 BTW updates are running at 0% some virus is doing this. Can anyone help me????? I could not download any of your tools in like manner. Can bleepingcomputer help me or shoulf I go elsewhere? Pleaswe note that dues to my present situation I am unable to run anything like hijack this or any other program. I cannot install an exe i managed to install an msi antivirus which found 2 threats at first but was not able to delete them. is there hope?

Hi, I'm posting this here in an attempt to fix a problem with a laptop with no internet access in normal windows mode. I believe I've cleaned all viruses off, but need independent verification. Spybot S+D and MB's AntiMalware both report a clean machine, but again would like verification. I am unable to open Access Manager, a digital vault program where my passwords are stored. There have also been changes in Windows Explorer and I cannot open my drive folders by double clicking, as I used to. These changes have occured within the last 5 days.

When I check Windows Task Manager, it shows the executable program to launch Access Manager as running, consuming 25% of the CPU capacity, but Access Manager is not shown as a running application.

I have used Windows XP Restore settings from 6 and 7 days ago but I get the message that no settings have changed.

I have downloaded several malware detection/repair programs (probably too many) and these programs consistently identify malware. I instruct those programs to remove the identified malware but often get messages that it cannot be removed.

I use Zonealarm firewall and AVG9.
