...you'll have a problem with all programs that need UAC elevation

Firstly, immediately after booting with absolutely no errors, UAC classifies virtually every program that needs elevated rights in order to run as from Unknown Publisher, and pops up the famous 'Allow/Cancel an unidentified program wants access to your computer'. (after clicking on allow, though, the intended-to-run program runs just fine)

Then, after a while, UAC doesn't start at all and all that shows (for the same class of programs) is the 'The service cannot accept control messages at this time' error message

You may wonder why I posted this thread :) well...
..at first I wrote it as a problem for which I hoped to get help here, and then decided to post anyway because some of the vista users who want to slim down the services load may encounter this "self-solving" "problem" ;)

Preferred Solution: Don't disable 'Cryptographic Services' service, otherwise...

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

One of our computer having a problem, a Pentium 4 with a Windows XP Professional, Service Pack 2.

It has many issues, the source of which seems to be that the Remote Procedure Call (RPC) service doesn't start.

As a consequence Windows Update, System Information, System Restore, User & Accounts control panel, printers, Windows Firewall, ActiveX, and many other things all don't work.

I can't install anything. And when I go into Device Manager, Services, or other things like that, I can't view the properties of any items.

Almost all services don't work, maybe they depend on Remote Procedure Call too?

If I go into Services (only Standard view works), I can see that Remote Procedure Call is set as "Automatic" startup type, but is not "Started" at all.

Any attempt to start it manually results in the error "Could not start the Remote Procedure Call (RPC) service on Local Computer. Error 5: Access is Denied".

1. Windows Firewall does not start up as it used to.
- Tried turning it on through the Control Panel - Windows Firewall. Error Message: "Windows Firewall settings cannot be displayed because the associated service not running. Do you want to start the windows firewall/internet connection sharing (ICS) service?" If i select Yes, I get "Windows cannot start the ICS service."
- Same error occurs when I go through the Security Center.

Hi, I know that there are some posts already on about this but slightly different to the problem I am having. For some reason or another my cryptographic services will not start. I get the message Could not start cryptographic services service on local computer. Error 999. Error performing inpage operation. I also seem to have lost all the programs on my add /remove page and also my internet connections page is also empty even though I can still get on the internet. I have tried the link about resetting the security items on my pc but that did not work. Hope you can help so I do not have to reinstall windows.

Help Please!!! My computer has just started giving me the following message as soon as I start-up.
Cryptographic services has stopped. The message continues to come up even after dismissing.
I have tried heaps of things but with no result. The problem is that this error seems to have prevented me attaching my iphone to the computer. It is simply not recognised.

I have several little problems that are starting to add up big.

Windows defender never started
Windows Firewall never started
I dont know if it's related but Cryptographic services shows in the event log repeatedly "terminated unexpectedly".
(Because of all that I installed a symantec antivirus.)
I uninstalled my lexmark printer and it will now not reinstall.
Wont read my camera memory either (my vista laptop will.)
My network reports that there is no internet access but it works for web access.

I was having BSOD frequently before but have resolved that with new memory. Maybe I need a reinstall?

A lot of people reporting such problems did an upgrade rather than a fresh custom install... perhaps you could give it a go with a custom install (remembering to back up everything you need first as it will reformat the disk your boot partition is assigned to!)

For some odd reason the Cryptographic Services will not turn on. I don't know why it is turned off in the first place. Several years ago my laptop was infected with a trojan. Took for ever to get rid of it. Kept coming back no matter what I did. I finally figured out if I got rid of Internet Explorer use Fire Fox and the trojan was gone for good, FINALLY.

Sooooo when the desktop got a trojan tried for days to get rid of it and finally decided to get rid of IE (worked before). Also did some registry deleting recommended by a few sites. Now...
Cannot cut/paste
Cannot drag/drop
Cannot print
No sound
System restore non-existent, not available can't be found etc.
Like wise cannot back up the registry either.

Tried to reinstall IE7 got this;
"setup could not verify the integrity of the file update.inf
make sure the Cryptographic service is running on this computer".
Similar message when I try an SP3 upgrade.

Go to Administrative Tools, computer services, Cryptographic services set to manual. Click start and ;
"Could not open the Cryptographic Services on Local computer.
Error 1068 The dependency service or group failed to start".

RPC Locator "stopped"
RPC "stopped"
About 75% of other services "stopped"

Been all over the web and tried several things. One interesting thing is I "tried" to uninstall Kodak Easyshare (the reason is below "DcCam"). Never did get it completely un-installed. Now no longer in Add/remove either???? Did stop it from loading using msconfig and edited startup.

Cryptographic services now automatic
RPC now automatic
Not sure how I did that.

Now when I reboot get an error;
"Multimedia card reader" "resource is not enough"
When I try to install sp2,or ie7 I no longer get the cryptographic error I get "Setup error" "The system cannot find the path specified"

Also poking around, in Computer management/system tools/eventviewer/system I find a lot of yellow triangles.

DcCam -the most prevalent (the Kodak easyshare program)
the next two appear second most often;
w32time - with a screwed up time by it
Then a few of these every now and then;
Plug Play manager
Also yellow padlock with Failure audit windows script host

Still can't cut paste drag drop.
Tool bar is back though.
Any thoughts?????

I open my Dell Laptop last night to find MSE not running. I tried to start it and received an error...and so it began.

Restart did not solve anything, not in Safe Mode or Reg Mode.

I am running Windows XP SP2 on an older Toshiba satellite laptop, and have run into a problem when installing the printer software for a new HP printer. I get a message that the printer software cannot be installed because the cryptographic services need to be started. However, when I try to start the cryptographic services, I get an error 123 message saying that "filename, directory name, or volume label syntax is incorrect". Also, I'm having trouble getting update KB898461 to install. It just says that it is unable to install, but there doesn't seem to be any details about why. I'm new to this forum, so if these problems are posted in the wrong place, or have been addresssed elsewhere, my apologies. Any help would be much appreciated!

Trying to resolve a problem on a Dell with WindowsXP, the cryptographic services cannot be turned on. The system was updated up to and including SP2. A few of the updates after SP2 will load, but none of the critical updates. Previously running McAfee AV which was corrupted and could not download updates. McAfee was un-installed and AVG was installed. AVG would update and cleared out a backdoor trojan. Got a clean scan with AVG and cleaned up with Spybot plus AdAware. Using Zone Alarm. Still no luck starting crypto services. This system has had viruses and worms in the past, but scans clean now. System has recently run 'Hi-Jack This' and made the needed deletions. Start menu is cleaned up and two different registry cleaners were run.

Cryptographic Services was set in Automatic, but will not start. Already tried turning Cryptographic Services to Disabled, rebooting, then turning back to Auto, rebooting, and attempting to start. No luck with that.

Tried renaming Catroot and starting "cryptsvc" from CMD. Attempted re-installing SP-2 several times. Deleted or moved everything in the 'Temp' folder, ran SFC /scannow, ran SfC/ Purgecache, then scannow again. Did the complete disk check on the C: drive. Between each check tried to run the crypto services.

Error message on crypto start attempt is, "Invalid access to memory location, Error #998". Zone Alarm sometimes pops up a validation failure for 'C:/Windows/System32/VSINIT.dll.

I have a problem with the cryptographic services.
This service fails to start. (If I start it, it stops immediately). If I try to restart it, the the error "Cannot start the Cryptographic services-service on the local computer - Error 1067: The process terminated unexpectedly.

The eventviewer application tab is full of errors (every time Windows tries to start this service and fails).

Hello all! New member here!

Okay... here's my dilemma...

I recently tried to install a new game on my PC and was told that I needed to update my DirectX from 9.0b to 9.0c. When I attempted to do this, I received the dreaded "Windows XP Logo Testing Failed!" message. While trying to alleviate this problem, I discovered that "Cryptographic Services" is not listed in the menu found at Control Panel/Administrative Tools/Services. After a good bit of research and a couple attempts at recommended "fixes", I still cannot access this service. As far as I can tell, all the CRYPTSVC components are there, although I'm not sure if their registry settings are correct.

I REALLY could use any and all help with this problem! Thanks in advance!

I have been trying to install my HP Printer software, but the setup stops with
the message "Cryptographic Services must be started- Go to My Computer -Manage - Services to start this service. When I try to start the Cryptographic Service I get the Error 1079 - The account specified for this service is different from the account specified for other services runnning in the same process.
I have a Windows Vista Home Premium SP1 32bit system. 4GB RAM 500 GB HD and Quad core Processor. Is this a network service? I do not have a network.
Can anyone help me with starting this service, which I assume should be running

What do you get if you type this into a command prompt (CMD.EXE)?

The error message means that the user account which the crypto service is using to log on is not the same as the rest of the services which normally share its SVCHOST "container".

NetworkService, which is what I assume you're referring to, is actually a (hidden) user account, and that's what CryptoSvc should be using to log on by default. If the output of the command above suggests that CryptoSvc is attempting to use something else - that's the problem.

To enable us to assist you with your computer's BSOD symptoms, upload the contents of your "\Windows\Minidump" folder.

The procedure:

* Copy the contents of \Windows\Minidump to another (temporary) location somewhere on your machine.
* Zip up the copy.
* Attach the ZIP archive to your post using the "paperclip" (file attachments) button.

To ensure minidumps are enabled:

Go to Start, in the Search Box type: sysdm.cpl, press Enter.
Under the Advanced tab, click on the Startup and Recovery Settings... button.
Ensure that Automatically restart is unchecked.
Under the Write Debugging Information header select Small memory dump (256 kB) in the dropdown box (the 256kb varies).
Ensure that the Small Dump Directory is listed as %systemroot%\Minidump.
OK your way out.
Reboot if changes have been made.

Win XP Home SP1; all critical updates except XP SP2.

Scanned for viri at Panda & locally with Mcafee.

Cleaned with Spybot S & D 1.3 & AASE; each with latest updates.

For some reason, I lose an internet connection. I fix it by:
Ensure that the "Cryptographic Services" service is running on your computer. To do this, open Control Panel, Administrative Tools, Services. Select "Cryptographic Services" from the list of names. Right-click this service and select Properties. If the service is not shown as "Started", you can start it by clicking the Start button. You should also set the Startup type to Automatic so that it will be running when needed in future. Close the Services control panel and try installing the service pack or security patch.
If the "Cryptographic Services" service was already running, stop the service by clicking the Stop button, then using Windows Explorer, locate the folder Windows\System32\catroot2 and rename it to something like xcatroot. Now restart "Cryptographic Services" by clicking the Start button, and try installing the service pack or security patch.
If the service pack or security patch still fails to install, stop the "Cryptographic Services" service again. Open a command prompt window (click Start, Run, type cmd and hit Enter) and then type the following commands:

Whilst installing a new printer to a relative's laptop, I couldn't complete the installation because the installation program informed me that Cryptographic Services in 'Services & Applications' wasn't turned on.
When I tried to start it I was met with an Error 1503 message - 'The service did not respond to the start or control request in a timely fashion'.

The machine is running Vista Home Premium 32 bit.

As part of a PC upgrade I cloned a hard disk on to a new PC. This worked perfectly excpet for the fact that I was getting a boot.ini error on start up but this did not prevent startup. This error annoyed me so I used the Windows Recovery Console to rewrite boot.ini which got rid of the error message.
However the machine startup and shutdown times slowed down from a few seconds to about 5 minutes. Using Msconfig I have identified that the problem lies with cryptographic services, if this service is not started everything works fine. I have tried deregistering all the dll files and reregistering them but this has not made any difference.
Does anyone know how to reinstall all the files associated with cryptographic services without doing a complete reinstall? Or alternatively do you have any other suggestions if you think this is not the problem. I have run various registry cleaners but they do not find any errors.

I am helping a friend disinfect his computer and I am having troubles being successful. I've installed Avast antivirus and removed a few superfluous programs. Can't seem to get windows updates to run. Get the error "wuauclt.exe has encountered a problem and needs to close." when I try. Windows update site won't work because, despite IE's settings, I get an error screen saying that ActiveX has been disabled, which it hasn't. Root repeal immediately blue screened the machine upon clicking the exe file. Hi...I had an infection - I think Vundo. I installed Windows XP SP1 which I had from years ago. Everything seems to be okay now except that I can't upgrade to service pack 2/3. When I do I get an error saying: "Setup could not verify the integrity of the file Update.inf. Make sure the cryptographic service is running on this computer." When I check the cryptographic services, the path to the executeable is: "C:\WINDOWS\system32\svchost.exe -k netsvcs" I'm guessing there's something wrong with that, but don't know how to fix it. Hello guys, hope you can give a hand with this.

I've a laptop with Windows Vista Home Premium 64-bit. It has installed the SP1.

The computer is very slow, and Windows crashed a couple of minutes after it started. I'd had problems with the Windows updates in the past, so I restored my system to a last week point using the System recovery succesfully. Unfortunely, that didn't solve the problem.

I started Windows in Safe mode, and altough Windows didn't crash this time, each time I opened a new program for the first time (Office, Outlook, Notepad, etc.) the CPU use started to oscillate (0% to 100%) for almost a minute. I checked the Event viewer and I found several records with the same two messages:

Message 1:
The Cryptographic Services service terminated unexpectedly. It has done this 158 time(s).

The number of times changed, but it was never below 100.

Message 2:
Faulting application svchost.exe_CryptSvc, version 6.0.6001.18000, time stamp 0x47919291, faulting module msvcrt.dll, version 7.0.6001.18000, time stamp 0x4791ad6b, exception code 0xc0000005, fault offset 0x000000000000137f, process id 0x624, application start time 0x01ca066bde962792.

Apparently, the CryptSvc service is stopping constantly. I manually disabled this service, but the problem persisted. However, the number of errors was reduced drastically (~20 times).

My IE8 stopped working, I deleted the program and tried to reinstall from their website. I receive the message. Setup could not verify the integrity of the files needed for installation. Make sure the cryptographic service is running on this computer.

I found an older post about this but I think it was for XP. Can I use the same info or is the fix different for Windows Vista?
I cannot get my website files to show up in firefox, I really need my IE8 back.

My computer is another recent victim to the msblaster worm. I did download nortons msblaster remover and successfully removed the virus from the computer and i think also the registry. However, i cannot install the patch from microsoft because of the update.inf file setup error. Ive read alot of the other threads about restarting cryptographic services in order to do that but i cant even do that because there is an error when i try to restart it. Not only that but i also cannot view the properties of the cryptographic services. Any ideas of how to restart this service another way or what could be wrong? I really need to patch my computer because I still cannot cut paste, and certain websites have been blocked(hotmail is one of them) and other important functions on my computer no longer work properly. This crap is really pissing me off and i need help ASAP. Any helpo would be greatly appreciated. Im lucky that my friggin browser works rite now so that i can even create this new thread.

Hey, my friend is having a problem on his computer, like we're trying to install a windows service pack. The reason we are installing this windows service pack, is because we're trying to install a game and it wont install it says "Installation aborded. All installed components were removed via the rollback feature." but yeah, we were told to download the service pack to get it to work. But when we try to install it, after that it says

"Setup Could not veryify the integrity of the Update.inf. Make sure the Cryptographic service is running on this computer"

and we tried everything to get Cryptographic service to work.

I am in the process of reinstalling Windows XP Home on a new hard drive, etc.

I was doing a Windows update of all of the files, and most updated OK.

However, I cannot update the XP Service Pack 1 because it says that "Setup could not verify the integrity of the file update.inf. Make sure the Cryptographic service is running on this computer."

Gosh can anyone give me a clue as to what to do on this one? How do I check the cryptographic service, etc, so that I can install the service pack?

Go to the Administrative Tools utility in Control Panel.
Double-click Services. Right-click Cryptographic Services,
and then click Properties. Click Automatic for Startup type, and then click Start.
Now try to reinstall Windows XP Service Pack 1 again.

Can someone help me? I have always had good luck in this forum with talented people helping me troubleshoot.

Microsoft's KDB has NOTHING that is helping me with the below window log file. I first noticed a change when my Window's Desktop Search application wasn't indexing anything...then my Outlook 2007 search wasn't indexing. I went to the Microsoft Update website to see if maybe I needed to install updates and then I get the error message. I checked BITS and it is running..RPC is running, however, Cryptographic Services is NOT running and I get this error message when I try to start it: Could not stat the Cryptographic Services service on Local Computer
Error 193: 0xc1. Also, the Windows Firewall is unable to be started as well. I get another error message when trying to start it.

I ran a virus definitions update along with a full system scan with Norton and nothing was found.

Any suggestions?? I've already unregistered and re registered a million dll files through cmd and that didn't help either. I don't have any other third party software installed to detect spyware or adaware. I'm running on Windows XP service pack 3

Hi Al

Not sure if this is in the right place. I am trying to install IE 7 as an upgrade to IE 6. When I try to do this it says "The Cryptographic Service is not running" I go into services and its not there as an option, it is on other my pc, I am running win XP as opposed to windows 2000 on the machine I am trying to put it on.

Any ideas?

Hello, I am currently running xp SP3 and am unable to install several security updates. I have narrowed the issue down to the Cryptographic Service not starting. When I go into Services and try to start it it gives me an error of, "Could not start the Cryptographic services on local computer. Error 1075: the dependency service does not exist or has been marked for deletion." I have spent several hours trying different fixes including all of the ones listed here:


The only fix I was unable to try on the above website was changing the group policy as I was unable to find the group policy under the ADD list.

I have also ran a sfc /scannow which came up perfectly clean.

At this point I Have completly run out of ideas, any help would be grealy appreciated.

I just removed the blaster worm from my computer and downloaded the patch file to install to prevent it from happening again. When I run the install wizard, it doesn't go to completion -- I get a dialog box saying 'Setup could not verify the integrity of file Update.inf. Make sure the Cryptographic service is running on this computer.' I've looked all thru XP help and haven't been able to find anything about a disable/able option for a cryptograph. Does anyone out there know what this is all about?

It sounds like the crypto service is not running, follow these steps to enable it.

Go to Control Panel-->Administrative Tools-->Services

You will see a list of different services on the computer, find Cryptographic Services. Right click it and select Start. Then restart your computer and try to run the install wizard again. If you run into a problem, post again on this thread and we will try to help out.

We are in the process of developing a Cryptographic Service Provider (CSP) and a Key Storage Provider (KSP) which are implemented as Dynamic-link libraries (.dll). The final product needs to be digitally signed in order for Windows to accept and use our implementations.

I read on MSDN that developers used to send an email to [email protected] and request that Microsoft do the signing. I sent an email to them, requesting more information about the process, but haven't received any feedback in about three months.

I figured an alternative would be to buy a "Code Signing certificate for Microsoft Authenticode" from a trusted CA, such as Symantec, and use that to sign the appropriate files ourselves. Would this be possible? I am just not sure whether it is permitted that security products, such as CSPs and KSPs, can be signed by the developers themselves and whether Microsoft wants to look at the implementations first.

Can anyone shed some light on this?

I checked the properties for Cryptograpich Service under the Administrative tools->Services and Crypt won't start. When I click start, I get this small window:

"Could not start the Cryptomatic Service on Local computer.
Error 1290: 0x05a"

This is the message I get when I try to update Windows:
"setup could not verify the integrity of update.inf; cannot install updates"

I checked the: C:\windows\softwaredistribution\download\2fb654de6ecfe5a35a556d5a5c387a87\update folder and I don't have an update.inf in that folder. (I have attached a screenshot of the contents of that folder)

I dont have a Windows XP recovery disc which came with the computer, though I have the C:/i1386 which contains the same Image as the Disc. I've tried all of the steps from the windows support site.

I had a Backdoor trojan which "mas_pogi" has been doing very well of helping me with. I'v deleted much of the trojan and its remnance, but for us to finish the repair of my computer, I must get the latest updates from windows. Seems like files in my computer have been deleted in order to prevent any updates on my computer. Any help would be great. Thanks.

I'm trying to install the direct x because Call of Duty: Black Ops could not play without it. Everytime I install it, an error occurs: A cabinet file necessary for installation cannot be trusted. Please verify the cryptographic service are enabled and the cabinet file security is valid.

the other forum
Here goes:

"Microsoft Link-Layer Discovery Protocol" binary is \Windows\system32\DRIVERS\mslldp.sys
Its config registry key is HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MsLldp
During backup a VSS process running under NETWORK_SERVICE account calls cryptcatsvc!CSystemWriter::AddLegacyDriverFiles(), which enumerates all the drivers and tries opening each one of them. , The function fails on MSLLDP driver with "Access Denied"
Turned out it fails because MSLLDP driver's security permissions do not allow NETWORK_SERVICE to access the driver.
The binary security descriptor for the driver is located here:
It should be modified, I used SC.EXE and Sysinternals' ACCESSCHK.EXE to fix it.
The original security descriptor looked like below:
>accesschk.exe -c mslldp
  RW BUILTIN\Administrators
  RW S-1-5-32-549       <- these are server operators
No service account is allowed to access MSLLDP driver
The security descriptor for the drivers that were processed successfully looked this way:

I'm running nightly scheduled wbadmin commands to backup my system to an external USB hard drive. The commands include the
-vssFull to integrate them with the volume shadow copy service.
I'm seeing the following messages logged multiple times in the Application event log, though other indications are that the backup is healthy.  I'd rather not see error messages, but I'm not sure how to resolve this.

I'm trying to sort out issues with my Win7 machine and want to disable/set to manual services that I know are not needed, but every time I have done this in the past (a while ago now) I invariably run into an issue where I've inadvertently disabled a service that was needed by something, and I end up scratching my head (as all of my hair falls out around this point) and enabling everything just to sort it..

Is there any utility that anyone is aware of that lets you toggle service status, with the option to reset to default or reset to last status, while showing a list of services that I've changed?

I can't seem to word it properly for a search engine to find relevant results, and find usually specific services and not something I'm hoping exists.

I wish the Services.msc mmc had a checkbox or some sort of flag to show altered services so you could sort them by that, which would help a lot, but it doesn't.

Hopefully I'm not too vague here, and I did do a search for it on the forums, but did not seem to find anything related to my query.
