Hey, I get this message can't open access control editor. Access is denied when trying to change settings on C:. I cant get in to system restore, registry etc thanks for your help in advance.

I was upset that I couldn't save to my C drive so I started messing around trying to find a way. I deleted everythig in group or users names thinking I could just assign the Administrator. Now I can't access anything, I cannot run a system restore, I cannot do a cmd to Run as administrator, so on and so on. I have googled my eyes off trying to find solutions. When I click to run some programs I get "The parameter is incorrect".

Happened when after changing password to hom group in win7 RC. Lost access to root drive C: in my admin user. Was not able to change permissions in normal mode but was able to add user in safe mode.

Whenever I try to change the security settings on anything in my C: drive, I get "Can't open access control editor. The system cannot find the file specified." I'm trying to install a program, and I apparently do not have permission to save to the Program Files folder. The problem started shortly after I finally got rid of the major Antispyware Soft virus. In the process, I deleted a rundll.exe file. I'm almost positive this had something to do with it.I am using Windows Vista Home Premium, Version 6.0.EDIT: Moved from Vista to Am I Infected forum, more appropriate ~ Hamluis.

I seem to have gotten some trojans, so far 2 of the trojans that have shown up on online virus scan are Agent.G and Dyfuca.m ...the trojans show they are uncleanable, I am unable to run programs, keep getting a popup message that is saying:
C:\Windows\System32\Autoexec.nt. The system file is not suitable for running ms-dos and microsoft windows applications.

I did some searcing around the boards, found a similar problem, tried the fix, but it didn't work.
I am unable to access much of my control panel, keeps telling me I don't have permission.
I am unable to delete some files, popup keeps telling me the file is in use and can't be deleted....I am running windows xp pro. Can someone please help me out with this?
Another thing also, I tried to download and run AVG but I keep getting the MS-DOS pop up that I mentioned earlier in the post.

On Windows7 Pro,  trying to run IIS.  The way I am used to execute is  on the browser "localhost".  I used to have the code in the directory  C:\inetpub\wwwroot.   Even before I copy,  I am hoping to see
the image IIS welcome page.  Once it is successful, want to copy the code as that was the way I used to do in Window XP.    However I am getting the following message.  I have administrator access to the machine and gave full permissions
to the folder  'C:\inetpub\wwwroot'.  Still the same message. 
Error message 401.3: You do not have permission to view this directory or page using the credentials you supplied (access denied due to Access Control Lists). Ask the Web server's administrator to give you access to 'C:\inetpub\wwwroot'.

Can someone help me to address this issue.  Thanks a lot in advance.

I have installed the BT home hub (British Telecom) There are two user accounts on my pc. I am the administrator, and have no problems using the connection to the hub (either wirelessly or by cable) at all!

I do however, have a problem with any other user been able to connect to the internet. I have tried making them and "Administrator" too, and I get the same error message:

My reasoning told me that it might be a software problem, as a dial up connection, and a standard broadband cable connection all worked peviously with the two "Adimistrator", and "restricted" user accounts.

I spoke to BT who decided that it was a microsoft issue...microsoft UK want to charge me ?49 to help as my XP Home Edition wasn't bought from them, it was pre-installed. I contacted Time Computers for help from them, though I am utterly dissapointed in them...I am a novice computer user, but I recognised that my ?1 per minute technical help call was ludicrous...DON'T USE IT! They spend 5 mins getting and checking your details!

1, Since when has creating a shortcut to a connection ever "lifted" an access denied?

2, I was also told to delete the accounts that were not allowed the access. They told me to click on save files, after I had started to delete the account...they got mixed up with the order of how things are done! Luckily I got it halted!

I had to rebuild my PC a week or so ago and now cannot access a website that I have always been able to access before.

I keep getting a message saying "Forbidden. Access denied by access control list" but there is absolutely nothing within my access control list restricting this site.

I then went in and added the URL as an allowable site within the access control list thinking that might help and I'm still forbidden from accessing the site.

I've cleaned out my cache and ran Ad-aware to see if that would help and still nothing.

Any suggestions?

hey everyone

I was just wondering if anybody could spare some time to help me out with a problem
we have set up a network in our house with the use of a hub and router...we have broadband connected to NTL....with six computers connected

However one of our flatmates computers gives this error message when she tries to use IE: 'Forbidden, You were denied access by access control list'

She uses win XP..

She can still use messenger which shows the connection to her comp is fine... I have had a search around the net with no luck...something to do with her ISP connection although our ISP is well NTL i think..... i just plug and played this computer, no CD or anything...

any help would be hugel appreciated

So I wanted to change the program that opens if I use the "Edit" context menu option on images. I didn't find a guide for Win 8 so I thought it would be pretty much the same like in Win 7. I followed this one:

My problem is, when I click "Edit", this error message appeared: "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."
Well, I can edit images normally, but I want to use two different programs for "Open" and "Edit".

Wondershare support group say they can't help me unless I send the log files. I can't send the log files because it seems I don't have permission. I'm the administrator so I don't know what's going on. I have Windows 7

This may need to go under the WindowsXP subforum, but it seems to have started out with adware problems. I had been infected with one of the Cool Web Search variants recently, which kept changing my about:blank homepage. I managed to get rid of that with CWShredder.
Now, however, I can't access any of my Control Panel features. I've run HT and Spybot, but don't see anything suspicious left. I've gone through the Registry manually, but again, nothing that looks out of the ordinary.

Searching the Web for this problem, I only came across similar problems from people running Win98; they were told to reinstall rundll32.exe from their cab-files. However, I'm using XP and that solution doesn't work.

Does anyone have an idea how to solve this?

I am now getting this error when using IE...

Does anyone know what it is...? I am fully protected by McAfee, Adaware and Spybot.

If you're on a dialup connection, the problem is usually fixed by creating a new dialup connection and deleting the old.

My Computer>Dialup Networking>Make new connection, step through the wizard to make a connection identical to the old except for what you call it. Example: If the old connection is named "Internet," name the new one "Internet2."

If that works, just delete the old connection.

If it doesn't work, start looking here.

Download Deckard's System Scanner (DSS) to your Desktop. Note: You must be logged onto an account with administrator privileges.


DSS automatically runs HijackThis for you, but it will also install and place a shortcut to HijackThis on your desktop if you do not already have HijackThis installed.

Close all applications and windows.
Double-click on dss.exe to run it, and follow the prompts

If the following message from DSS appears, please click on "Yes" to allow it to download HijackThis, if you don't already have it.

Allow DSS through your firewall to download HijackThis by clicking "OK"

DSS has installed HijackThis, and placed a shortcut on your desktop. Click "OK" to allow the scan to continue.

When the scan is complete, two text files will open - main.txt <- this one will be maximized and extra.txt <-this one will be minimized
Copy (Ctrl+A then Ctrl+C) and paste (Ctrl+V) the contents of main.txt here.

This is a problem on my friends PC, no Internet access possible, so I saved a HijackThis log on floppy, and am now posting this thread from my own PC.

The PC had no effective AV software (a very old copy of AVG free edition not updated in 6 months), and even older version of Ad-aware, and that's it. No longer possible or able to update them, but I ran them for what it's worth (AVG found 2 Trojans and sent them to virus vault).

I took with me Coolwebshredder on floppy as well and ran that several times. A bit inconclusive, in that it said all clear once, then later said it had found and removed Googlems. Whatever, it seems clear now.

Homepage was initially set to about:blank all the time no matter how many times it was changed to Google. I sorted that by removing what I thought was some obvious BHO (sorry if that was the wrong thing to do), homepage now stays as Google but doesn't allow it to load.

When I open Internet Explorer I get this message instead of the homepage;

You were denied access because:
Access denied by access control list.

This comes up whatever web address is typed into the browser.

You have an outdated version of HijackThis. Click here to get the latest version of HijackThis and run it.

I have a Dell Dimension 2400 Intel Pentium running Windows XP  sp3 and have been getting tons of junk mail. I ran Avast, malware bytes &spybot. Nothing found. So I started looking through the Dell help on my computer. I'm not as savvy as I'd like to be and while trying to fix the issue myself I did something that I shouldn't have. First, I tried system restore to go back to a later date but it wouldn't let me no mater which date I tried. Then,I followed a suggestion regarding the registries. HUGE mistake! Now my computer is stuck in a boot loop. I obviously need to repopulate my hives but have no idea how. When the computer starts the Windows XP logo pops up. Then a box pops up saying lsass.exe access denied a proccess has requested access to an object, but has not been granted those access rights. When I click ok It restarts. The Dell logo pops up then the Windows XP logo and then the access denied again. Ive tried to start in last known good configuration. Safe mode. System restore. But, i keep ending back in the loop. So, I tried ordering some disks that I thought may be able to help while I've been reading through threads for information. I don't have any of the original software for this cop, I purchased it used a few years ago. But, I purchased a Knoppix 7.6.1., and system rescue from same CO, & 2 CDs off eBay Windows XP 64 bit & 32 bit as I wasn't sure which was the one I might need. Windows XP has reached end of life 2 years ago... It is an insecure Operating System and should no longer be used especially online.
The Dimension 2400 is weak hardware (Pentium 4 Processor, IDE hard drive, DDR RAM) from 2003! so 13 years old! Its not worthwhile running a modern Operating System on it and below minimum system requirements.
If on a budget you are best to buy a second hand OptiPlex 780 with a Windows 7 OEM license (which can be used for a free Windows 10 upgrade).

Hi guys. I think I have a serious problem with some malware here.

The symptoms are;

1) an error msg when I boot windows, something to the effect of;

"C/Windows/System32/print.exe - cannot be found / is not accesible"

2) I also cannot access the control panel as I get the following msg;

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system Adiministrtor"

There are also a few suspect processes running- in particular one called "logo media translatedotnet server.exe" ...which had bad news written all over it

I have read about this problem elsewhere - and have ran AVG anti-virus - which found infected files and deleted them but did not remedy the symptoms.

I also updated Java as I read that this may have been the route of the problem

This is my Ma & Pas computer - so I dont know exactly when this happened or the likley source...

I would keep poking about but I feel that this one is over my head!

I got some type of virus a few days ago that has changed my administrative priviledges. Initially I was not able to access task manager or the registry. Now I cannot get into my control panel. The viruses that Norton has caught are: backdoor.trojan (ksacre.exe), hacktool.rootkit (ksacre.exe), trojan.srizbi, trojan.spamthru, trojan.perfcoo, trojan.killav. Even though Norton says it cleaned them, they still pop up.

Please print these instructions for reference, as you will have to restart your computer during the fix.

Please download FixWareout from Here or Here.

Note: You will need to run this tool while having an Internet Connection. The tool will download other files while running.

Save it to your desktop and run it. Click Next, then Install, make sure "Run fixit" is checked and click Finish.
The fix will begin; follow the prompts.
If your firewall gives an alert, (because this tool will download an additional files from the internet), please don't let your firewall block it, but allow it instead.
You will be asked to reboot your computer; please do so. Your system may take longer than usual to load; this is normal.
Once the desktop loads a text file will open (report.txt).

I'm considering re-formatting my hard drive because my computer doesn't contain a lot of personal information and I have a virus that ravaged the computer (although this isn't a virus removal question). My question is if I do re-format my pc would it be likely that I'd get access to my cd drive back so I can re-install windows?

Some more info:

When I put a CD in nothing happens. However I can still boot from CDs.

Although "control panel" is removed from the "my computer" folder I can find it in the pull down menu in "network connections" but when I click it a message says "this operation has been cancelled due to restrictions in effect on this computer. Please contact your administrator."

When I press ctrl + alt + delete a message says "task manager has been disabled by your administrator."

i was wondering if there is a way to activate this mstscax.dll either threw the registry or any other method. i dont have access to enable it due to not admin rights on the machine.

please let me know if its located in the registry or if there is a forced way to enabling it.

You need admin rights. If you're trying to circumvent this, it's probably contrary to company policy. Contact your network administrator if you want RDP activated.

I have this program that i need to open up, but very time I try, I get an error saying:

Could not create file ''C/Users/etc...".
Access is denied.

I gave myself "Full Control" of the program, I tried completely re-downloading it, I told my virus protection software (AVG) that it is safe, and I tried opening it with my firewall temporarily turned off, but i still get the same results! I guess my question is: How do I give an application access to "create files"?

i have gone into run and typed regedit and i have changed all users permissions to disallow and now i cannot access anything not even the internet. Can anyone please help me. I cannot open regedit again either to change it all back.

Hi Haily, If you are unable to reset permissions from the control panel user management feature here is a link to some commands you can use from the run box to help you. please read this document in its entirety before proceeding.


Hopefully you can find what you need there. I dont know why your trying to edit your registry, and of course its your computer and you can do what you want to. But my advice is to leave your registry alone unless you know exactly what you are doing in there. In 15 years of working with people on their computer I've found that in about 90% of the cases editing the registry ends up causing the system not to work at all and in extreme cases the computer ends up not even being able to boot up.

I will continue to monitor this thread for the rest of the day in case I can be of further assistance. If this link resolves the issue or if you are able to resolve it yourself, please use the thread tools option at the top of this thread to mark it solved, so that I may move on to other issues.

I have a folder on my hard drive that contains files. The folder vanished after I used an encryption/folder locking security program called Folder Lock 6 to lock the folder.

The files from the missing folder show up when I use windows search, but an attempt to open the file or its location results in the message "Folder is not accessible, access is denied".

How can I recover the folder or delete the folder ?

Let me explain in more detail how the folder vanished. The folder lock 6 application has a bug. the tech support for the company confirmed this. I used the application to create a folder lock file with an FLK extension. The I saved that file in a folder. I then locked this folder using the folder lock application. Right after doing this my folder vanished. This was poor coding on the part of the application programers. Users should have been prevented from locking a folder in the same location where the application has created a file for that purpose. Poor poor programming. The tech supports solution was to tell me the bug has been fixed in the lastest version of the folder lock application and that they would give me a discount.

Bottom line . I am stuck with a folder I cannot retrieve, but whose files show up in windows search. Please help anyone !

When I try to access the folder from the Command prompt I get the message "Disallow the fast IO path for this operation"

Please run this tool below using the correct version, relative to you having either 32 or 64 bit Windows.

Only problems galore with Vista Basic SP2:
Windows-Update Error 80246005
On trying to input command as recommended in error handling Windows Update-Error 80246005 to enable writing in folder Catroot2, I get the message " Access Denied to c:\windows\system32\catroot2", even thougn I am the Administrator.
This folder is Write - protected and I am not able to change this attribute.
Can anyone help, so that I can input the command or get access privilege to the file?

I'm on Windows XP Professional, Dual-Booting RedHat Linux 9 (Just upgraded from 8)
This is very odd. I recently found a folder in my recycling bin called Jgl_Rt ( I think it was after I installed the new Freelancer demo from PCGAMER. . . or perhaps when I transfered a zip file with a bunch of jpg's I had scanned from my grandma's house) so I was curious, and dragged it onto my desktop to take a look inside. I couldn't open the folder, because it said access denied, and I couldn't delete it. I tried to change the read-only attribute under properties and it said access denied. I tried to scan the file with 3 different anti-virus software. Avast! Home edition, Norton 2003, and PC-Cillin 2002. None of them were able to access the file, therefore, they couldn't scan it. Now, almost all the jpg's and zips on my computer, as well as many random files around my computer are locked in place. They now have the same symptoms of that folder. A few of them I was able to fix when scanning and choosing repair, which I could then delete. . . but that only applied to a few files, and not all of them. No virus was detected yet on my computer. What the hell is going on!? I tried checkdisk, and defragmenting my drive (Why did I think defragmenting would help, I have no idea.).
Someone please help!
This is just another reason why I want to make the full switch to Linux. . . I just need a few more months with it though before I can abandon Windows.

Hi all.

I have a strange issue (or so it seems to me that i am a newbie) . I try to use a small utility which reads massively *.txt files and if they are saved as ANSI it saves them as Unicode.

The problem is that when i run it (run as administrator) i get an error message saying "Cannot open file. Access is denied message"

I am not lazy (or so i think) and i have read the tutorials in here regarding take ownership and the problem still persists.I really don't know what to do.

Please tell me your suggestions?

When you took ownership, did you also set permissions to "Allow" your account "Full control" of the file/folder as well?

A quick run down on where I'm at now:
I've been getting random BSODs, so I found out how to open .dmp files in the D:\Windows\minidump folder. I installed .Net 4.5 so I could install the Windows development kits, installed the kits, then I opened WinDbg and tried to open the folder. The pop up window informed me access was denied. I moved it to the desktop, tried again, same result.

After seeing access denied I did a search and found out about adding the registry hack that allows you to take ownership of a file. I added the hack, right click -> take ownership. No luck after having done so.

If I could get some help getting it open, it would be much appreciated.

Edit: As posted below, from the directory with WinDbg.exe I ran it as an Administrator and it worked.

I wonder if anybody has the same issue as me.

My Office 2010 beta just expired, so I had to uninstall MS Office 2010 and reinstall the official release.

After the uninstall, I saved my pst file to a different location and cleaned the AppData directory of Outlook which contained the pst files and other files.

I installed Office 2010 and when I opened Outlook it missed the Outlook.pst file. So I put my old pst file back in the AppData dir.
But when I select the pst file to open, it throws the message (translated from dutch):

"Access is denied. You don't have permission to open C:\Users\..\..\..\..\Outlook.pst".

I checked the properties of the file. readonly was not selected and I changed the security permission for me to full control. (it was set to read & write)

But this had no effect.

I moved my Outlook.pst and let Outlook 2010 create a new Outlook.pst file. After that I noticed that all my emailaccounts where still in place, so I wonder where Outlook saved my accounts.

Now I wanted to import my Outlook_old.pst file, but I still get the message:
"Access is denied. You don't have permission to open C:\Users\..\..\..\..\Outlook.pst".

I really want my old mailbox back, so if any of you guys have an idea for me, I would be very grateful

Ps. I did the backup & replace of my Outlook.pst file a bunch of times in Office 2003 and Office 2007 and never got this message.

I am in safe mode because nothing will open in his normal mode. the access denied - do not have permission error comes up every time you click on anything.
I've searched the forum and tried the cmd assoc.exe.=exefile and tried to create a new user profile, but got the error code.

i got an alert saying i should enable '' security center '' so i go too msconfig and it says it is stopped, i then go too '' services '' and try to start it and it says '' error 5 access denied cannot start on local computer '' i use Windows 7 how do i resolve this?? i have tried everything, by the way this only happened after i downloaded and eventually uninstalled Microsoft security essentials, and i heard of someone else having almost exactly the same issues.

Hey, I have a problem. I have my two sata hard drives partitioned into 3 parts. On One part (Drive E), theres a couple of files that have been there for a while (from previous windows installations), and I can't access them anymore. It's been like this for a while.

If I try to move or copy them, Vista says "You need permission to perform this action. Try Again. Cancel". If I use CMD to do it, it says Access Denied. If I try opening the videos files that are like that, the video player says File not Found.

I've tried botting in safe mode, enabling and logging in as the administrator (both in regular windows and safe mode), tried loading the vista installation cd, and using command prompt to copy the files.... but it says "Access Denied".

I've tried taking ownership using takeown or cacls, NO LUCK! I've also tried right clicking, properties, and messing with the security settings, still.. NO LUCK.

I've been at this for about a month, trying different things.
Anyone have any suggestions or a solution to how I can access those files?

ps: Running Vista 32bit, Ultimate Ed.

Lots of memory .. Lots of free disk space.

No problem with my Internet Connection and I am almost sure that the problem is not virus or malware related.

(Can't be absolutely sure as you will understand after reading the rest of this post)

I can't open any of my browsers.

Opening anything such as tools like malwarebytes, revo uninstaller, etc. etc. is iffy!?

There seems to be no logic in what and what will not open.

Some things will open like note pad and CCleaner (From the programs folder) but wont open from the desktop!?

Malwarebytes launches from the Programs folder but wont launch from the desktop!?

None of the browsers will open from the desktop, their respective folders or from the Programs folder!?

I am also getting access denied on a lot of system tools even though I am the Administrator!?

It is odd how I was finally able to get opera to launch.

I was able to get program accessories to open .. went into system tools and launched Windows Easy Transfer (don't ask).

When that window opened up .. I hit cancel and the message Are you Sure You Want To End The Transfer came up.

After clicking yes .. Opera opened!!??

In case anyone asks Hijack this or MiniToolBox wont open either!
(The folder itself will but the app wont launch.)

I can open any of my other browsers by being on a web page (with Opera) and right clicking and using the drop down menu option of Open With.

Of course, all of this after I use the Easy Transfer tool that I mentioned above.

Opera is my default browser so that is why upon canceling the Easy Transfer tool .. the page opens to opera!

I get "application not found" or Error messages with rundll32.exe. when I try to open control panel or other downloaded files. I was able to run DDS but could not open or scan with GMER. I can access the internet, run Spybot, MBAM, etc. I found and deleted 143 files of "wildtangent" Also have a problem with vongo, unable to delete various files. Very much appreciate any help. This is my first post here ever, so apologies if I do something wrong...

In Access '03, I have two forms ("Funder" and "Grants"). The forms are based on tables by the same names, with a Primary Key from the Funder table linked to a Foreign key in Grants table (one-to-many relationship).

From the Funder form, I would like to make a control button that does the following:

1) Opens the Grants form
2) Goes straight to a new record
3) Passes the Primary Key value from the Funder form to the Grants form.

I'm not so great with VBA, but I've been trying... this is what I have:

"FdnID" is the Primary Key on the Funder table. This was all generated by the Command Button wizard, except for the GoToRecord line, which I found on another forum.

When I set this as the event procedure for onClick on the button, it opens the form, takes me to a new entry, but the FdnID is "0", rather than the field from the opening form.

Any ideas. I would be most grateful.
