Q: Diagnostic Policy Service. Access denied - pls help

Running around in circles for hours trying to resolve this issue. Message is Event ID: 7023 The Diagnostic Policy Service service terminated with the following error: Access is denied. This problem is NOT about accessing the internet, as I am here on the forum posting this. It's about other event errors caused by this. Event ID: 7023 Diagnostic Service Host service terminated with the following error: The requested control is not valid for this service and Event ID: 7023 The Diagnostic Service Host service terminated with the following error: The requested control is not valid for this service.

The DPS service is set to automatic start up, but it can't start at boot, which I assume that it is a SYSTEM privilege. I checked every entry of the User right assignment of the Local Security Policy and made sure that the SYSTEM, the Admin, and myself (I am the Admin) have access to everything. This is a single user desktop without password or user restrictions. I also modified the registry of the DPS Start: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\DPS\Start and tested it with the values of 0, 1, 2, and 3 and rebooted each time, but it made no difference.

Preferred Solution: Diagnostic Policy Service. Access denied - pls help

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

I know their are other threads on here about this particular problem but I am not having any luck with their suggestions so here it is:

I have also tried system restore, but the problem originated before any of the system restore points were created.

This is a customers computer, and I am convinced something happened around 4 or 5 months ago right after he switched from Cricket Mobile Broadband to a standard cable internet connection.

I have tried too many things to list but still with no luck;
- Un-installing and re-installing SP1 and 2
- Re-Installing wireless and wired internet connection drivers and utilities
- Substituting svchost.exe with backed up versions in c:winsxs
- Using a hacking utility to set all the NTFS permissions of the file to allow everyone to do anything
- Scanned for Malaware
- SFC /SCANNOW and CHKDSK /F (both did not find anything)
- Startup Repair from the Vista Install disc

I am tired of messing with it so I backed up all of his files onto my external 500gb USB HDD and I'm going to try re-installing vista... this sucks HELP!!

On yesterday, I read a blog from Prevx regarding the "black screen" that is happening with a lot of Windows 7 and Vista users after running updates, etc (I run Vista). I thought this may have been my problem, as I have a 1.5 yr old monitor that just blacks out at will. I attempted to download the fix, directly from the blogsite, Prevx Black Screen Fix Blog and from that point, lost my internet connection (wireless), and could not reconnect.The fix was an executible file, "fixshell.exe" with additional instructions to run "http://info.prevx.com/download.asp?GRAB=BLACKSCREENFIX", after download through the Task Manager. By the time I clicked on the download, the internet connection was lost. Hello everyone. I am in dire need of assistance, please.

My computer has recently lost wi-fi/router abilities, from research it appears to be the Diagnostic Policy Service that is the culprit. I have tried every fix imaginable, to no avail:

1. I get the Error Code 5: Access Denied when attempting to manually restart from the Services menu.

2. I have edited the regedit parameters in other recommendations to the HKEY.

3. I have run Windows Fixit Troubleshooter.

4. I have run Tweaking.

NOTHING works. I am out of options. Could it possibly be a hardware/component issue? The system in question is several years old, and used heavily.

I have no other avenues except a full system wipe, and with the age of the terminal I am not even sure that would solve it.

I would be eternally grateful for any options.

I've tried everything. run the services. msc as administrator, did a system restore (with Norton disabled and in Safe mode), did the netsh winsock reset catalog, did tcp/ip repair, scanned as administrator....

nothing works.

am i forced to do a vista upgrade?

when I am trying connect wifi internet I am getting error like " diagnostic policy is not running " while diagnosing the local area connection.

not sure how or what happened
or, even how i noticed it, but these 2 services will not turn on
(not sure if i even need them?_)

in services, it was denied for some reason
i changed it to manual, but
the "start" is greyed out when i right click on it.
when i open properties, i can change the startup type (manual, auto etc...)
but, if i try to change anything in the log-on tab, or the recovery tab
i get the "error 5" message...
 
i did have IO-bit Advanced SystemCare installed 
i ju8st removed it.
i did a sweep with malwarebytes, and cleaned the system with CC cleaner.
 
i also had a hard drive that i had lost access to
possible it was a permissions thing.
i re-formatted it, and that is all OK now
as far as i know.
not sure if its related, but, its the last problem i had.

Hi there Brad Since you had Advanced System Care installed I suspect it's the culprit. ASC is considered a "system optimizer" which usually includes a so-called "registry cleaner" - using these are not recommended at all since they carry a very high risk of messing up the Windows Registry - thus breaking your Windows installation.And iOBit's reputation is not that good, as they are known for shady work ethics - the most famous one is them stealing the definitions database from Malwarebytes Corporation.If you are using CCleaner, I recommend that you NEVER use the Registry Cleaner option for the reasons I listed above.Hope this helps.Regards,Alex

Please help i have done many searches and i can't seem to find anything to fix my issue.
My computer said it needed to do an update so i let it run the update and it prompted to restart the computer so i did that, i logged to my user account which is the administrator account and it said it didn't recognize my user profile so i was using a temp profile. Somehow my computer was unplugged and when i started it up it brought me to the user log in page i tried to log in and it says group policy client service failed log on access is denied. I can log on the standard user account but not my account which is the administrator account. But i can log on to the administrator account in safe mode. I don't understand and need lots of help to get back in to my account...

Go into Safe Mode as admin and try a System Restore : Start button / All Programs / Accessories / System Tools / System Restore.

I only have one account on my computer and its my administrative account. When i try to log on this message pops up and it: Group Policy Client Service Failed the logon Access Denied and then it logs me out i cant even enter my computer

basically what's wrong is that every time i try to log into my user's profile i get a message saying 'Group Policy Client Service Failed the logon - Access Denied' and then am prevented from logging in. if anyone can help me resolve this issue i would be very grateful. thank you.

Is this a domain or local account? What Windows Group(s) is it a member of? Do you have other accounts that you can log into?

And just to be sure, have you applied all Vista updates?

A computer was handed to me to fix. Well it's a Windows 7 laptop. I'm not actually by it right now so I can not tell you the manufacturer at the moment; but I'll try to explain everything I can.
I usually am very good with this stuff but the thing is, I've only came across an error like once before and I had to wipe the hard drive clean and re install everything. However my friend, she doesn't want me to do that. So. I have to try to save it all.

I've tried a lot I guess. It won't boot in safe mode, obviously, and it won't log at all, obviously. There's no second account. So now you know this. I'll continue on with what I've done.
I've done a couple things, actually. Before I tell you what I've done. I just so happened to be able to get in once. It logged in and said desktop could not be found and all that jazz. I was able to run SuperAntiSpyware and it got tracking cookies and like probably 1 or 2 Trojans and I removed those. Then it restarted and locked out with the same error.
I booted up with Kasperky CD I made a while ago. Didn't help, not really surprised. I went to go do system restore multiple times and none of which worked. There's other things I tried but can't remember at the moment. Honestly. I'm lost on what to do right now. I have no idea how on earth I would fix this.

I can't tell you on the specs on the computer because I can't access it so I can't get them. Also I do not have a disc from Microsoft for windows 7 recovery. I just read that doing t... Read more

It seems I had some sort of Trojan/Virus at some point. Looks like I got rid of it for the most part considering Malwarebytes and Kapersky no longer pic up any sort of inefection. However it left some lasting damage in the form of that error message that I get when I try to log on my main user.
I can still access it in safe mode but that is it.  Only thing I was able to do so far was just create an entirely new user with admin rights and transfer everything from one to the other. However now with this new user I keep getting a counterfeit windows error that won't go away. So fixing my orignal one and regaining access to it would be nice. All attempts so far have failed so any help at all would be greatly appreciated.

I would greatly appreciate any assistance.

I got the dreaded "User Profile Error - Logged on with a Temporary Profile" screen 2 days ago. I saw google updater briefly before my system restarted and I've read that may be a cause. Anyway, I was able to back up most of my files. I restarted my laptop and to my surprise, it was back except the theme was different and couldn't be altered which I could deal with. A few other things were off but it was usable.

Unfortunately, a little before midnight, there was a power outage. My laptop has a dead battery (well almost dead so it gives you about a minute) so I just shut down without closing each program one by one. I force quit but it did shut down on its own. The power came back on but I got the following error when I tried to login this afternoon.

"The Group Policy Client service failed the logon. Access is denied"

I'm running Vista Ultimate. I could not get past the login screen. I could login in as guest but I only had one administrator account. I was able to boot in safe mode and my files are still there. I was even able to export my Firefox history, save my passwords and do a back up of that. I created a new administrator account in safe mode. I was able to login and use my laptop normally (connect to internet etc) but of course, it's not my real account.

I am a system administrator. In My organization we have few users who frequently getting the group policy error When they login into their respective machine. They are able to login after typing password multiple times and some times its works after
reboot. We have recreated the uses profiles multiple times and also replaced laptops.

We have also tried to rename the roaming profile of the users in the server. Issue occurs everyday when they login for the first time and for some users it happens when ever they unlock the machine.

1 Did this issue appear before?
2 Did your PC in a domain?
 
I suggest to perform some tests which mention in:

Even though they are for Vista, they should be applicable to Windows 7 too.
 
If this issue persists, you can try to make a system restore:
Perform a system restore in WinRE
  1) Restart PC
  2) Press “F8” and select “Repair Your computer”
  3) choose System Restore.

Running Vista, but cannot start Diagnostic Policy Service. Message states: "Windows could not start the Diagnostic Policy Service service on Local Computer. Error 5: Access is denied." Network diagnostics cannot run because the Diagnostics Policy Service is not running, I am connected to a network with limited capability but cannot get onto the internet.

Perhaps unrelated but had a problem exactly one month prior having to do with bogus anti-virus software.

When I try to run System Restore, Network Troubleshooter and other Windows diagnostic tools I get an error message stating "The Diagnostic Policy Service Is Not Running" which results in the diagnostic tool not running. How do I fix this?

I don't know if it matters, but I have a SSD Hard Drive.

As best I recall, the Sysinfo utility wasn't available the last time I was here, but I really like it!

Press Windows+R keys to open the Run window, type command "services.msc? and hit OK.
In the Services window scroll-down to find a service with the name ?Diagnostic Policy Service.? Right-click on this and select Properties, make sure the service is up and running.
If not, then see if you can manually start it.

I searched the net and got information about system restore. I was able to do that and still can't connect to the net. When I did that, I couldn't sset my own restore date.

Infact, the connected icon has an X on it. It always did when I had my previous connection.

All I've done is change network provider and I can't log on to the net.

Ok, welcome to Bleeping Computer Forums,
 
Click Start>Click Run> Type Services.msc
 
this will load windows services control panel with will allow you to enable disable start and stop services and set when they run.
 
in the list scroll down and find some thing called diagnostic policy service
 
once you have found this service check that it is set to automatic and the service is started
 

 
you can see in the image where it states status this should be set to running and startup type to automatic.
 
if the service is not running but set the manual or automatic delayed for what ever reason just click on start and the service will start
 
to stop and start services is located on the left hand pane of the services control panel.
 
if however the service is set to disabled re enable it and then start the service restart the pc and re run the diagnostic tool. 
 
have you switched your router on and off again to reset the router and restarted the pc if no please do this as well as the above is yes just do the above.

Hello All

I am looking for help with a problem I am having with my laptop Dell Inspiron 1545 O/S Windows 7 Home Pemium. It has stopped connecting to the internet through the house wireless router although all other devices in the house can connect. If I try to run troubleshooter I cannot and get a message that the Diagnostic Policy Service is not working.

I have tried to follow answers I have found through Google but without any success. I cannot even restore to an earlier point as the restore fails.

This started happening when I accidentally turned off my computer whilst it was booting.

I have tried sfc /scannow, I have done the CMD thing (net localgroup Administrator) and have tried manually starting the service, to no avail.

Here is a screenshot of what I think appears to be the problem. I am the sole administrator of my computer.

I have tried it in several user accounts including the administrator one.

Anyone know the cause of this problem? I cant get the internet too work on my vista computer, and I need too find out what the problem is. But its not that simple when the diagnostic policy service doesnt start.

(And im running vista ultimate)

I have the identical problem. This started on my wifes computer yesterday for no reason whatsoever. The computer had no known updates or installs between sessions. The only event was the computer (laptop) was put into sleep mode. When it was repowered, the internet failed to work although the network says it is connected, WLM fails to connect, and DPS fails to allow access with error code 5. Hopefully there are answers regarding this issue soon. This is a Swedish OS as well.

i tried to diagnose my internet connection, and it informed me that the diagnostic policy service was not running. so i went over to services.msc right clicked the diagnostic policy service and got the following error: im at loss |:

A:Cannot start diagnostic policy service

Just a thought, what if you disable it then reboot then try to start it?

I always use wired network on my laptop , coz i didnt have any wireless network at home, but sometimes i use my wireless network so its working properly back then, one time i bring my laptop at office, and try to connect it via wireless and it seems i cant detect any wireless signal, i try to use troubleshooting so i can see whats happening, i just got a message saying "diagnostic policy service is not running" then i just look at my network adapters setting , i just turn them all to enable, including bluetooth, i just see one new adapter "virtual adapter" i think this comes from installing android via virtual box, i try to disable it but no luck, i try all what i read on google search, but all is no luck, one last thing i didnt try is to uninstall my driver and go to repair options on windows 7, my original cd is professional, but i upgrade it to ultimate, i didnt know if the repair disk will work. please any help. i do not want to have a clean install of OS

Hope this finds you doing well.
I'm getting the error "The Diagnostic Policy Service is not running", because of which I'm not able to get any wireless signals on my PC. Actually I was working offline on a virtual machine installed on my PC for a week without connecting to Internet.
The same time I started getting the error from Norton antivirus installed on my PC - "Norton has encountered an error 5013 3", which I fixed, but the windows error remains. Pl help.

I have read threads and followed instructions for 5 days. Recently was gifted a Dell Inspioron laptop with Windows 7 home premium. I do not have discs, they were discarded at estate sale of precious owner. Suddenly and randomly have this diagnostic service error. My wifi is running. My ultimate question is can I download needed 7 drivers to iPad and install via use cable to laptop. My son is electronics side mgr of the electronic half of store and said not compatible with 10 and to let it go...however, I like the laptop and just my iPad is again frustrating. I want to fix this problem. How?

Running Vista as admin, but cannot start Diagnostic Policy Service. Message states: "Windows could not start the Diagnostic Policy Service service on Local Computer. Error 5: Access is denied." Hey there my computer (Toshiba Satellite Windows 7) has been freezing and overheating to death since I bought it
but after a recent automatic shutdown (not overheated) I rebooted to find myself unable to connect to the web.
When I try to connect it says the connection was unsuccessful and gives me the option of troubleshoot problems.

I'm running Windows 7 Home Premium 64-bit. Ok, so I tried running the troubleshooter for the HomeGroup and it said that the Diagnostics Policy Service is not running. So I googled that and I found this video: I followed the instructions but it didn't do anything. I tried starting the Diagnostics Policy Service manually, but it didn't work. It gives me "Windows could not start the Diagnostic Policy Service service on Local Computer. Error 5: Access is denied." I even tried running it as admin, but still no luck.
 
The reason I'm trying to fix this is because I have two computers and two printers. If I go to the computer in one room and try to print something to the computer in the other room, it'll work. It'll show the print jobs in See What's Printing. But if I try to do it vice-versa, nothing happens. It shows up in See What's Printing on the computer that I chose to print from, but it doesn't show up in See What's Printing on the computer with the printer I was trying to print to.

I tried all of those things and I finally got it fixed:
go to start ,search and type:- cmd, right click on returned cmd.exe and select "run as administrator" at the prompt type:-
net localgroup Administrators /add networkservice
press enter then type:
net localgroup Administrators /add localservice
press enter then type:
exit
press enter and restart your computer
Open services and make sure the service is started.

First of all Diagnostic Policy Service service has nothing to do with print jobs Print Spooler service  spools print jobs and handles interaction with the printer.  If you turn off this service, you won’t be able to print or see your printers.

Blank Device Manager and Not Genuine Message

Recently there was a power outage that somehow interrupted something on the computer. I do not know what was interrupted because it happened while I was asleep. I will say all the stuff I have tried so far, and then I would appreciate any help that can be given.

Using my windows boot disk recoverytools
CHKDSK C: /F
CHKDSK reported no errors

Then I tried a system restore, but the restore fails everytime.

Booting the computer regularly:
When I open devmgmt.msc, the window has no devices listed. So I checked the registry for corruption as suggested on another forum. The registry is good.

I also have tried the links and commands suggested here:

The DISM command ran without any errors

I did manage to validate Windows though. So at least my copy is genuine again.

And while writing this post somehow device manager is no longer blank. It has devices in it. Now my problem is that I have 0 network connections listed in Network and Sharing. When I should see my LAN and a virtualbox virtual connection. And I see a bunch of yellow triangles on my network devices in devmgmt.msc If I try to start network diagnostics, I see an error saying: The Diagnostics Policy Service is not running. Hi, we need to see what's going on. Open a cmd prompt as admin, to do this go to start, search and type:- cmd right click on the returned cmd.exe and select "run as administrator" at the prompt copy paste the cmd's in red:-

reg query "HKLM\SYSTEM\CurrentControlSet\Services\DPS" /s > 0 & notepad 0 press enter, please copy paste the notepad outcome here.

Next copy paste:-

echo > 0 & sc qc DPS >> 0 & sc queryex DPS >> 0 & echo >> 0 & notepad 0 press enter, copy notepad to here.

So here's my problem -

I have a Dell Inspiron 1525 running Windows Vista Premium.

When I try to connect using my Wireless card, I either get 'failed to connect', or 'connected with limited access.' Naturally, when either happends I run Windows Network Diagnostics to try and solve the problem. A window pops up showing "Network Diagnostics cannot run because the Diagnostic Policy Service is not running." Below this is a link to open the Service Control Manager with text as follows: "You will need to manually start the Diagnostic Policy Service. Once this service is started, you can run network diagnostics."

So, I click on that and get to the Services tab, scroll down and click on the Diagnostic Policy Service Properties. In the General tab, there is the text - Service status: stopped and below, a button below labeled Start. I click on this to start the DPS and it says "Windows is attempting to start the service on Local computer." After a second an error message appears: "Windows could not start the Diagnostic Policy Service on Local Computer. Error 1114: A DLL initialization routine failed."

I have had the laptop for 9mo and never had this problem before with my wireless card. ***??? I checked the Diagnostic Policy Service file (svchost in C:\windows\System32) and found it was created in March 2008 and modified in January 2008. I have set all 3 diagnostics to automatic as some threads have suggested however when I try to enable the diagnostic service policy specifically all I am getting is error 5 unable to turn it back on. I've tried all I could, searched the internet and couldn't find anything. I get this message whenever I go into my services and try to start the diagnostics policy service.

"Windows could not start the diagnostic policy service service [sic] on local computer.
Error 5: Access is denied

It could well be that Some permission required to run this service was given to the administrator account and not the correct group/name.

I kinda need this service even though it isn't vital because we all know how tricky computers can be, I'd love to keep this service to find out what is wrong with my internet connection in its off days.
Also, I don't have a sys restore

I tried restore, but did not seem to work.

I don't really know the implications of changing these services to manual. Windows Vista Service Pack 2 Service Configurations by Black Viper says that even bare bones keeps them both automatic, so my guess is its a good idea not to disable these.

Disabling them did not do a thing, so I restarted them. Anyone know of anything else I can do?
